Street block Club my name is Tim Thomas. I'm the secretary of the black Club, as well as the adjoining blocks of Green Street and speaking in reference to the document, 024 013993. A rezoning of a community shopping district to multi-unit residential at the 7800 Block of South Green Street. This is an item of that seems to be a bit after the fact, the project is practically complete. And we're question, is the work being done before? The zoning has been approved, but the larger issue is the project itself. This project was started during the 12th of Co. And as such did not have Community input, until notice went out to the neighbors that this project was unprocessed after several meetings, with the developers as well as with the community, the community voiced, it straighten opposition to this project, the alderman at that time, 7 at the time, also agreed with the community stating, and in the documents that you were distributed earlier stated that the project would not go forward. Without the community approval, the community produced, 600 signatures, and then in in petitions another 400 online petitions. However, the day after That statement was made by the alderman. We, there's noted that contributions were made by the developers David block Tori, Barrett. and perteet Spencer, the alderman Moore's, campaign fund, after those contributions were made, the alderman changed his public record of opinion and voted to proceed to have the project be blessed. At this time, the the community is aware that it is expected. Thank you, sir that. That's the uh end of your time. Uh now we will have Don and please, excuse me, if I don't get the name right. So Association where here in opposition to the zoning change to the Black Ensemble Theater project at 4400. North Clark Street. We're really excited to have this project come to our community but we have a couple concerns about zoning change. There's a setback concern that the residential portion of the building won't be set back to the 30 feet that has been set. As the zoning ordinance is done. There's a concern about the structural Integrity of our Ally and our neighborhood. Our Ally was a green alley, put in back in 2015, and since it has been put in there has been problems with it thinking and lowering into the ground when they put the alley in and we're building and digging, they had to stop. Uh about a quarter of the way into our Ally because of wash out and not enough structural support. We're significantly concerned for our buildings in the neighborhood that have been there for over a hundred years. And digging to get parking underground that the land is supportive of what needs to be done and needs to be built. And that we're going to have that support along the way. We're also concerned for water runoff. And the neighborhood, there's going to be 53 more residential um units in the building. There's going to be more commercial space. There's going to be more retail space and making sure that there's going to be enough sewer and water support. For this project. We have put a petition together that we were not able to submit before the morning of Friday, the 14th. We have about 70 signatures in the neighborhood. Again, we're excited for this project to go through for the Black Ensemble Theater. To put this project up to put in the residential area to put in the Arts. But we're concerned about the issues with the building of the structures and the support in the neighborhood. Thank you so much. Um, some of our other neighbors can be here today, but we're happy. Black Ensemble is doing this project again. Thank you, thank you. So again now we have a Mary Kay I think it's whim. Why sham? Okay. And and then after that, we have Mr. George Blake Moore. Go ahead, ma'am. Yes. Um my name is Mary K. Wysham. Thank you. Uh, I reside at 4434 North Dover Street, we back up to this proposed. Black Ensemble Theater project as, uh, my neighbor Don was talking about, right now, I'm going to address the 89 parking spots that are planned, that are going to be part of only, a 44, residential low income, part of the project. And then the other parking spaces will be for uh use for Black Ensemble Theater. this is a Ali small alley that has Been deteriorating. Fortunately, the Alderman's office has come be coming to look at that. But our problem is these 89 spots that have not been. There are really so many for this project. We are boarded by Montrose Montrose. Is a access to the beach and cubs traffic. Also at rush hour, there's a light at Clark in Montrose cars. Will use our Ally as an alternate path. To avoid Clark Street. We're also seeing um, on Sunnyside which borders the other end of the AI increased traffic again because of this bottleneck at Clark and Montrose. The majority of this parking will end up on the sunny side. We We are right now. We have a Clark Street access for Ali traffic, which will be closed off in this development. Um, it is considered a pedestrian. Friendly. Area which a lot does not allow curb cut on Clark. We are very concerned at the volume of traffic. That will be going down this alley that right now is not part of our current environment. And we, perhaps think that it is excessive for for the number of residential low-income units, that theoretically won't need parking or use the bus. Thank you. Thank you. Um, I like to acknowledge, uh, Alderman Fuentes, who's here, added to the Quorum and Alderman Ramirez. Who's also here, we also like to, uh, acknowledged Alderman mitts and Alderman Coleman who's not, um, members of the committee. But they're here uh, via uh Zone. You cannot have it all and I think it might be the hidden thing is going to be affordable Arenas there that the black and summer with that with this project. And it might be a little racism being played here, uh, uh, uh, uh, dealing with economics also. So you all have all these historical buildings and then here come these portable rent. Anyway. It's, it's a pay to play here. It's definite, a paid, a place. And you know why this goes on because you citizens, that you are quiet, and I was just talking right now, the 5 and police committee is waiting for these political hacks here to go over there. Good morning everyone. My name is Joshua banduk and I work at the Illinois policy Institute. We're testifying in favor of allowing ground floor, commercial establishments to be converted into homes. Because the best way to promote housing affordability is to increase housing Supply, housing, affordability is a big problem in Chicago. 43% of households are burdened by housing costs. Meaning they spend at least 30% of their income on housing 23% are severely burdened. Meaning they spend over 50% of their income on housing costs. The status quo, disproportionately hurts, the people most in need of housing, the only Equitable way to Foster affordability is to increase housing Supply, to do this. We need to remove regulations that unnecessarily restrict Supply. A lot of commercial space lies, vacant the downtown vacancy rate on Commercial properties, has consecutively increased for the past 3 years. At the end of 2024, it hit an all-time high of 26.3%. So many of our neighbors could call some of that space home. if we let them, Allowing for commercial space to be converted to residential. Also would protect the character of our community. It would increase affordable housing, without requiring new Land Development. It would support nearby businesses by increasing population density in those neighborhoods. Preventing more businesses from closing. It would create more walkable neighborhoods, reducing dependence on cars for access to restaurants shops and public transportation. Allowing more commercial properties to become homes as a simple fast way to help your constituents by making housing more plentiful and affordable. If this ordinance proves accessible the city could allow for even more commercial properties to be converted into housing. Thank you, thank you, sir. We also like to, uh, acknowledged, um, Alderman, Anthony bill. Uh, so Tana stains. And then also miss Jessica Jackson. You will go after her. and then after that, Jerry Lewis Good morning Council. I'm here in support of the United States 1901 project. Um, I just wanted to say that I'm most impressed um, with the community involvement. That's being uh, a key piece of the project. Um not only um are they creating a lot of community space? There's going to be a lot of opportunity for current community members to Benefit from the project in many ways, um, in a way that's pretty unprecedented. Although the United Center owners are private owners, they're funding their own project They are looking to build capacity