When we're talking about housing, none of the discussion should be about cars car traffic and parking because homes for people are more important. important than cars car traffic and parking. important than cars car traffic and parking traffic in the area is already congested. So, area is already congested. So it's evident that the cause of it isn't residential develop, of it isn't residential development, the traffic congestion in this particular spot. in this particular spot has 1 cause and 1 cause only the Kennedy Expressway, the expressway induces driver. Kennedy Expressway, the expressway induces drivers to make trips that they would not make if the expressway did not exist and the congestion on Courtland Street. exist and the congestion on Courtland Street, Kingsbury Street Clybourn Avenue and North Avenue is because of d. Drivers traveling to and from the expressway. Drivers traveling to and from the expressway, if traffic volume and congestion are the problem. The volume, and congestion are the problem. The opponents all say it is, and if you earnestly want to solve, say it is, and if you earnestly want to solve it, the solution is to ask the Illinois Dept of trans. Transportation to close the highway interchanges at Armada. Armitage Avenue in North Avenue. Those are your traffic Jenner. generators right there if you don't want to do that. generators right there. If you don't want to do that, then you're asking the alderman to prioritize drivers. you're asking the alderman to prioritize. Drivers who don't even live in the area at the expense of bringing new neighbors, the future of our city, into the neighbors. The future of our city into the community, and I would say to the alderman of the 32nd Ward, and any Alderman who has a housing proposal, Alderman who has a housing proposal pending that. If you don't approve housing, you're approve housing, you're telling voters that you're in favor of higher housing, costs and higher. of higher housing costs and higher taxes. Probably not a winning message politically. winning message politically so let's stop with the belly aching about cars. It should be something that the community gets to review. in advance, and In advance and have an opportunity to comment on as you've heard from a lot. heard from a lot of supporters today. Uh, we feel very strongly that this campus needs to stay together for its long-term surv. long-term survival. Um, you can just take the church out and expect it to survive long term. Um, also these buildings are so close together. Has anybody even considered the fact that demolishing 2, considered the fact that demolishing, 2 buildings, on its sides can? Uh, can can gepard? sides can? Uh, can can jeopardize the structural Integrity of the church itself? of the church itself. Um, This backdoor deal. I don't. This backdoor deal. I don't know why Alderman Byron Co Lopez would support it. He knows darn well for 8 years for Lopez would support it. He knows darn well for 8 years, for me. Many more years for many others here fighting me. Many more years for many others here, fighting for this. We've been fighting for the survival of the entire campus Because of its historical Legacy. Um there is an opportunity here to breathe fresh. opportunity here to breathe fresh life into it but our ancestors did not sacrifice to turn this over to another faith. We should be building Our. our lives around the house of God, I ask each of you Alderman to um, Alderman to um search in your hearts and fight for keeping God in our community. And this is what we need. We see a God in our community. So this doesn't change. development. So this doesn't change the boundaries at all for what is concerted a for what is concerted? A Transit served location. It changes. Uh what Eligibility, and those benefit. Eligibility in those benefits look like, you know, give 2 examples of what this ordinance does. examples of what this ordinance does and what it doesn't do, which I think is just as important. so, if you as some of our colleagues have done have done broader, broader map amendments, close to trans broader map, amendments, close to Transit. Um, this allows those Transit serve location benefits. The those Transit serve location benefits, the f are benefits. The MLA benefits the high benefits To be accessed. uh, Uh, with without having to go type 1 zoning. Uh, with without having to go type 1. Zoning change by type 1, zoning change by type 1 zoning change. it does not take away as an altar, you It does not take away as an altar you or your communities right to do those. right to do those type on zoning changes for what you feel is. is the best fit for that location, but it means it's not required to do a type 1 zoning change. required to do a type 1. We had an older Church in our Ward that the community wanted to see adaptively reused. we had a successful Community process, that was We had a successful Community process, that was a zoning change that moved forward as B. change that moved forward as b23 in an rt-4. change that moved forward, as b23 in an rt-4 District. Why would we, why did we do that? It's not because we support spot zoning in the first. spot zoning in the First Ward. It's because of the zoning categories that can