8,000 square feet of commercial space, located, within a strip, mall shopping center. um with a shared access of 165 on-site parking spaces, if approved the extension will run through June 30th of 2035, the annual rent for this lease will be 25500 and I'm sorry, 2056000, with a monthly rent of 21,333.33 with a 3% annual escalation, the landlord is responsible for operating, uh, expenses, including real estate taxes water, sewage and maintenance of the premises, including the parking lot. The facility houses 18 Department of Finance uh, Department of Finance, employees, who handle the day-to-day Payment Processing operations, as well as the street operations for parking enforcement and services over 121,000 residents. My name is Will Holland. I'm a city planner in the department of Planning and Development. Uh, the ordinance I'm presenting on today is a land transfer of 16 city-owned Parcels to neighbor space to support the 134th. Place Community managed, open, space project. Uh, the land is located in the 10th. Ward Alderman, Chico supports the project. This is the Riverdale community area, uh, purchaser is neighbor, space and sale. Prices is 1 dollar per parcel. The transfer comes with a use restriction that the land will only be used for public open space. Uh, 2 FM is conducted Phase 1 and Phase 2 in Wills on the property. Uh we have preliminary cost estimates for the remediation. The final cost estimates are going to depend on uh, final layout and end uses. Uh, the impact is that this will remediate land along the Little calat River for public open space, uh, creating a new site for river, access for the public. Um and the project has been advocated by organizations in the community for a number of years. Uh the neighbor space is partnering with Riverdale Community Land, Trust on decision-making for programming stewardship, as well as higher for Professional Services. Uh neighbors space and Riverdale Community Land, trusts have an mou uh there have been an additional 4 Community organizations that have been involved in developing this mou namely the old gal Murray Holmes, Alumni Association Underground, Railroad Station people for Community recovery and the Golden Gate homeowners association. Uh, there's been extensive coordination and engagement on this mou uh, the city of Chicago has attended 4 of these meetings since last November, For additional context, you can see the project area in whites along the little Khalid River. This is uh, just Southwest of algal Gardens. Uh, just west of Boby and woods. Here is current ownership of the site. The 16 City owned Parcels are in blue in. Orange are, uh, 24 properties owned by the Cook County, Land Bank Authority. Uh, these were acquired by the land bank at the direction of the city. And there's a land, banking agreement between cclba, uh, and the City of Chicago, uh, neighbor space has a purchase sale agreement for these Parcels in Orange as well, uh, and that will close, um, upon passage of this ordinance, proposed land uses for the site include Community agriculture, uh, farming and gardening plots and orange are the existing plots that have been farmed by the community for uh, a number of years, going back decades. Uh, in red in the southwest corner, uh, is roughly the outline of, uh, the tan Farm historical site, uh, which is a authenticated Underground Railroad site. And for a little bit more background on, uh, the tan Farm site, uh, this was, uh, a farm run by the tan family and, uh, a a site that provided refuge for Freedom Seekers, uh, leaving the South and traveling through the region in 2019. The site was recognized by the National Park Service as uh, as a part of the network to Freedom program and in 2022, historical plaque was placed at the site. And that concludes my presentation. Uh if you go to the next slide that shows the usage of the parcels now is there going to be anything that delineates the private property and the forested area uh as so that they do not use the forested area for personal private reasons, will there be a fence between the Residential Properties? The forested area between those 2 Parcels. Uh, that there's not a final site plan, uh, that will be a part of a future, phase of Engagement and planning. Um, but yeah, certainly, you know, that'll be, um, Certainly a possibility. Good. I I mean, I would just recommend that, you know, as a as a small note that there is some sort of clear agreement, um, and you know, delineating line or some sort of physical property for that because in my time at the County Board, there have been instances where there are private properties, right? Alongside these forested areas, but then they use it as their own personal and private property. So just to make sure just that, we don't have that any problem for future reference that that those properties are clearly delineated. Before you get to some sort of property dispute, thank you. This is essentially just following the existing, uh, garden and farming plots. Um, So does the mou include how those decisions are going to be made. So the groups that I'm seeing listed, Will have input. On how that riverfront gets utilized in the future. Yes, yes, yes, decision-making. Uh, and planning will be um, handled by all the community groups um, involved in in that that mou and I believe the mou was included as a part of the public comment period if anyone's interested in reading into that uh, or how long is that mou? Stay in place less than 5 Pages. 45 pages, I think. okay, we just see all those Community groups will be involved in decision-making for planning, hiring for Professional Services and, uh, planning for the the stewardship and, uh, Management of the site. The overall site is a Transit serve location located, just over a quarter mile Northeast of the CTA Western Blue Line Station. And within a 1 block radius of multiple TSL bus lines. the parcels for disposition or within a predominantly residential block along West Monroe Street, Which has seen continued, infill development over recent years. Current Zoning for the site is rm5 and will be unchanged by the purchaser for the proposed development. The land disposition, net area. So in this area photo, we can see that it is a typical Chicago lot of approximately 25 by 124 feet with the approximately 3,100 square feet. so just to provide some zoning context, um, the railroad that was shown in the image previous, um, serves the stockyard industrial corridor. To the north and to the west of the site. There was a Sony change on the site from C15 to RS3 to make it consistent with the current land use. Um, it was sponsored by Alderman Lee's office. And it was approved, January 15th by the committee on zoning. So the land is category, B, designation. So it does not require additional environmental testing. And um, as you can see, from the photo, there was an encroachment on the site, which has since been resolved by the department of sanitation, and um, so in this street view, you can see that there's still a fence that the neighbors put up. The economic disclosure statement requirement for temporary occupancy. Agreements has caused unnecessary burdens on completing due diligence for redevelopment projects, It is also caused delays in the scheduling of filming projects that promote uh Chicago and contribute to its economy. Eliminating, this requirement uh would reduce that burden and accelerate project timelines incentivizing the creation of more housing and Commercial development. The economic disclosure uh requirement will remain in effect for all agreements longer than 180 days that require city council approval. Uh, so talk about why we're doing this ordinance. What are the changes in the substitute ordinance? Um, and what the impact is? Okay. So the um the changes are uh eliminating that EDS requirement for um, short-term Um, occupancy agreements. So as a matter of policy, we require um, the Eds to be completed for, um, To enter into these agreements. And so this requirement would uh go away for short term and can you give some examples? So for clarity for us, as to what would be examples of you mentioned filming but what else could it be? How else could this be used for? Um, Uh, for example, environmental assessments and Remediation storage of City equipment, I mean, what what is this? That's exactly how do you use it. Yeah, so typically, the right of Entry, um, short term, the short term, I could see agreements also known as the right of Entry agreements. Um, are you Used for due diligence. They're used for sometimes we get requests for, um, uh, storage of, um, equipment for nearby development projects, uh, for parking for nearby development projects. Um, Those are some examples. Could this be used for? Um, Like festivals. And Community. Gatherings, Gatherings and those things. Yeah. And we also like to ask if Abigail Sullivan from the mayor's office can add just for the background and maybe how much time this could save and maybe any additional examples, especially how how this came about and all the women down and other women Taylor have provided some feedback.