in the community as well as the west side at large at a major level um and I'll say that. What I'm absolutely most impressed by is that Before bringing in new residents, new members of the community, there are committed to building the capacity of the neighbor. The residents that are there. There right now. And I know that for sure, because I've been involved with several organizations, um, working that affect including the community. Um, implementation implementation committee, the major items, um, Community Development, Corporation Henry Horner. Um, luckily advisory Council and other agencies, and I think it will be great for the community at as a whole, um, As a business owner. I remember during the pandemic, the Chicago Blackhawks specifically were awarding grants to Westside. Neighbors, Westside business owners. Um, I didn't win a grant, but I know other people that did and I just think their commitment to the west side has been proven and a great thing to have. So I hope it gets the thumbs up. Thank you. Okay, so first of all, we need to make sure that people who are doing these things and making these decisions are competent. Because clearly someone is incompetent anytime they make the date like that. With that th under the next to the 18th, see, that's a clear indication of incompetence. And these are the people that we have making decisions about the city, So, now as it pertains to landmarks and zoning. this thing that's going on over in South Shore, where there's me, Alderman, Des me has decided that he's going to turn Southshore into some uh, Welfare state that's going to be stopped. He's not going to trash up South Shore, where all this low income. Housing affordable. Housing Southshore is a traditional working class, middle class neighborhood, you already got a bunch of Section 8, vouchers over there, we need property on the ship over there. Property ownership for private residents is connected to property taxes. That will go into our local schools. Our community needs to be built up. It needs to be built back up. Not infiltrated with a bunch of low-income housing that we all know. It's ultimately going to be built for these illegals that you all trying to hide out here. So now what we're going to do is we're going to deal with you. On the federal level. Because you all locally seem like y'all don't get it. But you not going to trash up our communities with a bunch of illegals and a bunch of affordable and low-income housing, like, people don't know that they supposed to own property. He already got the Obama Center on Hall. Because it's overfunded lawsuits on that, but he didn't already moved out those people over there. We coming for you. You got to tell them. Thank you. Miss Jackson Mr. Jerry Lewis Hi, my name is Jerry Lewis and I own JL construction and I've been my office is in the 27th. Ward on Madison Avenue. I understand the United Center has been around for since 1994 but that building, which was called the, the Chicago stadium, was there in 1929. So the purpose of mentioning that is that they have stayed steadfast on the west side for well, over 90 something years and have have committed to the community at large over those that period of time. And giving now their new project in which they are building, which is called the 1901. The thing is, the thing that happens over the years is that some developers don't listen, the United Center listened to everyone. They have listened to the alderman. They have listened to the community, they have listened to the, the organizations at large. They have listened to, to the adverse Community. They have listened to everybody in, in, in the event that they would build the project, not just on their property, but extend the opportunity to properties and people around the United Senate and not create an island. The United Center has decided and has made great decisions of inclusiveness and listening. And I was always told that listening is 1 of the third best things that could happen to anyone to be able to listen. And then expedite those opportunities for the community at large and not just individuals themselves. So I have to commend the United Center for being there. Since 1994, I commend the Chicago stadium for being there early on and I commend them today. But what they're about to do and inclusionary of the community at large, I'd like to thank them for everything that they've done today and what their plan on doing in the future. Thank you. Mr. Anderson. My name is James Anderson and I'm here to speak in favor of the residential and Commercial development. Proposed for the parking, lots around the United Center. As you know, Mr. Chairman, I am a resident of the 27th Ward, and I'm among the closest neighbors of the United Center and the subject properties. As I talk to people, they are not only in favor of this proposal, they are excited about it. The more residents we have in the area, the more we'll have in the neighborhood in terms of businesses and cultural opportunities. I urge the United Center as it proceeds with this development not to be shy about the residential component. The businesses, that occupy the commercial component will depend for their success, on both game day and non-game day, customers having 10,00 additional homes nearby with perhaps 20,000 residents will make the commercial component of this development viable and successful. It will also minimize the need for parking parking lots, don't help the neighborhood in any way. I understand there are United Center, patrons who want parking. So some parking structures may be necessary but let's not make any other part of the development dependent on cars and parking for this to be the vibrant neighborhood. Everyone wants. It has to be walkable. Related to that is the need for a new ltop. On the pink At Madison Street. This is the only significant public investment that's called for it will enable high-rise residential development in the quadrant around the ltop so that people can live near Transit and not need cars. Our neighborhood will Thrive with more people but we don't want to bury it in more traffic. As the United Center Architects have shown us with their renderings people produce Lively space cars. Produce Dead Space. We've been waiting over 50 years for development of this size and scope to come to the West Side, Mr. Chairman, I urge you and the committee to recommend approval of the United C Center's petition for zoning relief. Thank you. Uh, we'd like to acknowledge uh Alderman Gardener. Who's here? Um, so next is Eddie wyers followed by Joseph Sweeney. Right. Good morning. My name is Eddie Warner's. I'm a resident of the area in which the uh 1901 project will be uh constructed at not only a resident. I'm also a president of our community organization. How United how United was created over 20 years ago, to be exact 24 years ago and it was created for moments like this moments whereas there be new development coming to the community in which the cam the community and itself would be a part of it. And I think that at this moment in time with the 1901 project, does it provides that? Moment that we all been waiting for. The existing residents along, with the new residents, bridging that Gap in ensuring that we are a part of every major organ, uh, event or construction. Um, that goes on within the area and that has been the case for the last 24 years. With the 1901 project is going to create over 30,000 jobs as well as 7,000 permanent jobs. We think that this provides opportunity for stability in the community, as well as economic opportunities for those who who where it hasn't existed before. So again, we as a community organization, we do support this project. And we like the idea that what they're doing as far as the uh the the uh the owners of the 1901. They have included the community and it's I think that what we're about to do is going to be a model for many other projects to come. And that's all I have to say. Thank you. Uh my name is Joe Sweeney and I'm here on behalf of the international Union of operating engineers local 150, which proudly serves and represents over 23,000 active and retired members across Illinois, Iowa and Indiana. Uh, today I'm here to voice our support for, uh, the 1901 project as you are. All aware this project aims to revitalize Acres of underutilized parking lots, creating thousands of units of much-needed, housing, Green, Space, and community. Been using the process. For our membership in the broader Chicago Workforce, the 1901 project represents a significant Economic Opportunity. The construction phase alone is projected to generate, tens of thousands of jobs, providing families, sustaining wages and