Thank you, to Alderman, Ray Lopez and Alderman, Bill Conway, for hearing us and recognizing the crisis at hand, magandi said, the greatness of a nation and its moral progress, can be judged by the way, its animals are treated. He said I hold that the more helpless a creature, the more entitled, it is to protect protection by man from the cruelty of, man. We are feeling our citizens and our fur babies here in Chicago. I implore you that you look to Alternative solutions to the animal crisis in our city. It is alarming to say the least. It has been my very personal experience with CAC. That staff is either overwhelmed burned out doesn't care or simply feeling defeated. I'm not sure what it is but it smells of death literally and figuratively. As CAC. The spectre's general office cites at 79% of the budget is allocated to staff which leaves little to nothing for the actual care of the animals. It lead, No room for programming, education or supplies the CAC. Amazon wish list doesn't consist of just fund things like toys and treats rather a dog. Net catcher a snake catcher pocket flashlights and dustpan broom sets. The average salary is $1,000, there is not a permanent qualified director and no leadership volunteers are afraid to speak out and fear of being let go. There is a change.org position with 4,400 signatures demanding change. If you will not allocate more funding, as they do. In other major cities, please, consider Outsourcing the care to some of the many legitimate and vetted rescue groups and leave control to the city. Along with few others. I am holding a low-cost vaccination clinic and vice mayor Bernett. Ward on the West Side to help, keep pets at home. With her families, rescue groups are resourceful and can stretch funding pet. Abandonment is an increasing and more Strays, wander the streets, 30 or more abandoned. Thank you very much for your testimony. This morning. My work is not in vain even though it's a lot of haters out here, but back to the financial thing. For him to say that is 1% of the budget that he spent the money on Byron Donald's. Handled him. Exactly the way that he should. But before my time runs out, I want to give a shout out to Alderman, Raymond Lopez, because I was going to tap that the next morning, I really was. But when I woke up and saw his statement that he sent out, it saved me the trouble. I appreciate that. That's how you do it Alderman Lopez. That's how you do it. You care about the constituents first. You did exactly the right thing. Now I know The Company You Keep and you probably catching some Flack for that but the city is behind you. You understand that people appreciate what you did because he ain't have no business putting up his right hand and lying like that about our money. And about our city, these illegals are going to get out of here and it's unfair to sit up here and mix illegal immigration with the topic of immigration. Cuz we all know it's not the same thing. So they going to get them, they going to get them for perjury cuz he was in the federal court. Not this junk down here, he was in the federal court, they going to get him. Thank you. Our next speaker is Andrew Johnson. Good morning. My name is Andrew Johnson. I'm a citizen of the Cherokee Nation. I'm here representing the Chicago American Indian Community collaborative or C AIC cake. Cake. Cake is a network of many, Native, American organizations, helping to better the lives of American Indians here in our city. The services of these organizations include Economic Development, Health Care, employment services and affordable housing, just to name a few. This is in reference to an ordinance concerning the issuance of Financials assistance to un ah Irving Park LP for the jigsaw affordable housing development project on Irving Park Road. We are in full support of this much-needed housing in this area and for our community, the benefits are innumerable and the and can boost the local economy. please maintain and restore the dignity and self-worth of many of our Native American citizens by providing the opportunity to have a roof over their heads. And we're representing over 60,000 people uh who self-identify as Native Americans here in our city. Thank you very much. Our next speaker. Is Rachel Williams. So, I am here for a miracle, boys. so here's the thing, when we talk about holding folks accountable in this city, when the first things we need to do is not only hurt our elected officials, but the state of policing. What happened in 2020 was unfortunate and that a student who is represented CPS. But is a child of the community was harmed. And in this moment we must stand with Miracle to make sure she's cared for because again, money is not the root of it but she needs mental health services. There's a whole host of things that has went under the rug for the last 4 years. Going on 5 and if we want to hold folks accountable, we need to hold them accountable fully and that's just not money. But also Mental Health Services and whatever resources she needs to prosper. Thank you. Our next speaker is, Darren Lewis. And chairman, excuse me, Mr. Lewis, I want to acknowledge Alderman Ramirez who has joined us and will be counted towards Forum? You may go ahead. Chairman dial and committee. Mayor Johnson has stated many times that he seeks the ideas and input of the public sector to locate and identify new sources of revenue. He has also said that it will take the community as a whole to resolve the financial issues plaguing, the city of Chicago. On multiple occasions. I've requested meetings to present the city with a revenue sharing program, that will provide up to 25 million in Revenue at no cost and create jobs in Chicago. As of yet, I have not had a single response. My question is, does the city of Chicago? Truly welcome ideas for new sources of revenue. If so, what must I do to present my plan, um, uh, Brian Would you get his name and number? Or Constantine. Thank you so much. Charles Spence. Good morning committee. Thank you for this opportunity to speak. On the agenda today. Our settlements for 2 more police, chases gone. Bad 1 million dollars each earlier this year, 27 million last year. 45 million dollars. Are you kidding me? You don't. Sometimes the solution is so obvious, No, 1 seese. People. follow them like the state police demonstrated a few days ago, they followed a suspect vehicle with a helicopter through 3 counties before disabling it with spike strips. The city's Police Commissioner gets it he called for an expansion of the Department's helicopter. Fleet not a a good idea and concept but Bell helicopters cost, 7 million dollars each. A better approach is the expansion of the Chicago Police Department's drone unit, because the Scotty O model X10, drone of which they already have 5 costs. Only 17,000 committee, this is a Gimme house. Bill 3902 authorizes drone used for First Responders. The ACLU gave its tacit approval to the bill by stating they were neutral on it. The FAA has a law enforcement and Public, Safety toolkit on their website to ensure proper legal, use of them, and the money already exists, just use federal, forfeiture fund 1505. You want these settlements to stop when an ordinance authorizing, the detailing drone use, by the Chicago, Police Department comes up for a vote. Vote for it. Uh, my name is Kofi ademola and as a resident of the 20th Ward, ugh as a member of Woodland Community. Uh, I'm here today to talk about how we've been building out pushing piece. Uh, every time that I've come to the city hall is really been talking about restorative justice. It's been talking about getting more resources to young people, uh, so that they can have