Be. these were These words come from the scripture, dhammapada from a chapter titled, the rod because in the Buddhist, I'm twenty-five hundred years ago. Violence was seen as the acts of eating a person or an animal with a rod. But now in this city, at this time, there are people experiencing violence in a variety of forms. Not just the violence being struck by clubs or Bullis. It is violence for people to not have enough to eat to not have someplace to sleep. It is vitamins for people that have their air and water Poison by Industrial Waste. It is violence for people to be treated as less than because of their skin color, gender identity, or immigration status. None of none of us here once experienced such violence. but, But the Buddha I asked us to identify with all beings and not be a party to inflicting such violence on others in the Buddhist tradition. There's a cosmic figure called 1 yen in. Japanese are guanyin is usually depicted as a male with feminine features. But in Chinese culture guanyin is female and often looks very motherly. We have now entered the portion of this meeting where we will have public comments, but if I could, I understand that this a great deal of energy and positions here, my hope is that this opportunity for individuals who wish to speak this morning that we will respect their ability. and the And their position. Is. It's also important as we move forward, that is individuals wish to signify or have an amen corner. I would ask that you would do it with some level of decorum. I believe that we can have public discourse without demonstrating the worst part of our debates. And so now we will proceed with our public comments. Lake. The council will now begin the public comment period, which is limited to a maximum of 30 minutes. Each speaker is limited to three minutes speakers cannot yield or transfer their time to another speaker. Entrepreneurial an active member UWF a community activist born in Chicago raised in Chicago North Lawndale and it's also in the South Shore. I attended Chicago Public Schools. I'm here to support the emergency spending to assist the recent immigrants to our city of Chicago. But I suggest that they should not be house in impoverished and marginalized black and brown communities where we have food, shortages and homelessness. What in more affluent communities where there are many more resources Another. a number of you sitting here today, maybe immigrants and first generation of immigrant parents, who are benefiting How do? I didn't say you, I said a number of people made please I need. I need you all to respect his brother's position and when is your turn to speak, will do the same, okay? As I said, are immigrant and a first-generation immigrant immigrant parents who are benefiting from The Blood Sweat, and Tears of my ancestors who enslave tortured and promised reparations that were never received yet. I am here to share my my are suffrage and my tax dollars to support those immigrants that are in need 51 million dollars is a lot of money. We need to match 51 million dollars, a power wire, you to have year-round jobs and they don't need to go, so they will not end up in jail. Thank you. Thank. Thank you, mr. Kindred for your comments? Our next speaker is Nathaniel Cole Meyer. Good morning. so, I want So I want to come out just to start and say that I am in support of this ordinance and you can do if you want but just Hear me out, alright. art of part of what I want to say that we'll here against this argument is that it we can't invest in the refugee population that comes here because we need to invest in communities. That's what they'll throw against this argument, right? That's why. That's what? That's what they said but they don't mean invest in our communities. When they say invest in our communities, they mean bringing corporations like Walmart, okay? That's exactly what they mean, how many subsidies, how many, how much tax breaks were given to Walmart? And then they decided to up and leave, they abandon Chicago and they're going to 1,000 jobs. so, I So when they say invest in communities, that's not what they mean. They don't mean real investment in communities, what we need. And it's the same thing that these I don't know if you've actually talked to these refugees who come here, but what they need our homes and jobs the same that the people who live here need as well. We don't need to invest in mega corporations, like Walmart. That will come here and then leave when it doesn't pay off for them. We need actual Public Works program. We need a job guarantee. They got you fighting each other. Hey. Nadeau. it's is the Instead of asking, what's good for one group is not good for me. We need to be asking what's good for everybody, everybody. A. Everybody. And that includes the people who live here and that includes the people who are fleeing. It's Issues caused by our own government. That we do not benefit from. We need stable jobs. When? We need investment and infrastructure. That way. That will help both the people here and the refugees that are fleeing their own situations. I had more, I wanted to say, but, you know, that's fine. I'm for the passage of this organ. I'll say that an investment in Rio communities in the community are real investment. which, Which doesn't just mean bringing corporations, but it means public jobs, good, public jobs with good public benefits that the people who live in Chicago can work, and the refugees were coming here as well. Okay, anything else is a lie. Anything else saying you're investing in communities and bringing, in these mega-corporation, you're not investing in communities. That's what I have to say. Thank you for your time. Thank you, mr. Kohlmeyer for your comments. Are. Our next speaker is Anushka kuchta. They? Thank you, Mayor Johnson and members of the city council, my name is Anushka Gupta and I live in the 32nd Ward and Wicker Park and I am an organizer with Asian Americans advancing justice Chicago. I'm here today to speak in support of funding for migrants and asylum-seekers and I am here. I'm I am. I am also here in support of increased essential resources, going to all communities across Chicago. We have the opportunity to come together to demand more from our city and those with the most, well, A b. advancing Justice. and, Advancing justice, Chicago Works to build power for racial Equity, with Asian Americans, and immigrant communities across Chicago. We seen our folks struggle with accessing Public Services because of language barrier, seen are used to service because of a lack of CPS resources and seeing our folks live in the fear of supper. Mission. Mission or Depot. Mission or deportation, we believe in treatment, not trauma, ending the game database, the pretrial Fairness Act and the peaceful Gordon it. We know that racial equity and not happen in a vacuum, because all of our communities are being harmed by these systems of Oppression at the center of our work, is the belief that people should be treated with care and compassion, so they can live their lives with dignity and respect. How? How are? However, when recently arrived families are sleeping on the floors of police station with nowhere to go, we know that Chicago is not living up to its values. We have seen how this humanitarian crisis has exposed, our City's existing apps, and services and resources. I am. I am at all of the networks of mutual Aid that have sprouted and are working day in and day out. But I also know that the city must step in and address. These immediate needs our organizations and members cannot address is Crisis alone. I am. I am asking members of the council to support funding that will go to address the most immediate needs for migrants. But I also want to say that you cannot and must not stop. Their city council has the opportunity to decide right now to reverse Decades of disinvestment, in black and brown communities, we shouldn't be here biting with one another for resources. Every. Everyone deserves the opportunity to thrive, not just survive. We cannot keep playing games with people's lives and I'm asking that this be the starting point rather than the end. Thank you. Thank. Thank you, Miss Snoop Dogg for your comments. My next speaker is Andre Smith. My name is Andre and I'm the CEO of organization called Chicago against violence. I also stopped the migrant bus going towards work and was arrested with my friend, Tyrone Muhammad. How dare? This mayor. and, And city council have the guts to give migrants 50 $1000000. Add. I demand you to have the same passion and urges to pass the city of Chicago reparations on. Randolph. It also. Opus for Black America. just, Just like the new American. We didn't have the luxury or the opportunity to cross the border, we don't have to prove it to cross the border. We came over here being raped stolen and a bottom of shrimp. if you get marker 51 million dollars, W forget who you are all under Michael Jackson when he say, look in the mirror. How old you? How old are you? Forget conscious, the realize, who you at? I am. I asked if you were looking at us. And how? And holding us accountable. Don't say you black, if you not going to put your pants, where your mouth is, the order of the city of Chicago reparations and congratulations, man. Play. Thank you, mr. Smith for your comments. I next speaker is Jocelyn bras. Is it? Is this song? Is it North or so, thank you so much. Mary, Brandon Johnson, that sounds real good to say