great benefits to Chicagoans. Upon completion, the developers expected. The development is expected to support, thousands more permanent positions, across Hospitality retail and the entertainment Industries These opportunities will bolster the local economy and enhance the livelihoods of thousands of Chicagoans. As you as you have heard heard her heard here earlier today. The United Center ownership group has a long-standing history of successful collaboration with not only the community, but also with local 150 and the other members of the Chicago and Cook County, building trade unions. Together. We've delivered high-quality work resulting in economic growth and Lasting infrastructure. This project should be no different. Iuoe local and 50 fully supports the 1911 project and believes it will bring positive change while delivering good jobs in the process. I live in McKinley Park and I've come here in support of Uh, number a 8930, the rezoning of 35th Street. I come here to support it because I believe that, uh, I'm sorry. Um, oh, I believe that with the rezoning of 35th Street, it will bring new business and uh, new businesses to 35th Street which has been you know, have it's had some vacant store fronts for a lot of years and um even though new businesses have come in the past like what 4 maybe 5 years um it's not many and I believe that with the change of zoning, it will help bring, you know, new businesses as well as new housing into the community. Which as I said, I wholly support, I also believe too. That with the new developments, that will be um, coming in to the Neighborhood. I want to be in support of the 1901 project saying that I'm from that Community born and raised in the Henry, Hornet projects. so, the commitment from the developers and all and I host all of these, most of these individuals in this room, There's more jobs in 30,000 jobs coming to that space. There's 9, what 95 what supposed to be 9 952 to be slated is a bit less. To say that that's an investment in the community. For 24 years that that organization said they've been there. I've been out of that Community 30 years but then when I go back, I still see the divestment I still see the degradation. I still see the ravaged drug Community. It it's so much happening. That's not that doesn't seem like it's development. But here it is, they're going to push. Like they started at Damon courts all the way back. We see black Americans. Becoming less, and less, and less, and less. So, what's the investment in? What's the inclusiveness? Where is the inclusiveness? when y'all speak about this nation of people, because I'm going to continue to talk about it and we're going to continue to go through it. But we have people in high places that should be speaking up. We have people in high places that should be speaking up. People with opportunities, that should be speaking up. That should be looking towards theirs. That should be ready to pick theirs up in this opportunity in time because it's a lot coming. Y'all, y'all put y'all shout out a lot, the Rios. And the what United Center y'all. Shout out a lot because it's been on my radar. It's something in my mind because I'm from that community. You see? So when we see black Americans not getting what, they should be getting, Because there's a whole crop of people like our mayor said, I'm investing in people who have been bought in the new arrival initiative, the undercutters because they're going to come in and work for Less meager wages. Why they kick down those people that have worked to push that better wages in their Community to have something in their Community. I'm just saying thank you, Mr. Noah, uh, Are you okay and then followed by Mr? Owen Pitman and then Terry young Mr. Terry Young. You may proceed sir. Okay, uh, good morning. My name is Noah you and I'm a resident of the 46 Ward. I'm here to support the development proposed by the block Black Ensemble Theater. Uh, since its founding in 1976, the theater has been a pillar of the community and continues to play a vital role in the fight to eradicate racism, through thoughtful engagement of the community. Computer arts and its educational Outreach programs. This development will not only provide for the community Through artistic engagement but also the construction of 53 affordable units approving. This project is a chance for Chicago to reject the blatantly racist and destructive practices being undertaken by the current presidential Administration. And I urge this committee to approve the zoning change as requested. I would also like to lend my support to the proposed development at the United Center. Dubbed the 1901 project with nearly 10,000 residential units, planned and more than a thousand of which will be Transit oriented and of affordable. This Monumental project is guaranteed to revitalize the area surrounding the United Center and provide much-needed, housing, and tax income of all kinds for the great City of Chicago. Resident of West Haven, want to um Community. I'm in support of 191 project because this process thus far has really brought our community together. and all the committee Community Partners stand up and, uh, All the Community Partners stand up. This process has really brought us together. It hasn't been like this in 40 years. Most of us have been uprooted and gentrified out our neighborhoods. We want part of The transfer plan for transformation back then, but this process and this project is giving us hope and peace. And we want to thank you for your open mind. and and, and, and your willingness willingness to bring us all together, Um, we want to thank the ottoman for his leadership. We bringing us all together. And we look forward to working with you all. And we just, we just thank thank you for the process. Thank you. Miss m Mr. Terry young. My name is Terry Young. Born and raised in the Henry Hornets. Uh went to sudha school. Uh lifelong resident over there. Uh I heard a gentleman just left. I wish he would have stayed here because the United Center he is describing me and everybody that's from over there. We don't we don't we don't look at it like that first and foremost, the United Center is not know typical business. 40, some years ago when we was, uh, we started doing Association of men. I was the executive director for the Youth Development. Uh, we always depended on United Center. I mean, starting from just getting comp tickets to go to the circus, to the white socks to the Blackhawks. And when we start our social programs that dealt with a lot of social ills that plague, our community like, uh, substance abuse. I called abuse United Center was always there and then way back, then when it wasn't popping up, the United States United Center took a chance on some black men and and as opposed to just giving a job. They gave us some contracts, but we were able to go back to our community, the Rockwell housing projects and Henry hornets and we hired over 200 people. We started our own cleaning company and to which some of them still working in the United Center. And so, I'm still working commits to park. These are some great people under the leadership and the vision of the owner Mr. Ryan's dorf, Howard piser and Terry savarese, they doing incredible things, but the most incredible thing, I see they doing is that they create an opportunity for people who will displace when they took the toilets down, with this new development to bring them back. And more importantly, they vision is to not only bring them back and stay in those buildings and the new development, they also able to walk out of their front door when they're in this development and, and get a great job over there over 60. 