safe healthy lives. And now I'm here, specifically today to ask that you all give real Justice to Miracle boy. Uh as was stated earlier, our young people need access to Healing to Mental Health Services trauma-informed, care, things of that nature. And the only way they can get it. Unfortunately, now is through struggle. Like this, right? We should have these things accessible and free for everyone but right now, we don't. So until we get there, let's get Justice for people that have impact been impacted by violence. Miracle boy has spent almost her entire Teenage life and her early twenties fighting for peace. In this city. Pushing violence, prevention working for other young people so that they can have safe and healthy lives. Now, she's in a situation where she needs her own healing. She needs the ability to have some kind of recompense, some sort of reparations for the harm that she suffered. Uh, she sought to hold the officer C. Uh, accountable. She sought to even do a peace circle with the officer after he quit his job and he was not uh, amenable to that. He was not going to hold himself accountable. So we ask that you all hold these offices. Accountable, not just through these settlements but we've been demanding Justice for other survivors of police violence. But this is 1 simple gesture that you all can make today. To make sure that this young lady has the healing that she deserves. Thank you. Our next speaker is Jaylen uh, Kobayashi. Good morning Financial committee. How's everybody doing? Good. All right, my name is Jaylen Kobayashi I live in Humble Park Chicago, Illinois. I'm a student at Vanderbilt University, studying secondary education, in Black studies. I have been afforded a settlement from Chicago Police Department because of the same brutality that we face. But here, I'm today for miracle boy so that she can receive Justice. I want to talk about miracle miracle since a teenager has been providing services such as food, passouts mental health, restorative, justice 2, young people in the city of Chicago in the Bronzeville neighborhood and Chicago alike. All right, Miracle has afforded all of her effort and energy into these people and has received nothing back. And she has been the victim of such a brutal thing to get your tooth punched out of your mouth by somebody who is paid by our tax dollars that are upwards of millions a day. I want to leave us with a James Baldwin quote, the orchestrators of Devastation cannot also be innocent for it is the Innocence that constitutes the crime, if you wear a badge in this city of Chicago you are expected to not punch people's teeth out of their mouth. When you wear a badge in the city of Chicago, you are expected to protect and serve people. Now, I don't have to say things that we already know are not true, but that is what is to be expected. So, what I'm calling for today is that Miracle is afforded all of her money, not just for Healing. But because of the reparations like other people have said that black people have been disadvantaged and disenfranchised in this city and in the United States of America. All right, so when Miracle gets this affordance today, she is also representing the people who have been enslaved and who have been channelized by this system in the, in the city of Chicago, right? Where we have the lack of Mental Health Services, where we have no hospitals in certain neighborhoods where we have no grocery stores but we have no access to Quality education where you have to test into schools that have computers and clean water. So I'm urging you all today. I'm I'm appealing to your, ethos, your POS and your logos. Please do what makes sense, give Miracle this money so she can go on about her life and recover from this and continue doing the piece work that she does. Thank you. Our next speaker is Miracle, Boyd. Good morning, everyone. My name is Miracle Boyd. I'm 23 years. Old 5 years ago, I was 18 years old, in the streets, fighting for our rights. Um, there's no secret. What happened? That day? A racist police officer approached me. Punched me. Knocked my tooth out. To this day. I remember it like yesterday because for some reason I can't get over with the harm that was caused to me. And I was only 18 at the time. There is no reason why this officer should have done that because it's already been decided that I deserve this and that this officer shouldn't have done this. He used excessive force, he lied to his report about what I had on how tall I was what I was doing and even the fact that I had assaulted another police officer which we know is not true, because copper has already found it. His report to be a complete lie. Like my mentor has said, like other Representatives have said, they have spoken for me this officer lied in his report about what took place, he quit his job to escape accountability. I asked for a piece circle with this officer and he did not decide to do that with me. He quit his job 2 years after the fact, because in the city of Chicago, they know. But that police officers, can't escape accountability. So I was not prepared to give a statement today and that my community would speak on behalf of me. But I have to because this is not a joke, ottoman, Nicholas bidle. Every time someone got up here and spoke about me, you put your head down and looked at the clock, you in the Articles calling me a phony. But I have never got on this mic and addressed you specifically about anything that you voted for. Oh, that's right. But speak speak about me. Being a phony. What facts are you providing about me being a phony? Did I approach any officer that day? No. I did not approach any officer that day. Like I said, you call me a phony, but I have never gotten this mic and spoke bad about you. Anything you voted for or any opinions or ideas. You've had em boy. Okay. Our next speaker is uh, Nate Palmer. I'm sorry, Nat Palmer. Hello. Um, I'm not Palmer. I don't really have much to say that hasn't been said I'm speaking on behalf of Miracle board and then support of her walking out of here, even closer to having 280k that she will put towards her schooling towards her new baby that she is about to welcome into the world, congratulations Miracle. Um, and towards the healing that she's so rightfully deserves. We all know that they saying, even about no money, she tried to have a peace circle with that officer that officer avoided it. This is simply about trying to get some reparations for harm that our people, go through all of the time. There is not 1 black person in this world that doesn't know the harm that police and This Racist Society does to us no matter how you decide to Express that in 54, you know, where it's coming from and Miracle has decided that the only way for us to get reparations for her right now is 280. K mind you, she ain't even decide that the officers and the CPD have left us. No choice. And that is why you see what like 4 other settlements on this stuff. Today is ridiculous. Pay all of their money. Every single person, here, deserves reparations. Every time, the cops who the fop characterized Miracle as a spoil brat. But every time the cops ask for money, what happens, they get money. So who really the spoiled blood here? Right spado, bye. Our next speaker is Jupiter. Good morning, everyone. My name is Jupiter. I am a resident of the 49th Ward. I'm an immigrant, and my pronouns. Are they them? I am here in the support of the settlement, order for the case regarding Boyd V. On. I'm going to take my time to say this man's name so we know exactly who he is in the amount of 280,000 dollars. I'm a recent graduate from the UIC School of Public Health, in community health, and