The first 1 is for 101 West, Chicago Avenue, and that would be adding daycare as a permitted use to the PD that is existing there. Now, uh, that property has been vacant for, uh, the time that it was constructed and we have a use now that will be complimentary to what's going on in the neighborhood and it will fill that space and get it occupied. So, we're in support of that. The second issue that we're here that I'm here in support of is 700 West, Chicago Avenue, that's for 2400 plus units. that's in regards to the Oni property. Just want to say this as part of neighbors of River West. We have seen this property, a number of times, a number of different uh, uses coming and going from this site. It's time to move this particular development forward with a capable operator and developer 1 thing. I want to be really clear about is that We have to be careful. Neighbors of the West is is that we're not cutting any deals outside of what's good for the neighborhood and what's good for the city. residential units coming across the street, from the casino is a vote in favor of working together and having what seems to be competing uses to be able to exist together. Also, 2 want to make sure that we're not holding up development while another group or someone else Cuts aside deal, we want to continue to move development forward in order for this city to grow. The people's 32nd, I'm here today to oppose the town home development planned for 2235 West Oakdale as a homeowner in the ward. I care about keeping our community thriving and diverse and I have some serious concerns about the project first. The developer wants to build the required affordable units, somewhere else, not on site, which undermines the entire purpose of the Aro. Another worry I have is what this means for the local businesses Century plating and Bose chocolate are right next to the development on Oakdale running, 3, shifts, that provide good paying jobs to people in our Ward. Building a big residential development with 35 2. Car garages would be a nightmare. For those businesses not to mention the traffic in general. There could be more than 70 cars on that narrow stretch of Oakdale alongside industrial trucks. And deliveries it's just not practical and I might Force these businesses to have to move. With manufacturing jobs already disappearing from our city. We can't afford to lose any more. And what's really frustrating to me is that no 1 bothe to hold a public meeting about this. My friends and the people's 302nd have been talking to neighborhoods uh, to neighbors around the area and almost no 1. We spoke with has any idea what's being planned here? We've been asking Alderman, Walker's back for a committee of community meeting, but that hasn't happened Pushing this plan development through, without letting residents ask questions or share, concerns just isn't right? And in the absence of a public meeting that people's 302nd is planning to have a public meeting anyway. It might be too late to do much about this particular development, but we need to start a real conversation about the housing crisis in our Ward. I believe that housing is a human, right? I want my kids to grow up in a neighborhood with all kinds of people from different backgrounds and income levels. That's what makes our city, a great place to live this development. As it stands doesn't seem to support that Vision at all. For these Reasons, I'm asking the committee to deny, the zoning. Thank you. Kirby, you may proceed. Good morning Alderman. Uh, my name is Kirby Callan. I am a volunteer with the people's 302nd at Community organization in the 32nd Ward uh, that I'm here to oppose the development at 2235 West, Oakdale Avenue. Uh, you know, I've knocked on nearly 100 doors in the surrounding Community. You've spoken to dozens of neighbors and I have never heard once, man. I wish we had more luxury housing around here. What I do here is, man, what's going on over there? Because there's been no community outreach. No Community engagement. We have begged and pleaded and kicked, and screamed. We've spoken to the Alderman. And yet, he still refuses to host an organization. Hosts, a meeting you know we uh at the plan commission, the developer said they had letters of support from Hamlin Park, neighbors, and Roscoe Village Neighbors, which is pretty funny because Hamlin Park neighbors is a dormant organization. It does not hold meetings. It hasn't been up. It has a website that hasn't been updated since 2017. Roscoe Village neighbors is interesting as well because this development is not in Roscoe Village. Um, us people's 302. We're holding our own community meeting next month because the developer and the ottoman won't do that. Uh, you know, this community has an affordability, affordable housing crisis. Um we're having housing, be destroyed, the proposal is to destroy 2 homes nearby to build 2 3 Flats rather than build it on site, which goes in direct opposition to the Alderman's own, guidance and recommendations for zoning in his own Ward, on his website. He'll say When feasible. You should go beyond the minimums of affordable housing. The minimums is 6 units, and I don't know if you have more than an acre of land, I think you have room for more than 6 units of affordable housing on the river in alongside these 35 luxury town homes. And, um, fellow community members have shared is that we don't need more luxury housing, we need more affordable housing in the ward. Um, that is what will make