I had a chance to meet with several of you just to give you a little bit of intro as to who I am. So, most immediately I come from Cook County as the budget director. They called me the pandemic. Budget director. I'm I'll be. I'm there. I'm there, they started in January 2020. I thought that that was going to be, you know, great times cuz the county was in such great financial standing, even back in 2020 and 2 months later, as you all know, covid-19 hits over the past, almost three years, three and a half years have really works to help the county recover, its Financial standing in the midst of a global pandemic. I'm not only responsible for passing and developing the budgets they are but also in managing The Elmo. They almost 1.6 billion dollars in covid-19 Financial Funding that they received from the, the US Treasury, as well, as from the state. And I, I know that that's something. That's a great interest here. To, as we continue to use, the funding is provided to the city as well to help recover our communities. Prior to my time at the county. I actually from my background, I'm a lawyer by trade and finance attorney where I started my career at Billy. Austin in the global Finance group working at in Capital Market deals, Commercial Banking deals here today. She deals with anything that a Commercial Bank was a part of those types of transactions for almost eight years as subsequent to that, I come from a family of public servants. And I knew that was being pulled back into public service myself. So I left the sidley Austin in 20 13 + 13 and did a very short stint at University of Chicago Law School working on a pipeline diversity issues, trying to get more people of color into the legal profession, and really working to feed principles of equity and diversity at the University of Chicago. But then was called by dear friend of mine, Sharon Fairley, been appointed the independent, the chief administrator of ipra at the time to come and work with her to build, a new agency which is now known as the civilian office of police accountability. I'm so we did that lost it. You know did some really great work seated, some really foundational Concepts there and was pulled by the assessor. Relax for the Katy to become his chief administrative officer, which I did for a year until I was called by Toni preckwinkle, president of the county to be hurt by the director. So I think over the course of my career, I have looked to Work on really fat. Really challenging issues. I'm an issues that really have impact the day-to-day lives of those in our community. I came to Chicago in 2003 to attend the University of Chicago Law School and this is my home. Do I count it an honor to be before you to do this work because I love my city, just like, you love your city and I look forward to working with each of you to really continue the progress board for the city. That groundbreaking happens that we stay on track and I think about things like it modernization, the work that is under way. That's going to take several years and that's really going to hopefully set the foundation for us to really be a twenty-first-century. Governing body is not your city council but stay with your ship and so just want to underscore in my opinion the continued need that the issue of implementation merits in and I I think that Sushi Park did a commendable job of leading us through a very tumultuous time and hope that you can take all of those Lessons Learned by now that the two of you have been in close contact to make sure that we really make sure that you hit the ground running in all the ways we need you to form an implementation standpoint. I'm here today to request your approval to Amanda Redevelopment agreement between the city and little village business. Incubator LLC for the purpose of authorizing 1.7 million dollars in NOS funding, to be used for the development of the eskina business, incubator project. The project was approved by City Council in August 2020, but shortly after approval, the developer faced delays due to issues with tenants environmental, concerns budget increases and building material availability, do to covid-19. All these issues have been resolved and the project is ready to move forward. The Minotaur DEA will provide the developer more time to complete the project by amending the completion. Certificate. Certificate deadlines. Certificate, deadlines and $200,000 in additional funding to Aid, The increased budget. Subject property is located at 3523 3525. A little village business. Incubator LLC was created as a special-purpose entity, which will do business as the x-gene, a business incubator, the little village business. Incubator LLC was formed by the foundation of little village with the vision to support, and encourage economic growth, educational opportunities and vibrant, Wellness, for the future of little village. The. The project will include a new culturally relevant, Cafe, co-working technology, and shared office, incubator and a shared commercial kitchen. And of funding will be for the interior and exterior. Improvements Rehabilitation will include environmental remediation, demolition structural, and exterior repairs besides repairs new roof, new mechanical HV, AC electrical and plumbing. The. The estimated total cost of The Rehabilitation is approximately 4.5 million dollars up to 1.7 million of that budget, which is roughly 37.2% is supposed to come from nof. The remaining project funds will be provided by the combination of equity debt and a rear eyes Grant. buns, for the Funds for the project will be dispersed and 3 payments at completion. Milestones with a final payment being made upon construction completion and issuance of a certificate of completion for the protections, for the city, including ongoing operation, an occupancy covenants, as well as a flip restriction developer will be required to adhere to construction compliance requirements. The park. Department supports the project as it benefits, as its benefits include serving as a catalyst for future development. In Little Village, along 26th Street establishing a local, amenity and expanding community outreach, and Redevelopment of a vacant building. Is. Is a renderings of the completed project. The second is a additional increased Grant fund for the Department of Public Health and the amount of 10.1 million dollars being received from the US Department of Health and Human Services. Are the grant is the building epidemiology and health. I t, i t capacity Grant and the funds will be used