Global Health racism, especially if you have policing is a public and Global Health crisis, It makes our systems unfair but it is also inefficient. It weighs time. Money and resources, the systemic and direct racist violence from the Chicago Police Department, including Nicholas yovanovitch, waste time money and resources. But I also want to add in July of 2009. This same cop attacked a black 17 year old Cortez Donaldson outside a food. Mart in Englewood leaving abrasions on his neck and bruises on his chest and arms and then arrested him for resisting arrest and assaulting police officers. This happened while he was arresting Donaldson's cousin, when the teenager asked them what the rest was for, that's it. An investigation exonerated the police of any wrongdoing over the next decade. He continued to rack up numerous excessive force complaints and 11 years later after beating Donaldson yovanovitch attacked, another black teenager Miracle, Boyd. I'm not going to go into details about miracles case because we're here to focus on settlement and real accountability, which we know also includes Mental Health Services and the Peace book ordinance. I will use the rest of my time, this 30 seconds, and keep this 28 seconds left as a moment of silence for the numerous survivors and those who have passed from the racist violence of the Chicago Police Department, Our next speaker is Alicia Molton. I might have mispronounced your last name. It's all right. Thank you. My name's Alicia. I'm here for no other reason. Besides Miracle boy. Today being there, the incident of 2020. I saw the violence, I saw the traumatizing situation that she had to endure. Like we just said she was 18 when it happened. She's now 23 and expecting her first child. There's no reason why we had to wait almost 5 years for her reparations to be given to her for most of her life. She is dedicated. Her work, her effort, her time, her energy, her blood her effort into the city of Chicago through food distribution through schooling through education through resources, stuff that you guys should be providing for us. Miracles, been doing that. Through her work and good kids. Mad City through her work individually outside of that, she has been providing for Chicago residents for her entire life and now we should be here for her today for the justice that she deserves. There is no reason why, Chicago Police Department has nearly 2 billion dollars a year. And we're fighting yes, or no, for 28k. That's a drop in the bucket. That's 5 million a day that CPD gets and we're fighting yes or no about 280k. That's what we're worried about. So you guys should be fighting and be on the right side of history. Today, you have the option to defend a young black girl who's put her life on the line multiple times in the city of Chicago fighting for the rights of black and brown residents in this city. So I pray for the people who care about black lives. I pray for my Progressive, alter people here today. Who are on Zoom that you see somebody that you know, cuz you know, Miracle, we all know miracle. So I pray that you guys fight for the reparations that she deserves. And I also that you guys fight for the reparations, that further people who will fall victim to the police violence of the Chicago Police Department that this sets a president for West needs to follow later on. So we all should be here in support of miracle today. There should be no yes, or no, it should be a yes, you should be getting that money today. Thank you. Our next speaker is Ann Barnes. And Barnes. Good morning. My name is Anne Barnes. I'm a resident of the city of Chicago in the 40 200 block of North Mozart Street in the 33rd Ward. I'm here to speak on behalf of the jigsy beak. Um, affordable housing project. I've lived in that Ward um at that address for 27 years. Now in that time, I have seen a great deal of change in the neighborhood including many, many, many of my neighbors priced out of the neighborhood. This project is an extraordinary project. It involves um IT addresses a huge need. It has been a hugely collaborative process with both the neighborhood and the native Community. Um, I have spoken on behalf of it to many of my neighbors, and when they learn the particulars of the project, they have been overwhelmingly in support of it, I would especially like to to thank Alderman Rodriguez, Sanchez for her leadership on this as well as full circle, um, developers and Visionary Ventures. Um, and I strongly urge you to support this project. We need more projects like this in the city of Chicago. I'm also a long time. Housing Advocate and retired urban planner. So, um, I'm addressing this from both a personal and a professional. Um, Perspective. And I really hope to see it come through as to to welcome new neighbors. Thank you. I'm able to get this out. Chicago's Financial standing is poor. The reason is due to high debt burden underfunded pension and what the underfunded retirement fund. So we see that our old people are going to be left behind More. So, just like our you for being left behind Miss miracle. I can understand your issue. I dealt with the same thing. However, Mayor Johnson went up to Congressional hearing and said that he is proud of the fact that because of Chicago's crime rate declining, I mean, the violence rate, or whatever it is and a host of other things just telling Madness. How do we come up with a 29 point? Something billion dollar debt and increasing. but when we had the 83 what 830 million Bond up to that, you said this, You said that, they'll the money wouldn't be used towards settlements. Tell me how Y'all just set it out for 27 million, y'all going to settle out with this young woman, it should be more than 200 and some thousand. I'm just saying when you have to wait so long, but that's the way that we have to suffer under as Citizens, but you all have considered the undocumented to the account of 600 and something million dollars, 982 million debt fall, These are the Americans. This is what the American people going to suffer under without consideration. But we have a mayor that went down and purged himself. Mr. Biggs Andy Biggs said something. And it was the most Potent. He said, culpability a bunch of y'all gonna be helped culpable for crimes committed against Americans citizens residents here in Chicago and y'all laundering scheme. That's housing immigration. All of these places work force, Mr. Michael Rodriguez, we haven't had a meeting since for work force, and how long? Because it's something that needs to be addressed. So why y'all try to disregard this young 1? Y'all should regard the fact that y'all might need to, um, get legal representation. Uh, thank you that ends the uh public comment period. Um, but item number 1 is a communication, transmitting reports of cases in which verdicts judgements or settlements were entered into for the month of February, 2025. As with previous committee on finance, meetings will begin this 1 with settlement orders from the Department of Law. Item. Number 2 is 4 proposed orders authorizing The Corporation Council to enter into and execute settlement orders in the following cases. Item number 2A is Boyd versus javech at all case. Number 24 seavey, 6121 in the amount of 280,000, we're joined by, uh, Deputy Corporation Council Carolyn fronek good morning, good morning. As you all are aware, this is a case that involves a 2020 protests and specifically a protest on July 17th 2020. In Grant Park in her amended complaint plan of Miracle, Boyd asserts, various state and federal claims against 2 defendants officers. Nicholas jovanovic and Andre spalet including section 1983 claims for excessive