Chicago better? I can share a little bit about my own experience, uh, with affordable housing. I myself, am a former Foster youth? When I aged out of foster care, I was able to, um, have a unique opportunity of having affordable housing, all of my neighbors were formerly homeless. Um, I was 18 years old, my neighbors were also working artists, so I lived next door to a working-class people. I lived next door with people that were given an opportunity for stability through housing that played such a pivotal role in who I am today. The reason I am so So engaged in my community, the reason why I've become a community organizer, a restorative justice practitioner within CPS schools has everything to do with my opportunity to have access to affordable housing as a young person um Chicago needs more affordable housing and less gentrifying Development Across all the entire city and this project specifically. So without a higher commitment to provide more affordable. Housing this um this project itself is not Equitable at all whatsoever. And is actually furthering a gap within wealth and access to housing which we do not need in Chicago. Thank you. Thank you, Brian. My name's. My name is Brian bashki. I'm the director of environmental health programs for Respiratory Health Association. We're located at 1440, West Washington Boulevard in the 27th Ward. We've been there for over a hundred years fighting for lung health, And clean air. Years ago, I worked with community members on the effort to address the black dust coming off of 6 story, petroleum Coke, piles on the Southeast side. The fight was about hazardous leftovers from oil, refineries that blew into their yards, their homes, their lungs, their children's lungs. I also worked with community members on the southwest side to advance and clean up and later. Uh, the responsible closure of ancient polluting Coal Fired power plants. These were long hard battles led by people within the communities where these dangerous facilities were located people. Saw the damage being done to their communities. They understood the health risks to their family and they fought back. After years of fighting, both of these pollutions situations were addressed and largely eliminated. But communities around the city. Don't want to fight new sources of dangerous, air pollution after they show up because they were permitted by rights. Under the zoning rules for the city. They want to prevent the problem from happening before it happens. If a proposed project is to be built in a neighborhood already over burned by overburdened by polluting facilities and the health threats, they present. People want a public vetting of that proposal. They just like people everywhere, want their rights to clean are protected by the city. demonizing people, or at a time when the federal government appears to be, uh, actively and specifically demonizing people facing an overwhelming onslaught of polluting facilities. Denying, the many agency slashing, anything that mentions environmental justice rolling back and iing protections and gutting the enforcement of pollution permit violations. The city must protect its own residents. So, I'm here today to ask you to support the haysland Johnson, cumulative impact ordinance. Thank you very much. Thank you. Thank you. Hi. My name is Stephen Vance. I'm a 34th Ward resident and a member of abundant housing, Illinois, a group whose members show up to advocate, for approving new housing. I wanted to speak today to support the expansion of the city's accessory. Dwelling units pilot program into a permanent and Citywide option. So this month is the 4 year anniversary of a 3-year pilot program a year ago in June. Just after the 3 year anniversary the Department of Housing fulfilled, their obligation and presented their findings and recommendations. They recommended to expand its city-wide 2 years ago, a year before their recommendations, newly elected alder-person. Lawson introduced an ordinance that would do just that to my recollection. The zoning committee has substantially discussed. That ordinance only once During the last 4 years, nearly 480, U Homes have been permitted by the city and hundreds of them have already been built, homeowners and other property. Owners have been able to build homes for their parents friends and is rental units to earn more household income. None of them are allowed to be used for Airbnb or other short-term rentals. Chicago was recently recognized as a national leader in rent increases allowing more homes, including the form of adus, is a way to suppress the rate at which rents rise in some some cases, including this year in Austin, Texas, Minneapolis and Denver. So many new homes were built that rents fell. I urge the zoning committee to adopt an ordinance to allow adus Citywide. Thank you, thank you. Hello everyone. My name is Trey, lock O Sullivan. I'm a Housing Organization with Palenque lsna on the northwest side of Chicago. I'm here in favor of agenda, item 22735 uh at 2638 West Courtland in the 31st Ward. Ugh, it's a Transit oriented Long-term affordable development, just a half mile from the Western CTA blue line. So at palanca lsna in the gentrifying Northwest side of Chicago, we have seen Market forces sweep through communities, which historically Market forces would not touch. They were a disinvested. Um, and Humble Park Hermosa. Logan Square in Avondale, it can be great to flood a community with amenities, but it is a great Injustice. If the