I'm going to read part of a petition that Animal Advocates, including myself. have drawn up, and we do want to thank Alderman, Raymond Lopez for leading this cause which includes not having a permanent. director for Chicago Animal Care control, and this has been the status For 2 years. And the question is, why is that that's the job of the mayor, which he has not done? Why isn't he doing his job? I encourage you city council members. To. Hire a director at the Chicago Animal Care and Control. There are many problems over there at Chicago animal care and control and part of the petition. Um, includes a few which I am going to read. Sorry. Okay, Chicago animal care and control which is located at 2741. Southwestern urgently needs increased funding and support to fix the crisis. Cic is completely overwhelmed and the conditions that CAC do not support the welfare of animals, volunteers and staff. The situation at CAC is dire. The shelter is beyond capacity. There has been a reduction in open hours, reduction intake and reduction of street level service provided by the city of Chicago, which is taxpayer funded. We must do better to support the welfare of the tens of thousands of animals that enter our shelter or enter the shelter each year. And that the dedicated staff and volunteers who work tireless tirelessly to care for them. It is critical that mayor Brandon Johnson and the city council. and his Alderman, increased resources to CAC to ensure that the resources leadership and infrastructure that it needs is going to be provided. There are, like I said there are many issues. Um, I do a TNR which is trap neuter and return which is what this chart is. And what it is. I trap feral cats in the street. Um, okay, first of all, Like we talked about downstairs Alderman Bernette condolences to you. and based on the conversation that you, we had, I know now that you understand the severity of everything that I'm talking about, now, with that being said, it's not my desire to use this microphone as a weapon. It's my desire to use this microphone to communicate to concerns. Of myself and my community. Now with that being said, I'm going to ask for another meeting with you so that we can discuss this issue of zoning this issue of landmarks. I've expressed before that. A lot of buildings on the south side. Should be considered landmarks because of the age of the buildings and they should be given some of these resources to get refurbished. So that private citizens can buy these buildings now. Real quick, this issue was 71st in Jeffrey with this Walgreens Desmond, yansi Alderman. Yansi has it in his mind that he's going to put some type of low-income housing there. No, he's not, he's not going to continue to play with zoning rules to put all type of junk in South Shore. now, you got all these developers here, that think that they're going to keep talking around the black people in that Community, know they're not No, they're not. Now if here's the the the properties that y'all talking about Now, I wasn't up there at Capitol Hill at that hearing for nothing. And I didn't get no strings pulled. To get me there, they wanted me to be there. The Republican Party wanted me to be there because of the work that they see that I'm doing in Chicago. And I'm going to utilize those resources. Those people to stop this type of junk. If investigations and federal investigations have to be done to protect zoning. Like how you all did with this immigration stuff, breaking, all kind of zoning rules to put these people in illegal immigrants and warehouses schools and all that junk. It's going to stop. We don't want a bunch of welfare low-income junk. In South Shore, we want generational wealth. We want single family housing, we want opportunity for private citizens to own property. Now if you all can't get it together, I'm going to the federal with it and they're going to stop the funding. Thank you. Miss Jackson. D. Oh uh my name is D Perkins. I am here also to speak about the uh 71st and Jeffrey uh resoning uh proposal uh by Desmond ancy. Desmond, Auntie is claiming that the reason that he wants to change the zoning from a B3. D3 commercial, uh, Community shopping district to our m-5 residential multi-unit, is because he wants to have control over. What business comes into the Walgreens space now on the surface. that sounds great, but if you look at some of his plans that he has for the community as a whole, that makes a lot of us nervous. Also, Walgreens has already agreed. First of all, Walgreens does not own the property that it's in. It's, it's a tenant and it has 6 years left on its lease so it's limited in its power, only to those 6 years and unless it renews its lease and whatnot. So it's just trying to sublease and get another tenant in so that it can, you know, cut its cost in the meantime. The concern is obviously what type of business will inhabit that space. But Walgreens has already agreed to a community like collaborative approach into what they will allow to come into space. We don't want it to be resand into housing. Just to make sure. It's a business that we all want. There are ways that we can ensure that it's the right type of business that the community wants and that, you know, we're not going to everyone's not going to agree. We can't make everyone happy. We understand that but there are ways to to make sure that we get something that is viable and sustainable for the community, we don't need to rezone it. We are not comfortable with that. If you look on your phone or, you know, pull up on your computer, 71009, South Jeffery Boulevard. You will see that that location is literally in the middle of a shopping center. the I can already see his plans with the CBA that he has uh, that he's going to propose to you all that he has already proposed and just some of the, the long-term plans and that this is Detrimental to us and the future of our community. If we allow it to be resand, now, once it's resand it can only get unzoned