To get these properties turned over that's vacant and abandoned quicker in the hands of the developers not just me other developers that have the finance and the and the way of all and the ability to rehab these homes and then again I've been saying this for years and then possibly we can start reducing violence, um, by providing jobs with them, young men in the community and women and then we can provide some skills for them and then on line item. 10, I'd like to thank, uh, Alderman, Mooney Scott for the missing middle. We're developers, we build some houses. We partner with the city of Chicago, it's coming for a circle, because we've been fighting this fight. I'm, I'm seriously for since mayor Daly. So this, how long we've been fighting for opportunity and sharing which city council members, that we can develop our own Community, when giving an opportunity you see what happened. We can we can build and we can And share this knowledge with other individuals, that's in the community that want to take the same route on being a developer. It's not, it's not easy. My name is Sandy Soto and I am the chief homelessness officer for the city of Chicago. Your support for the trust fund has already made a real difference, uh, to all of our elected officials who also introduced and supported our last board member nominee. Your the board is actively working to recover units by impacting uh the way in which funding is being attributed to our landlords and ensuring that the temporary attrition plan that took place last year. No longer is in place and we can recover the units that we have put on hold in the last year or so the communities that have been most Impacted by the trust fund continue to be a priority for this board. That is marginalized communities, low-income communities, communities of color. It is in this spirit that I am proud to introduce Mr. Kenneth Bernett, as our final nominee, Mr. Brunette brings the kind of leadership this moment demands, not only through his deep experience, as Chief Executive Officer of Christian Community Health Center and as a member of the city's Continuum of Care but through his lived commitment to health housing and equity. As CCAC, we offer Integrated Health Care and Supportive Housing. Uh, housing portfolio is comprised of permanent Supportive Housing. Interim, housing, and we work with the developer on affordable, housing units, we know that housing stability, safety quality of affordability, all affects Health outcomes, Studies, show that being without a stable housing. Is detrimental to 1's health. Homelessness can have a long-standing Ab birth impact on Persons. Psychological well-being, housing is Health Care. I've worked in Social Services for nearly 3 decades. Mainly in administrative capacities, primarily working in underserved modularized communities. I aim to leverage my expertise to strengthen learn from, and support the board's pursuit of systemic change to stigma housing, instability and homelessness. A simple African proverb drives me. I am because you are and because you are, therefore, I am as a stakeholder and a change agent. I aim to contribute to the meaningful change that ensures Equitable resources. Uplifting empowerment and empowering the community that I humbly serve. Thank you so much. I also would like to recognize all the women. The Lac or lack is to respond to our community's need for more affordable housing. And we know that the arrow is not enough And so we are doing all that we can and working with multiple departments to make this a reality in the 48th Ward. The lack designation is a state tax. Incentive program that works together with Chicago's Aro to build rightsize, mixed income housing for the 48th Ward Community. The purpose of the designation is to provide provide incentives to build affordable, housing and communities. That need it. Most especially in places that are Under threat of displacement. We want to help stimulate new construction of mixed income housing, where we need it most and the city is short of 120,000 units. This is our communities opportunity to encourage sustainable development along our Transit Rich Broadway, Corridor, The Aro and the Lac designation work together to ensure that any future housing built along Broadway will be mixed income. The Aro alone does not encourage housing to be built on Broadway. The Lac will incentivize at least 20% on-site affordable housing in all developments with 7 or more units. These affordable units can also be part of the housing Choice. Voucher program to ensure that we also provide housing for our very low-income families. The Lac designation encourages investment in our underutilized, lots and gradually adds to the property tax base. The Lac designation offers tax benefits that phase out over 30 years. The Lac developments also add taxable eav equalized assessed value to the city's base, over 12 year period. This is a specialty true for Parcels that have seen little to or no new development in many years. particularly in the Edgewater area on Broadway, we have seen no housing built on the west side of Broadway between Foster and Devon for the last almost 20 years. And this is a shame because it steps away from the red line. I want to add a couple more things. Current development is below the maximum allowed base on ex ex existing zoning. And we are working very