force and unlawful search. And seizure void also asserts a failure to intervene claim against jovanovic, and valet, and former superintendent Brown, and his individual capacity. Finally Boyd alleges that the city is responsible under monel for the harms of the defendant officers. Allegedly inflicted on her during the protest. Void's allegations center around javon's use of excessive force. When he struck Boyd in the face, knocking her tooth out the Department of Law recommends settling this entire matter by paying 280,000 to Boyd, inclusive of attorneys fees. And Costs as a cost-effective means to limit the city's exposure in this matter. Thank you. Uh, any questions from members of the committee. Uh, before we go to questions. Can you talk about whether the body wants camera? What footage is the city of Chicago have Uh, the city of Chicago, has approximately 8, uh, body warn camera. Videos that show the incident between, um, Miracle Boyd, and various Chicago police officers, um, officers jovanovic and valet did not have body warn camera that day. So, nothing nobody on camera from those 2. Officers perspective is available but there are additional body warn cameras that do show the incident. So did they not have on cameras that day? Was that a choice or? Well, the camera is not active, that's my question. So I don't believe that they had them. It was my understanding that during some of these protests officers are deployed without body warn cameras and so that may have been the situation with officers Devan and valet that day. Well, what protest was this? It was uh, I believe I don't know the name of the protest but it was around the Columbus Day statue. Incident. What was copas recommendation for the officers opal? Recommended that the officer gave inovik be separated? And I believe there was a recommendation of a lower. Um, A lower dispatch suspension for officer valet. Say the first 1 again, I missed it. I'm sorry officer jovanovic. Uh, Copa recommended separation. So that he be fired. Correct. There is plenty to be said here. and I I'll say what I got to say, but I I just want to say this Uh, I really don't have to say anything. I feel like the young people and Miracle herself. Said enough. But we going to be here, and 280,000 ain't enough to fix. What was broken that day? It just, it's not and Miracle is a young person that I know personally. And so, for me, it's a real sick system. But I'mma say this, and I hope that y'all clearly understand where this is going the difference between miracle and rakia is Miracle. Okay. Or or professionally in our case throwing fireworks at police officers and and Frozen bottles and bricks and so on and so forth. There were, there were objects thrown at the officers. Yes. And and and, and where, and where the anarchist asked repeatedly to stand back and get out of the way. But yet they continue to wreak havoc on that situation. I believe they were yes, and and, and did we see the video when the GoFundMe that She was getting 80,000 dollars on a on a like 24 hour GoFundMe. Was that video watch? I'm not aware of that video. Okay, well I have it if you would like to see it, so But these people were there to do nothing but wreak havoc fight with the police tear down a statue because they didn't agree with the art that's been up for 90 years all of a sudden. Charles Galvin failed to stop at the red light and was struck by Gerald Covington's. Truck, officer Galvin squad, car, then struck the plaintiff. I Rachel mang, who was then, 71 years old, a pedestrian, with the right of way. Officer Gavin did not have his lights or Sirens activated and was not responding to an emergency. The plaintiff, claims a traumatic brain, injury and broken rib. As a result of that accident, the Department of Law recommends settlement in the amount of $400,000. At 12:25 p.m. officer Galvin was on patrol traveling south on Loomis approaching 69th Street. The officer was distracted by a call when he was about half a block away from the intersection and the light was Green. He did not look at the light again before. The crash, Covington's truck was traveling East on 69th Street and struck the squad car at the time of the accident Covington had the right of way. After the impact officer galvan's car. Struck the plaintiff, a pedestrian walking in the crosswalk with the right of way. The plaintiff was thrown to the ground. Slid and came to arrest in the street. Bodyworn camera shows the plaintiff on the ground with a wound to his forehead bleeding in his pants. Visibly, soiled with urine pod, video shows coming to truck entering the intersection as the traffic signal turned yellow. Meaning that the officer's light was red her GPS, the officer was traveling, 27 miles per hour, the accident was deemed preventable and officer. Galvin received a reprimand and was docked today. The plaintiff was transported from the scene to the hospital by ambulance in a minute, overnight and diagnosed with a scalp pain with Thoma and fractured rib in July of that year. The plaintiff was diagnosed with post-conference syndrome in November of that year, the plaintiff was diagnosed with chronic traumatic, headaches caused by the accident, the plaintiff has 119,000 dollars in medical bills. Plaintiffs settled, his claim against Covington for 000. If this matter what you proceed to trial a jury, could award damages for past and future pain and suffering past, and future loss of normal life, past and future, emotional distress, and medical bills. Thank you, chair, this case, arises out of a February 8th 2020 car, accident, at the intersection of Kedzie and Jackson where a fleeing offender, Maxwell Paxton, ran a red light and truck a car occupied by deed minion Robinson. 40 years old and plaintiff, Kevin Jones, who was also 40 years old, as a result of that, accident Robinson passed away in Jones suffered, minor injuries, the Department of Law recommends, settlement, in the amount of 1 million, 975,000 for deed Robinson and 25,000 for plaintiffs of Jones. At 9:45 off in the evening officer. Ralpho alzando was driving a mark CPD vehicle along with his partner officer, Angel Escobedo, the officers were responding to a mental health disturbance, near Jackson and California. The officers observed offender, Maxwell Paxton speeding and driving erratically. On Jackson at Pulaski, there's no evidence in the record regarding Paxton's, exact speed, the officers activated, their emergency lights, and sirens and attempted to catch up to offender, Paxton to conduct a traffic stop. Paxton swerved into oncoming traffic when officers activated their Emergency Equipment. They were 2 to 3 blocks behind a fender Paxton offender Paxton sped up after the officers activated, their Emergency Equipment. Getting further away from them, the officers did not call oemc because they did not believe they were pursuing her GPS. The CPD vehicle reached a top speed of 87 miles per hour and the fleeing offender was going faster. There is no evidence as to offender packs and or the officers exact speed at the point of impact. After traveling about 3 blocks with licensed sirens on the officers, observed offender Paxton, run a red light at Kedzie and Jackson colliding with 2, other cars, first packs and collided with the plaintiff's car then packs and collided with a Toyota About 0.9 miles and 30 seconds passed between the officers activating Emergency Equipment and the accident. The officers were 3 to 4 blocks behind, uh, the offender at the time of the accident pod camera. Capturing the Collision is the only video footage of the incident offender packs and deny driving the car and did not make further statements to police pact's