or re-zoned back into commercial. If he does it or whoever the new aldermen is, if it's not him, who's re-elected, we don't want that type of power given to 1 single person. the community as a whole should have to say in that and there are ways like I said that we can make sure that we ensure we get what we want and they're without reasoning it to a residential Zone in the middle of a commercial uh district. And what I also want to add is like the only commercial District in the mediate area which also makes us nervous. Housing is a big topic. Um, uh, Mr, Mosley. I know he's rezoning manufacturing, uh, lots and whatnot, and to residential, which that means that there will be no manufacturing jobs on the south side because, you know, but we will be housed on top of each other. We will be living on top of, and on top of, and on top of what we already are, when we can't work, play shop or do anything in our communities, but we can live and we can be low income. And That's about all we get. And so what I'm asking is that you deny or, you know, uh, Yes. Oppose this this proposal to zone or to set? Thank you. Uh, when it was first inhabited by the Church of the Redeemer, And then by greater Union, Baptist Church. We're grateful. Uh, to the adopt a landmark. Uh, folk and the department of planning. For the uh, gracious Grant. That has been given. For the restoration of the exterior. Of Greater Union. Baptist Church. We? Again, are thankful. and we trust, Uh, that these funds will go a long way. Um, we love dining there. We love shopping there. Um, It's a, it's our favorite neighborhood and we still go there. Even now as what uh we live in the West Loop. Um and as you know, that decade has gone on. It's been to see you know different shops moving in um new restaurants, a lot of people on the streets. it's been great, it feels like every time we go back, there's something new, something exciting for us to to see um and so that's why I'm here today is to, to speak in support of the Old Town, canvas development at 16. Uh 01 North walls um because I want to see that Trend continue um It just feels so much more safe. Every time we go, it feels more lively and I'm really excited to see, um, the gas station and the the vacant. Um, Treasure Island. Be turned into something thriving. I want to see, um, more residents to be able to support the businesses in Oldtown that we love. um, I'm really, really excited that there's a new grocery store. Um, I'm always happy to see new grocery stores and neighborhoods. um it's particularly important to me because uh my parents, they were immigrants and they came to this country and uh, Raised my brother, in an apartment. Um, they rented for quite some time. and, It took them a while to get to a driver's license, it took them a while to purchase a home. Um, but like many others in my community, you know, they it was really important to them to um, be able to save up enough. Be able to rent in a place with a good school district. And that is Oldtown. It's a lovely place. Um, for people to rent to, to raise families, you know, renters raise families, renters, save up and then perhaps can buy a home and I'm excited to see this uh, this New, um, slew of affordable housing, uh, coming in, um, as well as market rate. Um, I urge you to approve this matter without delay. Because everything is going to get more expensive. The housing construction costs are going to rise and the longer. We wait on approving. This development and any other housing developments, the more expensive that those developments are going to be and then no 1 can truly afford to live and no 1 can truly afford to build up their wealth, uh, and live the kind of Life. Uh, preservation Chicago, preservation Chicago, just wants to briefly expressed its support, uh, for the landmark designation of 79 Westman Row, the Rector building, this is a a property. We've supported a previous meetings of the commission on Chicago landmarks. And we are likewise supportive of the planned, adaptive reuse of this property, uh, 1 of us Suite of planned office to residential conversions along the lassal street Corridor, our executive director word Miller has been in regular contact with the stakeholders of these projects and has testified multiple times in support uh in particular of of this 1 before you today, 79 West Monroe. Uh, we do hope that the iconic weather Belle can be restored, which I, I believe has been discussed at previous meetings. And, uh, this is the somewhat romantic requests that we've previously made, but may not be possible at this time, but if there is an opportunity to address restoration at the Upper Floor, Floors. Uh particularly once Grand. Cornice that was there we do appreciate that consideration, understand. It may not be available uh to be pursued, right? This moment and with and with my time remaining, I just want to extend preservation Chicago support for both adopt a landmark items on today's agenda. Uh, greater Union Baptist Church at 1956, West Warren, which you just heard about as well as First Baptist. Congregational Church of Chicago, 1613 West Washington Boulevard um thank you for your time. Thank you. Uh, so uh we also would like to, uh, count ottoman, Carlos Romero's, Rosa. To the corn. Who's that? Oh okay. Um also we like to uh the next next and last speaker is Nancy can canana. Good morning to all. I'm here representing, um, the residents of 1600, 1700 South Carpenter Street, um, and I am strongly urging Alderman, Brian, Churchill Lopez, and the zoning committee to reject reject. The zoning Amendment for 1614 South Carpenter. There are means to accomplish the same scope of the subcontinent work which we are, uh, without adversely affecting the community. We are objecting to the B21 zoning, which allows for retail storefronts Apartments the ground floor intended to Spur development in commercial corridors with low demand for retail. I asked that the application be deferred for public input. Pursuant to the number