hard to create opportunities where where none exist before and has been this way. For many years. Development is incremental, it does not happen overnight, there are many vacant, Lots vacant storefronts and underutilized buildings on On Broadway and without tools and incentives for development. We are risking no new housing or investment on Broadway. With the RPM under L and ctm owned Parcels. We need to attract new people looking to live in our Ward and we have an opportunity to decide where new housing should be located in Edgewater and uptown Urban planners agree that building more housing stabilizes, rental prices, rents, only go up but will go up faster with a lack of housing Supply. If we do not build existing housing will gentrify even faster The low-income housing tax credits is a financial tool for developers to offer deeper levels of affordability when offering more than 35% of affordable housing in their development. This money is not front-loaded and does not spur construction. The liech funds are also limited. While the Lac is much more available, I just want to address a couple more things if that's okay to put on record because there's a lot of misinformation that's being shared, um, so the designation of a parcel or a census tract, as a low affordability Community, lack allows properties with 7, plus units to receive a property tax reduction through the Cook County, special assessment program by setting aside, at least 20% of the units, as on-site affordable, for new construction or substantial rehab projects. This was authorized by state law in 2021 and since its creation has resulted in 86% of our own units being built on site since Passage. And on additional 110 units, currently on the Aro pipeline across the city. Lacks can be a useful tool to incentivize the construction of on-site affordable units and signal to local developers that including affordable. Housing. On-site is a priority for me. And other local Elder people. There's a great need for all kinds of units in the 40th, Ward including affordable units. So it's important for us that we take advantage of this tool to increase our stock of affordable, housing and build housing for everyone at all. Income levels. Properties that do take advantage of the lack. Only get a property, tax reduction, in the post-development, assessed value compared to the pre-development assessed value for a maximum of 30 years, with the tax reduction, getting smaller every 3 years, The developer pays a base property tax. That is based on the assessment for a year before construction after that the developer starts paying and increasing percentage of property tax based on the Delta between the base property tax and the post construction assessed value, Rather than shrinking the tax base. There's a gradual edition of property taxes to the tax base where there wouldn't be otherwise for example a vacant lot, remained vacant So these properties are still likely to represent a net increase in property tax revenue and this increase will be gradual instead of all at once. I know what the need is. I was curious if you could share with us what the thinking behind the Full Ward. As opposed to like the Broadway. Corridor, could you talk about the rationale on that? Well, we've had, we've had requests from all over the world not just on Broadway. And so we we want to be able to incentivize Investments and development, especially affordable housing and this is 1 way to do it. We know that right now, it's very difficult to build. And so we want to do all that we can. Um, and we know that it's going to be incremental, but we want to give the opportunity. It's not a requirement um, for people to use the Lac. I appreciate that. My name is marit Solis on behalf of the Department of Fleet and facility management. The city has a long-standing intergovernmental agreement with the Board of Trustees, of the University of Illinois, to lease the city-owned, space located, at 1713, South Ashland Avenue. Known as the Lower West Side neighborhood, health clinic. The university, leases, the space to operate, the pilson Family Health Center as a delegate Agency for the Department of Public Health, uh, providing Medical Services. The property is located in the 25th Ward. And we are joined today by members of the University who are prepared to answer any questions and the committee may have uh, pertaining to this matter. The city approved an extension of the term by ordinance adopted on November 1st 2023. The university is requesting to expand the premises by approximately 1,066 square feet for a related clinical use. uh, the university has received a Federal grant award, number CE 147035 from the US Department of Health and Human Human Services, Health Resources, and services Administration also known as hersa. And uh, this grant was to pay for the renovations to expand the premises to include a dental clinic. This expansion increases, the University's proportionate use of the premises from 45.8% of the building to 53.5%. Which will reflect the new amount that the university will pay the city for operating expenses. And I'm here to ask for your most favorable consideration to amend. This agreement to incorporate the expansion space as well as include language pertaining to the hersa grant On the screen, you have uh, layout of the the building. And it includes the