To keep the people from coming in to downtown, downtown or whatever and that ain't even holding up because people, people going to start what they doing that Roosevelt. Whatever security company y'all choose to pay money to that ain't doing nothing because they they ain't got no power to do nothing. power to do. Nothing. So public transit is usually an easier and more affordable option. more affordable option than driving Hospitality workers have fought for years. have fought for years to make sure that we don't have to breathe secondhand smoke. breathe secondhand smoke at work. And since 2008, indoor smoking. smoking bands, have finally made our workplace safer. It's not right that we still have to deal with secondhand smoke on the train. we're glad to see city leaders taking, this is We're glad to see city leaders taking this issue. Uh, chairman and members of the committ, good morning, uh, chairman and members of the committee, um, I this ordinance is before you after um, a very lengthy conversation. conversation and and several meetings uh, with some of the youth, um, that represent Um, organizations, um, operating on the west. um organizations, um operating on the west side of Chicago, particularly in the Chicago, particularly in the Austin Community, um, and and we tried to uh, gather a lot of information. we tried to, uh, gather a lot of information, uh, and resolutions. Um, that resolutions, um, that will allow for our youth to, to resolutions, um, that will allow for our youth, to, to be transported or to get up to safe. transported or to get up to Safe, uh, events that happen throughout the west side. throughout the West Side, um, and of that meeting and and 2 of those youth, um um, young Community leaders, 2 of those youth, um, um, young Community leaders. Um, I like to call them, uh, Miss janya Williams. like to call them, uh, Miss janya Williams, and Corey dually appeared before this committee, dually appeared before this committee last month. And very articulately spoke about, uh, the need the need for them to be. be able to um, access resources and events. be able to um access resources and events um, within their own communities. Um, and perhaps even provide opportunities for them to uh go to these events and and and view of a lot of for them to uh go to these events and and and view of a lot of Youth traveling downtown um to gather um, for events and and so Um for events. And and so I'm hopeful that, you know, we could have your favorable. could have your favorable consider consideration um from the members of this committee as we try to develop. Um, the members of this committee, as we try to develop um, a a youth safety Transportation Network, a youth safety Transportation Network, um, um, via a pilot program in the 29th. program in the 29th, Ward, that will pick up youth at 1 location. Um, and, and these are City locations. Um, location, um, and, and these are City locations. Um, whereby, it could be a police station a library. whereby, it could be a police station, a library or Park District. Um, once or twice, District. Um, once or twice a month and take them to, um, District. Um, once or twice a month and take them to um an event. That's youth sponsored. And then event. That's youth sponsored and then transport them back to the initial space. Um, that they're being picked up from um, and from. Um, and so I, I, I think it may be 1 of the rez. resolutions or a, a resolution that can can certainly be. Um, implement um, implemented that will go toward a very specific need of transporting, youth safely to 1 event to another. Um, so I asked, um, favorite consideration of this committee and again, Favorite consideration of this committee. And again, uh, chairman I thank you so much for calling this resolution. before the committee, so that we can actively engage. before the committee, so that we can actively engage, um, CTA and RTA. To be able to transport Used 2, or from. To be able to transport Used 2, or from events. All over the city, you know? All over the city. You know, that that is, that is really what uh we are looking for. I say that I was a youth, I took the bus, the CTA bus to school every day. so, I mean a question I'd have is So I mean a question I'd have is why is the 29th Ward? Un unique, or why shouldn't this resolution be something that would apply to? would apply to all 50 Wards as opposed to just the 29th. well, I, I don't, I don't think that, you know and well I I don't, I don't think that, you know, and I don't want to um, give the impression that want to give the impression that uh, between 29th Ward is unique. Although we are unique, although we are unique in so many different ways. Uh, but this is, Uh, but this is a problem that we experience. Um, um, um, Alderman, this is a problem that Alderman. This is a problem that is experienced throughout the entire city, uh, but I, I am, Looking to implement this um, as a pilot program in the 2. War so that we could assess. Um, 29th War so that we could assess, um, certain things about it. Um, 1 thing we want to assess this cost, um, we want to assess the the, um, before we. And I'm saying this before, assess the the, um, before we. And I'm saying this, before we, I'll try to implement it in other communities. we, I'll try to implement it in other communities and neighborhoods, as well. Um, so I I think there's a lot neighborhoods, as well. Um, so I, I think there's a lot of things that we want to assess with this program. things that we want to assess with this program, um, that I believe can be done in the 29th. Ward and certainly, if it proves to be successful, um, I wouldn't I would not object. to a roll out in several other neighborhoods and communities as well. communities as well but um being on this committee communities as well. But, um, being on this committee, I'm quite sure that, you know, that the budget constraints that CTA or RTA is under, um, and and trying to work out a lot of, um, those of