access. categories that can access that parking reduction, and it wouldn't have been possible. To do. To do a parking lot. Essentially on that site without demolishing, half of the church. so it opens up that So it opens up that eligibility again, the flexibility? So it opens up that eligibility again, the flexibility is there for the market to be the market. there for the market to be the market in your community for any particular developer. If they say, it's the best fit for this development to still. still have 1 for 1 parking per unit. have 1 for 1 parking per unit. Absolutely. That is their right even if they're building. right? Even if they're building on the lot next to an L station, but it opens up that flexibility for developers in your community to respond. your community to respond more effectively to the market and streamlines this process. Um so that's some examples of what this ordinance does. of what this ordinance does and doesn't do. Uh, I know we have individuals, have individuals in the Box to help answer questions we've had support in drafting, um, the sub had support in drafting um The Substitute ordinance from VPD and they cut the tape team. Despite having been land. having been land mass, the smallest war in the city as a result of that my entire Ward would result of that, my entire Ward would fit into this. Um, and the needs of of of folks, uh, downtown And the needs of of of folks, uh, downtown are are very different where we're sitting out. different where we're sitting out, just outside my ward has 1 set of needs for parking. 1 set of needs for parking versus Little Italy which is a very different set. So in order to get some some opportunity to study this and how we could, maybe work around the flexibility here and perhaps even recommend some adjustments. Um as a matter of policy having parking reductions near public transit. transit options, that's a good choice. transit options. That's a good choice. Um but I am fully aware of the built environment. In ottoman Conway's Ward. in ottoman, Conway's Ward and uh, they already have In ottoman Conway's Ward and uh they already have um incredible parking pressures. incredible parking pressures um as far as street parking goes in Port. goes in portions of his word and also the Eastern portion of the 27th and 28th warts. Um, and I know that, uh, My colleague, alum. my colleague, Alum and Dal, um, has some similar challenges in the south in the South Loop area. Um, so while this is typically a policy I would support. Um I do think that policy, I would support. Um, I do think that ottoman Conway is correct in in is correct and and requesting a bit more time to work through some issues here. And perhaps to refine this ordinance, a bit um, with a slightly sharper point that perhaps, um, has the desired impact that ottoman l perhaps, um, has the desired impact that ottoman L spot is looking to to achieve without neg. looking to to achieve without negatively impacting. Um, other wards other Wards in and around the central business district. Um, so I would join ottoman Conway and seeking a deferral. The feedback on this, I would only because I, I, I know. There's flexibility in this ordinance for developers to meet the market in the way that they feel. And that the way that they've seen is most appropriate, I, I hear colleagues feedback. Um, I know that, um, I have some Transit oriented development. Transit oriented development, projects, near the 43rd Street, Green Line. Street, Green Line Station. Um, which Street, Green Line Station, um, which took advantage of some parking, uh, accommodations. And, uh, I'm faced with, um, People asking. people asking for exceptions to be able to park in the residential permit parking zone. So I would like to look at the impact of this um, in a the impact of this. Um, in a few places both within the South Loop and in the Bronzeville community, so that I can see what the impact. see what the impact would be long term. And so, a month would give me an opportunity. would give me an opportunity to do that. Thank you. Star, Baptist Church of Chicago located, Star, Baptist Church of Chicago located at 3993 South Dr. Martin Luther King Junior Drive in the Third Ward. We have Matthew Crawford from the of historic preservation division of the Department of Planning and Development to present this matter. Mr. Crawford Okay. Okay, thank you. Um, thank you chairman members. Okay, thank you. Um, thank you, chairman members of the committee and here on behalf of the commission on Chicago landmarks that are recommending. landmarks, that are recommending to you that the Morning Star Baptist Church of Chicago. Star Baptist Church of Chicago, be designated Mr. Crawford, could you speak a little closer to the microphone? Sure, thanks. How's that very good? so, here on of the landmarks Commission, So, here on of the landmarks commission, they're recommending to you that the Morning Star bapt. to you that the Morning Star Baptist Church of Chicago become a Chicago landmark. Uh, the building is in the Grand Boulevard. uh, the building is in the Grand Boulevard community area, and the third war and Alderman Dao has and the third war and Alderman, Dao has expressed her support for this. The. The congregation is led by rev Dr. Barlow. And they have requested Landmark designation to honor. requested Landmark designation to honor their long and and very resilient history. very resilient history in Bronzeville. um, the structure was originally Um, the structure was originally designed in 1912 as an auto and truck. and truck garage and it was massively remodeled in 19. 