000 jobs. So to us, where we come from. And both projects United Center is not know business. They are family and they friends and they find our community. And we think Thank you, Mr. Young Good morning morning. Uh, my name is Mike masse, I'm with the Chicago and Cook County Building Trades Council. Uh, I want to thank the chairman members of the committee uh city council and especially the staff, who put these meetings together, appreciate all that you guys do. Um, Uh, you go to Chicago, Cook County, Building Trades Council. We've had a long-standing partnership with the United Center, uh, done a lot of work with the United Center over the years and our definitely looking forward to, uh, this new project which will uh, not only change the west side of the city uh but the city as a whole uh this will create um thousands of Union construction jobs over the duration of the project as you know our our jobs are temporary, uh but beyond that, it'll create thousands of permanent jobs for the area. Uh, so we know that this is going to have a very positive impact on the, on the city of Chicago as a whole and, uh, we look forward to working with everyone and the aldermen to make sure this project runs smoothly. We have waited a long time for this day. um, our main street was down zoned many year about 20 years ago and that has forcibly held back economic development in our neighborhood because we have all of these vacant storefronts that you can't legally open a business in, and there's been no effort or money or availability of re other resources to convert them to residential to fit the current zoning. So we want neighborhood businesses, that's the bottom line. um, this is a huge barrier, not only to economic development, but also to walk ability and we have a very neighborhood on the whole if that basic need that you wanted to walk that basic need were there on 35th Street everyone in our neighborhood could walk with it and walk to it in less than 6 6 to 8 blocks. In 2021. Um, we published a neighborhood plan for McKinley Park over 800 neighbors participated with cmap in our organization, in building this plan, and to the primary tenants are supporting small businesses and revitalizing our commercial corridors. In 2022 until the present day. We have collaborated with UIC to produce further plans and further Community engagement, concerning what people want on 35th Street and universally our neighborhood wants to be able to walk to basic necessities. And so, with this rezoning, we will be able to make that a reality. We have a list of things that our neighbors want in our neighborhood and our goal is to work with other neighbors, who want to open a business to provide for those basic needs to have neighborhood. Businesses by neighbors and foreign neighborhood neighbors to include, all of our various cultural groups, not only in economic needs, but also in cultural expression. And supporting each other. Phase 1, which is located directly, south and west of the United Center will consist of a new music hall. Uh, parking garage and hotel with active uses lining, The Pedestrian realm, both at grade and an elevated public. Open space provided The remainder of the PD currently contemplated to consist of 4 phases will be subject to Future site plan approval. This project represents an unprecedented unprecedented 7 billion dollar investment in the in the city's west side and as opportunity to create tens of thousands of construction jobs including an estimated 1400 jobs in Phase 1 alone. as you heard during public testimony, the development team engaged in an an an extensive Community process, including numerous micro meetings, listening sessions with neighborhood, stakeholders and a resulting neighborhood partnership. Commitments document to be rolled out and collaboration with a community-based and created Community implementation Committee. In addition to this neighborhood engagement, we also worked very closely with Alderman Bernett and the department of planning and development and see that and appreciate all the time commitment and Leadership from all involved, along the way we're available to answer any questions but thank you for your time and consideration. I think it's a great amenity to the city of Chicago. And I want to commend the alderman, um, because when you listen to most of the comments that were made, it was about Community involvement. Um so the community was definitely heard on this particular project and uh that definitely goes a long way when you're trying to do something of this magnitude in order to get it passed. And so I do once again, commend the ultimate for his due diligence on that. Um, but I do have just 1 solid question. Uh, when the United Center was built, um, it was built under the pretense of all the parking, um, and I know that their parking requirements. So, how are we going to? satisfy the parking requirements knowing that when this was first built and first done, it was because we had all the parking around it so how how we uh, managing the parking Thank you. Katie sure. So, uh, there still will be in in the bulk table. Um, minimum parking ratios is the predominant or most of the site is a Transit service location. But we did do studies to make sure that we're always kind of a step ahead of ourselves as we're phasing out the construction so that there's always adequate parking based on what we currently know is demand for parking at the United Center as well as future demand for parking that will come from for example, the musical So how many parking spaces are are we did doing away with with this Construction? Let me get that number. Well, I think too that's a mix of parking. That was owned by United Center and privately owned lots too correct. Um, so while I'm getting that number, I can provide it through the chair. We've uh in addition to the existing parking that they've owned since they built the United Center. They've also acquired significant additional parking lots in and around the area. Um so those will be provided to offset any demand for parking. Okay, I mean that's that's not answering my question. Um again with a with a project of this magnitude, we should know how many parking spaces we're doing away with and how many parking spaces are needed to continue to satisfy the seating requirements for the initial project. Uh are we doing underground parking? Are we doing a parking lot? Are we doing? I mean, what are what are we doing to to, you know, because what's going to happen is it's going to be a bigger burden on the community. If we don't have adequate parking and we're doing away with parking that traffic is going to flow into the community and and that's going to be a something that the Ottomans going to have to deal with down the road. If this is not addressed now, With this development. So sure. So we studied the current parking utilization. Um, currently the average parking utilization is 52% and the current Max is 80% of the parking that's there. Today. Once we have that first phase on board, um, we had our, uh, traffic consultant, do a similar analysis, and we still will be at a 66% buildout and utilization, um, on average. And then a post buildout max parking utilization of only 91%. So at All Phases were a step ahead so that we can accommodate the required parking and then Terry. Yes, just for the record, Terry SEO of the United Center, um, just in terms of parking space numbers. We are the amount of spaces that are coming out of phase 1 to accommodate. Um the first phase of development are being more than replaced by the the 2 garages we're building which are under the elevated parks and the land that we um have have recently acquired. So just focusing on Phase 1. We'll actually come out of this owning more parking spaces, um, than we did going in. So hopefully that helps as well. That's that's all I needed to hear, yes, sir. Um yeah I think as with which is the case with a lot of these plan developments, it's very much worth going back and looking at the plan commission meeting on this because the The renderings in the presentation that we're seeing right now really don't do you justice to the amount of planning and consideration? That's gone into this project Particularly I would recommend going back and looking at the renderings of the theater space that they're building. It really is a magnificent piece of work and it's worth reiterating because this always feels new to me as someone who's new to the plan commission. Why aren't we talking about? Why don't we see renderings numbers for 10,000 units of housing here? All of the sub areas that they're discussing are going to come back to us. Get voted on reviewed again. So if it feels like, you're not seeing all the detail, the detail will come to us as the phases move. Ford net. That Is I'm seeing shaking heads, which we may have some a correction there for you, okay? So, uh, any changes would be presented to plan commission but not voted uh, separately through which actually is is what happened with Masonic in my word. Do you really noted more than fair? Um, but I think understanding the level of review that's going into this, the level of consideration. Um, I'm, I'm excited for what we're looking at here. I feel like the United Center when you're approaching it from any direction, feels like a, a monolith coming out of the Prairie and I feel like this is a really conducive neighborhood oriented development proposal, so glad to support today. Uh Mr. Chairman and members of the committee uh with great pride. Uh I support this this project. I like to commend the United Center because uh they work with the community very well, M. Matter of uh the community came up