people who lived there and built that Community up, can't benefit at all. So we owe it to those communities to create some affordable home, ownership opportunities. That's why we're really proud of the work of here to stay Community Land Trust. They have a really unique Approach at permanently affordable housing. Um, I recommend you look into it because it could take me all day to explain how creative this is designed, uh, but it's really great. Um, Permanently affordable and supportively stewarded Home Ownership opportunities in brief. They're charting a a path for pokes who need housing. At an accessible price point, but they can actually build equity through their monthly payments. This is a lot better than rent because you're not putting your money in the fire Hole. Uh, it's a very important tool in our toolbox. And if we're really serious about solving the affordable housing crisis in Chicago, we ought to be doing everything we can to support creative and Innovative approaches like here to stay. Uh, in November or somewhere in the fall, they hosted a big community meeting overwhelming support for the project, um, and it it should be very clear. Why the average price of their units here? In these 6, 3 story, condos on the Block is going to be 150,000 with a portable monthly condo assessments at 250. The average price in that neighborhood is anywhere between double to like 5 times that 300,000 to 675. I am before you today as a lifelong, Chicago residents, author, Third, Ward, constituent, and a daughter of a teacher who works in the 34th Ward and IA also work at the Chicago environmental justice Network. Today, I'm urging you all to support the Hazel M Johnson cumulative impacts ordinance. When the time comes, this ordinance is in the economic interest of Chicago. Why? Because it is establishes a clear process that will eliminate any uncertainty that arises for developers economic growth flourishes. And there are clear expectations in which development can happen. This ordinance will not cost the city more for implementation or enforcement because the involved departments already have the existing framework needed. This ordinance is pro sustainable industry and economic development and does not stop new industry from operating and expanding in Chicago. Instead, This ordinance provides an additional level of review, only for certain types of industries that pose a serious threat to environmental and human health. Particularly in areas that are already burdened with these types of uses by having higher. Health and environmental standards for these types of businesses. We want to see in Chicago, this process allows the city to be more proactive and attracting Endust industries that employ more workers across smaller amount of land area which can result in more employment opportunities overall. This Ordnance protects the health of residents and workers while reducing the need for costs Remediation in the future remediation cost. Are expensive. The remediation of the average? Brownfield site costs 500,000 to 1 million. And in Chicago alone, we have an estimate of about thousand brownfields depending on the extension size of remediation needed some sites cost more, for example, 24 million dollars was allocated to the remediation of Lincoln yards by the city, less polluting land uses will mean less land needed. To be cleaned up saving the city and its residents money and making land easier to redevelop. To make it clear. This ordinance is not saying no to Industry development, but instead says no to the types of uses that will emit more pollution and provide fewer jobs per acre. I'd like to start off by thanking the chairman members of the committee and the staff for putting this meeting together and having us today, uh, we represent over 80,000 Union, construction trades, men, and women throughout Cook County, uh, work, uh, is definitely slowed down the last few years. Um, if you drive from where I live on the South Side, uh you don't see any Tower cranes, downtown anymore. It, it's a shame. Um, right now, I can tell you that we have 4 cranes in the city of Chicago. uh, to put that into perspective, Madison Wisconsin has 20 Uh this the project that Annie is proposing and has been working on with us, uh, will help Revitalize, uh, the downtown area specifically the 27th Ward. Uh, it will create new jobs, it'll create new businesses, uh, it'll help programs like our higher 360 where we recruit young women and men from the city and give them a pathway to apprenticeship. I'm a member of the third, the 43rd Ward, and a member of the ranch triangle Association. I'm here to speak and express my support for the projects at 13333 North kingsberry and the Community Land. Trust at 2638 West Courtland as a member of abundant housing, Illinois, which is a housing Advocate advocacy group pushing for more affordable housing Statewide, I understand the need for more housing in the area and as a member of the ranch triangle Association, I can tell that the area between North Hallstead and division streets continues to see commercial and residential growth. However my own area of ranch, triangle has failed to capitalize on this popularity of the area. In fact, the continued delays and push back against the 1840 North marcey. Project which would Revitalize a dilapidated area of the 32nd. Ward would be pivotal except it is not being moved forward. And so the project at 1333 North Kingsbury would do a great deal of support to show the popularity