I'm here once again to advocate for 0202383, the Humane measure to ban the sale of new fur in Chicago. The alarms have been ringing for years but now bird flu is here and it's already killed people. The price of eggs is soaring and it could soon disrupt Our Lives just as Co 19 did. Here's an article, uh, an excerpt from an article from 2023 catastrophic bird. Flu outbreak at mink farm Sparks alarm, as some fashion brands. Won't give up for from February 7th 2023. Historically mink fur has been a symbol of classic Glamour and luxury but a farm producing, it has now become a transmission site for a disease that could kill you and half of everyone, you know? With bands on of mink Farms, already enacted in several countries due to Prior Co 19 Outreach. Last, uh, troubling new study, made headlines last week, after finding mammal, to mammal transmission of the deadly. HF N1 bird. Flu virus on a mink farm in Spain. So far the virus has had a 56% mortality rate in humans that have contracted it causing multiple experts to call for the total of of I'm sorry. Total closure of mink Farms. so, again, all of these issues with confining animals to, uh, thousands and thousands of animals in tiny cages on filthy Farms, Causes a lot of problems and we don't want another Co 19 out. Uh there are plenty of uh artificial and synthetic man-made materials that keep us just as warm as the Pelt of an animal. So I thank you for your time and consideration today. And I on behalf of the Chicago Alliance For Animals more than 3,000 members, and the millions of people who don't want to see animals suffering on. Um, I'm speaking behalf of myself a Chicago resident and World animal protection and international animal. Advocacy organization with members in Chicago. We strongly support a Prohibition on the sale of new fur products on 02002 D. 02023 d 0002983. It is not possible for wild animals to adapt to live in high densities and cramp spaces. Typical of farms welfare issues, documented in a wildlife Farms, include disease, malnourishment stress induced, behaviors injuries, infected wounds, cannibalism physical abnormalities and premature death. Almost all for products. Come from animals. Kept in large factory-like. Fur farms animals are confined to Tiny wire cages and unable to fill their basic natural behaviors many animals engage in self-mutilation, such as biting their feet and Tails frantically pacing and circling cannibalism and infanticide Most animals farmed for fur or mink and foxes both wild animals the fur industry claims that mink and fox Farmers follow strict guidelines concerning the Humane treatment of animals they will cite industry created certification schemes and professional bodies but on their face guidelines that allow for wild animals to be kept in small cages for their entire lives cannot be Humane. A new market is emerging for Next Generation. Fur, we now have alternative materials that achieve the softness and warmth of animal fur without the cruelty and health risks involved for a farming. And the polyesters of the past, these new materials are recycled plant-based or lab grown. For example, bio fluff, takes fibers from flowers, stems and leaves to create plant-based fur. Ecoeler, textile company partnered with more than 300 Brands including Stella McCartney, recently, unveiled. An animal free textile with new material called Flur which is 100% plant-based and biodegradable. We simply no longer need for from animals, we urge the committee to support this ordinance. Uh, I am here in support of the proposed trade in for products ordinance. I am, uh, a resident of the city and the CEO of Born, Free USA, a global wild protection, Wildlife, Protection Organization. Born Free has worked for more than 2 decades on the exploitation of animals. For their pelts, our research and investigations document the cruelty and public health and safety risks of fur for fashion. Fur Farms, the main source of Pelt production are toxic and undeniably cruel animals are housed in stacked cramped wire cages in grossly unsanitary conditions they live a miserable and painful life before they are inhumanely killed. The toxic chemicals used throughout the industry, pollute our land air and water mink farms in particular pose a serious public safety risk as mink have ideal respiratory systems. For incubating mutating and passing diseases to humans, including Co 19. And now Bird, flu, the cruelty continues with trapping animals, cotton trap, chew off their own, limbs to escape, or they languish for days of dehydration predation, or being bludgeoned to death by the Trapper traps are indiscriminate. They catch non-target animals, including endangered, species and family, pets. I hear Too Many Reports of beloved cats and dogs found with life-threatening injuries, and infections after having been missing for weeks, all of this cruelty and risk to human, safety is carried out, in the name of a diminishing industry public acceptance of fur for fashion is in Decline, a 2020 poll found that 71% of Americans oppose killing animals for their fur. In line with decreased public, demand for production, has plummeted by over 85% in the last 15 years with luxury fashion houses and major retailers turning away. From this