vehicle belong to a woman who resided in Hammond. Indiana, there's no evidence in the record regarding paxson's relationship with a car owner and no evidence. The car was stolen, the car did not have insurance and no Contraband was recovered from the vehicle offender packs and plead guilty to Reckless homicide and was sentenced to over. 3 years in prison due to this incident. the general orders require pursuing officers to notify oemc and engage in a balancing test, weighing the need to immediately catch the fleeing offender with the danger to the public created by a Pursuit. Sergeant Thomas, Herrick the officer supervisors, reviewed the incident and determined that the officers engaged in a Pursuit. the sergeant noted, the officer's violated, the general orders by failing to notify OMC, and it concluded that the speeds involved required. The pursuit be terminated Watch Commander DS concluded that the officers became involved in a pursuit in that they had not properly notified oemc. Officer Alexander's Copa investigation never reached the final conclusion and no discipline was Med, the finding was closed. Hold officer. Alzando currently works for cfd. Officer Oscar Badu received a 5-day suspension for failing to call oemc. Body 1, camera shows the seat in Miss Robinson, barely responsive inside the vehicle, Miss Robinson and Mr. Jones were both taken to the hospital at the hospital. Miss Robinson was declared deceased. English was driving a covert car as a part of a gang Investigation Unit officer. English observed, a Ford Fusion speeding on Hamlin. The Ford was driven by Macklin Moore who was 44 with passenger, deeding AEL Ricky Island, and Susan, Fischer officer, English noticed that the Ford had turned into a parking lot and he parked to watch of anyone exited the vehicle or see if criminal activity would occur. He did not communicate with any of the other officers in the area. Officers, Eric ovo, the driver Martin Hernandez and James Farrell were driving an unmarked car in support of covert vehicles in the area including officer English. Officer AA was traveling on Washington when the forge driven by mlin, Moore turned out of the parking lot and almost hit officer oav car. Officer aedo, did not know officer English was stopped to watch the Ford. Officer aedo. Then attempted to make a traffic. Stop with his lights and Sirens activated. The 4 turned into an alley and officer aedo, followed unbeknownst unbeknownst to AEO. Officer, English also turned into the alley. The Ford increases speed at about this time, officer aedo, turned off his lights in Sirens, but admitted, to Coppa, to speeding up to get a license plate. The 4 continue to travel in the alley. Um, and then turn north on to Hamlin. And the alley near Hamlin officer osito traveled, 30 miles per hour, which was twice, the legal speed limit of 15 m per hour for alleys. There's no additional GPS for ovadose car until after the accident, then officer Oedo continued in the direction of the Ford onto Hamlin. Officer English also turned on to Hamlin officer english's car did not have GPS. After the Ford Fusion, turned on to Hamlin and continued to accelerate in a few box later, it went through a red light at Hamlin and Lake striking. Antoine Green's car Antoine green suffered minor injuries and did not Sue the city at the time of the impact, the 4 was traveling 76 miles per hour. 45 seconds and 6 miles past between the attempted traffic. Stop and accident. At no time. Before the crash did any of the officers contact oemc. At the time of the crash officer, ovadose vehicle was 400 feet from the accident and traveling about 32 miles per hour. Cameras on the building captured portions of the pursuit, um, or alleged pursuit in red light camera, capture the accident. The general orders prohibit, an unmarked vehicle for pursuing for a traffic offense pursuing. Cars are required to notify. Oh, andc officer, acvo. Testified that he did not pursue. Um, however his Sergeant John Graham found it was Reckless or inherently dangerous for Oedo to continue after the car when it fled the traffic. Stop, kopa found that a Pursuit occurred in that officer's, ovda, Hernandez and Pharrell violated the general orders officer. Also was found to have gauge in a Pursuit prohibited by the general orders. Um specifically driving the unmarked squad car. Um when the fleeting offender was only wanted for a traffic offense. Um all 3 officers were failed or found to have uh failed to timely notify oemc copper recommended 180 days to separation for officer aedo, and 10 days for officers, Hernandez, and officer, Pharrell officer, AOS was relieved of his police powers on April 18th of 2024 due to this accident. Mr. Island is survived by 8 children, Tanisha Island, who was 33 at the time of the incident, Ryan Island, who was 30 Fantasy Island, 30 is Iselle Island 27, Ishmael Island, 24, chisel, Island 22, Jamal Island, 21 and Janelle Island 21. All them testify that they felt finally for their father. And while Ricky Island had been divorced from their mothers for many years, every sibling so far is consistent that he lived in the family's home and never left it except briefly in the months prior to the accident. However, he had returned home and was living with his ex-wife in several of his adult children at the time of this accident. If this matter were to proceed to trial, the plaintiffs will seek compensation for Mr. Ireland's pain and suffering after that accident Mr. Ireland's emotional distress, after the accident, the grief and sorrow due to the loss of Mr. Island. The design will use a metaphor of the river and the building will have a serrated facade lined with east facing balconies to orient towards the morning, sun and connect to the nearby Chicago River. The ground floor will be set back to provide an expanded sidewalk and Landscaping. And the 74 will also be set back to reduce the perceived height and mass of the Structure Parking will be accessible from the ground floor with Ingress egress from the alley. Floor is 2 through 6 will house 9 units per floor and the 7th Floor will consist of both interior and mini amenity space. That will include a community room and kitchen as well as exterior Green Space. 100% of the units will be affordable to households at the 60% are median income and Below levels with 6 operating under the Chicago low-income housing, trust funds multi-year affordability through upfront investment, that are known as Maui which will rent to households at the 15 to 30% area. Funds from the federal Home, Loan Bank affordable, housing program of approximately, 1,290, a comma Grant of just a shy of 174,000, the first developer fee and general partner Equity of $100, which is required for the use of tax credits. It should be noted here that the de de development team has voluntarily agreed to defer approximately 1,281 for 988 which is 68% of their realized developer fee until the federal Home Loan Bank, monies are awarded and come into the transaction. Of the cost 72% are comprised of hard construction costs. The per unit costs are 775,437 and this is in part due to lower economies of scale. And again, the balconies are facing East to take advantage of the Rising Sun. You can also see the setback of the building with the entryway located, at the Eastern portion. The setbacks get relief to the 2-story and 4-story buildings. Alderman, Taylor, can somebody give me the percentage of Native Americans in the city of Chicago, I don't know the answer to that um perhaps uh representative from the development team would know the answer about the percentage of uh Native Americans in the city of Chicago. So you you know, the census estimates