of the area. And the need to increase affordable housing opportunities in the area. Chicago's shortage of affordable residential units requires urgent action. These 2 projects will do great to help alleviate our City's housing, shortage, and will hopefully, show the importance and need for expanding affordable housing options, especially through the Community Land. Trust at 2638 West Courtland, which is a novel idea which can help and alleviate the shortage, which is so desperately impacting our city. Thank you, thank you. I want to say I'm in a favor of the project at 700 700 West Chicago the Ani project been following this project for a few years and that have a a few public meetings for both North Branch works with a building of this project. They're going to deliver about 2,451 units of that. 20% will be afordable on site so that's roughly 490 Apartments of affordability on site. This uh, this developer also has to prove a project right across the river at Hollister point, which is going to deliver about 2,600 Apartments of that 20. 20% affordable on site for like 530 units for the 2 bucks projects combined, more than 1,000 units. We do need to get building here in Chicago and that's somebody who works on Chicago River. Giving our architecture tours. I think I think this project was certainly enhanced this development. I want to concur with with Mr. Bosa said about this project and needs to be built and approved in terms of the zoning. And I also, uh, uh, uh, agree with with Steve Vance, said about, we need to get adus approved very, very fast. See Citywide in this in in Chicago, this year. And next year, we're only going to deliver about 350 units of, uh, of permits downtown in the Central Area this year and next year, so we need to really get building right now. There are only 8 Tower cranes in the city as a as a, a whole to a University of Chicago. When the Obama Center 1 of the Shedd, Aquarium went across the street to Thompson Center 1 at 400 Lakeshore Drive when it granted Aberdine and 1 at UIC. We need to get building. I approve this. I work with the Chicago environmental justice Network and I'm here to urge uh the council and the committee to please vote. Yes. On the Hazel M Johnson ordinance. Um the ordinance is a long overdue, step toward Justice for communities like mine communities. That have carried the burden of pollution for Generations without protection or accountability. Named in honor of Hazel. M Johnson, the mother of environmental justice movement. This ordinance carries forward, her Legacy, Hazel Johnson began her work in Chicago, southside raising the alarm about toxic waste, industrial pollution, and the disproportionate impact of, in of environmental harm on black and brown neighborhoods today. Her fight is our fight. This ordinance is rooted in years of organizing and collaboration led by Frontline communities. It will codify the Chicago cumulative, impacts assessment recommendations and establish a process for evaluating the total pollution burden on neighborhoods before allowing new development or or expansions. For far too long facilities, have been green lit without considering the layered, harmful impact of human health. This ordinance changes that I live in McKinley Parkway in 2018. A new asphalt plant was quietly approved without Community input, cumulative, Health, review and meaningful accountability. The result a neighborhood filled with fumes noise, traffic and increased respiratory illnesses. I worked in a school and when is the increase of students being diagnosed with asthma year after year, for 10 years, coming to me after a walk to the park, asking me for their inhalers and telling me that they were having difficulty breathing. I'm a resident from that Ward who personally experienced these issues. And I think that this ordinance is really going to start to address those impacts on these communities before they are developed. Next up, we have the historical landmark designation of wax tracks at located at 2449 North Lincoln Avenue. we have candle and Han of the historic preservation division of the Department of Planning and Development to answer any questions by committee members morning. Okay great, thank you. so the commercial property at 2449 North Lincoln Avenue was was the location of the wax tracks record store from 1978 to 1993 and where the international known wax tracks record label was launched in February, the commission, on Chicago, landmarks voted to recommend to city council. That it be designated a Chicago Landmark, the building is located in the 43rd Ward. Half a block, North of the intersection of Lincoln Fullerton, and Haller, Hallstead Alderman, Timmy canoes and supports the designation and provided a letter to that effect. If you leave it on that side, Life and business partners. Danny flesher, and Jim Nash opened the wax tracks record store in 1978, it focused on specialty. Genres offering a breadth and depth of music that other retail outlets did not with then rare. Independent label, releases bootlegs collectible Imports and hard to find records. Cassettes CDs and videos. Wax tracks became an exceptional retail destination, the music reflected Nash, and flesher's tastes select classic rock and roll and R&B Punk. New Wave gland, rockabilly dance, power, popsy pop synth, pop avantguard and other eclectic genres entertainment journalist. Rick Ellis called it. Quote, the store against which every other rock and roll, place has to be measured. Using