Deputy Commissioner Mary O'Connor's here to present the support of the items? We are available to answer any questions. I just Additionally, there are three staff, members of the Portage Park Chamber of Commerce. They're also available to answer any questions, George borovic, Michael Giordano and Nina Kaczynski are here, representing the Portage Park Chamber of Commerce are available to answer any questions. Commissioner in the department of Planning and Development. This ordinance is to designate the Portage Park Chamber of Commerce is the service provider for SSA 28-2 246 colors for the remainder of 2023, this organization was selected through an open request-for-proposal process that included presentations from the four applicants. It was available for the public to review remotely. Dpd evaluated, the four applications and concluded that borders Park Chamber of Commerce was the best qualified to provide provide the Monitor and execution of day-to-day service and contract management idea for the SS a 28-20 1428, Dance 2014 and establish relationships with many of the business and Property Owners within the six corners SSA boundaries The Purge Park Chamber of Commerce is a 501 c 3, nonprofit organization, that was founded in 1937 by a small group of business owners in. And around the six Corner shopping district the Portage Park Chamber of Commerce, serve several neighborhoods and I'm on the northwest side of Chicago with a particular focus on the Avondale, Dunning Irving Park in Portage, Park Community areas. You're going. Your organization is governed by a volunteer board of directors, directors made up of local, Business Leaders, and other stakeholders in their Community. This process began in October of 2022. When dbd terminated the annual agreement, with the previous service provider, Did the? The Belmont Central Chamber of Commerce has been authorized to serve as the interim service provider until a replacement could be identified and approved. He has sought to establish and maintain a stable environment. But yes, I say to operate and serve the businesses and Property Owners within this. As they just direct DVD, has kept all them and got in there and ask for his input. During this process. It stated earlier, we feel the Portage Park Chamber of Commerce is best suited for this role representatives, from the Portage Park Chamber of Commerce are here today. If you have any questions, we asked President Kennedy's consideration supporting the store then thank you. Thank. Thank you, Debbie commission. Will convert the newer members that are here on the council? Could you explain a little bit about what transpired in 2020 to where we're at right now? and, And I 2022, dpv found that there was a lack of business. Controls that allowed an individual who is not listed with any affiliation to the six corners, Chamber of Commerce, to terminate an employee of the chamber. Unmute. Omelet bar. And you just answered. My question is, why was the contract terminated also, let the record reflect that we were joined by Alderman Burnett as well. Mace Management in sorry. Automan Crews who have couple questions just for clarification, so this does nothing typical happen. Unless there's a situation like this where then there's supposed to be consideration to relocate. Again the other day from one chamber to the other is that typically how it happened and that is cracked. You said that they were for applicants which two window. With his ex corners on Portage, Park Chamber of Commerce, where were the other two that Belmont Central chamber of a keishin, and the Edgebrook sauganash? Thank. Thinking. So yeah, this is very unique situation with this essay and I hope that we're finally done with this because this has been something that we've been talking about for a couple years now. And this is really the only time I've ever seen in my eight years where we've had so much automatic input on this. I think that department of planning. This does a good job at wedding, these folks are looking for open procurement and I would hope that we're finally done with this so that way we can get these businesses, the services that they need continued to have the business Corridor striving which in turn creates tax revenue for the city. So, call me Lopez. Thank. Thank you. Chairman and again, good afternoon. This is such an extraordinary situation where I'm not. I'm not sure who called malfeasance. Alyssa. Illicit or illegal or unethical activities place. Are we using this as a learning tool for the other remaining at the same provider so that they are fully aware of what they can and cannot do so that we do not find anybody else in similar circumstance. Good afternoon on Mark, Roshan and an assistant commissioner with the Department of Planning Development Alderman. We do a manual training for both Commissioners and the service provider staff and we have a program guide as well. That spells out their roles and responsibilities. And the program is designed to have a checks and balance. So that the commission or the staff cannot basically take over the SSA in total. So we want to make sure that we maintain that that balance so, I So I'm going to repeat my question but I understand that we do that. But are we using this specific example? Because as we've all heard and said, this is an extraordinary case where things just went completely awry, despite everything that we have in place. So are we using this as an example to the rest to say? We know, we train, you know, we do these yearly. Last. Glasses or what-have-you, but learn from this mistake because you will be no wind up in a very precarious situation, or put your SSA in a very precarious situation. So are we, or could we use this in any more direct approach to teach other things? We will use this instance to reinforce our trainings but we will also throughout the year when we're monitoring our our various service providers directly, we can stress the importance of, of the process and those roles and responsibilities. And then lastly, how long was it going on for We? We just learned about it in June of 2022 and after we looked into it further we we sent letters to the six more Chamber of Commerce in August and based on the reply for those, we sent a termination letter effective October 4th of 2022. Sorry. How long is the activity going on for, or is it just the singular incident? We can only speculate how long that was going on. We just had proof of its starting. In June of 2022. Starting a January 2021. 