that there's about, could you could you give your name for the record, ma'am. Uh, my name is Shelley tessari. I'm the executive director for a Visionary Ventures. And the census estimates. There is about 32,000 Native Americans in the city of Chicago. But uh, we know that there's a lot of Native Americans that don't complete the census. So we know that those numbers are low and we understand that there's many more that live in the city All right. Thank you. Alderman Ramirez. Rosa. um, So, some years ago, I was actually hoping to bring this project to the 35th board. Unfortunately other women will sign on Rodriguez uh was able to well fortunately uh all the women were sign was Deuce, was able to bring it to her Ward. And from my time working on this project, my recollection is that the city of Chicago has the largest urban native population east of the Mississippi. Um, and access to affordable housing has long been 1 of the Communities main needs. There's a study that was put out by the greater cities Institute at UIC. That looked at the urban native population in the city of Chicago and 1 of the biggest needs that was identified for the community was affordable housing. And if you look back to the American Indian movement, um, in the 20th century, you will see at that point in time in the 70s and 80s. Uh, American Indians and First Nations people fighting for affordable housing in the city of Chicago. So this has been an issue that's been around for a very long time. Uh, and I want to commend all the women rossana Rodriguez for working with the community to get this project to this point. Thank you, thank you, Alderman, Ramirez. Rosa, any other questions? This is the first um, Native American Focus development that we're going to have in the city. Um, of course, it is very important to point out and to, to remind everybody that this is not exclusively for the Native American Community. It is going to be open to the community to everybody to apply. There are going to be services that are going to be focused in the on the Native American Community. Um, that will be provided from this space for which I am incredibly grateful. I think it's a beautiful project, um, that is urgently needed. Good morning, chairman Dal and members of the finance committee. My name is Muriel. Connor, Deputy Commissioner for the Small Business Development Bureau in the department of Planning and Development, I am joined by Leia aivaras program manager for the Tiff work program. And David Diaz coordinator of Economic Development, We are here today to seek your approval for an amendment to the tip Works ordinance, that modernizes the program and enhancing its Effectiveness and expanding, its reach to businesses across the city of Chicago. The Tif Works program is a long-standing Economic Development tool that provides reimbursement grants to subsidize employees training for businesses located in eligible. Tif districts. The program's core objectives are to improve businesses performance profitability and productivity by strengthening Chicago's. Workforce through, high-quality training opportunities, for both existing employees and new hires. Since it is establishment in 2003 Tiff Works has awarded over 35 million in Grants. Benefiting more than 600 businesses, 20,000 employees and 2,000 new hires. However, in recent years we paused new applications due to capacity, constraints. During this time, we worked diligently to develop the proposal before you today and enhance version of Tiff Works designed to increase efficiency and serve more businesses and workers. We are eager to relaunch this program and provide businesses with this valuable resource. Once again, we respectfully respectfully request, your approval of the proposed ordinance, amendments. At this time, I'll turn it over to Leah who will provide further details on the proposed amendments. Thanks, Mary good morning Scholl and members of the finance committee. My name is Lia varese coordinator of economic development in the Small Business Development Bureau with APD. In order to be able to relaunch the T Forks program in an efficient and sustainable manner, we are proposing making the following amendments to our existing ordinance. Authorizing the program in all qualifying Tif districts, Tiff's, funding is only available at this time to applicants and tiffs established before 2012. We are proposing to change the program name. From Tiff Works to work for Solutions. We are seeking authorization to have a program administrator and manage the grants, and we are also proposing authorization to fund grants with sources other than Tiff. The Russian officer changes. We are seeking authorization to operate. An eligible tiffs created post, 2012 to be a resource to businesses for more Tif districts with available funding and broaden the programs reach and impact. A name change from Tiff Works to work for Solutions is part of a rebranding plan to become a grant that the business Community easily recognizes similar to spiff or nof. The name change reflects the program's shift to a broader service area and will help increase our visibility making it more recognizable to for potential applicants. Authorization to use of program, administrator is essential to the success for relaunch. Having, this additional capacity will allow us to bring the program to scale, serve more businesses, and expand our reach without compromising, the quality of the technical assistance provided to applicants An authorization to use additional funding sources, will expand our reach outside of Tif districts to help businesses Citywide. It also provides continued funding as tiffs expire Last fall dpd issued an RFP to final program administrator, we shared it with over 130 Community Partners and all 50 of dramatic offices. Through this RFP process employment and employer Services was selected as a tiff Works program administrator. NES has over 40 years of experience. As a Work Force training, organization, providing excellent and Equitable Career Development, Human Services and partnering with businesses to cultivate a skilled Workforce. They have a diverse Workforce consisting of 111 staff, that identify as 62% black 22% Hispanic 14% white and 2%. Other, Additionally, they have various contracts providing Employment Services with a number of public organizations, including contracts with the city's Department of Family and support services and city, colleges of Chicago, to name a couple. The testimonials you see above from their work with the FSS and city colleges of Chicago, both speak to the longevity of the Partnerships and their ability to work with each organization's individual populations and cater to their needs. The atfs listed here and appearing in Blue, on the map were designated as tips after 2012 as such Turks is current not currently available in those areas. We would like to expand the Turks program to become a resource for businesses in these tips. These 8 tips span over 13 Wards. We have been a communication with all impacted Ultra persons to reach them and their staff and to answer questions and concerns. We have multiple letters of support and have not encountered any opposition. Additionally. In last fall, we also reached out to the majority of the 50 aldermanic offices to brief them about the proposed ordinance, amendments. Your site timeline. If this ordinance amendment is approved, we will begin. The onboarding process with our program administrator immediately with the goal of launching, the new Workforce Solutions program and accepting applications early. Um, in you mentioned the program is a relaunch. How much are we spending on? Workforce Development. Tif