The scope of work includes major upgrades to Plumbing HVAC and electrical systems as well as an extensive interior. Rehabilitation tax savings from this incentive to the applicant or estimated to be approximately 202,000 over a 12-year period or 150,000 on the Net Present Value basis. They had planned to invest about $1 million, Uh, construction has already started and is expected to be completed in Spring of this year. Uh, as mentioned, the estimated total project cost is 1 million which will be financed equally with developer equity and a senior loan. As the tax incentive impact table here shows the estimated 12 year, tax savings to the applicant are 202,000 of which the city shares about 47,000 on a Net Present Value basis. This is 150k and 35,000 respectively. Dpd is in support of this project and recommends the approval of this initial class 6. B incentive as the developer has committed to invest 1 million in support of its current locations across the city. Providing flexibility in selecting sites for future expansion. It will create 15 full-time and 8 to 10 part-time jobs, and the investment will rehabilitate a long vacant property along a major thoroughfare. Again, the developer will receive an abatement estimated to be worth around 202,000 over a 12-year period which is nearly a 5 to 1 investigation. Uh for the the purpose of this class incentive is to rehabilitate rehabilitate, a 25,000 square foot industrial building and That has beset. Vacancies April 2019. Uh, the project site is located again at 4901 West, Arlington Street, which is in the 24th. Ward Austin, Community area. West planning region, as well as the Roosevelt and Cicero industrial Corridor Alderman. Scott has provided a letter of support. Here, you'll see aerial of the site. Uh is located on the northwest corner of West, oh and South Leman uh intersection in the Austin neighborhood. As part of the project, the developer removed 50 truckloads of dirt to level of surrounding land for the purposes of the dedicated parking lot. Uh, here's a view of conditions of the site. After removing a significant amount of debris from the property and grading the floor is prior to additional Rehabilitation. Uh, the building was constructed in 1966 and contains approximately 25,000 square feet of industrial space and it sat vacant since 2019 through 2023, when Dearborn Denim and apparel moved in. The applicant for this incentive is 4901, Arlington LLC doing business as Dearborn Denim and apparel? This is a native Chicago, e-commerce manufacturer of denim, garments clothing and accessories with a focus on ethical sourcing and production. Dearborn. Denim has invested nearly 1.7 million in the acquisition Rehabilitation of the former vacant property. The improved property now serves as the company's headquarters in principal manufacturing plant. After he grew out and moved as as it grew and moved out from its prior 8,000 square foot location located at 333 West Harrison Street. The tax savings to the applicant. From this incentive are estimated to be approximately 1 million dollars over a 12 year uh period which is an dollars on a Net Present Value basis. Again, the company acquired the property in April 2021 started, the rehab in June of 21 and finished the property in August of 23. Uh the total project cost was nearly 1.7 million and this was financed with 18% Equity 82% debt. The project costs were approximately 45% for the acquisition, 37% for hard costs and 18% for equipment. The tax analysis. Uh estimates the 12 year, tax savings to the applicant from the incentive to be slightly over $1 million, 800k on a Net, Present Value, basis of which the city share is approximately 250,000 or 185,000 on npv basis. The estimated net benefit to all taxing to all taxing districts is 165,000 over the 12 year period. This slide shows the after project completion and reoccupy as mentioned the location. Now serves as Dearborn denims headquarters and principal manufacturing plant. uh, the project allowed Dearborn denim to initially increase its Workforce with 10 full-time jobs, while to retain 50 full-time jobs, since occupying, this, and this building and rehabilitating the property. Dearborn denim has increased its employee base to 74 and will seek to continue hiring new employees throughout the incentive period. Additionally Dearborn Denim and apparel should be recognized for its highly inclusive and diverse employee roster of which 96 96% are minorities. 76% are women and 81% live in Chicago. Proper Dbd is in support of this incentive based on the job creation. The business is hiring practice and Workforce composition. It's significant investment while eliminating a vacant property and the positive tax impact that this to the taxing districts. Uh we'd like to thank you for your consideration of this request. I'm here today to request the approval of an ordinance, supporting a class 6B property, tax incentive, renewal for test properties, for the purpose of expanding, the existing 911,000 square foot facility. The project site is located at 45555, South racing Avenue in the 15th, Ward within the new City community area represented by Alderman, Raymond Lopez, who is in support of the project. Here's an aerial view of the neighborhood context. The property is outlined in red situated. Alongside racing Avenue, just north of 47th Street. This slide depicts the current conditions of the site and exterior of the building, the initial 6 B incentive allowed tested to relocate and build their lead Platinum primary warehouse and distribution facility which was constructed on city-owned land. That was vacant for 13 years for their continued effort, Testa 1 a Chicago, manufacturing award for positive Community impact in 2024. Tesla is Seeking a renewal to its initial 6B incentive which will provide an approximate 1.9 million. In savings allowing tested to directly invest in estimated 24.4 million in the expansion of its freezer and dry storage capacity and food distribution capabilities, during the renewal period. This expansion is estimated to add an additional 25 full-time jobs. Within the next 5 years, adding to the 200 current Chicago city employees of which 