to support core capabilities to combat, infectious diseases and other conditions of Public Health importance of the third grade is also for the Department of Public Health. It is a new Grant in the amount of $25,000 private Grant received from the Ann & Robert H Lurie Children's, Obstacle. Of Chicago. Of Chicago for the healthy Chicago 2.0 survey, the survey as a public health data collection activity implemented to obtain, unbiased annual City level estimates of several health conditions and determinants of Health. Beef. The fourth Grant is for the mayor's office for people with disabilities. This is an increase in carryover funds of $100,000 provided by the US Department of Housing and Urban Development. It is a cdbg Community Development, block grant and it will be used. I've to assist qualified individuals with disabilities who live in the city of Chicago, providing the opportunity to receive in-home services, increased Independence and daily living skills. The fifth Grant is for the Department of Family and support services. It is an increase in the existing Grant provided through the Illinois Board of Education through the Chicago Public Schools. It is the Early Childhood block grant and the increases 4.4.0 million dollars. It will be used for providing Early Childhood Program for at-risk children. Ages 3 to 5 in community-based organizations, using center-based program models it's 1/6 Grand is for the Department also for the Department of Family and support services is an increase of $319,000 through the Illinois Department of Human Services for the emergency and transitional housing Grant. And this grant is funded through the state of Illinois to support the overall operating costs of 13 shelters in for engagement and Outreach Services to individuals experiencing homelessness in Chicago. The Seven Grand is all also for the Department of Family and support services from the Illinois Department of Aging in the amount of $19,000 or long-term care Ombudsman program. And that's funding will provide support to long-term care. Residence, providing case management consultation Community Education and advocacy and investigation of complaints to individuals. In need the eighth Grant is also for the Department of Family and support services in the amount of increase of $14,000. The Illinois to. The Illinois Department of Human Services for Senior Benefits access program. The night. The 9th Grant is also for the Department of Family and support services, an increase of $7,000. Also from the Illinois Department of Aging for the state senior companion program, which provides support for persons 55 years of age and older to serve their communities and their retirement years, the penultimate Grant is for the Chicago Police Department. In the amount of 3.4 four point million dollars from the Federal Highway Administration, which is a federal, Pastor Grant through the Illinois Department of Transportation in for the advance transportation and congestion management technology deployment. And this grant will fund the Chicago centralized Transit signal, priority project, which will deploy Innovative Technologies in order to implement Transit signal priority for buses on a wider scale. Without the need to install specialized field equipment on traffic signals. So that's all love of Grants. It's providing the back-end infrastructure to allow the signals to the buses, actually, to communicate with our signal system. So what were into space in the next five years we'll have about $1,000. 3000 signals will have this technology on them. This is actually as we go through in mine rise, our signals as a long-term project as they come online. They'll be able to communicate through this system. So, this is just so I understand the technology that facilitates communication between the bus and the modernized signals. yeah, they Yeah, there's a couple steps between there but it's actually allows the GPS in the bus. And so I am excited to put the schedule in front of you. I will start with the end. Say. Nothing. Saying, the schedule still gets us to passing a budget before Thanksgiving? Obviously, as you'll see at the bottom, dates are subject to change, but any changes made from the dates that you see, before you hear will be communicated to you ahead of time because we strive to keep you apprised of any changes in the budget calendar ahead of those changes. So, I'm, as you can see the budget cycle this year starts off about a month behind where it was last year. I've been told that last year was unusually early, so I'm okay with this year. Being a little bit behind, not behind just a little bit later than last year, so will be kicking off with Department. The red. Through an email, communication starting on June 30th with the actual kickoff to Department 10th and 11th of July. In the system will open two departments to begin their budget request July 12th. We're still in conversations with the Chairman's office because we are inviting all of the new Alders to budget 101. And I know that sounds very Elementary, it will not be Elementary but it's just the best way to communicate what it is that we're trying to indicate which is we want to make sure that any new Alder and frankly any other that would left love to understand the complexity of the city budget the ins and outs. I'm a. I'm in. I'm in able to just understand the process from beginning to end. So those will be mid-july. We will put together a number of date so that you're able to attend the one that best fits your schedule. And we'll be publishing those dates hopefully in the next week, just so you have him and in this year you'll see that we have moved up the part of the budget cycle that involves Community engagement. I'm in the same way that we strive to to engage with others. Throughout this process, be want to make sure that we're also engaging the community during the process and not at the end of the process. So they'll be a series of budget Community engagement, round tables that will be occurring in July of this year with the mayor with department, heads and so forth. Just that we're hearing from them before as were developing the budget. The. the by The bike. The budget system closes this year on August 7th and then we get to work preparing. Not only the budget forecasts but also developing the budget through series of conversations with Natalie, our departments with you. And with the community, you may have seen the executive order that was released on Friday of last week. Pushing the delivery of the