with a community benefits agreement, that I wasn't even a part of the whole Community, worked on it and the United Center actually did this with the community 30 years ago. And so they're doing it again and they have a track record of working with the community, uh, helping the community to advance themselves. Uh, helping to the community quiet as a scope. To create businesses, you heard about the janitorial service, but there were several other businesses. Matter of fact, years ago, the United Center had a revolving Loan Fund, uh, in the community to help businesses, for which I was on the board of, uh, and they're looking to do things like that again. Uh, they're very not only concerned about their existence in this neighborhood but they're concerned about the existence of everyone around them, and we commend them for that. Uh, this is going to bring not only, uh, uh, several market rate units of housing, but it's going to bring a substantial amount of affordable housing to this community is going to bring a lot more businesses to this neighborhood and sorely needed Green Space. Uh I live across the street from 1 of these parking lots. I see uh, I see Uh, flashlights coming in my window, all night from going, coming out of the parking lots. Uh we won't see that anymore. Thank God. But also, uh, it helps the environment because now you change those asphalt, parking lots, uh, around there in 2 Green Space, which is going to enhance uh, the neighborhood in our environment and help our breathing uh, be better in the community. This is a win-win for everyone. Uh, that's why you see the unions here. You see the Residents here, you see other property owners here? Uh, matter of fact, uh, several people from the neighborhood on my block. You heard 1 of the guys on my block speaking Mr. Anderson, but there's a whole block on my block that's so excited about this. Uh, matter of fact, I don't know how many of them been talking to you Terry, but it seemed like some of my block people on my block, very busy talking to you, everybody in the neighborhood are excited about things and, uh, we're excited about it. Uh, um, I want to thank, uh, everyone from the Department of planning, the department of zoning, uh, Department of Housing. All of the Departments that have been involved Department of buildings, uh, we just want to thank everyone from the mayor's office that have been involved. I'm joined today by Jackie Taylor, uh, and Chris nesbett from the Black Ensemble Theater and Andre Brumfield the global director of cities and Urban Design, with Gensler our project architect, The applicant is requesting to rezone the property, generally located at 4427 to 59 North Clark, Street 1425, to 27, West Sunnyside, 4440 to 56, North Clark, and 1437 to 47, West Sunnyside from the b33 community, shopping district. And C12 neighborhood commercial District to a unified, underlying, b33 Community shopping district. And then to a Business institutional, residential plan development, to allow the construction of a new 2-phase 5-story mixed-use development at the subject property which together with the the existing Black Ensemble Theater. Cultural Center will be known as the free to be Village. The plan development uh application was considered by the plan commission at its January 16th meeting and received a favorable recommendation. And we would request that the transcript and record of the plan commission, proceedings, being corporated and made a part of the proceedings here today. Thank you. So as a councilor said, this item was heard and passed by the Chicago plan commission. Um, Alderman Harris makes a motion to incorporate all records and findings from that hearing all in favor. The Black Ensemble Theater was founded in 1976 by Jackie Taylor and has grown from a small Community Arts organization into a vibrant nationally and internationally renowned Arts Institution. The theater has a unique and critical Mission which is to eradicate racism and its damaging effects on society through the Arts. In 2011, the Black Ensemble Theater opened. Its existing Cultural Center at 4450. North Clark Street and that Center serves as an anchor for arts and culture in the community. The proposed development. As I mentioned, consists as a 5 story of a 5-story mixed-use building with a literary Cafe media and Technology Center Performing, Arts Center, 53 affordable artists residences. Approximately 14,221 Square ft of vibrant. Ground floor, retail and commercial space, 71 underground, parking spaces, 18 surface, parking spaces, and 100 new bicycle parking spaces. The project will be developed in 2 phases Phase. 1 will consist of the literary Cafe, the media, and Technology, Center Performing, Arts Center, a public Plaza and a unified. Podium containing ground floor, commercial, and retail space. Um, Phase 1 will feature classrooms editing, stations, recording studios, screening rooms movement Studios and classroom space that will dramatically expand. The Black Ensemble, theaters, reach and impact. Phase 2 will consist of the 53 unit. Affordable artist residents all 53 of the resident of the residential units will be affordable. Um anticipated to be affordable at a weighted average of 60% of the area, median income, the Black Ensemble, Theater will select, and experienced housing, developer to undertake that Phase 2 residential development. this project was conceived of by Jackie uh and her team many years ago and has been grounded in collaboration with local Community Partners businesses, cultural institutions and strategic Partners in 2020, the theater began um publicly communicating its long-standing Vision, developing plans Gathering Community feedback um and for the free to be Village, the plan development process uh commenced in 2023 and in very close collaboration with alderwoman clay and her team, the theater undertook an extensive Community engagement and listening process. Um, over the last handful of years including numerous small group meetings, with neighbors and several large-scale uh Community meetings. The Proposal that's before the committee on zoning today, um, is the result of an extensive Community engagement process and some of the highlights of the changes that were made to the project in response uh to community feedback include a significant reduction in the size scale and bulk of the 5 story building by reducing 1 floor of height from each, uh, component of the building, the building footprint was narrowed to increase the rear setback from the public. Ali that abuts the subject property to the east crosswalk and streetscape enhancements were incorporated. As a result of the review process off Street and on Street, loading areas were reduced in quantity and size and Consolidated to minimize conflicts with pedestrians cyclists, and vehicles. This proposal which has been refined over the last handful of years, has the support of alderwoman clay, who I know is here, uh, and may like to make her own remarks. Um, and also is supported by Uptown United. The Uptown Chamber of Commerce, The Beacon Street block club, and many neighbors who submitted their letters of support, um, to the planned commission to the 46 Ward. Um, the economic and Community benefits of the project are many Phase. 1 of the project is anticipated to generate 200, temporary construction jobs 150 permanent jobs with an um anticipated development. Budget of 54.3 million Phase 2 has an estimated budget. Of 22 million and is expected to create an additional 200 um, temporary construction jobs. Uh, the Black Ensemble theaters committed to meeting or exceeding. 