They just in and out these streets was not designed for bikers, That's why it's very important for a man like Mr. Blakemore his caliber to come to these meetings. But, um, uh, as we, uh, reduce, um, the, the impact this particular order oronsay, um, to the 29th Ward, uh I I want to thank um project Explorations the executive director Natasha Smith Williams. I want to thank Miss, Jia Williams and Mr. Corey dually for um both appearing today, as well as thank the representatives of um Chicago Transit Authority for appearing today. Um, the purpose, um, of this Mr. Chairman, the purpose of this order, um, and and I hope that we that we will be introducing a resolution of this upcoming city council. Um but the purpose of it is to provide a safety or Safe Transportation uh for our youth um on the west side of the community of the west side of And then in 29, Ward 4, public events um after speaking, with Miss Janice Williams. um, at a meeting that we had in our office, um, we talked about, uh, not only just resources for our youth, um, but we also talked about, you know, uh, what do our youth need. you know, in the in the media we've seen recently um how how our youth are going downtown um and and having what's called a been termed as a teen takeover, um, in our downtown area, um, in, uh, our public parks and on our public beaches, um, so much to. Um, so, to a point where we are, um, experiencing crime, um, being crimes, being committed at some of these teen takeovers. Uh, and so Miss Williams, and I spoke about creating, um, a safe, uh, Transportation Network for our youth, uh, because 1 of the issues that they face, um, is getting from 1, we're getting from 1 place to another within their Community um, in a safe manner. Uh and so what I hope to have is an initial discussion As I speak with CTA and who've committed to speaking with me on this issue, uh, a a way of providing, uh, this resource for youth in our community and uh, Mr. Chairman if I could ask um, Miss Janice or Williams and core, dually to to join us, um, to speak for 3 to 5 minutes on, uh, what they see in our community as a resource and a need uh, with with regard to transportation for our Youth. Yeah. Chairman I, uh, I, uh, I was going to call them up. So let's do that. Now, uh, janya Williams and Corey dually Uh, feel free to uh, come to. The seats is uh Corey. Corey It's 2 seats. Oh, you're gonna let Corey is being shy. But Mr. Chairman, if I, um, and could take 1 more minute, um, and the way I envisioned, um, if we have a, a public event for our youth, um, in the 29th, Ward uh we would we would like, um, and as this with this particular order, um, um, for CTA to participate in picking, up from point A then, perhaps going to the police station to pick up there or Public Library pick up there, um, or Park District pick up there and take the youth to that event and then provide transportation back to the pickup point where a parent can safely pick up um, their youth and so that in a nutshell. Um, I think would not be so much of a financial burden um, upon CTA. Um, but if we could even develop a, um, a financial resource, um, to whereby that goal can be met. Um, I would certainly work, very hard and diligently toward creating that particular Financial resource. Um, but over the next month or so, I I look, Report to speaking with representatives of CTA and I think them for joining us. Um, so that we can bring forth this this much-needed resource on the west side of Chicago. Thank you, Mr. Chairman, all right. No, you're welcome. All right, uh, good morning everyone, and thank you for the opportunity to speak on this very, very important Initiative for our young people today. Uh, as you all stated, my name is janya Williams and I'm here, representing project, expiration and the Austin, my shy, my future initiative, which is a broad Coalition of Youth families and Community Partners that are deeply invested in making Chicago, a safer, more accessible City for our young people, uh through our work at the, my shop, my future, initiatives with youth researchers, and Community Partners. Like the Chicago, Westside Branch Ina, CP, build Inc. Austin coming together in the 15th District caps office. We've extensively researched barriers to out of school time program access in Austin. Uh we have conducted focus groups with various stakeholders, including CPS, administrators parents, Chicago Park, District supervisor, CPD, officers and youth, where Transportation was ident. Identified as the primary barrier for program access across the board. We've heard the same thing over and over. Our youth are eager to participate in these youth centered activities that their communities have to offer but too often they simply can't get there. And so that's why we are urging this committee today to support a pilot program in Austin for youth Transportation. A safe reliable shuttle service that connects youth from Key public pickup points like Parks libraries and police stations to get them to youth centered events and programs. This is truly more than a bus route for a lot of young people in Austin. This is a lifeline we without reliable transportation options. Too many young people are being left behind some, stay home, some, give up and others take risks. They shouldn't have to just to reach opportunity. So the we believe this pilot can change that. We believe that it would improve safety by creating a trusted Transit option. For young people, it will increase access to the enriching opportunities that our community-based organizations have to offer. It will ease the burdens on families who want their children engaged but but are juggling jobs and other responsibilities and importantly, it will help us respond proactively to the kinds of mass team. Gatherings that we've seen happen, downtown Chicago, by giving youth access to Safe, local entertainment Alternatives right in their own neighborhoods. This isn't some abstract, Idea. Um it's it's rooted in research and direct youth feedback and in the lived experience of Austin families and we're not asking the city to do this alone. We're bringing data Community Partnerships and a solid plan to the table. So, we urge the transportation committee to support this pilot as essential infrastructure for equity, and safety of our young people. Thank you. Thank you, Miss Williams. Scott and Alderman notes, so, I can disappear