26 March, Amber was the service provider. Thank. Thank you. Thank you. Are you an additional questions from committee members? Meister mostly just asking where the Zolman stand on this. You're? Jageman Pub. is recently engaged to the alderman throughout the process and he child support. He supported our, she said, he supported our decision but the Belmont running to work with our Portage Park Chamber of Commerce reinforcing that we would be here today. Watch. last question for me, is is the Is there a distance? Can you explain the disconnect between the three public comments are in opposition to this and the Department's recommendation? I'm in. I'm going to defer to America and to do the day today. It's just hard decision and an opinion. That that the worst part chamber is best suited and has the most experience working with the businesses and in a six corners, SSA boundaries Belmont, Central While there is a qualified executive director there. It was we don't think it's appropriate that the tape continue on us being an outside of the of the boundaries. Who said thank you. I just read the statement I made. When you asked me about. Alderman, Gardner's, we're seeing as I would say there was no objection. Cruise. Yes, here's my statement and I have met both Chambers which is in six corners and Portage Park a while. And I believe Park won't do an outstanding job continue with the SSA so happy for them to have been considered for this opportunity. But also have met members from Six Corners as well as well. Very, very talented. But going to with Lopez was saying is you know, how we're going to use this opportunity, so this doesn't happen. I what are some of the opportunities were given to six corners to come back and say, was it just an individual more people like, can you just give a little more background? Under. On the situation, we have a tenure track record of of this behavior from the individual, and so, the city and intentionally does not want to be associated with this individual. And so, there is there is some history to that. Thank you. is the Is there a is there some type of list that this person is on the future procurement of future RPMs alert only doing the do-not-hire list room. Just not a good fit for the city. Official. Officially we have not done that yet, but that's something that we could consider moving forward. And other Lopez. His ottoman Garden in favor of this, the part of the list. When? when we, when we in any When we when we in an auger at this a correspondence. We ask the alderman if they are if they are Skip. Supportive or not, your or had no objection. And so I would that I think there was no objection from the alderman of this choice. Does. if he supported the death of, Are. Everybody knows, you know, her mama, I'm a stickler for all the men need to explicitly State whether or not. They support certain things. We have a hard enough job, and we need to stay on top of things. Like that, would hate for something to come back and bite them in the garden. So, can we take some time to, to verify that he absolutely supports this? Because not objecting to a me? It's not responding to an email. I have spoken to Alderman Gardner several times during this process. I spoke to him again, this afternoon. I mentioned that I would be here today in, providing the statement. If he had any concern and he said no and he told me that he was unable to attend. Are. Barron County with that. I'm okay with that. Deputy Commissioner O'Connor has spoken with logging in Just for the record, I would appreciate it. We have made. Sure, we explicitly stated that, they support 14 and I made that request other committees. Thank you, thank you. I'm sorry that correctly that this individual is doing this behavior for 10 years. so, then again, goes back to the training issue which is Don't. something went awry for 10 years where this created an environment that is What? Questionable, are we used to describe questionable? So I think maybe we need a public review of what our training standards are, maybe even bring in at the board of Ethics. If we have to to ensure that we never are in a situation where this happens again. Can you talk to my staff about doing a review of what it is? That the Commissioners in the essays are actually being rained on and what I represent to the committee and then that way we can have any input whether to recommend a policy change their legislative changes. Thank you. It's a Absolutely. We have motion to recommend pass has been cited by the same role as applied to establish a quorum Altima Cardona. So moves are no objections to order before I adjourn. I just wanted to put out there that are committing does tax incentives, 6B 7786 Sarah. And I think that on the previous administration it was The planning was a little slow to get things done, and everyone knows that I'm a proponent of trying to get things moving time. Kills deals. You want to make sure that we're creating Economic Development so that we create revenue for the city. So, what you seen in the previous administration that the mayor at the time, your life would would, would introduce the six bees in our committee. We've seen already three Alderman's introduce six bees for consideration. Now, it's our job as a legislative branch to determine whether or not we're going to support this legislation and so I've already Send message to. Send message to the planning department that I want to see a list of all the 6B applications have been submitted where they're at in the time frame so that way we can see what but what's going on here what what's the delay? And I know that every one of the one of you older men and women have folks that may be doing work in your board that that may benefit from incentives and I think it's incumbent upon the planning department to bring it forward to the committee so that way they can make their case. And then in turn, we can find out whether or not we want to support this based on jobs are to be created but more importantly, making sure they were following the State statue. Cuz he's ssa's are governed by State. Statute has been a lot of flexibility around the policy and interpretation from folks, that work with him planning and I have push back on. And what we want to do is make sure that at least were aligned folks the opportunity to make their case to the body. That ultimately either passes or not passes these incentives. We were. We want, we want to