I'm here as a member of the Jewish Council on Urban Affairs which is in Turn part of the Illinois, Green New Deal coalition. Um, I'm here because you all have the opportunity to move the conversation forward today on some really really important legislation. Um, it's no secret that we're in an affordable housing crisis in the city and has no secret that we're an environmental crisis in the city. And it's also no secret that those crises are going to get worse under the Trump Administration with his harmful policies and cuts to funding that are coming. Um but we have the opportunity as a city to take control. Of, uh, of our housing future, and our environmental future by implementing green social housing. Um, social housing is a model of housing. That's long, been popular in Europe, but is just beginning to be piloted here. That focuses on uh, municipally owned and operated tenant governed, mixed income housing. Um, it's self-sustainable where the mixed income units can subsidized affordable units, we have the opportunity to bring people from 30%, Ami up to 80%, Ami into beautiful green new buildings. We can acquire and build new housing that, um, that is up to the highest environmental standards. If we are creating new housing for a future where everyone can be housed, it should also be a future that is not contributing to the ongoing environmental disaster, that's building Health uh for our environment that's building health for our tenants. That's making it affordable for people to live to pay for their, uh, utilities for all of that stuff. Um, so 1 key element of social housing that I'm really excited about, um, that that our Coalition learned from talking to Partners in places like Berlin and Vienna is also tenant governance. This democratizes housing, it allows the tenants of buildings to take control over what happens in their building. They don't have to go to a management company or a landlord when there's holes in the all, um, they can do it themselves. Um, They can do it through through, through housing democracy. So we, we have the opportunity to House people. Affordably to House people in ways, that benefit our environment to House people that give people a real permanent stake in their neighborhoods, in their buildings. But in order to do that, we need to have a further conversation about it and that conversation belongs in the housing committee. So I'm asking you today to be part of that future of vision of affordable green, social, housing and vote. Yes, to move the green social housing ordinance into the housing committee to continue this conversation further. Thank you all so much. Thank you. Our next speaker is Jasmine Smith. Okay, good morning everyone. So, I am active as Jasmine Smith with Chicago alliance against race and political repression. Um, and I'm just up here because our referendum is not up on the agenda. And I don't understand why. And I know why it's in the rules committee. And I'm, and I'm um, because of him Lopez and just so y'all can know the description for the Committee on Public. Safety says the Committee on Public Safety shall have jurisdiction over all matters related to Police Department, the fire department and the office of emergency management and Communications and the civilian office of police accountability and on and on and on and on. So for that reason alone and we Everyone in this body should already know. There's no reason for our referendum to be stuck in the rules committee so it can die or so y'all can keep like just leaving it there to bury because we're going to come up here and we going to be mobilized people to fight against it. Put the referendum in a committee that is supposed to be in, so it can be passed and voted on on the floor. So we can put it on the ballot. So the people of Chicago can vote and put a yes or no. If and put a yes, or no. If they want this to be added to a audience that was already passed in 2021 and a Public Safety Committee with you, all to know the ecps, For police accountability. I can't say it enough to all y'all in here. I don't know why y'all so afraid or why y'all compromising when it comes to us, being able to have accountability when the officers are doing wrong, and our communities, you got the judges, you got the states attorneys, and then you got these faces, and these bodies that's supposed to be helping, protect us and stand for us. And it seemed like y'all continuously, failing us, other than doing, right? It's making me so bad. Like I just told Alum and Scott like, I'm thinking about running to be in y'all 1 of y'all's seats, because we need more people with backbones like all the men tailor in a few more Autumn is that I know that we don't have to be calling beating down y'all Wars or mobilizing all wars against y'all to get y'all to say yes to what we're fighting for when it comes to police accountability, my 2 love ones are still rotting in prison right now for being wrongfully, convicted, 14 and a half years 17 and a half years. I have over 50 cases of people, wrongfully, convicted and tortured by police. If y'all want to say the city budget is simple as 123, come to our town hall on the 22nd. That's going to be a list of names. A lot of these guys willing to take a deal to just get out. They don't even cater to the city, but y'all don't even care to sit down to talk to these people, that's been hard or the people that's fighting for them. Y'all should be ashamed. I'm not. I'mma tell y'all we're knocking doors. This summer. Y'all, so comfortable in these seats. Like y'all removed. Everybody that's standing against us and that's standing against black people, ready? Ayana, Samba Simba. Say your name for the record please. Hi uh, good morning. My name is Ayana Simba and I'm the city government Affairs director for the Illinois. Environmental Council. We represent about 130 environmental