The first, the committee is the finance committee where we are not increasing any funding, we're actually just moving funding between line items to the store just no funding within the Personnel Services line. The second is funding for the council office of financial analysis and additional Three. 3000. $3,000 for to hire a contractor to do additional financial analysis as we gear up for the fy20 for Budget cycle. Neck. Next is the committee on budget and government operations and additional $65,000 in the Personnel Resources. Mine as we again, gear up for the fy20 for Budget cycle, and I need to develop Creative Solutions. As we address, the economic realities facing the city. The neck. The next is the newly-established police and fire committee that substitute increases the $231,000 by $30,000 to 261. We want to ensure that this committee has the resources necessary to address in particular the initiative and asked of our city police and fire as we move into the summer months, Neck. Next is the committee on health and human relations overall. This committee is going up to $200,000 in additional $48,000 was included within the Personnel Services line as we ramp up for the city's review of our mental health, offerings, and how we address mental health throughout the city, and how we in bed treatment, not trauma, as an approach in our mental health offerings, Neck. next is, Next is the comedian immigrant and Refugee Rights that committee is just moving some funny grounded but it is increasing to again $200,000. I think it's no secret that the city is really addressing a crisis. Right now, we want to make sure that the committee has the resources as we start to have two meetings this year to really think through how we address the crisis that faces, the the city right now. I think. I think I may have skipped but I think Nexus to Workforce Development and audit committee, this includes more funding for the new subcommittee on youth employment. As you know, this mare is very focused on expanding the offerings to use, not only the summer, but into the fall months and expanding the number of positions that we can offer you so over the course of the summer and into the fall. Make. Just making sure I didn't skip anything. and, And the last is device mayor's office new office, for the vice mayor of 400400 $7,000. As, you know, this mare is very focused on getting out into the community making sure that we are hearing from the community. Understanding what their needs are as the budget director. I can tell you this particular interest of mine as we understand how we want to use the resources in the coming year. The vice mayor is going to be in a role in being able to I reach. I reach more of our commute. I reach more of our community and constituents for the things that the mayor is unable to attend. And so this funding allows Staffing for the vice mayor's office so that we can I do those engagements? and, And that's all of the changes in the substitute Amendment before we go to questions. And so in order for me to understand my personnel and how to utilize the Personnel on that committee, that's out, that's all the information I'm asking for and I think that we should happen. If we got the dollars, we have to know that that's any operation. You just don't provide dollars as an operation and then you provide $2 to that operation. I believe all, excuse me, mayor Lori Lightfoot on her way out issued an executive order saying that 630 million and surpluses should be used for pensions and even this 5 million dollar bucket of money for the city council's. Micro-grants, which began in 2022 has surpluses. Do we know exactly how many buckets of money have surpluses in them that were appropriated by this body? and I, And I know the only been a week, so I'm not going to hold you to it, but do we know if we have a general idea across the entire budget, or just a budget, I don't have that information, you know, right now. But if that's something that you'd like us to look into it, we definitely can, I want to post this to you and I and again, I know that it's fairly new in your tenure in this role, and I don't expect you to know everything, but it's alarming for me as someone who has talked about structural bloat in budgets for you. When are previous mayor stated that there were six hundred million dollar Surplus dollars in this budget that we have now. $800,000 out of a $5 bucket. Doesn't seem like a lot but when you look at a 16 billion dollar operation hundreds of millions of dollars sitting around that are just going to be pulled and pushed left, right? And I want to suggest an offer to help you and your team trying to identify this because I think that is something that needs to concern us all not just for these committee funding source, this committee funding source. But in everything that we're doing because what that tells me is that we are overcharging our taxpayers hundreds of millions of dollars and Beyond whatever.
