It is anticipated that the rehabilitation project will create 500 construction jobs. Because I have a couple other buildings like this as well. And I'm just kind of curious to see what you have to do, and then, have to do. And then who, you're trying to Target their You're trying to Target their sure. Uh, maybe I'll start by answering your last question first. answering your last question. First, we are trying to make this building the most appealing to the this building, the most appealing to the widest array of potential users. The way that we potential users, the way that we purchased it from Mars thinking that there was a long-term, uh, perspective in their occup. their occupancy of this property. It was basically built to suit for them, uh, as a food, production and research. facility, it was highly demise there had to have been about 15 different rooms within the property and it was all run with a central plant that was with a central plant. That was it looked like the, the belly of a of a a cruise ship which is just not a way that an industrial. industrial user would be able to reutilization. So, essentially all of that infrastructure, essentially all of that infrastructure had to be removed and it had to be converted back to a utilitarian industrial buildings. buildings so that any user could see from 1 side of the facility. facility to the other. Okay, yeah, that, um, This used to be 30 second ward. So I remember when they used to do a lot of stuff in that area, it was not only high tech but it was high security. You weren't allowed to go on the property without um, you know, proper authorization. Uh, no vehicles in their stuff like that because of the sensitivity to the um, type of research they were doing on food production there. The project will develop 21 Acres of city-owned. The project will develop 21 Acres of city-owned vacant land with approximately 360. with approximately 360,000 square feet of industrial space and 10,000 square. and 10,000 square feet of space for use by Community Based organizations. organizations, as well as the sale and write down of city-owned property. The project was previously awarded 8 million dollars in Tiff. million dollars in Tif funding in December of 2022. The subject property is located. The subject property is located at 4300 West Roosevelt Road and 530. Road, and 5301 West 5th Avenue within the 24th Ward. Road, and 5301 West 5th Avenue within the 24th. Ward, North Lawndale community area, the Roosevelt Cicero, North Lawndale community area, the Roosevelt Cicero, TIF district in West planning region. Alderman, Scott, supports the project. Here is a closer look at the site. here is a closer look at the site within the North Londale Community, the 21 acre Community. The 21 Acre Site is bounded by 5th Avenue to the north. North kilder Avenue to the East Roosevelt Road, to the South and Kostner Avenue to the West. The site is most. The site is most notable for operations. Silver shovel. That began in the late, 19. began in the late 1980s after construction. Debris was illegally. illegally dumped on the property. In the aftermath of. In the aftermath of that, the city acquired the property in 1996. And although there have been a number of Redevelopment proposals proposals, it has remained vacant since that time Industrial plan development. industrial plan development sites, were created in 2016 AC across the city, and in September 2020. the planning department released a request for proposals for the for this property. The result of that process. the result of that process and the related Community engagement effort was the selection of The Proposal from 4,300 Roosevelt LL. 4,300 Roosevelt LLC. that would That would develop the property with both industrial and community-based uses. The 2 sites are bisected by the C. community-based uses. The 2 sites are bisected by the CSX railroad altenheim line, which has been understood. railroad altenheim line, which has been understudied to be converted to a recreational trail. The applicant 4,300. The applicant 4,300 Roosevelt LLC is a partnership between The applicant 4,300 Roosevelt. LLC is a partnership between 4 firms related, to Midwest crg. 4 firms related, Midwest, crg, LLC and 548 development. 4 firms related, Midwest crg, LLC and 548 development. They together form, the general partner entity that owns together form, the general partner, entity that owns, 10% of the project, the remaining 90%, the project. The remaining 90% ownership is owned by New York, Life Insurance. 4. 4300 Roosevelt LLC is Seeking a class 6B propert. 4300 Roosevelt LLC is Seeking a class 6B property tax incentive to support the Redevelopment of the site and secure a competitive marketing position for future industrial tenants. Total tax savings for both. Industrial sites is estimated to be 7.7 million and the total taxes generated. to be 7.7 million and the total taxes generated will be 6.5 million over the 12 year incentive period. The total project cost. project cost is 71.3 million and work. project cost is 71.3 million and work is slated to begin in September 20. September, 2025 of the 7 1. 3. September, 2025 of the 71.3% dollars has been allocated for. environmental cleanup in engineered barriers. This project. This project is scheduled to be completed in September 2027. The project. The project will be financed by mixture of equity, debt into Fun. funding with BMO, providing the senior loan, the funding with BMO. Providing the senior loan, the loan will also Bridge, the 8 million dollars into funding. also Bridge. The 8 million dollars into funding along with the industrial properties and community. the industrial properties and community centers, the product will also deliver ample green. product will also deliver ample Green Space and Community Fitness amenities allowing local. Fitness amenities allowing local community residents to engage with the site. These. These Fitness amenities include calisthenic areas. training a Fitness trail that runs the length of the site. training a Fitness trail. That runs the length of the site and thoughtful Landscaping. The incentive term is estim. over, the incentive term is estimated to be 7.7 million but the site has but the site has been vacant for over 30 years generating no property. generating, no property, tax revenue after the incentive, the sites, the sites will generate approximately 6.5 million within that benefit to the city of 1.5 million over the incentive period. Given its history. The development of this. Given its history. The development of this site would be catalytic indicating to the developers and community. alike. The development is possible even on sites with The development is possible, even on sites with a storied past for those reasons, the planning. past for those reasons. The planning department is supportive of the proposed Classics B. supportive of the proposed Classics, B property, tax, incentive once complete. The project is proposed. It will return the site to the job generating. return the site to the job, generating use and provide employment for Westside residents. 2, new community centers in open Green, Space for local. in open Green Space for local residents.