A great addition. So we can do this in a pilot Austin or given some of the challenges that we face. I um um just very briefly I I hope that this is a um, this pilot program can be something something that, um, each of our Wars that are experiencing uh, youth having to travel from 1 unsafe. Well, travel from 1 area, uh, through an unsafe territory to get to an event. Um, I'm hoping that all of our Awards would be able to, um, benefit uh, from this, um, what we plan on doing over the next month or so, um, is to talk to CTA and find out what the costs are associated with this. And and then to not, not only do that but to even try to find a funding source. Um, to whereby, we can meet those needs. Um, I I have in in ordinance that, um, has been on the table for 2 years now that I believe would create a funding source for this. Okay. Um, because the ordinance uh would um certainly without having to go to our taxpayers, um, for another ask. Um, this would create a funding source for not only the city, uh, to collect from but also, um, so that those funds can be provided um with for an internal government agreement with um with CTA or RTA U to provide for this much much needed resource. Um so I I I hope that this um Pilot Point program will be approved um as we reintroduce but at the same time that all of our awards that are having difficulties with our youth. Uh, on our city owned, Lots on our privately owned, vacant lots and on in back of houses and garages and it has been in a, a huge problem, uh, for my ward and other Wards throughout Chicago. Um, we are literally involved in cat and mouse chases with offenders and some of the offenders actually live in our neighborhoods and they're dumping and hurting their own neighborhoods and they have been functioning without with impunity for a long time. So myself along with, uh, ottoman Harris and our respective award superintendents were given gotten together, and we're looking to strengthen. This is the first step in strengthening the ordinance. And we're going to be uh, working on, strengthening it even further with the help of of, uh, the leadership of the streets and Sans, as well as uh, with Department of Law. Um, so I I I appreciate this first step and more to come as we continue to strengthen this ordinance, thus strengthening our communities. Language related to an ordinance, an amendment that passed on February of this year and took effect. In March, this is related to curb stoning so where we have vehicles that don't have license plates or any place that don't match the vehicle CPD through that amendment was allowed to tow on site uh, for violation of the municipal code. In writing it, there seemed to be some policy challenges for Department of streets and sanitation to do the same. So, these changes are basically language. uh amendments to allow both CPD and dfss to do the same thing as it relates to folks, who are out there trying to sell cars and don't have a license plates and they're taking up all the parking spots. So it's something we've seen across the city. Um, clearly there was a need to make that the first change we have seen improvements, but in order to allow dfss, the ability to do the same these uh, changes in the substitute cover that. So in 9761, uh, part 6, it is unlawful for any person to leave any vehicle on the public way. Without a registration plate, digital registration plate, or temporary permit. Um, and then in section f a vehicle parked on the public way in violation of subsection A6 of this section shall be subject to a toe in accordance with section 9-c. So again, this is kind of a Language clean up and an improvement that would allow both CPD and streets and sand to be able to tow vehicles to take up the public way. And I think the reading, hopefully the way this reads now it's, it's clear who can do it but, um, when we talk about allowing the police to tow, the police, do not actually have tow trucks so it has to be abandoned autos and uh we just want to make sure we wanted to make sure also that there wasn't sort of a a back and forth about who could tow or who could call for that toe and I'm assuming that true law. This ordinance makes that clear but um perhaps yeah, Deputy Commissioner would like to Speak to it or could address it. Yes. Deputy Commissioner Michael Loco. Yes, it does. This door with the chain 1. Second is It when we need to hear can Mike, you can come up to the front. Yeah. Definitely commissioner, Mike, okay? Uh, yeah. Yes, this new change in ordinance. Allows DSS to tow vehicles. We don't have to wait for Chicago Police. Now we could go out there and tell them ourselves, we could write them up and tell them. Um, so but if the police call for the toe, it would have to be um abandoned Autos to do that or because the police don't have tow trucks to do that. So they, well, they have to call normally how it works. Now, Chicago Police call for a toe they could still do it. Also, okay. If they call for a tow, it goes through the cic and the cic, which is a Central Committee of it, dispatch basically, right? They call them and they go through the zone and they order a tow truck and we have a tow truck, they're present probably within a couple hours or so. But this allows us to go out there and physically write up the vehicle. Is also not just CPD and since, um, since the ordinance originally passed, um, How many, how many more did you get just off hand? Or actually, it wasn't that bad but the problem was after we we have to set up a sting operation and not everybody's ready to do a sting operation all the time. We oh, approximately since the ordinary pass, I think we got around 5456 toes. But that was we have to follow the tow trucks with Chicago police out there. They don't have the time to do it at all times. This ordinance allows them to do what they do. They serve and protect. While allows us to go out there until the vehicle's ourselves. Okay? Um, all right, thank you. Commissioner, appreciate it. Thank you. Um, ottoman Harris. Debit commissioner is good to see you. Um, prior to us, introducing this modification to give the police the power. Did we streets? And Sans had the power to toe before we made our Our okay. Now this gives us the authority to to immediately. Okay. Before it was a 2-day toe, we'd have to write it up and I put a 2-day sticker on it. And then after by the third day toe, perfect.
