Uh, we have 1 item to consider today is item 28, the last item on the agenda that was emailed last week and in your packets today, ordinance 2025 that's 00004. 14967 Redevelopment agreement with Matthew scarosso. home conversion in the 13th word, no long Zara from the Department of planning and development is here to present and testify on behalf of this ordinance. Good afternoon chair members of the committee again for the record. My name is Nolan zarov with the Department of Planning and Development. The item before you today is uh, the land sale. Uh, city-owned land sale of 6411, South Central Avenue um in the 13th Ward. Um, this is in the clearing community area in the Archer Central TIF district and the Southwest planning region. Um, here you can see a general overview of the site location. This is a, former cfd Firehouse that was closed DIA commissioned, in 1991. It's been vacant since then. Um, the total land area is about 6,500 square feet. The building area is 4,064 square feet, um, and there will also be a resoning from b11 to rs-1, um, to allow for um, uh, a single family residents here. Um, here you can see uh, a couple photos of the existing conditions of the site. Um, and the project is again, the Redevelopment of this former Firehouse into a single family. Residence, that will include 3 bedrooms, a kitchen, dining room and living rooms on the second floor, a garage for 2, automobiles storage and home office on the first floor. Um, the applicants have retained CJ Architects and ugama construction for design and construction of the of the property. Um and the purchase price uh will be placed in escrow uh for environmental remediation. The total project cost is 305,440 um and the applicants say they can begin work on this uh or complete work on this 6 months after closing. Um, here you can see an overview of the project budget. Again, the total, uh, the total budget is 3055000, um, which includes the purchase price of 65,000, um, and a portion of that purchase price will be held in escrow and drawn down on for environmental remediation. Um, here you can see a rendering of the exterior of the site. Uh, and there were some interior shots, those are no longer in here. Um, but I also want to just point to the timeline, this is a pre shy block, Builder, land sale. So this, uh, this land seal was initiated in Spring of 2021. Um, it was actually, uh, went into the Chicago Tribune as a sealed bid, um, negotiated sale. Um, it was published in the Chicago Tribune for 8 weeks, um, starting in April and ending in June of 2021. Uh, dpd received 3 proposals, um, by the due date of June 30th, uh, which we evaluated and the proposal submitted by Katherine, Melvin, and In Matthew scoones, uh, was the 1? That was selected um, as the highest bidder, um, between 2022 and 2023. Um, dpd with the applicants on the budget. The project details, environmental testing and Remediation needs, um and also worked with the applicant and the Alderman's office on a rezoning. Um, in 2024 given the link of time um that had elapsed um um, dpd, uh, sought an an updated evaluation. Um, so the original, uh, value that was was published, was 90,000 in 2024. The updated valuation came back at 65,000, which is the agreed sale price. Um, and uh, dpd took the project through uh, the legislative process. So it passed uh, Community Development Commission, on August 13th of last year and plan Commission on August 15th. Um and then was introduced at city council this January. Uh, and at this time, uh, I have the applicants here and we'd be happy to answer any questions you might have. Bernette. on the record, uh, Just want to know how did you choose your contractors. Yes. Uh, thank you so much for asking, we really wanted to, uh, support folks who are working here in the city of Chicago. We sought contractors that are, uh, minority owned and women LED.