26%, um, and 6% minority and women owned um participation in the project, um the Black Ensemble Theater and the free to be Village will serve as a vibrant cultural Hub and we'll showcase the transformative power of the Arts to enliven a neighborhood. Um, sir, serve diverse community. The partners and to advance the mission of the theater, which is, to eradicate racism and its devastating effects on society through artistic, um, and cultural expression. We think the committee for its consideration of this matter and we respectfully request your favorable recommendation. To work in the uh Ensemble Theater and then spread it out and and encourage more young people and older. People also to get involved in a lot in the Arts and uh, and and been doing some great programming and great shows that Black Ensemble Theater. Only thing I'm upset with her about she hadn't put me in a play yet. I've been telling her Put me in the play. But also I've asked her to uh, write a play for for the alderman to have a play about the with us and with all of us in a play to, like, we used to do like we used to do at Christmas time. But but but, but I I I just want to take this opportunity to commend her. I'm so I'm always proud to say that you 1 of my homies. Uh, because not only did you advance yourself but you are continuing to get back uh, to people uh, throughout the city of Chicago. It's a great project. I commend all of the board members also, um, this is not an easy undertaking to raise money to do these things. So I commend all of you all for everything that you doing, you got a great team. Uh, and finally, I just want to say, I remember coming to see some plays and having to, uh, Park far away from, uh, the small space that you have, you know, just to get there. I I know from serving with your architect on the plan commission that I I have no doubt that these project participation goals will be met so I'm very trusting their. I I have 2 questions because I was not able to make this plan commission meeting. I'm so curious how the development engages with the sustainable development policy. If you have that information and just because we were hearing this from the room, if someone can speak to either a the the restoration work that's going to follow after in the alley and what the uh load in, load out, parking situation will look like in the back of the development. So we introduce yourself counselor. I mean uh architect. Good. Good morning. My name is Andre Brumfield a principal. I design director at Gensler. Um, I actually like to start with your second question. If that's okay. Can you move the mic closer, please? Yes sir. Um, we actually after extensive study on the loading uh, in particular and access access to, uh, the below grade parking. Uh, I do have, um, a loading birth. Uh, that actually will, uh, not only serve. Uh, the residents would actually be coming in We have to remember that there's only uh, 503 units here that we are providing. So renters will probably be using that once a month at best, um, but that will not be in conflict with the loading. That is also required, uh, to service. Um, not only, uh, the Performing Arts, uh, Center but also the media center as well. So, um, these are all compliant, uh, with the guidelines that are in place as we uh, deal with Ally loading, uh, for uh, rear access to buildings such. So, this is again, in compliance with City standards? Um, going back, uh, to the sustainable goals. Uh, we are now entering into the next stage, the design development where we will look to not only, uh, meet but exceed, all the sustainability, uh, items. Not only per the city of Chicago. But, um, as we're working closely, uh, with, uh, the theater and Jackie, Taylor, and her team and particularly as we go into the next phase of development, for the affordable housing, we'll be looking to not only here to the uh, the green sustainability standards. But also exceed them as well. So, um, we're still evolving this design and we certainly will be looking to achieve all the sustainable standards and exceed them. We're necessary. Uh, I have no doubt that those commitments will be. Undertaken with all seriousness. I'm really grateful for the development. I feel like there there's a world where you would have really been pushed to add a curb cut off of Clark Street. And I feel like it's such a great. Streetscape to be able to maintain that streetscape, particularly thinking about what it looks as you get further up towards Foster. Um, 1 question is around the affordable housing, uh, could I, I also missed the plan commission and I'm sorry I did because I would oppose that question in the plan commission was just curious as to what the, um, breakdown is. For affordable units and then also what the cost is per unit, if possible. Um, thank you for the question Alderman. Vigus Liz Butler, um, on behalf of Black Ensemble Theater. Um the the plan is for 53, all 53 units to be affordable at a weighted average average of 60% of the area median income. So the whole, the whole development will be in affordable. Um project. Uh they will, the Black Ensemble Theater will be bringing in a development partner, um to um, to do that with them. So the, the financing has not been determined as of yet, so we don't have a per unit count uh, dollar. figure, so the 70 76 million. Are you saying that there's additional Revenue needed in order to complete the affordable unit? The exact Capital stack? And whether litec will be involved is is still T to be determined depending on who the development partner is got you. Um, Okay, well at some point if due to share you can provide that information. I'm just trying to run a list of what the average cost per affordable unit is I think there's a different solutions and how to make it more affordable but just curious we will thank you. Get that. And again I I support this project uh wholeheartedly uh great uh architect colleague on the plan commission, but what a what what a great project for our freshmen, uh, in the 46 War. Oh my gosh, she she like, hit the ground hit the ground running? Yeah, don't. Um, and I want to thank my colleague. I am so proud of her to be here at this time to be part of such a great uh, Community project and commend, everybody who's been involved in, making this come to fruition. Um, I think it's a lovely project. Uh, and again, I couldn't be more proud of everybody that's involved and I think it's super great. Only problem is, it's not in the a Thank you, ottoman Harris. And, and again, just to touch on um, ottoman viegas. Um, you know, For Miss Taylor, to think about uh, some of the artists. You ever heard of the statement, uh, Starving Artists? Right. For them to be able to have an affordable place to stay, is a great vision to have. So I commend her for thinking about some of her artists, right? Then you'll have to call them to come to work, you know, you running late. You know, that's right. Okay. Um, clay. Well, first of all, I'm sorry. I'm sorry. Alderman Fuentes. I'm sorry all the person I know you got to get out of here. Uh first I think that that this new development is very fitting for the Legacy. That is Jackie Taylor, right? The actress director producer, founder of Black Ensemble. That Collective that Legacy, the people that she's been able to inspire deserves this space. And so I I think that, you know, if if Jackie Taylor has hasn't won enough accolades, she's going to win a lot more with being able to bring this space to her community. I also think it's really important that. We think about art and we think about how healing it is, particularly in the moment that we're in, right? You flip your phone on, you watch the news, you're watching all the different ways in which culture, art anti-blackness is at the Forefront today, right? And being able to combat that with such a beautiful space like this. And to also say that people deserve a roof over their head that they deserve not to have to worry about 4 walls or warmth or food, right? That is a true Testament to the Legacy that is fighting racism in the city of Chicago. And so, I'm extremely proud of this project. I'm extremely proud of my colleague, all the person Angela clay, uh, for bringing this to fruition. We know that projects like this Take Years sometimes decades, uh, to put together. And it takes a special older person to be able to close the gap. Uh, and so here we are uh, going to pass the zoning and so uh, all the person clay, congratulations, Jackie congratulations. Uh, this particular project will live well beyond you. Uh and your name will forever ring in this facility and so thank you. Thank you very well said Alderman, clay. Well, I first want want to just say thank you to all of my colleagues because coming into this ginormous Arena. Um, has felt like, where do I go? Where do I start? And this project is a dream come true for the 46 Ward. Um, for those of you who don't know, uh, the 46 ward has been a home to the most diverse population of Chicagoans and uh, folks from all over the world have lived in the 46 Ward. When I first, uh, got into this seat, if you don't know, I am the first person of color ever to represent the 46th Ward and to have a pillar like Jackie Taylor take me by the hand and say, this is how we eradicate racism as we put our money where our mouth is and we continue to build in the community that is being gentrified, has been an enormous win for myself. So I just want to say thank you so much to bet. Uh, Jackie Taylor, your vision has been amazing. The fact that you are not just uh, you're not just putting your business. There you are opening homes for folks, you are literally opening new doors for people to come and invest in our community. And also understand why we are 1 of the best places to live