Jr of mafa redemption project and member of his development team from the Illinois facilities fund. I'm here today to request your approval of a neighborhood opportunity fund Redevelopment agreement for mafa Redemption project Incorporated, for the purpose of rehabilitating, the former St. Barnabas Episcopalian Church, located at 4241, West Washington Boulevard into the my office Center for arts and activism which will be known as the max Center. The property is located at 4241 West Washington Boulevard within the West Garfield Park Community area. Area in the 28th ward in the west planning region. Chairman, Ervin is in support of the project. The property highlighted in red is located on the south side side of West Washington Boulevard between North kildair, Avenue and Keeler Avenue. The immediate area is residential with commercial properties along West Madison Street, shown here is a group of photos including an exterior shot of the church along with interior photos showing the main area, the former Altar and a side entrance. The property is currently in use by mafa as meeting space On this slide. These photos highlight, the deterioration of the interior of the building, the roof structure and some current uses such as storage and workout area. The mafa Redemption project assists, emerging adult men of color located in West Garfield Park. They offer Workforce training Career Development and a host of wraparound Social Services. They were selected as a finalist for the medium Community Development, Grant to rehabilitate. A former Church into their headquarters and community space, that will support their programs. The new space will include an art gallery meeting. Space small, classrooms dining and Lounge Area library and fitness center. The my office Center for arts and activism is a part of the larger. Saint kopa Wellness Village master plan. The applicant is requesting 2,375,000 for its 5,975. Uh, total project cost construction is expected to begin in Q3 of 2025. Mafa is funding the project with multiple sources, including an Illinois, dco Grant additional subsidies and private philanthropy. Iff Illinois. Facilities fund is providing a bridge loan to cover the funding gap, for the state and city funds. The applicant's total project cost of 5.9 million includes such items as foundation. Work, full replacement of HVAC electrical and plumbing, flooring and Landscaping. Beginning with this Slide, the following slides are renderings of the completed project. Here's the exterior of the church from Washington Boulevard. Here is a brand new outdoor space that will be located off the rear of the property for Community needs and events. This rendering shows how the main interior space can be set up as an art gallery. And finally, the former altar will be converted to a stage space for multiple uses including community theater and dance as shown here. The RDA will be structured, so that 100% of the nof funds will be dispersed at predetermined construction uh, Milestones after all equity and debt is exhausted. the project anticipates to create 22, new full-time jobs, 56 part-time, jobs and 20 construction jobs. The applicant will the applicant will be required to follow all construction, compliance policies, such as M, and wbe, prevailing wage and City residency. The the department of Planning and Development, overall supports this project because it enhances Social Services for the community creates new jobs and extends the life of the property. The mafa Redemption project was formed in 2017 to provide Workforce Development, educational training and access to mental Wellness services, for at risk. Young men in the west gear are filled Park neighborhood. In 2024 mafa graduated, their seventh cohort class of 34, young men. 35 young man are graduating this may as part of their eighth cohort. The project proposes to create 22, full-time, jobs and 56, part-time jobs. The full-time jobs include such positions as an on-site facility manager and arts director. St. Barnabas Episcopalian Church was constructed in 1916 and mafa has been using the church since 2017. As you saw from the current conditions, the churches in need of repair and the funding for this project will not only extend the life of the church, but preserve the classic Aesthetics for future Generations.