85% are women and or minorities, Here's a picture of the inside of the building reflecting current updates. This slide shows the current updates of the warehouse interior and the proposed uses for the tax incentive renewal again are to expand the freezer and drive storage business. The last mile of distribution operations, Purchasing new refrigerated trucks, and hiring 25, new full-time employees over the next 5 years. The budget of 24,480,750 is broken out into site and environmental costs of around million dollars. Dry storage and freezer costs of around 9 million. Refrigerated trucks, costing around, 11.6 million and warehouse and office costs around 2.8 million to be equally funded by debt and Equity financing. The estimated 12 year, tax savings for test of properties, will be 1,976,209 with the net present value of 1,435 792, and the city's share of that would be 457,323. Tesla spent 24 million in 2010 to build the facility. When the initial 6 B was granted, they have invested in additional 8 million dollars since 2020, including 2 million dollars at a nearby facility. 3 million was spent to improve their existing facilities including environmental upgrades, adding solar panels and a fuel station. An additional 3 million was spent on expanding their Refrigerated trucking Fleet. They plan to invest in additional 18.2 Million by 2029 of, which 9 million will be used to expand the country. The company's dry Warehouse expansion This tax incentive will help maintain occupancy costs and competitive positioning in the market. Tesla does have a new private Equity ownership through its acquisition by fresh Edge in 2023. Which has locations throughout the Midwest and the Chicago suburbs, maintaining the incentive will retain a long time, Chicago company as the user, and limit a new vacancy. Dpd is in support of this project that has brought jobs and continued investment to the south side of Chicago. Southwest side of Chicago area testing has made 8 million dollars in Investments since 2020 and expects to make an additional 18 million over the next 5 years. The project expected. The project is expected to retain 200 full-time, Chicago, employees, and create, at least 25 new full-time jobs. The applicant will save a approximately 1.9 million dollars with the incentive, but the city will benefit from test as continued growth. The facility was newly constructed in 2013, and received a class 6B property tax incentive. Here is a view of the interior of the facility. The developer is Seeking a renewal of the class 6B incentive for its 66,856 square foot office warehouse, which is used for the manufacturing of front products. Top web is the last remaining newspaper printer in the city of Chicago and Prince, most of the Chicago public school newspapers as well as other local community newspapers. The building is also used for receiving products that require additional distribution through insertion into the newspapers that top web prints. With the renewal of the incentive top, web plans to invest in estimated 1.75 million in in an additional digital printing, press it spending and general maintenance on the facility and create 5 additional jobs, which would increase the headcount from 34 to 39. As previously mentioned, top web facility was newly constructed in 2013. All in the invested, 29.2 million in land Construction, and Equipment costs. Additionally, during the initial incentive period, they invested nearly 1.1 million dollars more to add printing presses, and other printing equipment. The estimated 12-year tax savings to the applicant for the renewal period. Is 1,289,779 or 937,074 in Net, Present Value? Of which the city share is 298,473 or 216,852 Net, Present Value. Dpd is in support of renewing, top Webb's class 6B incentive for an additional 12 years. Top of has made and will continue to make significant investments in the facility. Additionally, 5 new jobs will be created as a result. Finally, the renewal will allow top web to maintain the building as a Class A production facility and remain competitive in the market. Top web is the only remaining newspaper printer in the city of Chicago and the expiration of the incentive would significantly challenged the financial condition of the company and constrain its ability to reinvest in the facility. And here's a, a current site conditions of the Interiors John Chris LLC seeking a renewal of the class 6B incentive in order to remain competitive in the marketplace and address the additional circumstances to ensure the reoccupy of the facility. The property has been vacant since September 2023 after the previous tenant, did not renew. Its lease, citing the expiration of the incentive as well as challenges with the traffic congestion along Normandie Avenue. The renewal of the 6B incentive is essential for the property to remain competitive within the area compared to Alternatives in the surrounding region. In addition, in addition to keep overall occupancy costs in line with the market, the applicant will make additional Capital Improvements to extend the useful life of the property and any specific improvements a prospective tenant may require Uh, John Chris LLC estimates that the project cost to be around 2. 3, 5. The project scope includes a new roof production area and office HVAC system repairs and tenant specific requests. The project will be financed primarily by John, Chris llc's, own equity and a minimal amount of debt. Over the renewal term. It is estimated that the tax abatement to the applicant will be around 1.5 million dollars or about 1.1 on a Net, Present Value basis, the city share of this incentive of. This abatement will be around 350,000 or 250 on Net Present Value basis. The department of Planning and Development chose to recommend the renewal of this 6B incentive for multiple reasons. The renewal of the property is competitive position amongst nearby Suburban, industrial markets, and local competitors. And it will help attract new tenants that would potentially add 25 to 75 full-time employees. The applicant is committed to investing up to 2. 4 million in Capital Improvements, in order to extend the useful life of this property.