yellow portion is the portion um, for the the current medical space, the purple's uh, highlighted is the expansion space for the dental clinic. Again, my name is Meritt Solis on the department of Fleet and facility management. the city of Chicago acquired the site located at 3154 East, 95th Street in March 2020 and assumed landlord responsibilities for the current tenant Skyway concession company. LLC. The term of the lease expired, on November 30th, 2022 and has been in a holding over status and December 1st, 2022. Skyway concession company. LLC has requested to continue its tendency by extending the term of the lease. And I'm here today to ask for your most favorable consideration to authorize an extension to the term of this agreement. The premises consists of approximately 37,000 square feet, which is used as salt storage. For maintenance of the skyway. The Chicago Skyway. Uh, the property is located in the 10th. Ward and Alderman. Chico has expressed no objection to this um, extension. The department is also in receipt of a letter of support from Alderman, yans office. Citing that the quote, although the city uh, the city on lot is not in the Fifth Ward. Many residents utilize the Skyway on and benefit from the road um which is being salted in inclement weather and quote. If approved this term extension would be for 3 years with 2 1 year options. The rent for this space will be 3,700 per month payable to the city. With a 5% escalation during the option periods. We sell lots to Developers for 1 dollar. 75% of the homes, must be sold, uh, with a maximum price established by the Department of Housing, which is said to be affordable to households at 120% of area, median income. The city also reduces uh many bu building permit and related fees. This slide lists a 13, Lots individually. That size is in valuations are fairly standard. And 13 homes are planned. This development by Clarisse will be offering the module home. You have seen before quite a few times now built in a Westside Factory by inherent homes. It is a 3-bedroom, 2-bath house. The existing agreement was a working out of an old agreement between the city and Revere comr Housing, which was undertaken by the comr foundation. Habitat for Humanity, Chicago agreed to acquire, the remaining lots and which nothing was ever built. If this sale is approved, the existing agreement will be amended to include 7149 South Dobson. Here you can see that the lad is only 18 and a half feet wide as is. The parcel is not really buildable but combined with the lead at 7151 South Ops and they would have over 37 feet of Street Frontage. Here's a view of the site. The combined site is fenced in. To the right of that site is a home already built by Habitat for Humanity. And across the street from this, uh, site is uh CPS reverse school, which is an open enrollment School. And this side uh shows the style of home that Habitat for Humanity. Intends to build, it will have 4 bedrooms and 2 bathrooms. My, for the record. My name is James Wheaton. I am a project manager with the neighborhood preservation division of the Department of Housing. Uh, my presentation today is with regard to the sale of the city-owned property at 50658 North Montello. Uh, to the citizens Building A Better Community LLC. The principles of which are Melvin, Bailey, who you heard earlier in the public comments and Mike Judah, both of them are present Uh, the property has been sitting vacant for at least 11 years. Since 2014, it's 14 units. They're 1-bedroom, 1-bath units. It's low as mentioned. They're located in the 27th. Ward Alderman, Bernett has been very supportive of this, um, project since the very beginning. Uh, it's in the Humble Park Community area. It's at the southernmost edge of this, Chicago Central Park, TIF district, and it's been a residential property since it was first built over a hundred years. Ago. Uh, the Little Red Dot on the map shows where it is. It's on the west side. It's at the Western Terminus of the Franklin Boulevard. Um, system, it's just north of the Garfield Park Conservatory and it's just west of the Westinghouse College Prep, High School. Um the neighborhood is generally single family, homes, 2, flats some multifamily buildings. The reason financing for this is going to be provided through a combination of a first mortgage. The community Investment corporation is uh the lender this uh, Community investment corporation's, Equity Fund, and the owner's equity will be a portion of it and the final portion will be a uh, excuse me, Tiff purchase Rehab, Grant through the community Investment corporation money, that was allocated to them as a delegate agency, some years ago. Uh, the developers have extensive, uh, experience developing single family homes and other uh, properties. you will hear a little bit later that they are also going to be uh recipients of some uh vacant lots for single family development in the north Lawndale neighborhood. Uh this property ended up with the Department of Housing because it was part of the troubled buildings initiative back prior to 2014. This property was in distress and it up in housing courts. Uh ultimately the owner passed away and in 2018, December of 2018, the housing court forfeited. This property and uh transferred the deed to the city of Chicago. um, it has been deteriorating ever since there is a skylight over