practice, this ordinance is narrowly focused. It will not prevent existing businesses from selling used Furs, or animal products, or from servicing for apparel, this ordinance will simply close the door on an already dying industry with negligible impact on the city's economy. Fur is no longer in fashion. I encourage you to support this ordinance and make Chicago 1 of the city's leading the way to end cruelty to animals in the world safer for all. Thank you. Our final speaker is Nicholas arivo. Did I say that right? Yeah, thank you. Sorry for the poor handwriting too. I've got a broken finger where I'm getting surgery on and just a couple hours, but it's important for me to be here today. Um, chair Silverstein and members of the committee. My name is Nick Revo and I'm the managing attorney for the Humane world for Animals formerly called The Humane Society of the United States as well as a first word resident. I'm here to ask your support of this ordinance which ends the sale of new fur products across the world tens of millions of wild animals like foxes mink. And raccoon dogs are bred and killed in factory farms every year for the sole purpose of turning their pelts into fur products. Like hats, chains and other novelty items specifically. This ordinance will phase out the sale of new fashion products made from animal fur. The bill contains Common Sense, exemptions such as for used for products. And those used for religious purposes, Humane world is supportive of the ordinance because of the extreme animal cruelty associated with fur products, as well as the high cost to the environment and Public Health. Earlier this year at the request of County and state officials in Ohio are animal rescue team assisted with the removal of hundreds of animals on a fur Farm after the owner passed away. Once on scene, our responders reported some of the most horrific conditions, they'd ever seen with animals, living in their own filth suffering from injuries and missing Limbs and even dead animals left to rot in their cages, through an enormous effort. And extensive resources, we saved more than 330 animals from this fur farm and had them placed in sanctuaries and rehab facilities across the country. Committee members, this incident is nothing out of the ordinary for animals living on fur farms in the US or overseas including in China where most fur Farms are located. Fur farmed animals are not protected by state or federal Animal Welfare laws or Humane, Slaughter laws, they're killed by gassing electrocution, and net breaking to keep costs low and not damage their pelts investigations around the world show animals suffering, immensely and fur Farms with wild animals locked in cages for nothing more than fashion. It's time for Chicago to take a stand and not be complicit in this cruelty. This ordinance will create a more Humane Marketplace for Chicago's consumers while having minimal impact to businesses. Most fashion brands have already gone for a free. So, new stores, continue to sell fur in Chicago. And most of the fur products told at those stores are smaller accessories, such as fur, pom, hats or fur. Trim gloves that can be easily replaced with Humane Fox alternatives. By passing this ordinance. Chicago would join numerous countries across the world as well as the entire State of California and multiple studies throughout the US in an effort to end the sale of new fur products. My name is Ivan kopali and I'm the acting commissioner for the Department of Business Affairs and consumer. Protection also known as bacp I am honored and humbled to have been appointed by mayor, Brandon Johnson to serve as commissioner of bacp I come before this committee seeking your approval to lead a department that impacts every resident. And visitor of our great City. I would like to thank the members of this committee for your leadership, in fostering, a fair and vibrant Market Marketplace for businesses workers and consumers in Chicago. We have many opportunities ahead of us, but first, I want to take a moment to tell you about my past professional experience. I have been a dedicated public servant for the city of Chicago for 29 years. Most recently, I have served in several leadership roles Within bacp for nearly 3 years. I have served as bac's first, Deputy Commissioner when where I manage daily operations Prior to First, Deputy I served as bac's managing Deputy Commissioner where I directed The Department's finance and administration divisions addressing and resolving, complex operational challenges. I also served as bacp, Deputy Commissioner of business compliance and enforcement, where I launched, bacp first nights and weekends team to enhance regular, uh, Where I launched, bacp first nights and weekends team to enhance Regulatory Compliance. I implemented the Innovative active compliance program and strategy in which bacp investigators make non-punitive visits to businesses to share information about compliance with the with the municipal code and other regulations. In my 8 years with bacp, I have developed a deep understanding of our divisions key stakeholders and partner agencies. And if confirm that as commissioner, I look forward to working with you and to, to leveraging this experience