congratulations and the rest of the city council members, my name is Jocelyn Bravo and I'm here with the Illinois Coalition for immigrant and Refugee Rights. I live in Brighton Park and I've called Brighton Park my home since I was four when I myself immigrated from Mexico with my family. So for the past eight months I saw ran, our numbers have been working really hard to support asylum-seekers and migrants coming to nacho Chicago Police surrounding suburbs and our members have seen firsthand that need not only to address what's going on. But see the cracks that have been within our institutions long before last summer, Our Community Resources Been very stretchy. Been very stretched. This is consequence of the distant bus that we've seen in black and brown communities. We? We shouldn't be fighting over scraps. We shouldn't be fighting here, I guess each other for describe. So we should be doing is looking for Solutions. Only for today, but for the long-term, we need more housing, we need more resources, we need more Community program and we need more Revenue stream that will support this program's in the long-term, but we're asking the city, so it's about. Yes, not just for today is funding but we're funding for tomorrow for the next one, for the next year. So that all of our communities, all of us, all of us in the city of Chicago. Thank you so much for your time. Play. Thank you, Miss Robert for your music, it's our next speaker is Vanessa Dominguez. Hello. My name is Vanessa Dominguez and I'm an organizer with the Brighton Park neighborhood Council. And I am here in support as an organization, we have supported hundreds of families from September, 4th do case management. And providing emotional and financial support. We've helped families. Fine, stable housing, students enrolled in schools and receive basic Medical Care, like prenatal appointments, and vision exam families have been living on the floor and police stations. This is unacceptable, there's a continued need for food clothing and housing, the 51 million to start can help move these families out of police stations and into their own safe, stable and comfortable housing. Our elected officials to be investing in our communities and busting in the South and West sides and investing in our newest Chicagoans. This is not a circle one, or the other issue we must transform the way we View Care in the city. Every person is deserving of love and care. We? Week. We cannot continue to fall asleep. It communities against one another. This city has too often told communities to choose one option at the expense of others. I hear. I hear that song. I hear that some of Alders don't want to allocate these phones because they believe we should use that money to invest in Chicago and I have been here longer, but let's be very clear. We have not seen these Alders, we have not seen his, all their sign on to treatment. I travel to Rio Pinar clinics. We have not see these all their sign on to bring Chicago home to meaningfully in best affordable housing for a house with neighbors. We have not seen these, all their sign out to the Peace book. That was developed by impacted you that is providing long-term solutions to violence and neighborhoods. So I don't want us to fall for these lies because he's all those are actually not interested and don't care about investing in our communities. All Chicagoans are deserving of care and the city we need city, council to step up and I'll look at these funds. Thank. Thank you, mr. Mega speaker comics Are. Our next speaker is Tasha, Ty sink. In our communities? Access healthcare education and housing as immigrants. Like my family, have a ride to Chicago, to seek Asylum. We have seen how this humanitarian crisis has exposed our City's. Existing gaps in services and resources. We cannot allow these resources to divide us. We'll decide on before we vote for president reserve, the right to close. Chair recognizes ottoman more. Thank. Thank you, mister president. Let me. let me first start out by saying, The. the soul of Chicago is Some. Some went on trial today. Regarding this ordinance. as a As I said, he and I listened to people. Maha. My heart. My heart was sort of broken and certain ways. One, we use the term, it takes a village to raise a child. Mustang. My stepmother came here from Mexico. She helped raised me along with my mom, we live together. I have a community Chicago Lawn Auburn, Gresham Englewood. And which approximately at one time? 20%. But now I'm about 15% of my residence. A Latino. It. It hurts my heart. As I hear people talk about trying to make this a Bracken Brown issue. Those politicians at the top of that mess, the people that live in together, they're married, same racist, but they having these conversations. And what they having conversations about is, how am I living here as a resident in Chicago and what's been given to me as a resident, have some of my Latino residents saying, those same things as they call me and their houses are falling through. this Resolute this, this ordinance came up through the Last Administration was passed through that committee and I'm not sure if this administration supports it and so I haven't I haven't heard from this Administration on this issue. If no one called me and say that this in administration supports this ordinance or not, At. Add. I think the people should know that in phatic Lee whether this administration supports this ordinance, I'm I went to a police station. 7th District, it was And I saw little babies. Turn. some of Some of them. Look just like me, if you didn't know any better, you would have thought they were African American. Call Finland on the floor. They? They escaped their conditions. Come. Come here. Then I get calls and I hear from my singers. Will pay. Who have paid their taxes for 1670 years that are falling down. That roofs are collapsing and yet they have to go to a lottery. They? They have to go through a lottery. It's I try to stay in that house. Some of them end up homeless then I have boys and girls. and, And I can park everybody. Want to push him from downtown. You can't. You can talk about it, some cases cases, arresting them. but, What they say or do not want to go to the Fieldhouse B, 100 years old? And it's falling apart and y'all can't get us no money for that. Mom. Ma. My heart hurts for both. But I'm reminded when her watch instead. Love. Loving my people, love you. My residence don't mean. I hate anyone else? I have. I have a diverse population. and, And I hear those same people black white Latino everybody. Different races saying what about us? So people keep saying there's enough to go around. I've heard that over and over. I've heard that old. I've heard that over and over. So if there's enough to go around, get us past the ordinance. Will we see the Enoch? I'm reminded when the flight attendant says, on the plane. And in. In an emergency. Make. Make sure you put your mask on first. Before. Before you help someone else, because if you die, you can't be a blessing to no one else. So, So we have to put our masks on First and we have to help the resident of this great City. It's not an either-or. It's a both and but, But you got to show them together. The other part, it's true. Strategy about 51 million dollars, I haven't pooped it out but I'm very confident that the money is already spend. We got delegate agencies here, I'm sure. He is doing all the work and waiting to get reimbursed. but we But we don't have here. Is someone saying, hey, Is something for everyone. This is how we can best serve everyone. So that that's in your can have that roof so that senior can have that part. And all. And all of that. And all of that becomes important, but if that strategy isn't there, and I'll stay at this and committees. I've said this in public, I've said it in private. The county, the state, the federal government lets latest at the city of Chicago. I think. I think the governor just passed 97 million for the entire state. And we talkin about 51 million just for the city of Chicago. It's not right? It's not fair. It's not right? And it's not fair. and, It's And so, we have to put a strategy together and not just about a 51 million. We got to hold the Federal Government, responsible, people got to get in those rooms at County, have to have some some, some skin in the game. The governor has to have some skin in the game. And we're not seeing that, and it cannot be put on the backs of the residence of Chicago without showing them that they are getting something out of this. And so I asked my colleagues to vote no on this item. Thank you so much. Thank. Thank you all and more. Thank. Thank you chair. Recognizes alderwoman Hadden. Thank you, mister president. Thank. Thank you to my colleague Alderman, more. I appreciate always appreciate your comments, David. And I'm going to Echo, I think some of David's feeling of listening to everybody. All of our public speakers but also, you know, I'm a black American from Ohio. I was talking to some of our speakers about as a African-American, as a black American ass. And you know American descendants of slavery is really challenging to not have connection and not have real lasting connections to our heritage and is really challenging and frustrating to live in a country that hates us just ask. Discount. This country hates black people, hate indigenous. People hate other people, little bit less, but it hates them too, if they're not mainstream, I see. Iceman. I spent a lot