the main stairwell, which is the center of the building sometime in the last several years that Skylight imploded. So all of the weather that has transpired in the city of Chicago for the last 4 or 5 years, has basically fallen into that stairwell. And that's a picture of the main, uh, stairwell at the first floor. I was in the building. I was not going any higher than that, though the developers did. Um and uh, it's been falling apart since then. Um, as I said, the development is going to be financed by cic in a TIF Grant total project cost is about million dollars. The rehab cost is about a million and a half the acquisition based on a market value or a market valuation that was uh, done at the behest of the Department of Law, in March of this year, is 48,000. And as an aside, I'm sure the developer ERS would not object to a friendly amendment. That would reduce the acquisition price of this property from 48,000 to something much less. Uh, here's some pictures of the main, uh, floor. This is the there's Garden, uh, units. This is the main entryway. These are some of the garden units, uh, that are, um, existing in the building. These pictures were taken know, last spring, um, the development team citizens, Building A Better Community LLC. It's a partnership of Judah Investments, LLC and mkb business strategies LLC, which is Mike Judah and Melvin. Bailey general, contractor will be TBI Contractors Inc. Again, Melvin Bailey 51%, owner, Mike. Judah, 49% owner TBI contractors is an MBE Enterprise. Uh, I don't know if you can see this very well, but the budgets, uh, again First Mortgage from cic Equity from uh, the cic Equity Fund and the developers and the Tif purchase Rehab. Grant, this is 915,000 of Tif money, as I said it was allocated to cic under their delegate agency, contract, several years ago. And this is no new, Tif money, it's money. That's already been essentially out the door as far as uh, the city is concerned. So the timeline there was an RFP a request for proposals back in 2019, this developer was the only respondent um a phase 2 environmental review was completed in 2022. Remediation costs are about 26,000, they're in the budget. Why did it take so long? Why was there a delay? Well, we had Co in there. Um, Alderman Bernett has been supportive of this from the very beginning, he issued renew letter of support, in June of last year. We had a public meeting last spring with the uh, West humble Development Council, and about 30 residents in attendance. They are very supportive of seeing this building rehab, of course, the alternative back in the day when the housing court was considering this was Demolition. Um, so with this was also published in chai block builder in November of 2024. There were no other respondents. This was introduced to city council last month and here, it's before the committee and we're asking for your consideration and approval of this, uh, proposal to sell this property to the developers, um, as uh, requested. And again, a friendly Amendment reducing the sales price would be more than welcome. Thank you. Are there any questions by committee members? Alderman by Sher Mitchell. Yeah. Um supportive of the project and I have a couple of questions. Can you put the um Slide back starting with the, the, that 1, that 1 go back. Where, how far back do you want the last the last slide? Okay, okay, so, you know, somebody who can speak to it, this is a for my own edification, so it says the phase 2 environmental review was completed in 2022 and the estimate is 26,000. So I have questions about that. Um, I'm sure that number seems a bit low for everything that you described it with is wrong with that property. So I was just kind of curious, is that a proper estimate? Um, considering a property like that might have boilers lead and things like that. 26,000 seems extremely low. Well the uh I guess it was at the time time AIS. Now to FM uh, ordered the environmental review. done by a third-party contractor that they engage, and they provide both the report and an estimate of what needs to be done. Their focus was primarily the exterior. I'll admit that. Uh so You know, there was no evidence of a a buried tank or anything like that, but mostly it's cleaning up debris. That has been dumped on the site over the years, uh, given the condition of the Interior. Um, There's nothing in there. That's salvageable. So the walls if there's lead paint they're already fallen down. Everything's going to have to come out. It's going to be basically gutted down to the brick. Okay, I'm just concerned, I'm not concerned, but, um, so that's included in the, uh, the rehab costs that that they've estimated, okay? In the second thing is just more of a, a wreck, um, a request, It is very rare that the city holds property as opposed to Lots. Are you able to provide through the chair a listing of all the Properties in in the form of homes or buildings that the city is holding. I can't do it right, this instant, but we certainly could provide a list to the yeah, for the 2. I want to do appreciate. Thank you, sir. Thanks you. Thank you. I have a quick question in terms of like the the cost per unit versus what you see out there. Um on average, it seems like there's about a 14 units for about 2 million dollars about 140,000 per unit, right? How do you compare that? I mean, is there an estimate and does it have to do right now? And that's what you're seeing out there, um, because I'm assuming, you know, the, the cost to to repair much, uh, much more effective than build new units. Uh, so in terms of like what you're seeing in, in compared to this deal seems like, you know, it is important that we start doing more rehab. Just want to look at the costs. Well, I'm sure you all know that, you know, new construction. If you're talking about a single family home stick, built is probably in the, you know, 500,000 600,000 range. Uh, these are 1,000 square foot 1-bedroom. 