1937 and again in 1965 1937. And again, in 1965 both times by significant African African-American Architects, the first renovation African-American Architects. The first renovation occurred in the 1930s when mourning star Commission, in the 1930s when mourning star commissioned architect Walter Thomas Bailey, he was the first African-American architect registered in Illinois. architect registered in Illinois and the church hired him to rehab. to rehabilitate, uh, the building into a proper Church, which you see in the grainy photograph at the right. which you see in the grainy photograph at the right, and this was during the Great Depression and nobody was building in in 1936 but this building in in 1936. But this congregation pulled it off, and they purchased pulled it off and they purchased the garage and they transformed it into uh a dignified place of worship. reflecting the Ingenuity of the architect and the really reflecting the Ingenuity of the architect and the Really tremendous determination of the congregation. Uh the renovation was completed in 1939. renovation was completed in 1939 after 2 years of work, and then in the 19, and then in the 1960s, the Congregation transformed the building once again. Congregation transformed the building. Once again, into the modern house of worship that exists today. Yeah, at that time. They commissioned. Uh, architect Charles Duster. Uh, architect Charles duster. Who was a time employed by Skidmore? Skidmore. Owings and Merrill. D. Duster. By the way, was the grandson of civil light civil rights? rights leader Ida idb Wells and he himself achieved a long and prolific. and prolific career in architecture, spanning much of and prolific career in architecture spanning much of the 20th century. Um, the land. um, the landmarks commission found that the building's long history and the building's architecture and merits Landmark designation to Landmark, designation to project to protect the exterior of the building and certain portions of the sanctuary. So on behalf of the landmarks commission, I recommend passage of the ordinance designating Morning Star as a Chicago Landmark. Thank you. Thank you Mr. Craw. Landmark. Thank you. Chairman the Thank you, chairman, the Harris trust and Savings Bank. Uh, is being recommended for landmark, designation by the landmarks commission, uh, the landmarks commission. Uh, the building is in the central business district and alderman. business district and Alderman Conway's in support of its designation. The buildings are owned by uh, 111. the buildings are owned by uh, 111 West, Monroe, LLC, and this uh, is part of the LA LEL Street re-imagined. initiative, the building will be converted into initiative. The building will be converted into mixed income residential and hotel. The owners are requesting Landmark designation so they can uh take advantage of the class L property. class L property, tax, incentive the building is really class L property, tax, incentive, the building is really a work in 2 parts, as you can see. In this image, the granite uh classical. Revival building was the original Bank. uh classical Revival building was the original bank and from 1911 and then to the left. from 1911 and then to the left is a 23 Story Tower constructed in 1960, both parts of the building. constructed in 1960. Both parts of the building are considered for landmark designation. Um the history of the bank goes back to 1883. bank goes back to 1883 when Norman weight Harris, founded a small, small Bank specializing in municipal bonds, which was uh, Financial instrument to help cities in the Midwest. Financial instrument to help cities in the midwest. Um, and the Harris. the Harris Bank, amazingly Survived the Great Depression and became 1 of Chicago's leading Banks. Um, and and became 1 of Chicago's leading Banks, um, and to expand its operation and East Tower was built. its operation and East Tower was built, adjacent to the original building in 19. original building in 1960 to house the bank's 2000. employees. Um, and this slide you could see the 4 columns order. employees. Um, and this slide you could see the 4 columns rendered in pink granite. rendered in pink Granite. That is the 1911 classical Revival struct. Revival structure. And then you see the 1960 Edition, which is ah, International style building uh the commission recommends that both of these buildings. recommends that both of these buildings be designated as significant works of architecture from their respective periods of time. Um, both periods of time um, both by important Chicago Architects. So on behalf of the landmarks commission, I recommend the landmark design. landmark designation of the Harris, trust, and Savings Bank. Thank you. Thank you, Mr. Crawford almond con. Our vote today will help aid in the Adaptive reuse of this building, uh, and helped further. building, uh, and helped