on the face of the planet. Um, through this process, I want to say thank you to all of the neighbors because the community engagement piece. You all is something that I'm really proud of to go out to people to meet them in their homes. To curate, these conversations to say. What is it that you need, right? I want to say thank you to my neighbors. Who showed up today, we are on your alley. Okay. I want to put that on the record because we got 1 of the first green alleys that the city ever put in y'all and it's a little janky so they are correct in their feelings. And I want to make sure that we are committed to working with C dot to make sure that this alley works for every 1, um, putting these units on site is something that is really crucial and really needed in this moment when housing affordability is so scarce. Um, I'm really appreciative that through this process. We not only had an opportunity to work with myself, but also the 47th Ward. I would be remissed, um, I want to say thank you to my colleague Matt Martin for his, uh, support and this as well. And I'm really just looking forward to engaging with so many people who are going to get an opportunity. To be a part of a village. And it, this is just the insurer that um, the right people are doing the job and are there and that people who are bonded and understand, plumbing, code, and plumbing and law are actually on these projects. So there's currently like unbonded. Like no. No. Sorry, I'm not assuming any of that. This is just, I'm codifying something. Uh, that should be kind of understood that the expectation is that it's a licensed bonded. Plumber doing this work and we're just making sure that the language says that. If I have not on this, but I think we all know that we have many commercial storefronts in Chicago, um, that are underutilized or vacant long term and we also face face a major housing shortage 120,000 units short, if if we've uh tracked with Depp Paul housing. Um, so this ordinance is attempting to address that and provide a path to easier. Easily convert more easily convert, empty storefronts into much suited housing. I'll just go through, uh, what the ordinance does and doesn't do real quick and then happy to answer questions. And I know our zoning administrators here as well. Um, so the ordinance allows for ground floor commercial spaces and multi-story buildings to be converted through residential, through an administrative adjustment. There's no need to go to a map amendment in this committee or Zoning Board hearing for special use. This allows existing non-conformities, uh, just as floor area or existing commercial spaces that have been vacant since the butcher shop, the drugs Corner Drug Store, you name it left. Um, To be, uh, preserved and, and in the existing structure. So, we're using spaces that are already built out in existing buildings. Um, it makes the conversion more feasible. Um, it waves minimum lot area parking and other requirements to encourage development which is a huge barrier. If you're trying to squeeze an extra parking space or have to get a zoning change to uh allow for the additional lot MLA. Ground floor residents as many of these are are mostly at grade and our naturally more accessible housing, option if there are no stairs involved. Um, so we have the opportunity to look at more Ada, uh, options here, the administrative adjustment process is still required. Um, our offices and our neighbors, get the chance to weigh in as we do now, Um, it applies only to older buildings. So only buildings that are at least 20 year, olds old qualify for a conversion developers. Cannot do a bait and switch where they promise ground floor commercial, and then subtly convert to residential Uh, this ordinance is not intended for any live workspaces. We're part of the business. Uh, the first floor is business in the front and residential in the back. Um, those are handled separately under different processes Um and it protects our commercial corridors. Um we made this change at the request of several colleagues. The ordinance ordinance only applies when over 50% of the zoning, Lots on that block are already residential at ground level. So we're not putting somebody's house in the middle of it. What is a full thriving commercial District? Um so just to close real quick. Um, I think this creates more housing without with very little construction, you still need a building permit. You still need to convert it, but we're taking a lot of time there. This is part of the mayor's, cut the tape initiative, uh, to get people building, and to get our housing numbers up to meet the great demand that we have. Um, and this can help Revitalize neighborhoods. Most of us, know that we'll take a uh a vacant storefront is probably 1 of the toughest things, but a full, a full storefront is more bodies and helps support small businesses throughout the district. So um with that, I'm happy to answer any questions or go from there. Uh, Alderman Moore. Thank you. Uh, chairman, I appreciate you bringing this forward. So, just for Clarity on, on my end. So, when you say over 50% of units on, um, our our already ground level. Are we saying, so that's residential units or are we saying 50%? Uh, The mixed. Units on in a commercial. Just let's say we got mixed units and Commercial and we got mostly, we got some at the top, but your Ordnance said, 50% already have to be residential at ground level. I want to be clear on that. Yes. So, uh, in order to qualify for the administrative adjustment, you can still get a special use or a zoning change that process is still there, but to qualify for the adjustment, 50% have to be residential at the ground floor, already already between on the same side of the block between the 2 different streets. Great that that helps me a lot because, um, I was concerned, um, with what we have in many of our communities, which is really mixed income, mostly at the top level and Commercial at the bottom, I didn't want any automatic conversion to residential and that uh Manner. And so if if that's not what we're doing then this is something I can support. Yeah, it's not intended to change the fabric of a block in any way. Some blocks are doing that anyway, the block my office is on is going from more Light Industry to residential. For example, so getting rid of the first floor, but through through development, not through something like this. This is really for those 1 off that, you know, someone is going to live live in or has an opportunity and it's not really part of a a business district as a whole, all right, thank you, thank you, Jim you Thank you. Uh, Alderman Ramirez. Thank you. Um, Alderman Lawson. So my question is around the 50% as well. So, if somebody comes into the office, is there any way for us to know whether or not, they would qualify like, what streets is their data already that we can look at. So, I'm going to ask our zoning administrator to answer that because this has come up, I believe with some other ordinances as well. Uh, Patrick Murphy with the Department of planning. so, all all the women, there are any number of administrative adjustments currently that the, uh, the ability to successfully apply for depends on information related to either your block or your block face. So, in all of those instances applicants either need to provide that information to us or they need to request, uh, through our department for research, either in our records or with the Department of buildings to determine what was lawfully provided and what exists in these various spaces. So most in most cases, applicants will not have that information readily available but we can work with them to help them figure it out. I would say too, if someone came in, you could count right? There are so many storefronts on this side of the street, if half are already a residential, you should be in the clear legal is different than what's actually right there. But you'll, you'll have some sense. And when you look at the streets in your neighborhood you'll know the ones with this makes sense and where it probably doesn't. Yeah. Awesome. And then I just wanted to know like thoughts that you may have had if we do minimize that do you kind of see? Full-on conversions on these main corridors that are already exists over time. So, that's a broader question than this word. It's probably I, I will tell you, I have too much commercial space in my ward and I'm not the only 1. And so, being smart about using those existing spaces is really the where this ordinance comes from. Um, we don't want to kill thriving, commercial corridors, right? I mean, we want to make 10 that critical mass where it exists now. But through