of my time before getting into politics. I'm organizing for my neighborhood. I'm in Rogers Park and I'm sorry I'm not from Chicago but not everybody's perfect, you guys. But I've been here for 20 years in Rogers Park has been my home for almost all of that. So I spent a lot of time organizing to keep my home after the economic crisis. It was an Awakening for me as a young adult to try to get my first home because I couldn't afford rent in the city and so I bought a place and I was able to pay for it and then we had the financial crisis, right? And I lost my place and I lived in a place with school teachers and police officers and sales clerks, everybody's first time. And to go through a personal crisis, wear for several years. On everybody up, top got bailed out and nobody at the bottom did and I lost my home. and, And it was my first personal organizing experience. So before then I tell people I voted, I read the newspaper, I work full time I was in grad school part time. I volunteered at a local organization actually helping people pass their citizenship test center Romero. I knew my neighbors and I felt involved in the economy fell apart and I didn't know who to go to, for help. I went to my other person, he couldn't help. I went to my community Nate like organizations, they couldn't help. Matter fact, a lot of the community organizations that have been set up to do Community Development. I know you guys had this experience to. They fell apart, they fell apart during the economic crisis, right? They had to close going through. That is what really put me in a space of wanting to know more. Because once I started organizing on my issue with my neighbors to save our building, I'm mad Other people. Other people outside of my block, I met her two people in my neighborhood and I learned a lot and it made me angry and made me very angry because there was nothing set up in the city of Chicago to help me and my neighbors and Rogers Park was like one of the neighborhood hit really hard but it was all over Chicago right up and everywhere and this is just that was just my first adult experience. We've had many of them over the decade. Many of them. Open. Over the generations. We're Working Class, People predominantly black people. Brown people new people to the country were Working Class. People start to get a little traction and then everything is pulled out from underneath us. So, my Civic engagement led me into politics. I ended up joining the black youth project. 100 Chicago, chapter byp100. I organized and was part of organizations, right? At the start of the black lives matter movement and a lot of the things that drove me to that organization was a belief in a black queer, feminist lens. So, there's a lot of ways we can look at our organizing but making sure that we sent her people most impacted, right. When we talk about there is enough when we talked about how Do we? Doing this will help everybody. That's that's nice. And I know people get upset about it when it's not specific, right? But with a black, we're right, like feminist lens. We get really specific of who's at the bottom of the ladder, right? It's the black woman is a black Trans woman if you get down to it, right? But it's black people. And so if we do things to support our community, if we do what we're supposed to to bring us up, everyone benefits. Dairy. . it's just . It's just what it is. So that's a lot of in this first term like this is our second meeting of my second term in. Chicago city council. I did not think I would ever run for elected office. I did not ever think that I would probably wear the title of alderperson because there's so much that goes with this local government body and this city, that is shameful Some. So much of it. And that's how it also is, right? Like there's a lot of conflict in living in this country as a black American. There's so much that shameful, but we can't change the past. We can only do what's right going forward, as alderperson of the 49th Ward. I have a constituency that's 30%. African-American about 30%, and about 10% Asian and about 30% White. and, And in that like really crude racial categories, they're people from everywhere or people of all religious denominations from all different countries just last week. Actually, thank you Mayor Johnson for providing a proclamation for Africa day. I joined with members of the regional African Union. We celebrated Africa, day at Loyola University, where we got to join with people who are part of the African Union and where the African Union has really embraced our larger diaspora, right? As African peoples, Those are the things that I like. Those are the things that I like to do in Council and at the same time, I'm going to support this because it's the right thing to do in this moment. And I hate to be overly pragmatic about it too. But I'm telling you guys like Alderman, more said he's right or organizations in our communities have already been there in the cost of this. And to be fair, a lot of the migrants that you're seeing at our doors and in our neighborhood, they didn't they didn't Charter their own bus to Chicago, right? They weren't they were sent here, right? So, that's also, just really clearly. Our city is being a create, a conflict is being created at a weak point in our city, and it's frustrating cuz this week Point wouldn't exist if our city hadn't spent decades, Not. Not so. Not sorry. Not serving black residence. Right. So I want to I want to lift up and acknowledge what a lot of our sneakers have said, right? Cuz it's true. It's true and we do have to fix it. So I also I want to say I know how we had. Last time we had we had ordinances around reparation right led by Alderman, Sawyer. We had a sub-committee formed by all the person Coleman here, I supported that. And I still do want to speak to members of the body, the audience, but also for general public, if if there are some of you in the city or who are outside, City who are shocked by some of the reactions from our African-American Community. If there are some of you who are confused, I've heard some of those conversations in my neighborhood, amongst friends, and most people are the city where some people are confused there, like wait a minute, why are black people in Chicago and some community? So angry, why, why is all this kind of anti-immigrant sentiment coming up? And I want to explain to folks. It's because if we cared as much about black people and had over the decades, as we do about everyone else we wouldn't be here. So I'm going to act all that cuz it's true. And also I do care about the new arrivals and I do care about what happens to them and we can't have people sleeping on the floor as a police station. So I know our mayor has challenged us with doing both. I'm standing before you are as a promise to do as a promise to do so I always. I already told you. I'm saying. Yes, already told him saying yes. but I'm going to I'm a. I'm sorry, I shouldn't, I'm sorry. I shouldn't have engaged. If you don't. I'm going to Hold on. I'm I'm going to keep talking just for a moment. It does mean something. But I want to say the anger that people have the anger that people have at not having to fight for things for our communities is not right. So everybody that's supporting this everybody that's been hustling to support our new arrival. There's been a huge huge Mutual Aid efforts, put together amongst our communities and it's beautiful and everybody that's working hard for this. You've got to show up for black Chicagoans with the same energy. And that does me money, right? We should be looking at investments in South Shore, and Wadsworth like, we need to be building out the community centers and I agree. We found money. For those, we can find money for our other projects going forward, but I want us to continue to be held accountable for that. So, I'm urging my colleagues to vote. Yes. Because it's the right thing to do. We've got to take care of the folks who are here. They didn't choose to come here, right? But right now. Not only is it in passing them, it's impacting our police stations, it's impacting, our community organization, it's impacting our neighborhood, it's overwhelming. Our system is just pragmatically. You got to do it. And also for everybody who's putting their heart into this, you got to show up for black Chicago. Thank you, mr. President, the chair recognizes Autumn. Ottoman laspada. Thank. Thank you so much, mr. President, I, I'll speak on two things have been brought up today and then I'll set myself back down or you very wisely said that, it takes a village to raise a child. That is 100% true cuz I looked behind me. And I see the village that has been raising these children and these families since they got here. A lot of folks, not in this room right now. Who did not waiting for us to put forward this budget for this ordinance, you saw people arrived and you showed up, and you showed up with blankets and food and diapers and medicine. And there are folks who wouldn't have eaten for the last few weeks. Few months, if it hadn't been for you all, and I'm so grateful. And I forgave and Graciela and Eloise and Commander Collazo and started my Keaton's, the folks. Who in my? Who in my community have literally kept people alive for the past few months and very very grateful for their work cuz they're not getting reimbursed for any of this. The folks who continuously drop off blankets and diapers and food and formula at my office. 