further catalyze downtown after building uh and helped further catalyze downtown after a global pandemic that fundamentally changed the way the world works. So this uh this will greatly help us downtown and um I I appreciate the the work of of DP. and um I I appreciate the the work of of dpd and the mayor's office and bringing this forward and I ask for your support. This has been 1 of our our most endangered uh, our Chicago 7. our most endangered uh our Chicago 7 most endangered buildings. Uh 5. uh 5 times in 2014216. uh 5 times in 2014 2016209 and 2021 either. uh 5 times in 2014 2016209 and 2021 either individually or as a group of closed Catholic Church. individually or as a group of closed Catholic churches. Uh also we wanted to mention to you that uh this was a first requested. This Landmark designation first requested by the community and the parishioners of saint adelbert's church and the pilson community in And the pilson community in 1974, that was 51. And the pilson community in 1974 that was 51 years ago. I was in eighth grade, uh, just a mile. was in eighth grade, uh, just a mile away from here and I have to say this is probably our longest landmark in waiting. So this is really a special waiting. So, this is really a special day realizing that this, this building will be landmarked and we just want to, um, uh, be say that we are grateful, uh, for your consideration. consideration of this designation. And we believe that, Saint adalbert's will 1 day. uh, be part of Uh, be part of Chicago's esteemed list of Chicago landmark. buildings known throughout our city and throughout the world. world and we would ask for your support. The Heritage as an immigrant community in these times today is a historic day. I would like to just I would like to. I would like to just remind people in the chambers. I would like to just remind people in the chambers that the zoning committee already voted. zoning committee already voted 10 to 4 to reach a compromise. compromise between parishioners residents, the architect compromise between parishioners residents, The Architects, any prospective buyers and our office. I was a member of those 4 people that wanted the landmark designation to Don a year ago. but true to our commitment to this effort, but also true to democracy and importance to move on without democracy and importance to move on, without keep dividing, or parishioners on our community. We had even seniors in our community have been arrested. We had even seniors in our community have been arrested in these efforts. And we can. And we cannot afford in times like this to divide each other. other when our communities are under attack. Today is a day of unity. A day of khimprom. of unity a day of compromise. And a yes, a good and historic day that will celebrate the heritage of our community. Both proudly polish and Mexican I'm glad to hear from preservation. I'm glad to hear from preservation Chicago today because this has been a compromise and a long time coming. For 11 years. For 11 years, our community has a struggle with this matter. But we have done so proudly because we know was a stake. And we know how important And we know how important is this Historic Site. however, I tell you that the decision of what, I tell you that the decision of what faith operates in this beautiful, beautiful Parish of ours, it is not in our decision, neither our jurisdiction, there is separation. Neither our jurisdiction, there is separation of church and state, and I want to make that clear. state, and I want to make that clear all my respect to or Catholic. Catholic leaders and our Catholic parishioners were here. Both, if you are a single or, or some Paul, Both, if you are a single or or some Paul, I represent your respect, you both equally. I cannot respect. You both equally. I cannot choose. Neither, I will be choosing what? be choosing what or the other I choose to do. What's right for the For the community. And sometimes, yes, we do not have. For the community. And sometimes, yes, we do not have, we do not get everything we want, and I understood that do not get everything we want and I understood that a year ago, when this community asked us to work for, ago, when this community asked us to work for a year, our community has had meetings. And we had public meeting when this was presented and I heard loud and clear that the amount of our community to Landmark the Cathedral of Saint Albert. We also know that our community has, especially in pilson. the stronger the strongest preservation effort, the stronger the strongest preservation efforts we have anti-conversion and demolition fees. anti-conversion and demolition fees that have been heightened. So we know that this is not an easy Endeavor for anybody jumping on that. And I for anybody jumping on that and I know that not everybody's going to be happy, but I tell you, going to be happy. But I tell you today, If you look at it, each other and look around the room. if you look at it, each other and look around the room, how many people care about these effort, many people care about these effort and I tell you, but the efforts and the time that the efforts and the time that we can put into this today, it is is a closure, it is a closure that