1-bath apartments. Um, The building is going to be totally gutted, they're going to be, you know, restored as rentals. Um, so it 1 and a half million dollars rehab for 14 units. We're talking what a little bit over 100,000 per unit for doing it but there's some economies of scale here because they're going to go in and take everything out where it's not a matter of saying, oh well let's say save this drywall or this wall or this ceiling know, it's all coming out and actually you know, Mike and Melvin are here if they, they could speak to that if they wanted to or if you have any more, uh, further In or detail or uh, information needed, you know, they're both here. Yeah. No, that would be great. I think if you want to share more we're really interested. Also, we've been uh, reaching out to the Cook County Land Bank, you know, we definitely need to scale up and and try to do more of that together. So we'll definitely anything you like to share, please. And please for the record, your name and title. uh, Named Melvin daily. Um, you know, 1 of the manager members of uh citizen Building. A Better Community know. And just like uh, Jim said everything is uh, it got to come out, but we look at that as creating jobs for the community, you know, showing them how to properly demo a building that size safely and showing them some type of skills because their skills and demo it. And so that's something that we uh, take pride in safety and creating jobs to make sure that can uh, be a thriving building for the future, um, of that area. The 27 War. You know, and new and then I, I tell you, I won't thank Brian hacker and Jim as well. Uh, but, you know, it's certainly going to be rebuilt. Gotcha, which leads to my next question. So is, it is the original layout maintained? Or are they going to be some architectural changes? There is no intent to change. The the floor plan or the, the layout of the building. That's 141, bedroom. 1 bath units. That's what they're going to do. Yeah. In this curious to me because I have a building that I'm I'm embarking on the same effort so I'm it that's why my senses are very keen to this project. Yeah. Well see I see is providing private financing through their funds and the Tif money is Tif money from that Chicago Central Park, TIF district that has been, you know, allocated collected over the years and under a delegate agency, contract that Community Investment corporation has with the city and has had for a number of years. Going back to when I worked for cic, 89 years ago. this money has been allocated and was transferred to cic to be used for Tiff purchase Rehab transactions in conjunction with their loans on multi family buildings. I, I understand that. There's nothing nefarious behind my line of questioning. It's more around the fact that you I mean if we're talking about the the efficiency of per unit costs so much to the inefficiency, it has nothing to do with Municipal dollars. It has everything to do with all of the requirements, we read tape the state and federal dollars layer on top. That's a whole, another conversation we could have and I'm sure we will have. Um, but I did have a a more Substantive question, which is I'm assuming based off of this being a part of the, Tif purchase and Rehab program. Are there, is there an affordability component to this development as well? Yes, the uh apartments are all going to be rented at, uh, rent levels affordable to 80% or below, uh, a very immediate income. Fantastic awesome. Thank you sir. Thank you. Thank you, Brian. Thank you, chairman and, uh, good afternoon to you and, uh, all the members of the committee. Uh, yeah. Again, my name is Brian hacker, supervising planner of the west region with uh, City of Chicago Department of planning and development. And uh I'm here today to uh present uh the land sales for 2 of the Clusters, from the pilot phase of the missing middle program, uh, in North London deal. And these are clusters, see and D which are 2 individual projects uh with um being developed developed by the, uh, Westside Community Group, as well as Citizens Building A Better Community, uh, who have, uh, been previously discussed this meeting multiple times. Now, uh, these projects are both in, uh, the 24th. Ward Alderman, Scott, uh, in the north Lawndale community area and dpd's West planning region. So, um, As mentioned, this is, uh, requesting approval for the sale of 16 total city-owned Parcels, uh, consisting of 2 projects with 8 Parcels each within them. To provide some background on the missing middle initiative. This is a program uh, led by the department of Planning and Development, to offer, a vacant city-owned Parcels for uh, Redevelopment as missing middle infill housing. So that could be, you know, uh, single family 2 flat 3 flat uh