to advance bacb's mission. Before joining bacp, I served in the Chicago Department of environment and the Chicago Commission on Animal Care and Control. During my time with each department, I implemented programs that continue to be utilized and still efficient operations today Building on the accomplishments, already achieved under the Mayor Johnson Administration the bacp team. And I are committed to advancing Innovative strategies. That support businesses create jobs and enhance the quality of life of our residents. My tenure with the city of Chicago ensures continuity within bacp operations allowing for a seamless trans transition and progress of key initiatives. Additionally, my deep understanding of the Department's internal processes programs and goals. We allow to build an existing successes while identifying new opportunities for growth. I am. Um, thank you Ivan. Um, there are lots of members from the committee that would like to speak. We're going to start with ottoman viegas. Thank, thank you, uh, Madam chair, and thank you for allowing the courtesy of going. First, I have a pre uh an engagement to get to um, acting commissioner. Um, How long have you been acting commissioner? Uh, since July 1st of 24, we just had the Oscars inside, you've been acting quite some time here. I'm glad to see that the that this, uh, that this appointment is coming to the full body to the committee and then the full body for for appointment. Um, I know that we've worked together on a couple of things uh just recently on the towing uh the Rogue Towing, which is an industry. That's just um taking advantage of consumers. But also as a public safety issue, when you have these Rogue tours speeding around the city chasing accidents and then taking advantage of consumers. Um, I know that we're working on something now and looking forward to collaborating more on that and appreciate the the, the teamwork that we've had thus far, um, another issue that I wanted to talk to you, uh, and try to get, um, your approach to this is around um, gas stations that uh have faced some challenges with Public Safety. um, but but unfortunately what we've seen is that um the department of buildings bacp CPD and some other departments uh have um not really given any predictability to the owners of these gas stations as to when they can open and we've seen in some cases, gas stations closed for 4 to 5 months which ultimately hurts us, right? Because if they're not selling gas, they're not selling goods and they're establishments. They're not hiring people locally from the gas station. Ultimately, that hurts us? Yeah. What's what's going to be your approach to making sure that gas stations? And some of these facilities that have some Public Safety challenges are dealt with. But also at the same time from a a business standpoint are able to open up uh and continue to produce Revenue that the city needs. Sure. So, thank you for the question Alderman. I I think the the issue about gas station become Sexually a public safety 1, uh, the complaints that we get from the community is because it's it's it's around gas, stations allowing, um, activity to take place on the properties. Uh, we work closely with CPD. We work closely with the Department of buildings to address those issues, uh, bacp. Um, it's a partner in this in this initiative. Um, Although we have a lot of tools to address those issues when it comes to closures. Um, bacp is not 1 that has immediate closure Powers is a process. Um, uh it's a progressive process, it's it's a it's a a a a advancing enforcement but working with C with Bas with buildings which is the department that has actually immediate closure uh Authority we can work on trying to get those move a little faster but again it's it's a collective effort between 3 departments. I can continue to uh uh make sure that bacp is present at this discussions and involving your office. It's going to be crucial to this well and and, and I look at your department as the advocates for businesses as well, right? And um, any organization or corporation, that produces revenue for the city, uh, they need to have an advocate and I, I would hope that as um, these problems come up around, Public Safety. And, and, and to be fair, I mean, um, we do have some bad actors, but we also have folks that get lumped in. Absolutely. And and what we want to do is make sure that those folks that are trying to abide by the rules. Yes, hiring extra sec. Charity are not penalized and and uh, lumped in with some of these folks that really don't care about Public Safety. So, um, I'm I'm looking forward to working with you and your team uh, around, try to make sure that there's a balance in in making sure these gas stations are up and running, but at the same time, providing, you know, absolutely Public Safety. And then also looking forward to you with rotors finally, try to put it in just colleagues just for the record. Just so you know, we're number 1 in the country. Uh as it relates to Road tours, um Philadelphia had that um, was the Champ for a while but now we've overtaking them. them. And this is an industry that prays on consumers and takes advantage of people to the tunes of thousands of dollars. And the rental, uh, rental car