51 million isn't going back to them. They are not submitting vouchers to my office for how we take care of, folks. Moving forward. So I'm very glad for what we're doing today and I'll just say when we talked about the both end of this work, putting forward an ordinance that proves that there's enough for everyone. Why I'm so glad to be coming back to this seat in 5 months because something tells me there's a budget coming forward, the tubes out that both end that proves out. Sure. Enough there is enough generosity and largesse in this city to see, everyone far to see everyone have dust it. So let's let's do that work. As far, I'm excited for thank you, mr. President Thank. Lakeview Alderman laspada. The chair recognizes Alderman. Mike Rodriguez. Thank you mr. President stand. You. You know what? You know, what's with very strong emotion. And I also approach this issue, you know, we have a great City, Our great city is due to the diversity, we have in the city. that, That comes from immigrants and migrants to this city. That's why we're strong and resilient City. When we? We've had Irish and Italian immigrants in the late nineteenth and early Twentieth Century. The great black migration. From the south in the late 19th and early 20s intimate 20 Century came in the late Twentieth Century me. The late twentieth century is migrants from Puerto Rico and immigrants from Mexico. The fact is that our city is great because of this diversity, and this beautiful tapestry we have enough, we will live In a bun. In abundance as a city. And I agree with my colleague about in five months, coming back and putting our money where our mouth has We were. We want. We will not live in scarcity. I choose not to live in scarcity. We do have enough Maher on the campaign Trail. You said it so many times. We do have enough for all in our society and when it comes to bring Chicago home, and all the other issues, I encourage my colleagues to come back and stand together. Once again to invest in all Chicago, wants you to this issue. Thank you. Do. Do this issue in the last several weeks? In the last several weeks? I am heartened that in my community in the last 2 weeks. None. Numbers of my community have delivered 20,000 meals. 10. 10, different respite, stations, and police stations. I'm heartened by the fact that we've had over 200 people welcomed in our welcoming Center in process there. I'm parked by the fact we giving showers 266 people over the last two weeks. I'm heartened by the fact that we place fifty families in permanent housing in our community, we do fancy that work. This will help us continue. This work is so very important work. The fact, is that several weeks ago? I remember the first my grand. I met at the 10th District. Police station was a 8-month writing up a woman who is eight months pregnant with the three-year-old son sleeping. on the On the floor of a police station. None of us to stand here right now and believe that is justice. Try. Try and provide a bit more Justice for these newest of immigrants. Who, by the way, I'm looking forward to welcoming hopefully into our schools and into our communities, into the future, they will be the next generation of this, great diversity of our city. And I'm hoping that today, I know today that our Council Will Stand United to vote for this. Or. Ordinance and Will Stand United in the future to vote on the number of things that we need to do. As we live in abundance, in our city to invest in all of our vulnerable populations. Thank you mr. President. Thank. Thank you, ottoman. Are recognizes. Old. Alderperson Puentes. What? We are listening to today is historical and generational, trauma. Deck. Deca. Decades centuries of disinvestment in all black communities, or we are listening to it pain. Hey. Hey, we have a moral obligation to resolve for when we vote. The. The 51 million. I see. I expect the same city council to treat alternatives to a car stereo system to disproportionately incarcerate black people. I also expect us to create schools that does not only great pipelines to prison for black students. Then. Then I expect us to fully fund. All parts of black children can experience Joy. We have that obligation. but, But I dream. My colleague, all the person Harris and it right now we also have an obligation to be pragmatic. A police station or busting at it seems. I'm taking several birthday cakes. Two to three year olds who didn't choose to come here at police stations. But we also have a moral obligation to reach out to our colleagues. At the county in the state. Level are congressional representatives in Washington. D.c. because I also agree with our colleagues or other levels of government needs skin in the game. But we are a sanctuary City. We are a city that loves everyone. We are a great City because of the communities that we have the 77 neighborhoods that we all represent. As. I so we have an obligation to come back. The path. The pastor reparation ordinance. to make sure that that ordinance is also representative of what are black, siblings need in the city of Chicago, but, But we also know that folks who were sent here not by choice. Need. Need the support today. Thank you, mr. President Thank. Thank you, older woman. The chair, right? The chair recognizes Alderman, six show Lopez. Thank. Thank you. Press it in and thank you for everyone who has come today. I am very proud to leave and raise my family to Chicago. Receipt. You were. You want the parts of the country, when there's no conversations happening. They're actually elected officials getting kicked out or Chambers? Entire communities. What? Like in Jackson, Mississippi Agency on the termination has happened here in the city of Chicago. When? When we kept seeing the school closures affecting. 9. 90% of black residents. DeKalb Community to fight back. Are there more? Are there must be more Unity to change things around. like, Lake Alderman, War Mission. We have talked about how many is Malcolm owners as traveling on a label to have a roof over their head toward this investment. Other. Are there was very little questioning during the floor, went to developers in 2019 to 51 million dollars is 2.3 billion lb. Point. 2.3 billion dollars for luxury housing. Now. now that is what we need to talk about, Uncle benefits, but that divide and conquer, but I've nothing Bob. Bobby financial interest. I'm a. I don't think this is the time and, again, about Century cities, especially we going to be talking about reparations because there are many of us who do believe in the right of self-determination of our communities. Are we do believe, Do we? Do we have a responsibility to act as such in this community? So every Community is part of the conversation. So I would like to speak with actions towards the just last week with her anymore. But nobody's pushing plans, we have encountered them before but this is the time for all communities to work together. A report besides as you mention together nobody's pushing for this community is a struggling in the South Side in the west side of the southwest side and I'll shoot a frustration on the trauma. but, But we need to hear. It is also the humanity of one another. I'm Under Humanity. That's a cup Turner. Humana. Humanity, Humanity, I'm going to wake up children. My. Miners. Are we get better than pregnant? Women who lost their child and police stations? We have to wonder who benefits. but the But this underway find answer the big financial interest. Pray on our community, when we're lining with some developers. The same developers in corporations that pay low wages and exploit or communities against each other. The political parties. The phone, the order of the poor, I got your phone, that one the port in the side of Chicago or they send me pictures are from 10 to 1 and then come outside. I'm guessing people are fleeing violence. It is clear that the city of Chicago Cubs, many challenges, I will. I know we need to do if your speech on these atrocities together. I'll tell. I'll tell you. Okay. I thought. I told you that. It is. It is a lot of wisdom is a lot of wisdom in our sensors. I need a lot of wisdom in the people in our community. Because in the 12th District Police Department, we not only found dozens of migrants looking for help but also represent from Community, who came out, looking for help because we only going to drive together with the kids together. I told you. Don't. But we are going to do joke. The manager said that in the first congregation office, we're going to work. So we going to pass free, Chicago ordinance to a hundred million dollars or where we come from. We are conscious of almost 300,000 residents in the black community. Has been displaced in the city of Chicago, have a commitment. The work together to undo many of those historic Injustice has not revealed in public housing. NFL. An Italian. Today, we have an opportunity to come together. The song addressing this Injustice has. You talk. You talk about money, this money going to camp for communities to build infrastructure. We? We all. We have to talk to make sure that we look at what the funding is that because it we can pay the $51 that we getting a $1 every time. Go to do today. I'll tell you. This is a time for us to come together. Are we going to stand up to the leaders of South Shore? I asked to offer a cancer that we weren't together, I like to say, finally, Another. I don't like to say, Bynum. Got that l. And I just recently, remember the nightie, what