you know, Courtyard sale development um and it's focused on the west and south sides in uh real estate markets that are currently uh not experiencing a significant levels of investment. Um so the financial assistance, uh, provided through this program is a land write Downs for each of the parcels, uh, to be sold at 1 dollar each. And then up to 150,000 dollars, subsidy per unit from the housing and economic development Bond. Uh so as I mentioned, this is a multi-phase program. Uh North Londo was the um pilot uh phase of it. Uh in April we marketed properties in multiple communities on the South Side through that were eligible for missing middle incentives. And you know, this is anticipated to result in the construction of hundreds of new housing units. Uh, you know, in communities on the uh, west, southwest and South sides, uh, with these incentives and the properties are sold at, uh, sale prices are capped at um, prices that are affordable to a family earning 140, uh, percent of Ami. Uh, although we're not, uh, uh, verifying the um, buyer income. The price is capped at at those levels, uh, according to the Ami, So, Ford the north Lawndale phase of the missing middle middle initiative. We marketed 6, clusters of properties. As you can see, on this map here. Uh, we ended up awarding 5 of these clusters to uh 5 different development teams. And uh right now we're bringing 2 of these projects uh, forward for approval. So those are cluster C and D which you can see outlined in the uh, orange on the map here. And these are all around the uh, 6 16th Street. Uh, Corridor in north laale west of Douglas Park. Uh kind of running west to Pulaski and going roughly, 2, blocks north, and south of 16th Street. And this area was chosen because of the prevalence of uh, lots that we don't anticipate to require further remediation and in an area where there was a strong density of city-owned. Lots This slide shows the parcels that are included uh in the Acquisitions here. So for uh, clusters C and D there are 8 Parcels each. Most of these are, uh, you know, your typical City of Chicago residential, uh, lot size, you know, between 3 and 4,000 square feet roughly. But most of these are your typical 25 by 125 foot, uh, residential Parcels, with a little bit of variation there. so, the uh, cluster C project, which I mentioned is being led by Westside Community Group, is a proposal on, uh, So it's 8 Parcels in total and there are being there. Sorry, there are 9, 3 Flats being proposed with a total of 27 units, across all of these developments. Each of the units on the 3at are, uh, 3-bedroom 2-bath, the total project cost is roughly 6.5 million with a per unit development cost of 40,240 per square foot cost of 1,880 per square foot. And these are expected to be completed in uh, second quarter of next year. The project budget as I mentioned is uh roughly 6.5 million in total project cost and we are anticipating to contribute uh 4,050,000 in housing and economic development, bond funds uh to go along with the uh financing and private Equity. Uh brought by the uh developer Excuse me. The cluster d project which is being led by citizens, Building A Better Community is a proposal for 16. Uh, total housing units on 8 Parcels, so this consists of 82 flats. And there will be 1 uh larger unit that's uh duplex unit of 3 bedrooms and 2 and a half baths and then 1 smaller garden garden unit that is 2 bedrooms and 2 bathrooms total project cost is 5.9 million with a per unit cost of 370,251 a per square foot cost of 260 dollars per square foot. Uh in the timeline uh similar to the previous project. Uh we'll sorry, the project uh is anticipated to be completed in the second quarter of 2026. The budget for, uh, the cluster D development um, is roughly 5.9 million in total with housing and economic de development Bond, funding of 2.4 million. Going along with, uh, again lender financing and private Equity, uh, as shown on, uh, the budget here. So, this concludes my presentation. Thank you. And I'm happy to take any questions. Um, it's since we're talking about 16, it's, you know, it it may vary widely. I all in 1 Scott, would you would you like to Respond. Um, I think I say this a lot, but my community has 3,000, vacant, lots and many of these lots have been vacant since I was a kid, and I'm 53. so, Some of those areas have been vacant. Probably for the last 53 years or maybe 40, but it's been a very long time. And so, if you I wish we could have done a aerial view so you can see the It's just dense, it's nothing. Nothing there, no stores. Know people. It's just pure vacant land. And so I am so strongly in support of this because this is going to bring residents back into the community. Uh, so you got to think many kids in our community graduate from college. And they have no place to go and they making a nice salary and you just want to live close to the expressway, 290, 55 Ogden, surmac Kedzi Roosevelt Road. And this does that this this makes us us very accessible to any place within the Chicago land area and, um, I couldn't be more excited, um, housing is just it's needed, we need it and so we don't have a, you know, so you look at other communities that are thriving, you know, we sit right behind sermac and 26th Street, there are tailor shops there Cleaners their restaurants. No 1s to come and invest when there's no housing