The first being for the Chicago Department of Public Health, which has been awarded private grant funds in the amount of $200,000 from the National Football League Foundation for the NFL Social Justice Program. Uh, next for CDPH has been awarded additional federal grant funds in the amount of $360,000 by the United States Department of hud, or, uh, health and Human Services for a sexually transmitted Disease and prevention program. Uh, the following is for the Department of Police, which has been awarded state grant funds in the amount of $500,000 by the Illinois Law Enforcement and Training Standards Board for the National Integrated Ballistics Information Network Program. Lastly, the Department of Water is appropriating a surplus of reallocated COVID-19 grant funds in the amount of $6,481,000 for the community develop, uh, block Grant CARES ACT fund, CDBG CV for the lead service line replacement program. Um, on this, um, CDPH, the 200,000, so I'm assuming the, uh, Chicago Department of Public Health, they applied for this grant themselves or who applied for the grant? Yes. Um, I like hear staff, assistant commissioner and behavioral health at CDPH and yes, we did apply for those funds. And so when the National Football League, a social justice program, how are we using this? $200,000? Sure. So it doesn't pay for any contracts or any personnel. It's essentially just sort of four bucket categories, which are resources and supplies, professional development, some conference costs, and some technology expenses for our care team. For the care team. So, correct. You gotta break that down further for me because when I see National Football League, because I know I've reached out through my community, they say, well, we give money to the city through our foundation. And so NFL Social Justice program, I'm trying to see how, how's that reaching, reaching to areas like, um, Inglewood and specifically Inglewood and, um, other areas, uh, within the city. So explain that to me. How, how that money is reaching those kids. Yeah, so, well, it supports our 9 1 1 crisis response team. So it doesn't go to a specific community area, but supports general infrastructure and support for that care team in its activities, day-to-day citywide. Um, so I can give that high level if there's more specific you wanna know, I I think we can follow up. Yeah, because I, I, I, I'm, I'm, I'm, I'm hard pressed to believe that the National Football League Foundation, uh, through their social justice program put out a grant, said, are we gonna give it, you know, this design for the caret? Now it said that, I want to see that. So I wanna, I wanna know what was the stipulations of this grant? We can share that information with you. Absolutely. Yeah. If you could share that with me before Wednesday, that'd be helpful to me. 'cause when I see something like this and when we are talking to them, they say, well, we give money, um, to these youth programs and things like that. And I'm wondering, I just wanna see how the National Football League League is dealing with the CARES team. I just not, I'm just, and if it is, if that was part of the, um, um, their qualifications for the grant, then I wanna see, I would like to see that. Yeah. I don't think the, the grant itself had stipulations for Care specifically. It's just a philanthropy opportunity for us to support some of the costs that are difficult to cover with our other fund sources. So it's the second time we're receiving those funds for a two year period and we're happy to share the opportunity. Yeah, I guess we probably missed it last year, but my thing is I want, uh, when I, when the National Football League Foundation is doing donating to NFL Social Justice programs, the CARES team is not to me, a a a a social justice program and maybe isn't somebody mine? It is. And so I just, I just really need that breakdown. 'cause as we are trying to help our babies out here and our youth, um, programs and things like that, I want to make sure that the intended purpose for what the National Football League think that money is for is and is usually for reaching our young people. My name is Mike Carey, financial Planning Analyst for the Bureau of Economic Development within the Department of Planning and Development. I'm here today to request your approval of a neighborhood Opportunity Fund redevelopment agreement for the Carroll Robertson Center for Learning for the Renovation Project of their current Early Childhood Education Center to preserve their services within the community for future generations. The property is located at 29 29 West 19th Street within the 24th Ward, south Lawndale Community area, west Planning region, and the Midwest TIFF District Alderman Scott Alder Scott is supportive of the project and has provided a letter of support to the committee. The property is located on the south side of West 19th Street between South Albany Avenue and Sacramento Drive. Douglas Park is located to the north of the project site and the immediate area is residential and commercial. The center is also accessible by the Kedzie and California Pink Line stations, along with multiple bus lines. Shown here is a group of photos highlighting the previous condition of the property. Uh, starting the left top, left