would it be in 29 years? Malcolm. Malcolm X is very important. The framework I can use. Malcolm X talk about the human rights and talk about the self-determination over communities. And that's what we talkin about you. How about you and write that you and rights of every Community because we cannot have children are starving, no matter where we are. We cannot have people begging for shelter. When we got the resources today, we can make a decision of the community their star on doing this Injustice by investing in every single quarter of the city of Chicago on the Stars today with you last week to work together on a plan to invest in our community because our communities We? We aren't. We are also getting for every community. So today I have my calling Dua with compassion to act with integrity and the responsibilities of the moment. Any financial interest on a political party, is that promoting fascism in the country? We can afford for that Guinness. Either Chicago, this intense to divide and conquer. I'm going to be mad with Integrity, but I'll talk with a plan to invest in, let your dress, in every corner of the city of Chicago under the season that starts with us today. I thank you for standing for Humanity to remind us. This. this is, This is a point called in England, the English age by am I important? I'm I said that you are my other me. If I do come to you. I do care. I do come to myself. If I love and respect you, I love and respect myself. And that's what we're going to do. That's on the conduct our business. In the 25th Ward, I asked my darling, the work together for dressing justices, I work with and you made it to be an investor in cheap. That's a lot of work to do and we are committed to find funding so that we can do and do the Injustice is in every Community Bank of any much. Thank. Thank you Alderman, six show. Thank. Thank you, Alderman. Signature Lopez the chair recognizes Alderman Vasquez. Thank. Thank you, madam president. I am. I have. I asked everybody for the opportunity or say, my piece. First, I want to thank all of our colleagues just spoke as well as everyone. Who's come here to speak today. I'm someone will come from an immigrant family but he was raised by black Chicago cuz I'm from Chicago born and raised. I have every understanding some understanding of what a people goes through when they've been taken from their motherland and brought into slavery in this country only to be traumatized again and again and again we have different groups of people here in Chicago. We've got our native indigenous populations who had their land taken from them. We've got the African descendants of slavery. No choice ever brought here and have a city that also treated them as left and divided them. And you got everyone else who's come from another country through some generation, to try to grow a family and have a future here to the conversation. I think we need to be having. I think we need to be having here because I think everyone is spoken in spoken truth and is a very difficult conversation to have it. Something something that I take from from the community helped raise me is a concept of crabs in a barrel. That. That's what I see among all of us in Chicago. There there three communities that try to advocate for first, and foremost is black brown and broke because those are supposed to continue to be beaten by. This government doesn't provide for what they need and it's our opportunity to change that narrative. I want to talk about reparations cuz I know that's something that was mentioned. I am I guess there was the vice chair of the subcommittee on reparations, under the committee. How the human relations in the last Administration we tried to get reparations funding through the Cannabis funds to be able to establish that kind of work. I am not to disappear truth. The last Administration didn't even provide the funding to establish a commission on reparations to do the work to figure out that legislation. So I get frustrated as I know many of our friends here do at the fact that people talk about change but they don't put money and they don't put the work to do it. And so when I hear the anger and the frustration in the Heartbreak from communities that haven't had that investment. I completely understand that as someone who will be the share of immigration and Refugee, right? I want you to know that's Center in my heart when I think about it, because there are immigrants who come for black as well, and what we need to figure out isn't about either or we have plenty. BP. BP, what Chicago that are homeless. Now, in existing home as we have a city that says, they care, they haven't built the infrastructure to even deal with that. And now, we call ourselves a welcoming City and I'm not built the infrastructure to handle the situation either. So I appreciate that. We all care about the situation. I don't think a point the finger who we need to be pointing the finger at the better. the federal government has not provided, the amount of funds are City needs to deal with the situation nor has the state of Texas, want to send the people here. We should get some of the Texas funding coming up here as well. To build an infrastructure and we don't do that. We have people running for president who want to talk about how their countries better, they're not providing Chicago, the funding it needs to show that we are when we talked about the general assembly meeting so that we can address the situation when we asked for funding to get a fraction of what we're asking for. That puts us in this situation, we were fighting amongst ourselves. Know, we all need the funds knowing that we don't need a lump-sum. Just going to run out in two months, we need it. Revenue fund extreme, we need a local government, distributed fun, increase the 10%. We need a real estate transaction. Text, we have the funding to provide the housing, not only for the existing, but also for the Refuge, they're coming in. And if we don't do that, we're going to be here month after month fighting on West each other. And talking about our values knowing we share. Very similar values aren't taking the steps necessary to get the funding to do. Stop. So, I'm glad that everyone's here, I'm glad they were speaking the truth and I'm hoping that the general assembly is watching. I'm hoping the Congress is watching. If this is what we're dealing with day in and day out, don't tell us how much you care if you're not busy, in the police station and seems that you're sleeping on. Their don't tell us how much you care if you're not want to go to communities like South Shore that feel like they're being invaded on because it never got anything to begin with. We need to have conversations about it. Mean to have the centers open help Refugee transition and in the long-term to make sure those State community centers for the black community. Has it gotten it. We can do that. If you have the fun and if you had the infrastructure we have a new Administration is like we too. So we have to make sure that it's communicated out to the work that we're doing and that we build that infrastructure and I think we needed the council one unified voice just as we needed as a city to make sure that the federal government and state governments provide, the funds necessary to do so. Thank you mr. President. Play. Thank you old man. The chair recognizes Alderman Villegas. Thank. Thank you very much. Thank you Sergeant at Arms for. Ethan in restoring order. The chair recognizes Alderman Villegas thank you mr. President, must take a little bit of a different angle here when you're talking about investment. Best in people that just racing is talked so much about when these migrants that are here in the county, towards the census, Every. Every person that's counted. In a sense of regardless of your status equates, to $14,000 per person for the 10,000 people that are here right now, equate 140 million dollars at a come to the city. Chicago not not to mention the other funny that have come with with Title 1 money for CPS. so, you So yeah. So yeah, this is an investment. This is something that we need to do. This is something that, unfortunately, governor of Texas has put on, put it on the situation. Unfortunately, the general assembly, and the governor have not provided any funding regardless. That's where a sanctuary state is, 102 counties in Illinois, but all of a sudden it's the Chicago problem. I all. I also would say that the president needs to act quickly, and provide a temporary protected status the same way that he did for ukrainians, as well as Afghans that came to this, these people that are coming here are coming here, you're ready to work. They're ready to work and contribute. Unfortunately, the federal laws prohibit that for at least 6 months while they're pursuing the right to work. So I would say that this 51 million dollars that were talking about Julie peanuts let, Last turn this body took a lot of initiative to start to invest in the South and West sides of the city. Almost two billion dollars have been invested. It's going to take time for her to actually come to fruition. My understanding is that the that the administration is going to continue these types of the vessels cuz they're the long overdue. They're long overdue at the South and West sides of the city have historically, been this invest in him. so, a So as budget season begins, we have these conversations again. But the reality is that we're going to continue