Thank you. Chairman, my name is Matthew Schmitz managing. Deputy budget director for the city of Chicago. I'm here to present a request by the administration. For this Council to appropriate an additional 22,572,000 dollars in state grants Awards, in addition to transferring, Grant funds. Um, already, uh, in possession of the city of Chicago, from the Department of Housing to the Department of Family and support services. Um the transfer of funds is $2 million under the city's, emergency rental assistance program that will be transferred from the Department of Housing to the Department of Family and support services. The additional funding is as followed uh 372,000 in state funding from the Illinois, Department on Aging to the Department of Family and support services for the area plan on Aging program. Uh, fifty thousand dollars in state funds from the Illinois, uh, department on Aging to the Department of Family and support services for the dementia, friendly Illinois, communities program, uh, 14 million in state funds from the Illinois Department of Commerce and Economic Opportunity to the Department of Family Support Services, uh, for a senior center. And uh 3,150,000 in state funds from the Illinois Department of Human Services to the Department of Family and support services for the Emergency transitional housing program. Lastly, we have 5 million dollars uh in state 2C Dot from the Regional Transportation authority, for the Damen Green Line, CTA station project. So it varies it's um mainly items that were identified during construction that either did not. So it is not untypical to have punch list items and then anything that we don't use them assuming just goes to reimburse. C dot for the construction. The the 5 million will be fully used for the project perfect. Um, Thank you. Um, as far as the funds that are going from the for the Emergency rental housing assistance, can, um, Can someone talk about how those funds are administered today? Uh, yeah, good afternoon. This is Daniel Castaneda. Deputy Commissioner for human services at the Department of Family and support services. Um So currently we administer our rental assistance program through the 6 community service centers um that dfss supports um across the city. Um and then we also have an online, uh, rental assistance, portal, that will be open. Um, when these funds are available, um, So that folks can apply online but they can visit 1 of the 6 community service centers to apply in person as well. What does emergency rental housing assistance? Look like, is it like I I lost my job and I I need Bridge funding to get through the next couple of months until I get back on my feet. Is that how that works? Daniel. Uh, yes to. So you do have to prove that you are um at risk of homelessness. I mean it is up to 6 months of rental assistance. And is there a cap per applicant? Um it's it's up to 6 months and the rent still needs to comply with um HUD rent reasonableness. Um, requirements, but yes, it is up to 6 months and then there's the, the rent reasonable requirements. So at the highest level, what what would that be? Uh, it really depends on the area that the applicant lives in. Um, that's what determines the rent reasonableness. Oh yeah. I was just trying to get to what's the most money anybody could get in rental, emergency housing, rent. If I'm in Lincoln Park, I'm assuming that's 1 of the more expensive places. I'm just looking for a dollar a month, um, and you can give that to me through the chair if that's easier. Um, I'm, I'm just trying to get a sense of the, you know what, the where people max out at on that, Sounds good. We can get you that through the chair. Uh, we're here today, uh, with a direct introduction to uh that allows the the city clerk of Chicago to Grant an amnesty month, a period of 31 consecutive days within the calendar year, where back fees and late charges would be waived for constituents to come into compliance with their city sticker. Thank you, any questions? Um, V. Um, I want to thank the clerk's office for, um, Taking this action. I actually had a constituent a veteran come in, um, to my office not 2 weeks ago. Um, probably lasted. He, uh, he purchased his car and the whatever it was, he came in on date 31. Um, and was, was hit with the of the $60, um, and you know, $60 may not seem a lot to to to, to most people, but in addition to the, the fees for the the sticker and he didn't realize that, you know, he had a benefit as a veteran too. Um, so he was staring down the barrel of about almost a hundred dollar bill. Um, and uh, you know, that was, that was a real hard pill to swallow because, you know, if he came came in, in a different month, he would have been fine. Um, So I I appreciate that. The clerk's office is doing this. I think this is going to make a big difference for people. Coming into compliance and staying, uh, staying on top of their, uh, their City registration.