the stores, their home base. National flesher also produced and promoted shows by unconventional bands for their first ever shows in the city putting Chicago on the map for music fans in a new way. Wax tracks opened at a Time in America when societies pendulum was swinging away from earlier decades idealism and Liberation toward the new right and nostalgic conservatism of the Reagan years to those who felt targeted by or out of step with the new status quo wax tracks provided a rare refuge in meeting place. Chicago communities typically separated by geography race and ethnicity, intersected at wax tracks. This Embrace included, the lgbtq plus Community much of the music sold in the store was made by artists who were uh as the tribute noted free from the per predefined expectations or expressions of sexual And gender at a Time in America. When being labeled homosexual was generally considered at best and insult or a joke, if not justification for physical abuse or worse, this made the store a safe zone for the lgbtq plus community. Store owners Nash and fleshers connections to the music industry made recording music, a natural Next Step. They launched the wax tracks record label from the back office of the store in 1981. They released a single from the local band Ministry, which made billboard stance. Chart, success continued with Belgian band Front, 242 with national fleshers musical, instincts for non-mainstream artists and the total creative freedom. They gave to musicians, the label took off though, no 2 bands were alike. The wax tracks. Label music generally, relied on a prominent beet track and novel electronic instrumentation. The result was a very machine-made sound dubbed industrial by music journalists and wax. Tracks records was seen as the primary label behind the development of this groundbreaking genre in the United States and part of this was due to the sense of identity and gendered by the music Rolling Stone noted, wax tracks, defined a subculture and created a following. A strong is any of its individual artists. People would buy any record with the wax tracks, imprint music unheard and the label often received fan mail of its own. Wax tracks made its way into the larger National culture of the 1980s writer producer and film director. John Hughes known for films. Like 16 Candles, Ferris Bueller's Day Off and The Breakfast Club was a big fan of the wax track store and the bands. He found there would become Staples of his soundtracks and scripts his script for pretty and pink featured, a record store called quote tracks and the production wanted to film it at the wax track store. But instead it was recreated as a Hollywood set with the help of the store. The wax tracks record label prospered through the end of the decade, but financial problems began. Stacking up ultimately, he was a lack of contracts, part of national flesher's family style approach to their businesses that allowed major labels to poach their artists. In this spelled the end of wax tracks. the arrival of the wax track store at 2449 North, Lincoln Avenue was Monumental in terms of shaping Chicago's music scene and in shaping the world's perceptions of Chicago music from that point forward. Richard draw the of the Chicago Sun Times compared wax tracks records to another of Chicago's musical institutions. Quote, as important as Chess Records Was to blues and Soul music. Chicago's wax tracks imprint was just as significant to the punk, rock new wave and Industrial genres. What began as a record shop on Lincoln Avenue that specialized in Underground Music, morphed into an influential label and seeped into the city's culture and regarding the architecture, the building shows up in an 1887, Atlas, but business directories show a painting store there as early as 1883 a die works. Occupied the location from 1900 to 1910 when it was purchased by an Undertaker and a series of funeral homes operated out of the site until the 1970s, when a restaurant took over, Nash and flesher purchased the wax track. You can go to the next 1 in 1983. They removed the green paint on the facade to reveal its white, glazed brick, Frontage the, white glazed brick was likely from a circuit 1900 refunding when brick white brick and Terra Cotta became popular due to the White City of buildings at Chicago's 1893 Worlds, Fair. The building was. Yeah, thank you. Um, however, the building maintained its original press, uh, metal Renaissance, Revival cornice of unusual size and ornamentation for this building, type also original or classically detailed Limestone uh details including carved female faces above the storefront figure of ornaments. Like these are not typically found on a store and flat building. So at at the meetings held by the commission on Chicago landmarks, No 1, spoke against the designation. In fact, few designations have seen the enthusiastic public support. This generated including petitions with thousands of signatures, the co-founder's daughter, Julian Ashe and her husband. So in conclusion, the commission, on Chicago landmarks found that that wax tracks meets the Heritage and Architectural, Landmark criteria and recommends Landmark, designation to protect all exterior, elevations and roof lines of the building. The proposed zoning changes, Cover 3, missing middle target areas and are intended to allow for the development of 2 to 4 residential uh owner occupied buildings by, right? Um, For this program. Uh, so this is the first Target area, 6 