to have these discussions cuz these buses ain't stopping, they're going to continue to come. And we need to continue to urge the general assembly, as well as her our Congressional Delegation the White House, that we need funds to help deal with this crisis, is manufactured crisis. That the governor of Texas is running for president, is trying to put forward. Listen. Little late. List of ladies and gentleman. We have to deal with this. Now $51 is nothing If? It's nothing. Play. let, Let's deal with the business now. So that way we can continue to make the initial the other investors that we need and deal with the real crisis. Public Safety jobs in the southwest side of the city Investments through the things that we need to focus on not this, this is nice. We have. We have serious issues in a plague in the city, start my colleagues to support this. Let's move forward, so that we can deal with the real issues that you thank you. Thank you Alderman Villegas. Are recognized as Alderman, Ervin. Thank. Think of this president. just a Just a second Alderman, Ervin. He's the last person who is on the list. So if you wish to speak, before we closed a modem intervention, is that fine? Thank you. I don't know what the Parliamentary procedure is, if they can you cut. Can I come back to you? Whatever rule that is but the chair recognizes Alderman Lopez Thank. Thank you, mister. Thank you, mr. President, forgive me, I didn't realize we were at the end of our speaking list. Where's? First and foremost. I was. I want to thank my colleagues for deferring and Publishing this item with me a week ago. because, because this robust discussion and its Community engagement, would not have happened if this would have been pushed through and slip through and voted on a week ago, our rules have Merit, they have use and we've seen that put to use in this discussion, Before I talk on. it's a This amendment. This carry over from The Lightfoot Administration, I want to say something. That. This crisis. This continuing immigration crisis is a failure of the federal government 36 years in the making. and I, In 1987 then President Ronald Reagan saw that at that point as well. The immigration system was broken. and, and he uses, and he using great political, Curry. Courage, granted amnesty to every undocumented person in this country to hit the reset to give Congress, the ability to fix a system that no longer worked. Men. Many people. Spanish. Benefited from that many individuals. Like members of my own family. Forgive. We're given a reprieve and a path forward, which is been denied to so many. Please pause. These past 36 years. Since that day in 1987, How may? How many members of Congress have said? Representing this city and other cities and other districts throughout this country, regardless of party, both benefiting from undocumented individuals coming to this country whether politically or in a professional manner, everyone has made them pawns at some point in the nearly four decades since amnesty was granted, What? Which brings us to where we're at today? This federal system is broken. Roll. Broken. Now. Now, Chicago 10. Be. Be a very compassionate City when it chooses. To wrap. To wrap itself around a United cause and we have seen that time and time again when our leaders who have stood and where you are standing now. Mr. President have inspired this city to come together. Well. whether it's to help other from natural disaster War, We? we have come together to meet the challenge. and, And we are in this spot with this current predicament. Because we have never heard the Clarion call to unite this city to confront the humanitarian crises that have been brought to us. We? We have never had a Citywide discussion that brought all communities to the table to hear what exactly the plan is. Lightfoot Administration began receiving the first busload of individuals. Oggy. August twenty. August 2022. Italy, 9 months ago, we've been receiving individuals and in nine months, this chamber and the previous administration never laid out the plan for the public. Never said, what can we do? Address the situation. and, And I understand there's all kinds of politics when it comes to immigration. I get it. but, But that the federal government issue, our issue is, they are here now and we have to address this year now. And we can't do that by hiding on the 5th floor, 64 day for the 10th floor. In any other floor that makes up this building without telling the 2.7 million people that make up the city? What we're going to do? We come to learn. About a month ago. That. That the administration. Fire. Prior to your arrival, sir. Spent 112 million dollars. To address this situation, which one of my colleagues just said Has individuals who wouldn't be alive, wouldn't have food, wouldn't be able to eat if it wasn't for the donations of others, where the hell did 112 million dollars. Go. this is a question, every single one of us should be asking because, because regardless of the issue of who's here, the real question is, where did the money go? where, Where's the 51 million going? That's going to last us, only to the end of next month and what happens July 1st when we're broke again now. We can talk about investment and other communities. We could talk about investment in the black community. We can talk about investment in the entire city of Chicago. And in fact, ladies and gentlemen, we have in this book right here. The 2023 Chicago recovery plan, which was a gift from President, Joe Biden with over two billion dollars to the city. In 2023. Arba American Recovery plan Act. This body under the previous administration committed to 538.4 million dollars in the year 2023. Project from affordable housing, homelessness infrastructure, Youth Development, environmental justice homeless Services, small business tourism violence, prevention and other wonderful things. If? If you love. If you'd like to see the book, I'm happy to share it but on every single page, despite everything that we talked about everything that were saying that we're going to do and commit ourselves to do when you look at encumbered and expanded. Year-to-date 0. 000. Does. Does not matter what people say they're going to do for your community. If they don't spend dollar, want to do it? now, as she was bolting for the exit, Lower. Lori Lightfoot issued a half a dozen executive orders as you know, mr. President. It is you. it is your right to keep or to refuse or we do know that she was trying to tie your hands but one of the things that she was trying to do in advertently it's Is she told us? in the in this document, which is our budget, which many of you voted for They? there are and anticipated. Stick. 690 million dollars in free-floating money. Unassigned, after Revenue, minus expenses, a budget surplus of the 700 million dollars, which in her executive order number, whatever 5. She said that she could go to pensions that's taxpayer money. That's taxpayer dollars that were pulled for services. You're never going to see whether it's hiring clinicians to work in the Department of Public Health, whether it's filling police vacancies, that is not free money, if you are money and because it's your money, She? She thought it should go here. What? What it tells me is that this budget has more than enough money, To go around. Because when you want to know where that money in the budget has been going. Let's put, let's put something in perspective here. Okay. 51 million is all we're asking for, for two months. Was actually talking about a hundred and sixty-three million. That would have been spent year-to-date not to mention, whatever is going to be spent, the December, Thirty one, but when you think of the fact that we spent, we're trying to spend a hundred and sixty million dollars, look at what the department of Streets & Sanitation spends on an annual basis, 310 million dollars for the entire city of Chicago. We? We are. We are expending have spent half of what we do for everything streets of Saint related up until this point, that your garbage can that your tree trimming, which, by the way, we only spend about 22 million dollars through the entire city of Chicago, you talk about rats 13 million dollars for the entire city, to keep the rodent control the population under control. But yet we're already in 157 million dollars for 10,000 people. We can go look at Sea. Which only spends 18 million dollars on traffic safety. 41 million dollars to keep the street lights on the mayor's office of people with disabilities. Only spends 2.9 Million as an entire department to help only put 500. 