through deck, conversions through development through changes in uses and patterns, you know, we know that, you know, in certain blocks in my word. If we put a commercial space there, it's just going to be naked or it's not going to have the same draw as something, around the corner on a busier street, closer to the train. And so, I think when we're, we're planning, it's that's a bigger question, definitely, and being a part of who you're think. And I know it's sort of a case by case, um, because it's interesting because something that we're putting forth is actually opposite of this ordinance and so like we're upzoning and so right? Um, but I know it's Case by case but thank you I I appreciate it. Thank you. All right, absolutely. um, so So uh Patrick. Um, so explain. So now they have to do administrative adjustment. So explain to the alderman, what would be that procedure now sure. Uh, Patrick Murphy with the Department of planning. So for an administrative adjustment, it's already an allocation for about 35 different, uh uh uh forms of relief in the zoning code, if an applicant were to pursue this, Uh pursuant to the submission of a building permit, they would be able to uh request this relief. Uh, they would have to provide the information to us or work with us to get the information if the block faces uh uh compatible with the 50% rule. Presuming all their information is accurate, and they're El eligible to apply. There's a 10-day, wait period, after they submit the application. Uh, notice of which has to go to adjacent Property, Owners, plus, Ward offices. And presuming, there are no issues that come up through the course of our review. Then it can be approved, administratively. Uh, and it is not something that would come before this committee or city council as a whole. But you all will, uh, consult with the ottoman before you make a decision. Yes. And there. And there is a requirement that the applicant also, uh, provide a copy of the application to the aldermanic office, all right? The commission on Chicago landmarks approved, the final Landmark designation recommendation on November 7th. 2024 the commission found it meets 3 criteria for designation including Heritage architecture and architect. dpd has the signed consent to the designation from Kingdom Baptist Church and specifically Marcus Clemens its Pastor who is here today and we also have a support letter for the designation from other woman mitts. Um, today I'm calling for a zoning change at 70023 West Archer Avenue, a location of helina's Pub in the Garfield, Ridge Neighborhood. This location has a history of infractions issues and Shady operations. The business is only open because the owner is maneuvered around. The liquor moratorium that I never lifted in the 13th Ward. the owners never communicated with me, the 13th, word residents, the 8th District, police Commander Community organizations before opening the business, I was only alerted that they were operating because of the Swift action of the Garfield Ridge Neighborhood, Watch, To make matters worse on their grand opening. November 15th, 2024. They experienced a shooting outside, the bar that involved, the bar security guard. 1 person was killed to others, were injured. It's a fact that bacp was in The Establishment at the time of the shooting. The location was immediately shuttered and hundreds of local residents signed a petition to keep it closed for Good. But that wasn't enough to deter the owners, they reopened the pub, under the dark of night last month on January 25th. Once again, I immediately alerted the Chicago Police Department and bacp to investigate, which they did that evening. I'm happy to report. The proper steps are in place to shut this business, down permanently The city's law department has filed a license disciplined case for failure to file the required change of ownership application. These charges are currently pending before the mayor's license and disciplinary commission if sustained a licenses can be revoked. In the meantime, I'm requesting a zoning change for this property to keep these issues from occurring in the future. Many, many community members support the zoning change. As you can see, by the number of signatures that have been filed 366 to be exact Then the community no longer wants to deal with this type of business and the disruptions and violence. That is brought to the neighborhood. A request, your support in changing, the Zoning for this location. Um, the item before you is a proposed map Amendment map Amendment uh, to rezone the majority of 35th Street. Um between South Ashland Avenue South Archer Avenue. Um from a number of different, zodian categories to uh b32 uh in order to unify zoning along the Corridor and allow for ground floor retail. This is in the McKinley Park Community area. Um, it spans both the 11th and 12th Wards alderwoman, Lee and Alderman, Ramirez, who are both supportive of this. Um, and uh, the process is included a number of community meetings, um, led by the Alders, um, between 2023 and 2024. Um, this proposed zoning change also aligns with a number of past plans that have been um, conducted for the Area 1 in 2021 by cmap. Another 1 that the McKinley Park Development Council and UIC conducted in 2023 and last year. Um, and it also aligns with future planning work that the department of Planning and Development will be, um, launching this year, um, in its moving, Archer forward study. Um, we can skip this slide. This is just a, a quote, from 1 of the past planning studies. Um, that kind of indicates the importance of this. Um, here you can see the preliminary analysis area. Um, the parcels that are highlighted on the map, um, will actually be excluded from the zoning change, but in total, we're looking at about 90 Parcels, um, and about a total of 16.8 Acres. And then, if you go to the next slide, this is essentially the area that will be resand to B3 -2. Next slide, please. Um and in summary, you know, it aligns with past and current planning efforts and Community priorities. It's supported by both the 11th and 12th Wards. Um, was informed by Community engagement, um, across several meetings. Um, and it unifies and align zoning that helps to create a more vibrant Corridor and allow for that ground floor. Retail that currently can't go in without a special use or a zoning change. Thank you. I don't remember MS. Check. Great. I really want to thank Nolan and his wonderful team. Um, all of our check-ins, this was actually 1 of the first projects that our office started working on. Uh so it's been a long time coming. But even before um, Elder woman lie, and I started this area was down Zone back in 2004 and so although it cuts through the 11th and 12th. So I have the south side and alderwoman Lee has a north side of 35th Street. We've been working well together as seatmates to come together, um, to build up this plan. I'm very thankful. Um, as you said chairman, it is very cold and we had a youth that lives on this Corridor, we have Kate who runs the McKinley Park, Development Council, who has worked on these studies, had have filled a relationship with the businesses to make this resoning successful. Um, so I you know, we've been we've been waiting a long time and more importantly, I think that we have all the right things in the right place to really make this um a gem. Um, of a neighborhood here in the city of Chicago where it can be, um, thriving and more importantly, just Community oriented. So, I just want to thank all the women lie, uh, dpd team and also my team. I have Sabrina here. Um, who is the lead? It's from K2 Architects, this Um, as some of you probably know swap is a community-based, not for-profit on the city's Southwest side. Swap was formed in 1996. They've been operating for almost 3 decades and they do a lot of Housing and economic development. Um, on the southwest side, um, the request here is to rezone the existing property, which is currently improved with a vacant 3-story mixed use building from B1 D2 to be 2-3 the, uh, proposal is to demolish that existing building and construct, a new 5-story, 44 unit, apartment, building with 11 parking spaces and commercial space. On the first floor. You're seeing the, um, uh, a picture of that on your screen. The height of the building will be approximately 65 ft. This is a Transit served location because of its proximity to 63rd Street. Um all of the apartments will be affordable. This is going to be a um an Ida tax credit uh 9% tax credit, financed development. Um we did file this as a type 1 and I have some relief, I wanted to state but there was a there was a substitute narrative and plan submitted and I would appreciate it.