send a message to to the business Community to developers to folks that want to do business with the city. They were open for business. We need to make sure we're getting up Revenue, especially as we have an Administration that wants to carry on and have a very, very robust agenda around investing. A people, we need money to do that. And so, in order to do that, we need to make sure that we're creating jobs and tax revenue. So I just put that out there for the record because Next. Next month will be here. Next month will be having some six bees that are coming that have been introduced by Albury. And so we're going to continue that pattern because it's incumbent again that we have that dialogue. So that we business, folks are looking to invest in Chicago and companies are looking to stay in Chicago, specials are being recruited from different cities, different states, we want to make sure that again open for business sign is open in the city of Chicago Elburn Metro the yes. Would you speak to that last year, then Vice chair of Mitchell? And I introduced an ordinance. We're at the one-year Point coming next month. We're all of the six be Rowdy tax, incentive applicants that have been successful, that have, the repast will be reporting back to the city council as to, where they're at, with the jobs that they said they were going to create. And stuff like that. So that's going to be coming back to us. Is also going to talk to us about some of the mwd participation that they've also went ahead and said that they would adhere to. So they'll be coming back in July starting in July, is when the one year started, so, we'll have folks coming in talking about some of the accomplishments and where they're at, and that'll be our opportunity to make sure that we that apartment planning needs to claw back. Any of the sentence was and I complain or whatever week again. It's just a because, Be sure that is accountability, Aldrin Mitchell and I bet that has never been in place so we give the 6D hope that whatever they said they were going to do and you never got back. So now that couldn't be a star coming back. Almond, Chico and Lopez. First. First want to come in your urgency before I got here, I had a meeting with one of my companies regarding 6B and is he sat there, he spoke to me about the competition. Bipolar, Indiana, and that provide some obstacles. So, I commend the urgency there because I really need it. I know only mention me to some. Thank you. We're we're we're we're competing against Indiana. Wisconsin. Just look at Kenosha. Some things that have gone up that way so Lake County. We got to make sure they were competitive. I think the 6p isn't it is a tool that are toolbox to attract businesses but also keep businesses here so I can we can continue to grow our tax base on the Lopez. Thank. Thank you, I think you're chairman. I'm could you share with us that was it a resolution or ordinance? On that subject to the members? And then, as well, I guess the question either we can answer them or if you know now, what is the repercussions for should anyone have not met the standard? Cuz no one has ever not met. The standard of minority hiring in the city of Chicago. What do we do that? Yeah, so that's a good question. So, where, Where can I? We're going again. This is the first time that any applicants are coming back to the city. Historically City, Chicago would pass the 6, be, they would say, we're going to do all this, and there was no way to hold them accountable cuz it wouldn't report back to the body, maybe they report back to planning, I don't know, but we're saying they got to report back to the to this body cuz we're the ones that that passed the legislation. The once we hear what their story is, or where they're at, and that'll determine what our next move is. I know, there is some penalties associated with not complying with mwd ordinance in Romanticism, in some cases of 12 year, 10 year and sent it. So the construction portion of it obviously will occur in the beginning, but in some cases we we we have a sick beats that are already been completed, is our job portion of it, right? It's a lot of the report back where they're at and hiring all these folks from the community and what's their plan moving forward. duration of the Duration of that sick. Duration of that 6 p.m. So I know a lot of more minutes here and we could save this for another conversation but I would love to see what we are doing. In terms of the number one complaint that I have a dpd is that we never change language on anything. Just don't think language for 30 years. So if we can ensure that the resolutions for these tax incentives, include Bob X as described or requiring return knowledge of their community. Green. Agreements. Are there making before this committee? I'd like to see some new language Incorporated in these resolutions when we're giving these six piece out of not just using the status quo to get the status quo with my staff. Take a look at what the current languages, then it's a committee and then you guys can have some. Thank you may have some input as to what you think. I'll Ricardo. Thank you. And your chairman, I think the language we should put Power of pulling back the incentives when they don't comply. And that means we have to work workout collaboration with the assessor's office because he's the one that can pull it all with the letter of us as a committee from you to pull the incentives and they could do it within a year but you got to put the language in there and then collaborate with the assessor's office because I think again the way this works is if we don't take action, if they're If they're still going to have their incentives and we need to have a trigger Andy in the ordinance that gives us that ability to trigger and basically pull pull out the antenna so they could be put back on the tax base is so I will send the language that we currently have in place and I know that you worked at one time in your previous career within the assessor. So they have some input, Wyoming, Senator Staton will put forward. Either, how to change your organs. Any questions or comments? Why? My P. I appreciate it. Thank you. Being that, there's no further business. We have a motion to adjourn by the same boat although it was applied to the truck. Warm nice chair mostly somos, Uno deck has to order the committee of the meeting on the committee on economic development sojourned. Thank you, everyone have a good day.
