Good afternoon, everyone. The Committee on License and Consumer Protection will now come to order. We will begin with a roll call to establish quorum. Vice Chair Chico. Alderman O'Shea I know is here, but he just stepped out for a minute. Alderwoman Scott. Alderman Cardona. Alderman Waxbeck. Present. Okay, he'll be right back. Alderman Conway. Present. Alderman Villegas. Present. Alderman Sposato. Alderman DiPalicano. Alderman Lawson. Alderman Martin. Vice Chair Chico. Did I call? Oh, I called you, and myself. Sorry. And you're still here. You're still here. Okay. Now's your chance to leave. How many do we have actually present? Nine. We have nine members present, and we have a quorum. We also have Alderman Hall here, who's a non-member, and Alderman Lopez. Okay. Do we have anybody- Yes, Alderman Moore. We have a few people for Rule 59, and that would be Alderman Gardner, Alderman Moore. Is there anyone else out there that I missed? Alderman Riley. And Alderman Riley. Can I get a motion to accept the Rule 59? Alderman Cardona moves. All in favor? And the only one opposed is Alderman Sposato. So, we will now continue. Okay. We will now continue with public comment. We have George Blakemore, but I don't know if he's in the room. We don't have any other public comments, so we're going to move along on today's agenda. We have seven items today. The first item on the agenda is the approval of the Rule 45 reports for June 2026, which were sent out to the committee. Alderman Lawson moves to approve the Rule 45 report. All in favor, say aye. Any opposed? In the opinion of the chairs, the ayes have it, and the reports are approved. And Alderman Waxbeck just walked in, so we'll include you for quorum. Item number two is 02026-0025816, amendment of Municipal Code Section 4-60-023 (1.66) to disallow additional package good licenses on portions of West Fullerton. Is there anyone here from Alderman Lospata's office? Oh. Okay, we're going to hold that for right now, and I'm going to recognize Alderwoman Scott for purposes of quorum. Next up, we're going to hold for right now on item number two. Hopefully we'll be able to come back to that. We're going to move on to item number three, which is 02026-0025526, amendment of Municipal Code Section 4-60-022 (6.156) and 4-60-023 (6.144) to disallow additional alcoholic liquor and package goods licenses on portions of South Halsted. The chair recognizes Alderman Hall. Thank you so much, Madam Chair, and thank you for teaching me how to show up to this. Essentially- Always good to see you. Indeed. Essentially what we're doing is reimagining Halsted. We are beginning to look at an area for community-centric purposes, surrounded by daycares and churches, and we want to ensure that that ecosystem of community morale stays as put, in addition to an oversaturation of liquor stores in that area. So this is the beginning of reimagining that section of Halsted, Madam Chair. Are there any questions from the committee? Alderman Napolitano moves to pass. All in favor, say aye. Any opposed? In the opinion of the chairs, the ayes have it and it is passed. Thank you. Excellent job. Thank you so much, you all. Moving on to item number 4, 02026-22, dash... Oh my gosh. I can't speak today. Start over, 02026-0026046, amendment of Municipal Code Section 4-60-023 (12.109) to allow additional packaged goods licenses on portions of South Ashland Avenue. Chair recognizes Alderman Lopez. Good afternoon, Chairman and members of the committee. I'm here today to ask for your favorable consideration for this item, which has appeared before the 15th Ward's Business License and Zoning Committee, and will allow a known businessman to expand his operations in the 15th Ward's Back of the Yards community. Happy to answer any questions, and ask for your favorable consideration on this item. Any questions by committee? Alderman Martin moves to pass. All in favor, say aye. Any opposed? In the opinion of the chairs, the ayes have it, the motion is passed. Thank you, committee. Is Abraham here from Alderman Rodri-- Okay, perfect. So then we're going to move on to item number five, which is 02026-0026202, amendment of Municipal Code Section 4-60-023 (35.93) to allow additional package good licenses on portions of West Lawrence Avenue. The chair recognizes Abraham from Alderman Rodriguez Sanchez's office. Hi, good afternoon, committee. My name is Abraham Espino, the Director of Business Services in the 33rd Ward. We are currently asking the committee for consideration in lifting the moratorium on this portion of West Lawrence Avenue for the purpose of just a change in ownership. We did conduct a community presentation and meeting regarding the lift, and we received majority support from community members. So we're requesting your favorable consideration. Thank you. Any questions from committee? Vice Chair Chico, since he is still here, makes a motion to approve, to pass. All in favor, say aye. Any opposed? In the opinion of the chairs, the ayes have it, the motion is passed. I also want to recognize Alderwoman Coleman for purposes of quorum. Alderman Riley, you're still here with us? Yes, I am. Okay. Then we're moving on to item number six, which is 02026-0026289, amendment of Municipal Code Section 4-60-023 (42.611) to disallow additional package good licenses on portions of West Chicago Avenue and North Clark Street. Chair recognizes Alderman Riley. Thank you, Chairman. This is simply reimposing a moratorium that was lifted to allow for the transfer of a license last year. And so we're simply reimposing this as a protection for the broader neighborhood, and I'd appreciate the committee's favorable consideration. Thank you, Chairman. Any questions from committee? Alderman Conway moves to pass. All in favor, say aye. Aye. Any opposed? In the opinion of the chairs, the ayes have it. The motion is passed. Alderman Gardner, are you here? Yes, Chairman. Sorry. Okay. Then we're going to move along to item number seven, which is 02026-0026053, Amendment of Municipal Code Section 4-60-023 (45.65) to allow additional package good licenses on portions of West Lawrence Avenue. Chair recognizes Alderman Gardner. Yes, Chairman. Thank you. We are just looking to lift the moratorium, just so we can allow that to be purchased and put in a new liquor store. And our community supports that, and we would appreciate favorable consideration from the committee. Are there any questions from committee? Alderman Waxback moves to pass. All in favor, say aye. Any opposed? In the opinion of the chair, the ayes have it. The motion is passed. And we do have Alderman O'Shea still here, so we're going to mark him as yes for quorum. And since Alderman Lospada is not here, we're going to hold his item. And so, this concludes the agenda of the Committee on License. The pass matters will be reported as recommendation to pass at the next City Council on July 15th, 2026. There being no further business before the committee, Alderman Sposato moves to adjourn. Hearing no objection, so ordered. Thank you for your patience today. The meeting is adjourned.