54. Platform lift into homes throughout the city of Chicago. Department of Housing, 44 million planning, and development is a 99 million-dollar budget of which one of my colleagues point. We only budget 6.1 million dollars a year for home repair which by the way, is on a three-year backlog for a roof for our seniors who raining on their beds, or for furnaces, and have yet to be replaced. This. This body. Alec. Allocate 35 million dollars to itself. As. As well as 29.9 million for all Citywide electives. This man. This money is not insignificant, it's not a drop in the bucket. Cuz when you look at where we prioritize everything and many of you have said, time and time. Again a budget is a representation of our values. R-value so far being outweighed right now? and I, And there is money to address the other issues, the revenue and manners that my colleagues have discussed homelessness. For example, we've heard time and time again, getting completed between the two issues in February 2023, the city of Chicago receive in 60 million dollars from HUD where, Where do I go? the problem that I have ladies and gentlemen of this, Beanie. Female body. No. Nobody wants to ask a question. Did Jerry? The Jerry Maguire made. So famous show me the money. where, Where is? Where is it? because, because all I know is that we can help the end. The individuals that are here. It'd be nice. If we help the individuals that were already here, like the tens of thousands of undocumented individuals who we forgot about that were already here. We? We could help everybody on the south and west side cuz even though we said, it's invest off, Wes was a 2 billion dollar operation. How many G. Grand opening. And ribbon-cutting? Can we go to until we see something actually built? Weed. We don't have to fight each other. We? We do have to account for the money that we keep allocating the money. We keep saying is coming and then show people what we're going to do. Mr. President, I do not blame you or Envy you for having to preside over this. This humanitarian crisis is solely Lori, Lightfoot responsibility but this is your city. Is there? This is the city of Chicago of which you are the chief executive. We have to bring the city together. We have to Give. Get through this. And more importantly, we have to have a solution that gets us Beyond two month increments and I think if we are able to have a public discussion in this body, a plan to be made discussion and a path can be charted or we cannot do it. When we are rushing things through committee, when we are quietly trying to push ordinances through that, nobody knows about. And when we're surprising residence for, and against is the one way to truly hard, and everyone's heart is to turn a deaf ear to the concerns that they voice and mr. President, when applicable, I would ask if this be voted on as a roll call vote, please thank you. Thank you. Ottoman Lopez just says, a, a note here. We have. Play. Please, thank you. Thank. Thank you very much. There are at least the chamber please stay in order. Thank you. Thank you. Almond Lopez. Just as a note, there are at least four other speakers before I close. That is a courtesy that I wish for all to have the full opportunity to be able to express their position. But there are at least four other folks, and I am not sure if Jeremy Squires next room over the chair, recognizes ottoman Napolitano. Take. Thank you, mr. President for the opportunity, speak on this site, probably look a lot like him though. So Yeah, I appreciate that the conversation here in the debate and what I appreciate most is this is a very calm debate. I don't think anyone's going to leave here thinking the right. I don't think I'm going to leave. They can hear the wrong. But the opportunity to debate this to the council is what we're supposed to do where I stand on this since it's 50 $1000000 Sunday, did not say it's a lot of money but it is a lot of money. Surplus money taxpayers dollars. What scares me the most about this is this has a deadline to July. And I don't think that. And I don't think that this movement or this sending of of immigrants to Chicago is going to end anytime soon. So I'm assuming, we'll be back to the table again. After July, ask me for another 51 million and I don't think it's going to end in September. I don't think it's going to end in November. Don't think it's in end of December. Call. Problem is what will we do? Agree me and my colleague here. We agree. Very strongly. This is should be put on a federal government. They should be put on our state or what. I also want to bring up on that same point is two or three years ago, a lot of people in this chamber. Were celebrating the open border, they were celebrating it. That's a good thing. Everybody come in. so, don't get So don't get cancelled out. I am a son of an immigrant came here when she was 8 years old, for a whole entire family came here. Like mostly all of you, some people weren't immigrants. They were forced to come here. What? What in in the, in the process of celebrating that open borders, we have to remember 1985. We declared herself a sanctuary City reaffirmed Again by mayor. Rahm Emanuel 2011, carved out in 2021 by mayor Lightfoot. Philip Roth. The problem is here is in the frustration. We all want to yell and point fingers at Texas, the governor in Texas I heard it one point trafficking all these people here that's not right. Weed. We declared herself a sanctuary City, so therefore that Governor is going to send these people. These poor people have nowhere to go, nowhere to eat in order to sleep. Nowhere to shower two places that have declared themselves. Sanctuary that falls on us, we never prepared in 85, we never prepared in 2011, we never prepared in 2021. We're dropping it on all of you. My colleague in 2023 to give up 51 million dollars. and, In-N-Out. And then another 51 million and then another 51 million. We have to represent our constituents who vote or don't vote for us because he's our tax dollars. So we don't have the right to yell at each other. And point fingers in me. And my colleagues we got pretty heated. When we squashed it, we fixed it. We don't see eye-to-eye on this but we understand each other's points. Sulphur. So, for that being said, this is a great debate. This is the way it's supposed to be done. I don't support this because it's not going to end. It. It is not going to end. The one thing that scares me, most down here to is in this conversation, we're kind of constantly talking about bringing these revenue streams. Does. just, To support this, that's Texas. That's my. That's more taxes. This surprised that you're stepping into it, what we've done over the last six years, it had a text on its axis. You have a big job on your shoulders and I think we're all down here to help it and make make you the best mayor we possibly can. But we're texting people out of the city on top of bringing more people into the city who we can't give Sanctuary to. So I'll end with this. I appreciate what all of you have to say? I have no malice in my heart for what side of this that you are on. But I'm going to stick up for my constituents. I'm going to stick up for the city of Chicago, and I'm going to stick up for the people who don't see any of this money because not a dime of this can go to our own homeless or on Port and that hurts my father before he passed. I always bring my father up in that laundry and I apologized but he was my hero. and he, And his right. And his wife. And his grandfather told him a city that can't take care of their sick or their poor should not be called a city there, nothing, you are nothing. We're not even taking care of her own. We're not even take care of her for sticking around bored. So thank you. Thank you, mr. Presents, the opportunity to speak on this. Thank. thank you all my Thank you old man. Napolitano the chair recognizes alderman. Sposato. Thank. Thank you, mister president. All right. Play. Please, thank you sir. Thank you. All. Almond Pizarro. Thank you, mr. President, first, I want to say, I like the way you handle these meetings, because sometimes people get passed over and always make sure if somebody has something to say, in your to meeting, and I appreciate that, cuz I didn't raise my hand fast enough for this one and until you did the recall. So I appreciate that. Pretty obvious where I stand on this, but let me explain everybody way to 51 million. And I've said in the past, If we would had a substitute off ordinance, it said 251 million is for all homelessness. I'd have zero problem with it but the fact is only for a certain group of people that you're my problem is, I'm a compassionate person. I'm out, I have a loving caring, generous Community, I come from unlike, with some people said about a hateful Community, we have our country. I don't agree with that. I pretty much agree with that. Everybody has said, and I appreciate how they felt about this. But my community was basically ambushed about what an asylum seekers in a college with no, talking to me about it. Anything I found out by accident with an anonymous phone call. I worked out. We had to commute. I worked out. We had a community meeting, we knew it was a done deal for the most part, probably a little bit more of her against a network for it. But my people are at Wright College and stepping up big-time gone are bringing food clothing toys. Just visit enough to help the people out. Also, I've been hearing that the thing I really like from everybody, even a lot of people that don't remotely agree with that. This is the fed's Fault people. They're not doing a damn thing for us here. They're not doing a damn thing, so they're not offering us any money. They're being sent by Governor Abbott and I heard some vile things. Some of my colleagues said about Governor Abbott, Governor Abbott is doing these people. A favor Brownsville Texas and Port Town, the size of Aurora. They cannot, we can accommodate thousand and we think they can accommodate a hundred thousand that happening. He's doing them a favor. So now we have to step up and figure this out. Going to be very complicated, I feel like Freedom are confident. We could work this out his account. So hopefully everybody can respect everybody and we can be civil about this. I know we all sign of Civility, whatever, heck we sign last time, so we should have