um, those uh, problems or that have arisen. of, um, those uh, problems or that have Arisen or obstacles that have Arisen, um, is obstacles that have Arisen, um, is something that we're dealing with as well. So, I dealing with, as well. So, I, I would say that, you know, to implement it. In quite a few. In quite a few communities throughout the city would be ideal. Um, but I think on a limited basis, um, that's the reason why I'm seeking to have it rolled out in the 29. reason why I'm seeking to have it rolled out in the 29th. Ward, instead of Citywide, do we have? do we have any do we have any idea how much the pilot program would cost? No, that's what we're currently sitting down. And speaking with, um, um, CTA about um, you know, I I, I would say and I'm not gonna I'm not you know, I I I would say and I'm not gonna, I'm not gonna, I don't want to derail my my, my good gonna, I don't want to derail my my, my good friend and fellow veteran, uh, all the mentality of pharaoh. resolution. But I do think, um, resolution, but I do think, um, there is perhaps uh, some some logic to waiting until the CTA Uh, some some logic to waiting until the CTA president is here. Later this month to. later this month to to get more feedback on this, if if Later this month to to get more feedback on this, if if others would agree. That's, but that's all. And then when we think about some of these Street takeovers and having maybe transportation, that takes people from 1 place to another where they can actually have entertainment and be there and do things legally, it might help. legally, it might help in the long run. And so, I do think there's clearly a benefit. I understand why it makes sense. Uh, doing it from a pilot standpoint. I think another thing maybe to look at is From a public safety. Uh, standpoint looking at the numbers of incidents and different parts of town to see if there could be Pilots kind of modeled to help that. Um, I do, uh, I understand uh, ottoman Conway's point. I understand uh ottoman Conway's Point. Uh, as far as timing on it. I do think that if the council or the committee is agreement that we want to see this go forward. agreement that we want to see this go forward, it's good to pass that. So in advance of uh the interim CTA President coming, they would know. Hey this is going to be 1 of the things. things we're discussing because we've articulated and intent to do so. So I I would be in support um because I do want to see that kind of moving faster than we've seen government. government work sometimes and I think it would help. government work sometimes, and I think it would help giving uh, the interim president some level of Marching orders with the most respect POS. Marching orders with the most respect possible. So, uh, yeah, I'd be support and thank you again. Uh, Al thank you, chairman. Yeah. Um, I will add that on the July. July 2020. When is the, when is the hearing July 30th July 30th, we will be having a hearing where the interim, uh, c c, will come. c will come to this, uh, body to speak. I will say I had a a good meeting with the acting president of of the Good meeting with the acting president of of the CTA. I do know. She is coming here to testify on. July 30th. July 30th, uh, and I felt it appropriate to um, to ask to hold this resolution. hold this resolution until we can hear uh some of the steps that that steps that that she has taken, she is fairly new in her tenure. And I think that tenure and I think that she'll have some some things to say on this, even though it is, it's clearly this, even though it is, it's clearly a a significant issue and I and I do appreciate, she's coming uh, to testify July 30th and perhaps this resolution motivated that to some extent. So that to some extent. So, uh, as a result, I'm, I am asking to hold this. Um, to hold this, um, until after that testimony, right? Thank you. Amy coming. Any questions about almond? you. Uh push back by people who continue to do it on a regular basis. Um, whether it's, you know, the buses or the trains, so, So I'm in full support of making sure we move forward on this and this. And um, you know, decrease the amount of people that are not just abusing the non-smoking policy but a lot are not just abusing the non-smoking policy, but a lot of other policies that uh, we see implemented and enforced on trains in other countries and in other cities in the US that um, we can't seem to get a handle on here. On the train, I get off the train. On the train. I get off the train. I didn't get on the platform. There's another youth smoking. platform. There's another youth smoking cannabis. It's clear that the enforcement isn't there and also that we have to figure out what tools make sense for enforcement as well as addressing when you've got an unhoused individual that needs that kind of support. that needs that kind of support system. And so I think having the full conversation with CTA and figuring out what right can look like makes sense. I think I appreciate us having the hearing on the 30th as it allows us to have that conversation in advance. conversation in advance of making sure that the state is providing the level of funding. providing the level of funding necessary to make sure that CTA can't EXE. CTA can't execute on a plan. Because not only for the passengers who Just by the smell of smoke. Felt less. Just by the smell of smoke. Felt less safe because they're just like a mental correlation to what was happening. But also for the actual physical health of the folks that ride and work there as a cancer survivor myself, I think about people harming people. People harming people without even knowing about it. And so I want to make sure that we do. I want to make sure that we do it right? So I commend uh, ottoman Conway for leading on. uh, ottoman Conway for leading on this for, introducing it and look forward to the full look forward to the full some conversation on 30th and our next Committee hearing.