hopefully bring us a closure. It is a closure that hopefully bring us to healing and a reset on how we relate. healing and a reset on how we relate to 1 another. It is my hope that this proposed hope that this proposal will bring both respect dignity. hope that this proposal will bring both respect dignity and a and a better and a better. future for both of Polish and Mexico parishioners or immigrant Community today more than ever need us to operate. as leaders. And that's what I remind people. This. as leaders. And that's what I remind people. This committee already voted 10 to 4 to ask us to compromise and for the last year, that's exactly what we done. We also will have protections to make sure that the buildings are not decaying as they currently are. And that's what we put in forward. This substitute that has worked very hard, but technical expertise, we are respectful of the history, the legacy of those polish immigrants who came and built this beautiful infrastructure and built, this beautiful infrastructure and this Faith sacred site for the next Generations. site for the next Generations to come. And that's why we held. We are glad that we are achieving 2 goals today, we're achieving the goal. We're achieving the goal or preserving some other bird as a beautiful landmark. beautiful Landmark as Mr. Miller said but we also want to make sure that we don't continue to have a building in the cane. cane and the best we can do is to find a sacred respectful use that will maintain a faith-based institution. So we're adding up if we're going up stories, if we're adding on additions, is that all? part of a process and how easy is that? part of a process and how easy is that process? Um, the additions are specifically reviewed based on the impact that they would have on the roof line and the visible elevations of the building. So adding a rear addition is easy. Adding additions to the Top If they easy. Adding additions to the Top. If they are highly visible would be more problematic. visible, would be more problematic. Now, I'm not talking speaking of the church because we know it's going to remain. a church. I'm talking about the other buildings. They're um 3 other buildings uh with this process. So That. Leaving. Would that be the truth to say that if we don't landmark, that if we don't Landmark them, that a developer could come in and it would be easier for him to redevelop those. process processes. Carlos, Hernandez, really the founder and, uh, brains behind the whole operation, it's a longer serving brains behind the whole operation. It's a longer serving, uh not for profit. 27 years old, it reaches over 25,000 audience mem audience, members and young people annually and audience, members and young people annually. And what we are doing is if you go to the next slide, it might just this. Let's we can leave it on here. The porter, the the uh um, Puerto Rican. um, Puerto Rican, Arts Alliance. Has been located at the corner. has been located at the corner of Elbridge and Central Park for a number of years. And recently, for a number of years and recently 2 residential buildings. Um, buildings, um, next to the existing facility became available. And they have purchased. And they have purchased those, those 2 properties. And they have purchased those, those 2 properties are zoned uh R3. So RS3 so in order to zoned, uh, R3. So RS3, so in order to incorporate everything into 1, develop everything into 1 develop 1 1 usable site. Where res? everything into 1 develop 1 1 usable site. We're rezoning everything to a b 3-2 shopping. everything to a b 3-2 shopping district. Um, we, this is really just the first step in our process. really just the first step in our process because once the entire property is resand and we include some of the uses that go on at the Arts Alliance building into those other properties. properties, we will be deemed a community center. Puerto Rican Arts Alliance is 1 of the great cultural institutions on Chicago's. institutions on Chicago's Northwest side. Uh that has been serving our community for the past 15 years as you heard about recently. about recently purchased the 2 adjacent buildings um to the next the next to the Chicago, former Chicago Fire Department firehouse and is now seeking the zoning map amendment to expand its campus. expand its campus, uh, to include these buildings to operate the entire property. operate the entire property as a community center, and cultural institution in line with our community-driven zoning and development process. The application was reviewed and and uh, by our designated neighborhood, organizations, for this area, which is the Avondale neighborhood association Logan. neighborhood association, Logan Square preservation. And palanca, Logan Square neighborhood association. and palanca Logan Square neighborhood, association all of whom supported the amendment following the whom supported the amendment. Following the their review, our office hosted a community meeting with bra. Distributing notices of the meeting to neighbors within a 7. 750 foot radius. Our office accepted feedback for 2 weeks, following the meeting and received unanimous support for the proposal, given the strong community support for the prop. proposal.