word, Alderman. William Hall introduced the West chadam ordinance to rezone, 168, Lots in the area from South Parnell, to South Vincent's a uh from 79th Street to 81st from an RS3 District to an rt4 to allow for a missing middle housing by, right? Um, this would also still, of course, reserve, the right to develop single family and the privately owned Lots, um, 21st Alderman, uh, Ronnie Mosley introduced the Morgan Park ordinance to Zone, 455 Lots in an area from South vincens, to South Renee, um, East 107th, to 111th from RS3 to rt4. Uh, that will support individual and Community wealth building. It also intends to stabilize blocks with high vacancy, which helps reduce crime and rebuild neighborhoods and populations with gentle density. That supports a retail services that everyone wants and deserves in those areas. So the applications opened on April 1st and maybe submitted through Shylock Builder until midnight on Friday, May 30th a qualified applicants will be selected in June and July of this year. Um, And the property as you may know is the former Chicago Tribune printing plant and a parking lot. Located along the North Branch of the Chicago River. The next 3 slides and you can just Advance some consecutively, um, shows that development project, which is a multi-phase development, consisting of 3 sub areas, which upon full buildout will consist of up to 2 4, 5. 1. notably 20% of the units or 490 units in total will be affordable to households with incomes averaging, 60% of area, median income, a massing model, which you now see and aerial V. Looking at the site from the Northeast, reflects the development at full buildout and shows a series of residential buildings to be developed in a total of 3 sub areas. The overall project investment is in excess of 1 billion dollars and will create hundreds of construction jobs and 140 permanent jobs. If you could advance to the slide there you go. Um this project enjoyed a very robust uh Community engagement project timeline uh which was undertaken by the applicant beginning as far back as January of 2022. Annie held multiple meetings with dpd presented to the city river. Ecology and governance task force met with neighbors of River West from whom he hurt earlier and the River North residents Association and held a very positive meeting hosted by Alderman Walter Bernett. In June 2024, almost a year ago, the plan commission unanimously, accepted dpd's recommendation that the project meets the standard, and guidelines of the zoning ordinance, including that the proposal is appropriate for the site promotes economically, beneficial development patterns, complies with the F, our standards and allowed you and allowable uses of the applicable. Zoning district and promotes pedestrian. Interest safety and comfort Alderman. Bernett was in full support of the project and spoke. In favor, at the June 2024 plan Commission, meeting where a unanimous recommendation was received. The plan was developed in Reliance on consistent with and in furtherance of the North Branch framework plan the guideline document that had been established by dpd. ordinarily following a successful public hearing at plan commission, an applicant would typically be heard later the same month or in the same month, or in the month, following the month uh at which they presented it at plan, commission that did not happen here despite the many virtues of this project. the delay in your consideration of this project has been as a result of efforts by the applicant to reach a resolution with the service employees. International Union, Local 1 on the labor, peace agreement, which has been reported on Ari on by recently, by various media Outlets And while Anie has initially indicated a willingness to sign a neutrality agreement, they were not able or willing to assist to the initial demands of the SEIU to provide the union, with the names, addresses and phone numbers of their employees, a demand. Which by the way has no basis in applicable labor law. The execution of a neutrality agreement indeed is also not a requirement for the approval of this project. It should be noted that Ani uh, has a current portfolio of over. 2400 newly constructed residential units. SEIU has the full ability to pursue organizing efforts at any of those properties Ani has existing unionized staff across its many divisions of its company. And on his position has been and remains that the relationship between their employees. And any Union is a matter to be left between those parties given that reality, we believe it should be left for another day. And in a different Forum to discuss the prospects of unionized personnel given that the construction of the project itself has not yet been approved, nor is obviously construction yet underway. since the plan commission's, favorable recommendation, almost a year ago, a project which includes Financial contributions to the city in excess of 26 million, including nearly 18 million dollars to the neighborhood opportunity fund 3.8 million in industrial, conversion, fees, and 2, and a quarter million to each of the local impact fund and the Citywide adopt a landmark Fund. In addition to more than 600 construction. Jobs in nearly 50040 units, has languished at precisely the time that this city needs capital investment and to put our trades people, onto job sites. You heard a speaker during public comment. Make reference to that earlier today. It's our hope that at, at last, this project can at least, can at last