of residents objected, I did forward to the alderman. An additional 49 residents that have objected to this. We have been told different stories of What the residents are going to be doing. It is a resident area. I have been there for 30 years. Also my PE Peers have been there for 30 plus years and to all of a sudden, have a new development to change the Zoning for supposedly. Uh they're going to be making a deck. We are fine with the new residents that want to move in. But how are they saying, changing the zoning in a resident area to allow the opportunity to be changed to business. So what I'm asking is for the ultimate to hear the community, not only me, But here the 49 additional names that I provided and I do want to thank you for the meeting that you had with me Alderman. But you know, the issues are not resolved and there are 49 applicants just on my block that are objecting this. So, I'm asking, why do you not want to hear us? Why are you not willing to come to the table? Not just with me. Don't worry about my counsel. My counsel is there for all the damages that the new person put in and you are very aware of all the damages. That's not what I'm here for. I'm here about the zoning. Why do you not want to hear my cop? My neighbors. And me about this. Thank you for your time. I appreciate it. Uh, and I'm sure the aldermen will address this when it comes up before us. Um we will now move on to the agenda top of page 1, the historical landmark designation of the director Building located at 79 West Monroe Street in the 34th Ward we have Al. Tuppy here of the historic preservation division of the Department of Planning and Development to present this matter. Good morning, chair. Bernett members of the committee, the commission on Chicago landmarks, at its January 9th, meeting recommended Landmark designation for the Rector, building the building dates to 1905 with a 1923 Edition. The building is already, part of the West Loop LaSalle National register district. And this action will add local designation to the property. Next slide. The subject property is located in the loop community area at the southeast corner of Monroe and Clark streets in the 20, 34, Ward Alderman, Conway, submitted a letter on January 23rd, stating his support for landmark designation, which was included in your packet. Next. The Rector building meets 3 criteria for landmark, designation criteria in 1, for Heritage, for its connection to Chicago's restaurant and financial services history Criterion 3 for a significant person. The restaurant tour Charles Rector and Criterion for for an important. Architect Jarvis hunt whose best known Works. Include the Great Lakes Naval Station. A significant feature of the building is the 1950s weatherbell mentioned by the member of the public and clock, which is a Vestige from the Bell Federal Savings occupancy. It's our understanding that the the development team intends to retain that and repair it. Next. Currently the building is occupied on the ground floor. Um, by retail the intrinsic Charter High School, mid building and offices on the upper floors, the 61 million project will retain ground floor, retail Place hotel rooms on Floors, 2 through 6 residential units, on 7 through 13 and a 14th floor. Amenity deck altogether, there will be 117 dwelling units of which 30%, which amounts to 36 units, will be affordable. Next. Consent for landmark. Designation was received from the property owner Brown Derby, LLC on January, 2nd within the time. Frame outlined in the Chicago, landmarks ordinance. Next. On behalf of the commission on Chicago landmarks staff recommends. The zoning committee approved, the landmark designation ordinance for final ratification by city council. And for the committee members, um, reference Gary, stolz with the developer R2 companies is present, should anyone have questions? This concludes my presentation. Thank you very much. After a a global pandemic and its and the project is running in parallel with the Google Thompson Center. So it's going to bring online much-needed housing at a time when it's really much needed. And I and I certainly want to thank the mayor's office for pushing this forward. Sometimes, I'm quick to criticize the mayor's office in this moment in time. I'm very quick to praise them for, for pushing this. Uh, I also want to thank the department of planning and development and certainly want to thank the commission on on Chicago landmarks for for your thorough presentation. Oh 2025 0001553 n the adopt a landmark, grant funding agreement, with First Baptist, Congregational Church of Chicago for preservation work at 1613 West Washington Boulevard 60 North Ashland Avenue. We have Daniel klyber here of the historic preservation division of the Department of Planning and Development to present. Good morning danber with the Department of planning. I am here with an adopted Landmark Grant project from dpd's 2023 funding round. The First Baptist Congregational Church has finalized the budget and scope for this project. The church is requesting 1,464,000 in adopt, The Landmark funds for exterior, masonry and Roofing, work to the building's Bell Tower, and steeple, this was approved by the landmarks Commission. In December of 2024 for orientation. The subject building is located at the southwest corner of West Washington Boulevard and North Ashland Avenue within the near West Side Community area and the 27th Ward. Next slide. For a little background. Although the edifice of the First Congregational Church was built in 1869, the congregation itself dates back to 1851 at that time. A group of 48 abolitionist members left their parent Church. Third Presbyterian over the slavery issue. The departing members felt that the church had not adopted a strong enough position against slavery, and they formed a new congregation. In addition to housing worship Services. The new church was used as a way station in the Underground. Railroad for escaping slaves, originally known as Union Park. Congregational, the building's outer wall is faced with Lamont, limestone a material like that used for the water tower and a popular for churches at the time. At the northeast, corner of the building is arguably, the building's most striking feature, a 200 foot tall Bell Tower and steeple. The building was designated a Chicago landmark in 1982. As for the next slide, please. As for the proposed project, the adopt, The Landmark scope of work is focused on priority. 