money on Workforce Development. Now We currently have a contract called manufacturing program model um that that contract this year spans over 4 tips only for manufacturing companies and over those 4 tips, we have 2 million dollars that's, that is all of the that is all of the, uh, Tif money that we're spending on Workforce Development now at this moment. Yes. Alderman, as I mentioned uh currently the program was on pause because of capacity and um, some of our staff was shift to other programs. So now we're relaunching the program. Okay. Um, I, you know, I I know I did did submit a letter of, uh, support on this. But I, something I would note is that, when I think of this is an unusual. Use for Tif money. And I think when we think of Tif money, we think of revitalizing blighted areas and in and um, and property developments and, you know, which thinks of it it, as infrastructure and things that are are tangible, uh, on top of the fact that we have the housing bond, which is supposed to be phasing out, tiffs And additionally, we're going to have a lot of Tiff sweeps in our future here with our budgets. Um, so I I I'm not going to vote, no, but I will say, I hope that we are keeping a real um, real measure on the return on investment here. In terms of how many jobs are we creating? Uh, how much Economic Development are we creating through this? Since it is a, since it is a bit of an unusual usage and we face, um, Fiscal issues for decades to come. So hope that we can measure uh the impact of this program as we consider how much further to go with this. Thank you. Thank you Alderman Conway. Although I think uh, Deputy Commissioner okano will attest to the fact that this is not really an unusual. Use of uh Tiff. This is Tiff works, and Workforce training has been a part of the Tif program from the very beginning. We have not utilized it as much as we probably. Can or could. Uh, so Uh, with the pause being lifted. Hopefully, we'll see more companies using this As a resource dollars last year, so it's pretty unusual. In terms of all of the Tif dollars that were spending, heck, we've already spent more time. I'm saying that the authorization to utilize money for that? Purpose is Not Unusual. It's it's not a classical usage of Tif money, that's the point. It is a classical use of Tiff. That's the point. I'm trying to make agree to disagree. I'm not voting. No. Okay fine. You can disagree. I'm just telling you what the law is Alderman. Wagers back. Thanks chairwoman. Um, Deputy Commissioner. Okay, Conor former colleague here. Um, Uh I'm definitely in support but just a couple questions um that I I wasn't able to get in when we did our briefing or had our discussion. Um, are there any additional Staffing increases on the city Side to operate the program? No, we currently have lean and David Diaz managing this program, okay? And then the overall plan for the marketing campaign. Do we have a approximate cost on what that marketing campaign will be? There will be no additional costs. It will be implemented in our nof spiff and Community Development, Grant Outreach. Okay, well, I mean for the uh, third party, that would be doing it. The third party receives a um receives 9% of um the the money that is rolled out. So, we'll roll rolling out 11% but it's in a reimbursement. Um, They they get funded. Thank you so much, sir. I just wanted to affirm the point related to the state statute that, while it may be the predominantly we use Tiff for infrastructure programs. It's never been knew that you can use it for more operational. human capital related costs like take the point that state sent you, to actually allows to be used to subsidized, care for workers within the TIF district just because we don't do that and maybe haven't found the most efficient means of doing it doesn't mean that we're not authorized to do it. So like I I just want to affirm the point that the tear was making in that. I just I also want Excuse me, Alderman. Uh, Vice chair out of order. I didn't, I didn't mean that to be confrontational if I came across with that tone. I do apologize. I just wanted to elaborate on the point that the chair was making. I I also just want to ask for elaboration on what's put forward in the document here. I feel like we do a great job of illustrating. The changes that are being made I wondered if you could talk about what Workforce Solutions has done and will do for small business owners. So, like, case in point if I'm a small business, owner, on Armitage Avenue and the Fullerton, Milwaukee Tiff. And I'm I'm thinking about whether this is something that I want to apply for what does Workforce Solutions, Grant accomplish for a small business owner, Thank you, and it really depends on their personal need. Um, so, for example, for a small business owner that may be, um, trying to improve their Point of Sales system, um, or improve whatever technology they currently use for their finances, or even the way that they actually have the setup of their, if it's a store location, they could use this program to work with the training provider that is That has the full knowledge of how to really customize the training. They may be seeking to their type of business that the business that they actually currently have. So for example, if they're updating the program of sale, they can assist come in and train everyone, that would be using that if it's a restaurant, they could provide, um, for any other ways that customer service training, uh, they could provide the backup. Um, Lecture training anything like that. So really it just depends on the type of business owner and the type of need, they currently have um with the goal being to help them keep up with industry standards. Um so as times are constantly changing, they can keep up with that and hopefully continue staying in business and this is for either new or existing employees. I'm sorry. Can you repeat that is this for either new or existing employees? This is for existing employees. We refer to them incumbent workers but we also work with new hires, so thank you, Mary for that. Um, if a business is growing and they have the need to actually hire additional staff, that's something our program can help with as well. We, we refer to that, as, on the job training. So they can hire once they're approved for the grant, um, they will hire their their employee, and we can pay for up to 3 months of wages. Um, and then, in addition to that, we really are, are focused on retention. Not just, you know, we know a lot of places have high turnover rates. So, in addition to the wages, we also offer an intention retention initiative to try to help them the employer. Keep their their new employees. Appreciate that. Thank you very much. Thank you chair. I think if somebody who is on the second term um we didn't really get a sense of how Tiff Works was working, right? It's so, Uh, I appreciate the presentation. Um I I was talking to 1 of my colleagues here about how it actually is helpful uh, in development of projects. So when we're looking potentially to say, we want to hire from the community and the community may not have the skill set to build, right, to have those kind of training programs, allow for more hiring within those communities, which I think is has a very stimulative effect, uh, and is necessary for a myriad of reasons. So, uh, I I have a better understanding of that. I think 1 of my questions is more through the chair. If you could send like examples or really a breakdown of what's been done in the past and kind of, you know, a breakdown of what those programs are. How much you might have been invested in each of them. Um, I think You know, to