market is also a victim where, uh, in some cases they're, they're, they're, they're their car is held hostage for tens of thousands of dollars, uh, in order to recoup their property and so that's something that we finally got. Get, get a handle on here, locally. I know that our hands are tied. At the ICC as well as preemption from the federal government. But locally we've been able to introduce an ordinance. The first of its kind in the city to license uh uh, towards but we need to go a little bit further because that that issue continues to be, uh, uh, re prevalent in the city of Chicago. And so looking forward to working with you, we are. And at the time, looking forward to supporting your nomination. Thank you, sir. Thank you Ivan. Thank you. Madam chair. Been nothing but a stellar in my for me in the community because you're accessible when I reach out to you. And, um, I was hearing my colleague talking about um, Towing and, you know, we was just on the phone. Couple of weeks ago, and it's a collaboration. Between yourself myself and the commander. And, uh, we had um, a location in the war where I guess they stealing cars and putting them in a location and um, people who have been involved in accidents and Resolving that issue. Uh I guess I gotta find out, you know, last time I spoke everybody was meeting. Um, To find out what happened. But, you know, if we had not been in collaboration, Uh, the the gentleman came in to see me on Ward night. And now he want a zoning letter out there. The task force has been out there to shut him down so by by not collaborating with you all. I didn't know that until The commander brought it to my attention and then I was able to reach out to you to find out and uh, get all the details of what was taking place. There was another incident of a, a young lady. That was operating. uh, party night hours, and, uh, with the Commander in the 15th District, different Commander, um, She had a retail license. But she was calling, and a lot of may have in the neighborhood partying all night long. And this regarded the commander where they reached out for your office, everybody came out. And she was shut down. Mashi failed to go through the proper procedure of obtaining, a licence we may have to revisit again because some people are hardheaded and they don't listen. Uh, they still try to find other ways, but, uh, for all the, the the work that need to be done particularly in investigating these business. I think that, uh, you all are doing an outstanding job there and, uh, even more. So. So, I appreciate that work that you've been doing and looking forward to continuing to work with you 1 thing, I can say for you is, um, and I can, uh, thank the mayor for your appointment because I like to see folks who come up through the ranks. Who had the knowledge. Um, not from outside. But from inside, thank you. So, you know, how that how it works, and you know how to work with the public and make it better for Chicago. So, thank you. Um, morning Alderman in almost 30 years. Uh, Working on and off for the city of Chicago, 14 is alderman. uh I really enjoyed my experience working with you going back to the former Department of environment and then the last several years here Uh in your roles with um, business Affairs. You know, when when the world was upside down and we had real problems in our communities, With, uh, Rogue businesses late night parties, uh, creating a real public safety issue in our community. It was Ivan that I would call and it was Ivan who I would meet at midnight at 2 in the morning at 3 in the morning, with the building department and the police department to try to get things under control. Um, and it's Ivan who I call when I have small businesses that need support. Um, you are the right person for the job. I look forward to working with you. Um, Commissioner kapelli. just want to congratulate you, but I also want to thank the administration for um picking you. I don't know why it took so long since July to do this, but I'm glad are here and we are doing this. Um, are a phone call away and your staff as well. I tell you. build you up. But 1 thing that my colleagues keep mentioning. Your you going from Department, it's called institutional knowledge. And that's what you have. And it's very, very important here especially in the city because um, you know, how things move and you know who to call, you know what to do. Uh, unfortunately we have people in positions that don't have institutional knowledge and they're just not even from here. But, you know, 1 thing, I am very grateful that you have it. My businesses are thankful myself, my staff is thankful because you guys been a big big help in in in my word by here. In other words, here, in the city of Chicago. Thank you. So I'm here to tell you that you will have my support. You hear all the accolades, you're going to hear it. It's kind of repetitious, but I think you, once again, for taking this job because it's really hard to be in this environment. But I know you're the right person for this job and plus the history. The people that have been in front of you and teaching you. And then also, you're a smart guy. Thank you. Appreciate that. So thank you for doing what you do. Um, at the risk