or the state including many here in Chicago and today I'm testifying in support of moving the green social housing ordinance to reassigning it to the real estate and housing committee. I will say that we know that we are in housing crisis right now. Right, we know that 51% of Chicago, renters are house burden and we also know that we're facing a climate crisis each week. We're experiencing extreme heat or extreme experiencing extreme cold. We have more increased storms, we have more flooding things that we need to deal with. And so this ordinance, I do believe deals with alleviating both of those issues. Um, we know the developing community on mixed income environmental sustainable. Housing is an answer to the calls of many environmental and housing, Advocates, calls that we've been making for decades. However, I will say that this ordinance is missing, a few elements that would make it truly effective. It should include existing housing. So it should include Acquisitions, not just new construction. Stronger decarbonization standards, stronger accessibility standards and increased transparency and oversight from city council. With that said, I do urge the committee to vote in favor of moving. This to the real estate and housing committee to allow for more robust discussion. Thank you. Thank you. Our next speaker is Laura Salman. Um sorry my name is Laura Salzman. I am the transportation policy analyst for Access living, a disability, Justice org. You've heard me come here before you have heard co-workers of mine, our consumers and countless Advocates, Express support for a plow. The sidewalks pilot that several City commissioners helped design and which already has money, allocated in the budget. In this case, I'm just asking that they get referred out to The Pedestrian and Traffic. Safety Committee can consider a program. That would treat a small part of the city's sidewalks, the way it treats treats and bike Lanes. because pedestrians on the street to Transit, sorry, pedestrians on their way to transit to uh or a local business deserve to be able to safely use the sidewalk. So that wheelchair users, do not have to roll down the street to make it down the block or to the bus. Because at least the street has been cleared. I understand that for some of you I see and snow-covered sidewalks and crosswalks are not a big deal at least until you slip and get the concussion or need a stroller or develop a disability yourself. But for many people with Mobility disabilities, it means not being able to get to your job or to the grocery store. Calling to file a complaint, does nothing to fix an obstructed sidewalk or curb ramp in that moment and often nothing for future clearance. The pilot together, real chance to be considered by the committee and have a discussion over. Whether traveling the city in cold weather after snowstorm is something disabled, pedestrians deserve to be able to do. Thank you. Try it. Try a leech, O Sullivan. Hello everyone, I'm Terry L O, Sullivan. I'm a housing organizer with Panka lsna and a representative on the green. New Deal coalition, who has been fighting for years to create and move forward on a program of green social housing. Something that I think everyone in this room should agree on is the way the city and our country has been delivering affordable units for years is now working. So I stand here as a part of a coalition that's looking to do something about it. 1 that has boldly looked for new and creative ways to deliver affordable units. Something that's going to be deeply affordable. While not breaking the bank at the same time. We've been grounded in the knowledge that the market alone is not going to deliver affordable units for working-class Chicagoans. And yet, it has some powers that this new program is trying to leverage. And that's why we're excited by Green social housing. A creatively structured approach to create physically fiscally sustainable, high quality and deeply affordable units both in its mixed income approach and the structure of the residential Investment corporation that leverages the expertise in development style of market rate Developers. Now, there have been some disagreements between those in this body, and the Department of Housing about governing style acquisition and construction, uh, Etc. And it's our belief that we need to move forward while continuing to iron these out. We cannot get caught in the rules committee. When there's so many Chicagoans who badly need affordable housing, it's especially ironic that when people talk about the need for efficiency, the need for cheaper units, the need to move quickly, we're getting stuck in the rules committee. So these are disagreements that are possible to solve. And I think we want to applaud the collaboration in the spirit of good faith that we've seen on both sides many in city council and in the mayor's Administration to work on this while moving forward quickly because we can't wait. Um, and in this moment when we can't rely on the federal government to fund affordable housing, we have an opportunity for a standalone program. It's going to stand up on its own legs from the city. And provide deeply affordable, environmentally sustainable and tenant government units. So please let us not dillydally any longer thank you. Thank you. And our final speaker is Tom, Juan Sims. Calls me to go through legalities. Now, I have an order of protection on my name. This is a customer service agent. But when I went to court for that same case, 2, d 2 3, D7 955977, which I went to going obtain the order of protection against the mother. She was given a 2-year order protection against me. Out of that. Same Clerk's Office. And I can't imagine. Why somebody will put that and she's an older woman. I seen all the other day she had on all go. She was downstairs in the 37. She walked past.