to kind of balance out what I'm hearing from our colleagues. We know that everyone's looking at us as being responsible, fiscal stewards of every dollar it's being spent or used. That doesn't mean you. You put the kibosh on a program, it just means we need better understanding as to what the metrics are and how we can better understand that. So I think going forward maybe that's a conversation for us to get a better handle on. If we're going to put funds towards a business, what do we anticipate the return on that being? And what does it look like post us doing it? Um, might allow for us to have a better understanding of it. Um, I guess along those lines. The businesses who might take advantage of the Tif funds are there certain requirements related to the wages? They offer. Um, what kind of businesses? What do we have there? As far as guidelines? We don't necessarily have requirements as to what type of business. Um, I mean we do in regards, they cannot be adult use kind of similar to what's to funded. Um, but in regards to um the guidelines for them to be able to participate, as long as they need an eligible training, most trainings are eligible. As long as they're located, if we we are currently using or we anticipate using 2 fun sources to start off with. So if they're located within an eligible tip District, if they'll be funded by Tif dollars, otherwise if they're located within another area that will be funded by other source. Um, really it's we're pretty open. Um we were here to help the small business Community to try to help them stay in business. So by that when you say small business, I would imagine there is potential caps on how much the business is making. Meaning like, if we've got somebody who's already making a whole bunch of money, They're doing fine. They're they're making profit year-over-year. Are they the ones who then also get to help. Pay off some things, they could actually fund themselves. They're well, that's something that we do look at their finances. Um, typically historically, the finance itself has not been a limitation. What happens at that point is instead of having maybe 100% of the funding, we asked them to, maybe we cap it at 75% or 50% and have them put more skin in the game in that way. Um, and also earlier you asked about wages, um, we do ask all of our employee employers that we work with, to pay at least minimum wage if not higher. So, when we do the, on the job training, um, we do have a cap on the wages that we pay, but we encourage them to pay above minimum wage. Okay. Yeah, I think I think, um, something that kind of maybe wrap our heads around and obviously this is much future conversation. I'm in support of this first just to make that clear um is is maybe with some of it might look like it's reimbursable grants depending on how much money a business has, right? So that way, it's like hey you guys are doing fine. You want to use this, in the meantime, sure. But you got to pay that back because you're different from like your mom and pop shop, for example. maybe Being the union town that we are. May be requiring a, uh, labor piece agreement. Perhaps, if somebody wants to take advantage of any of those funds might be a good balance, as well. Um just things to kind of think through, right? Because we know we want people that are working to be paid fairly to have the benefits to be able to collectively bargain if they choose to do. So then maybe requiring a labor peace agreement for anybody who gets these kind of benefits might be a fair thing include. So again, I'm in support. Um I I really want to see kind of what the return looks like and has looked like, um, so we can actually make the case because when our constituents come to us, As we see, even something as as uh, infrastructure is challenging to get across the the, the Finish Line. We want to make sure we have all that information. It's our constituent. So thank you so much and thank you chairwoman. Yeah, thank you. Um, just want to add to that the if there's a way to have uh in your marketing materials, the actual, you know, you mentioned, uh, maybe 50% of the cost you would have the applicant provide just to be clear about what The requirements are so that we can also Market that to our people. And businesses, ultimately, followed by Alderman Mosley. Thank you, madam chair. Um and um, thank you dpd for the expansion of this program. Um, I'm in full support. Um, I can name at least 1 business, recently schy Burch. Um, who was able to take advantage of a tiff. Uh, Tiff Works Grant, um, in its prior form. Um, that was there a, you know, over a hundred year old Bakery. Um, that has moved around the city but has made its home, um, in the 11th war and they employ a lot of a lot of folks. And they got a new piece of equipment. This is about keeping jobs in the ward, um, and uh, the additional funds really helped to um, secure those positions here. Make sure that their employees are well trained that they didn't lose any time. Um training people on new equipment, from a production perspective. Um and I'm I'm really hurting to know that we're going to be able to do this Beyond uh the limitations of Tif districts. Um, there's nothing more frustrating. I think for for those of us on this side, Mary, you've experienced this too um is to have a small business owner who lives across the street from the Uh from the Tif border um and they're ineligible for available funds. So I really um, applaud the fact that we're we're going to have more resources made available. And these, we're not talking about million-dollar grants here, folks, these are small, um, but very meaningful grants to small businesses. And I think anything that we can do to continue to support small businesses, so that we can keep jobs in the communities, uh, investment worth making. Um, and I also Echo the sentiments of my colleagues. Um, Alderman bosquez with the just making sure that we've got the metrics to support all of it. Um, Can you talk about the the other resources are we? Is this from the bond? Is this like, what other buckets of money? Are we tapping for this? At the moment, we do have the housing Economic Development Bond. Um, we do, we were allocated about 10 million, um, over the next 4 to 5 years. Um, in addition once the program, hopefully, be launched a successful and we're able to get that off the ground, we will continue to look to additional funding sources. So that's something that has been in our radar for some time, right? And can just for everybody sort of a knowledge, What's what's the average size of 1 of these grants? If you had to like, put a number to it? Average size for the grants. Yeah. Um, historically, it's been about 75,000 on average, but really we we've had smaller grants ten thousand dollar grants for really small trainings. And we've had larger, we had a half a million dollar grants. Yeah. So those tend to be the outliers but average is about 75,000. 10 million doesn't sound like a lot, but I know that, you know, between what's available in the tiffs and uh and the ten million dollars, I have every confidence that you're going to make it. Every every bit of this stretch. Um, and I know that from the small business owners perspective, they're going to appreciate the opportunity to be able to get some resources um from all the tax dollars that they've been paying in frankly. I think about the good life Cafe, uh, long-term business in our Ward. But overall the call for more and more restaurants and Hospitality, uh, this really strengthens our Ward to not, just enjoy and have those things, but to also work, uh, at those places and and put In our community, um, in those positions.