budget, forecasts out to the end of September, but we intend to publish it on September 13th this year, just given all that's going on in the economy, but also, All the time that we need for our departments to provide us data, to make us successful and more accurate forecasts. Once that's released that leads us into forecast briefings with the elders, but each of you that will be setting up, just to give you a sense of where we are from a financial standpoint before we actually develop the final budget. Will become. Will be calling a special council meeting on October 11th the day after our briefing, with you, where the mayor will. Well, release his budget after his speech. The following week, we will begin our department. Budget hearings first, with the budget director myself to see if I won the Comptroller time before you. And then, over the next two weeks Department, budget hearing I will say that, you know, where we are, ambitious, that will be able to finish all those Department hearings by the 27th of October. But knowing that there is some room for cushion. If we need to call any departments back, or we need more time with departments before, each of the elders. After that, the budget phase will begin where you're able to suggest and proposed amendments to the mayor's executive budget recommendation and that will close on November. 3rd will be introducing a supplemental ordinances either on the 1st of November or the 3rd of November, depending upon where we land on finalizing in. All the department hearing. All the department hearing and then we'll have a series of additional Council meetings at the moment. The first one being, the second one, being on the 8th of November in between the 1st and 8th of those Council. Meetings will have additional finance and budget committee hearings on the 6th and 7th of November all with the final vote. On the budget proposed to occur by November 15th of this year. As I said before these dates are subject to change, we hope to not change them, but we do understand that we have built in some cushion. I'm into this. Even this compressed timeline to the extent that we need to in order to have additional hearings. The additional council meeting battle. Thank you. The only thing I want to add to dishes at doing the time of the budget Community engagement round tables. We also as a council will be work with individual. All the men are regions of of the city and carcasses is what to get input from everybody respected as well and it'll be built in around the time of the community engagement as well. So, I will be sitting sitting out those dates as well from the committee aspect, how to participate based on, where you decide you want to fit in with your carcass with your reason or or individually. So, we'll be getting that. this is, Such as well. This is well after we do the budget 101 with our, our new orders. But any questions do the committee. The budget committee has itself will be meeting to talk about priorities within is, is that what I'm hearing? What we'd like to do is meet with again, based on the parties that maybe Regional parties that maybe caucus priorities in the bed, individual parties. But we do want to get all of that in put in before the system closed is cuz I did to the extent. We can't. We want to get as much in the process before we get to the amendment phase is when we start getting the members, we got to figure out what we got to take out and we're going to add in but will try to get all of this stuff in on the front end as much as possible but those items on the table but as the bosses are not wait until after the budget is presented to try to go figure it out, then start to do that in on the front end. So that's that's what you want to put that around this time around Community engagement. Beatrice. I appreciate the. Two questions when I was wondering if you happen to know, if it's been released publicly who is on the mayor's Advisory Board as it concerns tensions cuz I know that while this won't necessarily play a leading role in the current in the upcoming budget cycle and over the next number of years that that's going to be a big topic of discussion. I do know that the CFO is in the midst of convenient that task force, I don't know to what extent or when those names will be released publicly but she is in the midst of beating it, okay? Like the next day or two. So it if you if you were someone else when the administration can provide through the chair, anything that we should be aware of, in terms of what specifically they've been tasked with how many times they're going to need and over, what period of time, cuz we're very anxious to see what sort of recommendations they come out with. But also Kristen. To know what the cross section is. The membership of of the panel would be helpful. My my last question is about your in your experience with Accounting in recent years. I'm wondering if you can just speak two ways in which regarding the specific board members of their involvement with the Duration of the budget Buffet. Duration of the budget before it was proposed to similar to or distinct from what time is laid out here. so, at the So I think it came in several forms one known as a budget. I was constantly talking to Commissioners throughout the year and so kind of has in the same way that I spoke with you during our meetings over the past few weeks like what what is top of mind? What should I be thinking about, as we're forming, a budget of the commission is on the county site. Also speak really regularly with each of the elected officials and department heads. And so any priorities that they had, they were working directly with those departments as German Irvin said before, they're putting in their budget request. And then I'm obviously the amendment phase is also one of the areas where we would be actively engaging with the Commissioners and the way that we kind of tweaked, it was the budget director is. If there was any particular amendment that a commissioner was interested in because of a priority and initiative, that was really important. We would work directly with the impact of departments before. amendments were Amendments were Forest. We will make sure that you know they were budget-neutral that the revenue sources were there and that the priority for that elected official was also in line with the commissioner is well but slightly different, but there were, it was throughout the year, they work directly with department and then they will also do it with him in the face.