1 work identified by whis Chaney elsner Associates in 2022. Um and I won't go through all of the scope but um in in summary it includes 3 main components. The first is masonry work on the tower, um, removal of the stone louvers at The Belfry and their replacement with new stone removal and reinstallation of the 16 vertical, Stone units at the Bell, Tower buttresses Other work includes removal and reinstallation of the 3 round windows at the Bell. Tower with new stainless steel, anchorages and perimeter detailing to create a watertight condition. And the final portion of the scope addresses, the steeple, the work there includes replacement of the Slate Roofing at the steeple with synthetic or natural slate, including replacement or reinstallation of the copper flashing and trim. And that concludes uh my presentation, I do have a support letter from all the men Bernett. and if you have any questions I am here, Great. Uh, do we have any questions by committee members? Uh, Cher doll? Yes, thank you. This is a beautiful 1 of the beautiful landmark in the city of Chicago. Um, glad to see that it's getting some attention. Just wanted to add the, uh, ask the landmarks The adopt a landmark grant program. Does that provide for certain percentage of the development cost or is that just, uh, flexible decision made by the department in terms of how much money is. Mark for this project. It Alderman, it is it is flexible. Um we we have a funding funding rounds, periodically. Um, and then, we evaluate applications based on a set of criteria um and um 1 of the of the criteria would be to have a little bit of Leverage in a particular project, in this particular case, um, the the grant award actually is the total project, uh, costs. we still felt that it met um, multiple of the other criteria. So this is 100%. That's correct cost. All right. And when's the next funding round? is that we hope to have a funding round this year in 2025, We're evaluating that. Um, right now as we speak with the with the funds that are available still, all right, thank you very much, I'll just follow up on that. Adopt a landmark is funded by what what by The Neighbourhood opportunity bonus. Um so when when when developers come you know in in the downtown district to to to build additional f r or height 10% of those funds, go to the adopt, The Landmark fund. You know, the the big Lion Share goes, um, to the neighborhood opportunity fund, we get the 10%. So that's where this money comes from. So, if we want to build this fund, we have to build more density downtown. Yeah. Well I contribute to the fund too. I I do represent a portion of the South Loop Community which has high density. As you can see just north of the United Center Next slide, please. For a little background. Greater Union Baptist Church is a massively scaled and well-proportioned Brick Church with distinct. Terracotta details occupying, a prominent position at its intersection. It is. 1 of 3, surviving churches, designed by William LeBaron jenney an architect of national significance. While an excellent example of the Romanesque Revival style of architecture. The design also reflects Jenny's design philosophy through its strong massing restrained ornament and functional interior plan built in 1886 by a Universalist Congregation named Church of the Redeemer in 1928. The building was bought by an established black Baptist congregation and Rec Christen as greater Union Baptist, which has maintained it as a place of worship and vital Community sustenance for nearly a century. Uh, this building was designated as a Chicago landmark in 2023. Next slide, please. As for the proposed uh Project work. Uh, the adopted Landmark work is focused. Uh, I'm priority, 1 work identified, by bully, and Andrews masonry restoration during an assessment of the building conducted in 2023. um on the south or the main facade, the work includes uh review of The Cracked, terra cotta at the Gable and repair pinning or replacement of the correct units removal and salvaging of the masonry materials and rebuilding. The Terra Cotta at the top of the peers, um, repointing 100% of the existing masonry joints with new mortar. Um, on the West Side, the uh project uh scope includes a very similar work. Um and and we've been trying to address some concerns from some of the nearby neighbors, especially around some damages that were done with the properties in the past or office has always and will continue always to bring communities together and neighbors together for a proposal, that is a mutual benefit and agreement. The regional objection was around seeking compensation for such damages, we have, um, we have allowed for more time in February. Every, uh, 26, the attorneys discuss. The applicant has been more than happy to address and to compensate for any potential damages, but to handcuff an application for a single family, home for a local resident, um, to me is beyond the scope of the, of the request to this Committee. Of course, we know will urge the um, Uh the neighbors to continue to the dialogue, but in terms of this particular type 1 amendment, I do think is in line with what we want to do in our neighborhood is a single family home with an addition and I don't think that has any deleterious effects to our community. I do want to, um, ask that the neighbors continue to engage through their attorneys to address any disputes in a way. And repurpose this historic building will increase, um, the local housing stock and benefit the City by returning.