proceed. Dpd has concluded that this proposal is consistent with the applicable standards and the zoning ordinance including section. On zoning anything concerning potential opposition from the SEIU must be collateral to your consideration of this matter Ana is seeking to deliver a transformative real estate development project with substantial public benefits, unprecedented levels of affordable housing, hundreds if not thousands of construction jobs 26 million in financial contributions of the city and tens of millions of dollars of property taxes. The merits of the project are overwhelming, the legal scope of this Comm. Committee's review is clear Here we've therefore request that this committee forward. This application of the city council with a due pass recommendation. I and Paul C seated to my right are available for any questions and we thank you for your time and consideration. Look this this isn't an extraordinary request, it's kind of common practice in this committee. And and certainly, I not trying to do anything to, uh, complicate things for the applicant. They've done a lot of projects in the 42nd Ward, but trying to just stick with what's been protocol here as long as I've served in this body and typically, that's when an impactful as as Council has described and impactful project with a major economic impact. Uh and also seeks 2 minor uh, adjustments 1 is to allow the front facade because there's portions of it that are more than 5 feet from the front property line, which violates the pedestrian street regulations that are applicable to the Property because of its Transit served nature. But under the Aro we're allowed to reduce that if we provide larger greater number of bedrooms, so the applicant has proposed building, 6, 4, bedroom, affordable housing units, that will be for sale. The units will be located, not on site, but will located within 3 blocks of this subject site. So, in the lake view area in the immediate Community, we have had community outreach throughout November, and December of 2024 concluding in January of 25. Uh, with the support of the 2, local organizations. Also the the support of some immediate neighbors, approximately 5 of them. Uh, we have discussed who live in the housing immediately, uh, to the east of the site. We are seeing an opportunity to put together um, a Community Land, Trust model for affordable housing in a Transit served area we're doing. So within a sort of vernacular footprint, this is something we've done, uh, at a couple other properties in the ward where we do a sort of like 3, 3 story Model with front and rear units, this is a sort of vernacular multi-family. Uh housing style, that is around the area. Um, I would like to speak to the community process because there were, there were some neighbors that, that opposed, the, the sort of bulk of this. But I would like to know, uh, this originally received a zoning meeting, November 25th 2024. Um, I flied 100 properties for this, uh, for this meeting and to receive feedback, um, we did on the whole received substantive favorable feedback. And we also sent it to an additional neighborhood, uh, meeting which, uh, the neighbors have communicated to me. They had a positive meeting with the developer on the whole um balancing balancing issues such as parking and density um Department Development. Documents show a deficit of affordable housing in Logan Square community area. And so this will be a um this will be a development that gets 6 additional affordable housing units against that deficit. So, um, with that, um, Alderman laspada absolutely um enthusiastically asked for a favorable recommendation from the committee. I would also be happy to answer any questions from members. Great. This, it's not contingent on this project going forward. Uh, and we have many uh, cultural aspects, uh, to our daily lives. Dominoes being 1 of them. All right, so if you go down Division Street, whether it's in front of a barber shop, or in a senior building or, uh, at a restaurant, you're going to see people playing dominoes and we do not have a center, uh, for our community to come together to engage in those tournaments uh to be able to coach the Next Generation to play dominoes. Now, my great-grandmother played dominoes my grandmother played dominoes, my mom still kills me in dominoes, but I played dominoes, right? Um, and it's a beautiful thing. When you can sort of pass down, Those sort of cultural aspects to the Next Generation. and not just in my community, but in many communities, losing that um creating this Domino sensor, uh, this Domino Domino Club will allow not just for the professionals to to play, right, and, and make sure that we can get some winning teams across the nation. But to be able to be a space where we can pass on to the next Generation, where our seniors can play our families can play. Where there is a sensor that affirms, uh, all the cultural aspects of who we are as a people, uh, and it's 1 less vacancy on Division Street, uh, this particular Corner, uh, has been vacant for a very long time with shuttered, uh, fencing. And, you know, when you're in an intersection like division in Rockwell, with a beautiful grocery store, across the street, you want all 4 corners, right? To look good to look vibrant. Um, this is sort of the last piece in that intersection. And so I'm really excited, not only about the foot traffic that it's going to bring to Division Street to our, barber shops, our restaurants, and our nightlife.