corner is the exterior entrance of the property off West 19th Street. Following that photo is a breezeway connecting the East and West Bors Porsche example. Okay, uh, the Carroll Robinson Center for Learning is renovating their 37,000 square foot flagship location that serves the little village and North Lawndale communities. The project will modernize their facility, upgrade their mechanicals, enhance their space to continue to provide their early childhood education and programs to these communities. Robinson Center was selected for a Medium community development grant in the amount of 1.2 million in neighborhood opportunity funds to support their $11.9 million budget. The project broke ground in December, 2024 and is scheduled to be completed in January, 2026. Carol Robinson Center is funding this project with multiple sources, including private foundations, new market tax credits, and an Illinois DCEO grant. Along with the city funding, IFF is providing a bridge loan to cover the funding gap for the state and city funds. The applicant's total project cost of 11.9 million includes the modernization of mechanical systems, updated finishes, expanded kitchen, refinished gym and auditorium, and gross motor room, incorporated in 1976 by local families and community residents focused on their children's development. The Carol Robinson Center for Learning provides afterschool and summer programming to underserved west side neighborhoods. The families were inspired by the tragic 1963 event that occurred at the 16th Streets Baptist Church in Birmingham, Alabama. That took the lives of four young girls, one of whom was Carol Robinson, with permission from her mother. The group named the organization after Carol to represent something greater than themselves to reflect their commitment to children's potential and community. And to honor her life. Today, the car Carol Robinson Center directly serves over 2,500 children raging from prenatal to 17 years old in their programs across three flagship sites in multiple satellite locations Each year, Carol Robinson Center assembled an extensive development inter-disciplinary team to help deliver the project, including general contractor Valenti Architect Perkins Eastman, and Owners Rep Preston Design. I'm gonna skip, uh, the slide. It's for the renderings. Uh, the redevelopment agreement will be structured so that 100% of the city funds will be reimbursed at certificate of completion. During construction, Carol Robinson Center will be held to typical construction compliance requirements such as MWBE, prevailing Wage and City Residency. Following disbursement, Carol Robinson Center will be held to both continual ongoing operations and occupancy covenants during their five-year compliance period. The Department of Planning and Development overall supports the modernization of the Carol Robinson Center for Learning for the following reasons. Carol Robinson Center estimates the project will create a hundred temporary construction jobs or new full-time equivalent positions and retain 95 positions. Project will enhance the West 19th Street facility, equipping the center with the necessary tools and infrastructure to provide the highest quality early childhood education and programs. Finally, Carol Robinson Center has been operating on the west side for almost 50 years. The City Funds tour, the project will assist the Carol Robinson Center to continue their commitment to early childhood education within the local communities for future generations to come. Thank you for your favor, consideration of this request. I, as well as Erica Wrangle of the Carol Robinson Center for Learning are happy to answer any questions the committee may have at this time. Uh, alderman Scott and I both have Carol Robertson centers in our ward and often partner together with them. I think that they do tremendous work in our community and happy to support this today. Thank you, chairman. Thank you. Uh, alderman Nugent. I I do have one question. Uh, this was done as a new Marcus tax credit deal. Why didn't the NOF come at that time? And why is, why was it, why is this delayed and, and funding specifically, They applied through our Community Medium Community Development Development grant. So they were awarded in December of 2024. They had already lined up the Numer tax credits at that point and we were coming in to fund the gap in financing for the project. Okay. Even though the project commenced. Uh, um, alright. I'm, uh, I'm not Alderman Rodriguez. Thank you Chair. Uh, I just wanna reiterate what, um, chairman Nugent just mentioned. Um, forgive me, Alderwoman Nugent just mentioned. Um, Carol Robertson's, uh, center for Learning represents a real location of communities coming together in North Lawndale Little Village. It's one of those places that's a gem of our, both of our communities. Um, I know of countless families in my ward, uh, that send their children to Carol Robertson Center for Learning. And I think this is an excellent endeavor and use of, uh, the city's resources. Congratulate Alderwoman Scott and, uh, absolutely support this endeavor. So thank you so much for allowing me to speak, Mr. Chair. Thank you, uh, honor Rodriguez, uh, Alman Scott, I just wanna say thank you both to my colleagues.