or people that are available. So this gives us that economic buying power that North Landell will have. So Yeah, that was that was my next question. You know? How did you how did you choose this neighborhood over other neighborhoods but it sounds how do you? So this was a corridor that is basically a clean Corridor. It is clean except for 1 corner. It's clean from Ted's all the way to Pulaski, which just Faking Lots through all the blocks. And so they asked me what Corridor that I want to focus on and 16th Street was a quarter that I wanted to focus on because it is um it can, it has the potential to be amazing. And and uh, in terms of your community engagement, did have you. It's a lot of families that you're going to be welcoming in is what does the nearby School? We have we have 2 schools on that same, no 3 schools on that same street from kesy to have a high school and 2 gram schools on that same block. I mean, not on the same block but within that stretch from kedy to Ridgeway so they're going to be able to walk walk to school, Yep, that's that's fantastic. I I'm very excited for your community. This is a fantastic. If I can even elaborate on on, you know, the all the ones, great comments there. Uh, you know, looking just beyond North La. We, uh, for this pilot phase, we are considering the potential for other communities as well. Some of which were part of the, um, you know, second release on Shylock builder for missing middle. Uh, another thing that I would just references that this has a favor favorable Zone in district. There are already because it's rt4. So you can build uh, A housing unit for each 1,000 square feet that you have on the parcel. And as I mentioned previously, most of these lots are between 3 and 4,000 square feet. So they're perfect for 3 flat development which also happens to align with developer um financing and sort of uh you know return on investment the 3 flat, I think tends to be a good product from a developer point of view from what we've heard. Uh so that's another reason why uh we looked to North Lawndale outside of the Alder women's you know, excellent support for for this project. Uh another thing that we took into consideration too is uh you know listing Parcels that we don't uh expect to have further remediation needs and you know, part of it is just out of the volume of vacant land that we have in this area that there's a significant. You know, some of those are going to, you know, not need those uh remediation. Efforts. Uh, but you know, these are the types of things that we've considered when we're we're looking into, you know, the properties that we want to market for missing middle, uh, you know, other communities. Just we may have needed to put a little bit more, like, background work into it, like, potentially like a rezoning or just further evaluation of like the environmental needs for the, um, the properties as as well. But it's great to have a, a good partner as well. And you asked about the community and they were very excited at the meeting and yeah. So we held webinars that we're, we're probably more pointed towards like interested developers just in terms of the program rules and things of that nature. Uh, but we're also, you know, accessible to anyone. Anyone could sign up for those webinars and hundreds of people did. Uh, and then you know, know, once we selected, uh, the highest scoring applicants, uh, after the, um, you know, application deadline closed on By black Builder. We held a uh open house uh at um, I'm blanking, right? Yeah you can uh, facility in in North North landio, very close to the project area. And uh, they had to open up 1 of the temporary walls because it was, uh, over capacity and they could not allow any more people into into the, uh, and into the, the event. And this was where we introduced all of the development teams that we, uh, chose I think, hold on. can, you know, back me up that uh, we really focused on uh, you know, uh, smaller developers, uh, you know, that have representation of people of color, uh, women LED uh, developers and uh, you know, from what I take from that meeting, they were very well received and there was a lot of interest in the, you know, products housing products that they were going to be delivering in the neighborhood. This is what revitalizes neighborhoods, like we talked a lot about cranes, cranes, cranes, cranes. Cranes are great. But you Revitalize neighborhoods with dumpsters with 2 and 3 flats. And this is I'm just really, really psyched that you get to bring this to your neighborhood. It's fantastic. I think this is my favorite vote of the day at some point. I would, I would love to see us do subject matter hearing about what missing middle housing is accomplishing in this city and the work that dpd is putting into this, because it's phenomenal, and I think it's an unsung story in the city right now. All right. so the local Ottoman and I we talk a lot and 1 of the things we talked about uh is not just creating more housing but what type in this particular case you talked to, it to, it seem like you talked a lot about renting, was there consideration for having these units? These 3 Flats owner owner occupied and if so what's the process in that? Is it after they're built? That, that starts that process or what my apologies for not mentioning it, these, it is required that these