sinus Civility, and decorum piece of paper, but no bill, but the bottom line is Rosa. Rowe Sanctuary City. We've been bragging about it forever. We did nothing to prepare for it. If the 51 million was for all the homeless, I have a homeless guy, three blocks away from from the Respite Center at Wright College, my homeless man cannot go to that Respite Center. So with that you guys are both where you're at. You're not going to both the way I'm asking about. I'm just folding. No only only a simple reason it's not for everybody it's not for everybody for their everybody. I would support it. Thank you mr. President. Thank. Thank you. Almond was Pizarro before, almond Irvin closes. There's one last speaker. Just checking. All right, so the chair recognizes alderwoman catheaters. Thank. Thank you, mister president. As. As you all know, you have a new face after 54 years that's been here for city of Chicago. As. As you all know, I'm the other person from the 14th Ward The first woman, the first Latina mom of two little ones to represent this word. and, And yes, my heart is pounding. What I love about being an older person of these new cohort is all we got together with all the new other person elected. and, And we spoke about the way we were going to pop out our city and how we were going to talk to each other and even those who have different opinion with her, always coming to the table and proposing things for the better of our community. Add Beyond. Yes, we got elected by our Wards. We got elected for a community but whatever we vote on, it's important for a whole city. And this is my commitment with my ward. And with my Speedy, where I said, I chose to raise my two girls. and I, And as I've always said, our kids are watching our own kids are watching us today. I don't. I understand that we need to continue to work together. We can continue to point finger Add. At the past we're here Crafton May 31st and God bless. We're going to continue to serve a VCR. So on let's continue to work together at the city. You. You know, I'm a former County employee. Let's continue talking to a colony. Babe. States and federal elected officials. Let's continue working together. let, let's, Let's go back to our community, talked to her communities and arrested in How? Have them have a seat in the table as well with us. I love. I like, I love computer to push forward City. As I said, it's not about pointing fingers, pointing fingers and blaming others, not going to get us anywhere. As soon. As you know, I represent now and 89% Latino Community, but it's not only about Latinos. Is. Isabel. It's about every single residence in the city of Chicago. I race today. Body. Voting. Yes, for the But I will orange everybody to continue having this conversation and put forward a plan. That. that we That will help us release matter. Add. Again, respecting each other. Tell me. Coming. Coming together. Does it? is it windy by if we continue dividing us and We? We just need to, I do respect every single person and I've also disturb respect. and I, And as a member of the city council, if we don't respect each other and constituents or respect us, if we don't respect them, nothing is going to get time. Let's continue pushing forward and working together with respect and always remembering their Community, our kids and our heart needs to be in the community needs to be in our decision. Thank you so much. Thank you all woman. Thank. Thank you. We? We have one final speaker before old Minerva and closes but I do want to thank all them and Chico or igniting a flame with all of the new older persons. They are just rocking and rolling because of you start the chair recognizes alderwoman Taylor. Blue. Please. Excuse me for not standing. My knees are on fire. I'm conflicted. And I'm just, I don't know how to bring anything else to the table, but being honest. And as a black person who was imported to this country, cuz I think we forget that, sometimes it was an odd choice to choose to come here. And if we was told to go back today, half of us wouldn't know where to go. I am so tired of when it's a crisis for everybody else we go. We got to do something. But when we having this violence in the black community, nothing gets said or nothing gets done. And that's why all of us, it ain't just on elected officials is on all of us and don't let these tears fool you. Cuz when I had these tears, just use because I'm mad as hell and I want to fight. But I know that ain't my position. That ain't my place as black people who have been hurt continuously by the city and Country loves it, ain't our responsibility to take care of everybody else and we're tired cuz we do that. Movie. When we fought for civil rights and we fought for a seat at the table and we fought just to drink out of a damn. It was us. But her people don't hurt other hurt people. Go. go to a police station and see, a one-year-old being breastfed by his mama, who can barely breathe who is Bailey living and don't, give me that they came up here because we didn't we didn't this wasn't my choice. I wouldn't have never chose to live in a space. That hurts me everyday. Do. Do you know what? It's like to get on with this rocks. Can you don't? You're? You don't. and, and I, And I'm conflicted because in my heart, I know what's right? I know it's like to want to help other people cuz that's black people. That's what we do. But where the hell are y'all going to help us? What? What are you about to be a black woman or black elected official? It ain't enough to be a black Mary and I don't care what we become. So some of y'all we still out and it's wrong. Is. Is wrong. I do. I got a community that divided. I've been getting calls for the last 3 days, you should vote on this. You shouldn't diss is wrong. This, it it's all wrong. And the federal government is responsible. So I hope when people who are in government going to run for president, y'all had is same damn energy. How to save energy. We got a governor they said one word not one but of course you're going to throw it on the black man cuz I was really what we think is the white man's blood is cold. I'm just, I'm sorry. I'm just here to speak my truth. Boulder. Boating say no. Does a? Doesn't mean that I want to hurt migrant families. Vote. Voting app does not mean I don't care about black Chicago and don't give me that if I go. Yes because I'm the same woman that went on a hunger strike when they closed schools and half of the people didn't say you said nothing, you did nothing people staying in this body, voted for those supposed to be closed and we still reeling from that. Y'all talked about your people not being able to go there. What could they do in our communities. So you have nothing in the 20th. Ward. I don't have a bowling alley, I don't have a Chuck-E-Cheese, I don't have a theater. It's not on. It's not on me. It's not on mannequin, statue. It Are you parked? Parkway Gardens in my Wars, people who are princess and they all go home every day. But we got people like Milana Midwest who going to get the 78? Something that we didn't want in the first place. So what I want us black folks to do and I'm talkin to y'all right now is how this thing energy and come up with an agenda for black Chicago. Cuz right now we all over the place, all we know if we don't want them to have 50 $1000000. Who the hell is them? It's us. That's the shitt that got us here from the get-go. This pitting us against each other. At the end of the day, this is a city of a third, a third and a third. Let's be honest. Let's be real about that and we can get ours. We try to block Chicago and we got a hurt or disrespect or be rude to anybody else. We don't know that the type of people we all black people It's 400 years. I'm tired, too. But that don't stop me from fighting everyday and me saying, yes, to this does not question who I am as a black woman, whose rights are black. George has had a black hole that don't conflict me, but when I've been talkin to me in October, it was freaking. When? When I see. When I put this at Walmart, that was cricked. Nobody said nothing and protesting them and hurting them at the city hall. That's what you should have been doing. That's what you should have been doing. That's what you should have been doing at the end of the day late and light-footed. Y'all like to call her created this chaos because I have to have them in October. Am I correct did not have to have a conversation and talk about transparency but now we having a different conversation. Say what you want about all the woman Taylor black and I'll go to bed black everyday and I'm proud to be a black woman but that don't mean I'm going to hurt and s*** on anybody else. I'm not going to do. Y'all love how much are Christian and y'all back. Y'all love the Lord brilley and mistreat people who ain't got nothing off. Quick to talk to Mike about it but I don't see a lot of y'all standing with us. oh, y'all are Oh y'all help gas and I was like that's it you're leaving. We all got the support. George right? More comes to these meetings every month every time and I don't get the automated thing we have disagree. How is sanctuary City? Everything else? We agree on it because I just don't believe in hurting other people and I'm not today. So might as well if that bothers you. So be it if you take away my vote. So be it. But you need to look at yourself in the mirror. You need to look up and say who are you sometimes. People don't hurt people. Thank you mr. Taylor.