of being repetitious, it should have happened last summer and so I'm glad that we got to today in March. But uh, may, I used to hear a lot, it's High School Spanish. Um, I just want to, uh, Thank you for the nights and weekends team. They spent a lot of time in my ward or there are very essential for those of us that have entertainment districts where you really need people on the ground. Um, and all the work you guys do with our businesses at Wrigley on Hallstead, we're approaching the beginning of uh the busy season. And I know you're going to be in my ward with the team that you have, which is also excellent. Um, I'm a lifer like all the women myths and appreciate that you are too and most of your team is and and to have that knowledge to have. Those relationships means you'll be able to get things done. And what I think is going to be a very tough business environment, uh, between tariffs and uncertainty, uncertainty, we're going to have to be creative again, like we were during Co, and so we're going to lean into you and your team, um, to really help where we can cut the tape, and it's kind of a buzzword, but it's something we you, and I take seriously. I know it's just the mayor, um, and to make sure that we're we're keeping people to float because I think again, I think it's going to get tough soon. So thank you. Who would like to say something Sit on your lap. Um, Uh, this is a very, very important and thank you madam chair for allowing me to speak. This is a very, very important, uh, appointment. Um, and I'm, um, not a Committee Member wanted to make sure that I was here, uh, for this process. Um, we've done a lot of work together, um, you know, paid leave and and and, and um, the the, the 1 for wage, and now with, uh, ride, share your your staff. Your team are a bunch of rock stars, folks that I really enjoy working with. We don't always agree on everything but that's okay because we're able to work through those things and get things done. Um, you know, the fact that uh, your teams, uh, have added, uh, some some ability to get things done on the weekends. Uh, and nights is really crucial. Um, the fact that we've been able to get a through the last budget and um, an Outreach fund, uh, for right share um you know, there's so many other things that we've done together, even in your short time here. I'm incredibly impressed by your work Ivan. Uh I look forward to your appointments. Uh, I don't think anything is going to change. I think you're gonna, you know, keep on moving forward. Uh, but certainly, the title is very warranted and and that's what is going to change. Uh, and I, uh, Echo the course of my colleagues that this should have happened a while ago, but glad it's happening now. Um, and you know, Chris will talk after this about my bar, um, that we need to take care of, um, but bottom line is, um, you're going to do a great job because you already doing a, a great job pass proofs future as far as I'm concerned. Um and that is definitely the trade that you bring and have always brought in every role. Um, as I was sitting here thinking about, you know, we could talk about all the great things you've helped do in my ward, in this role. Um, but when I think about over the last 10 years, often times you've been in Positions where I'm usually calling screaming and yelling, whether it's about loose dogs or crazy businesses. Um, and I know I've taken a toll on the hairline with my phone calls, um, but I appreciate your steadfast resolve on always finding solutions to the problems that are presented. Thank you so much. Um, and I think that, uh, that is something that is sorely missed in this building and hopefully it will be contagious. Uh, once you are confirmed, thank you, sir. Thank you that. Thank you, and just to wrap things up. I also want to say that I am very excited about this appointment. Uh, you and I have worked for several years um with help in the 50th Ward, and even closer now that I'm the chairman of this committee and I just want to Echo that. You have an amazing staff and I think, um, you haven't We have a great partnership, and I'm very happy that this is finally coming to fruition. A substitute ordinance to amend title 4 of the Municipal Code by adding new chapter, 4-41 entitled trade and fur products. um, there is a substitute, um, Alderman, Cardona moves to recognize the substitute all in favor. Say I any opposed, the opinion of the chair is the eyes have it. The substitute is before us and the chair recognizes Alderman Lopez. Thank you, madam chair. I don't wish to labor the conversation. Um, what we have before us as you heard, many of the speakers speak today is Basically a ban on the sale of new. Fur products in the city of Chicago. This substitute ordinance was done in collaboration with the Department of bacp, the Law Department, uh and various stakeholders. We've reached out to all Wards for conversations on how we can move forward with this. Um, and I'm proud to say that, uh, I think that we have What makes? The most sense for a city moving forward. Um, particularly when we look at some of the exemptions that we put in, as we did for religious purposes, um, We know that we can transition away from live for formerly live for products.