almost be owner occupied. So I I, I neglected to mention that and I apologize. Uh, so, but to even get a little bit more into the details of that. Since these are 3 Flats. Um you know we offer developers the opportunity to either condo these out or they can sell them to an uh owner occupant who has to live in 1. those units for at least 5 years or else face like Financial penalties, uh, well actually they just they can't purchase it if they don't commit to you know, that owner occupancy status, but then they can rent out the other units and that can be, you know, a source of building income and, you know, help to subsidize their housing costs too. So, uh, that that is a requirement of the, uh, um, of the program. And it not only applies to North Lawndale, but all the other communities where we're marketing these, these properties, and then just in terms of like, You know, we we aren't telling the developers what type of product they need to be building. But like I mentioned earlier like the I think the 3 flat is something that pencils out financially uh for them in a, you know, a positive uh you know Manner and so a lot of them are choosing like we don't have any uh single family homes being proposed but we have 2 3 and 4 flats that are all in the Pro projects that we um accepted for this. This first round here. And today, these projects that I'm presenting are just 2 and 3 Flats, okay? Okay, and same question. Um, I saw the financing is coming from a part. A part of the financing is coming from the bond. Uh, the Housing Development Bond. Where is the money for the subsidy 150,000 per unit subsidy coming from? That's the housing and economic development Bond. Uh, funding, that's providing the 150,000 per unit subsidy Okay. Can you go back to 1 of those slides 1? See the man keep going. Uh, we had the number of potential units and then the 150,000 Subs. Um, do you want to see like the budget slide? I think just 1 of Let me just uh this is the budget slide. So this is 1 of the projects that they have 27 uh units being proposed here because it's 93 Flats. So they can request up to 150,000 dollars per units and that number that they're requesting from the bond is the maximum amount so 27 times 150,000. So that's what I was getting at. So it so that means it's covered in the 4.5 4.05 million, right there, that's correct. Okay. All right, and I see what I was going that's what I was looking for that that slide. You say, 1 of the slides had 750 units At a subsidy of 150,000, that's a hell of a price tag. That's why I looked at that. Um, are you talking about the de per unit development cost? So, It's all edification, 100% supporter well. So for example here, This project has a 240,000 per unit cost of development. Uh, you know, so yeah, you know, multiply that by 3 and you've got the the per building, you know, development cost there. So per unit, uh the bond is going to be subsidizing 150,000 dollars of that 240,000 per unit and the rest is going to be provided by lender financing and developer Equity. Yeah, I I was looking to see, uh, when I did my initial map based on that. Number it, just it was, it was, it was a lot. So And I'll continue to talk more because I'm up for the missing middle as well. So I have it going on, in my words I see a lot of attention. yeah, so yeah to summarize it's the concern over, you know it's it's a relatively High development cost per building but and you know that is something that uh you know we've discussed with the developers is the viability of selling a 3 unit. Building to 1 individual buyer because that buyer has to bring a get approved for like a higher level of financing for for because they have to be able to purchase the entire building. Um, you know, that is why we have offered the option for them to condo these these buildings. And it, you know, this is a private development program here. We're giving you know, a lot of the um, You know, a lot of flexibility to the developers to choose what type of building products they want to develop and obviously certain things are going to be favored in the scoring and our evaluation. But, you know, we're not telling them, you have to build all T. Flats you have to build all 3 Flats? We're not even telling them that they have to max out the number of units uh, that they could build under the existing zoning. Because part of this, we want the developers to be able to successfully market and sell these buildings. So there are certain things that you know, I can't answer that these the developers could, you know, answer just in terms of how they've chosen to, you know, develop and market and sell these these buildings. But I, I think part of it too is just with the condo question, is that, uh, it's I believe the interest. Is interest rates are higher, and it's a little bit more difficult for them to Market these units as condos in this market. from what I've heard and you did say the um, Owner, occupies status will be maintained has to be maintained for 5 years. Uh, the duration of a mortgage for 5 years. That's correct. That's interesting. So, there's a recapture mortgage. That's uh, Applied to these these properties. So you have the, um, Owner occupant you know, sells it, they'll have to uh you know pay back what is left on that recapture mortgage. Interesting. Okay. All right, thank you for that information.
