At this time, we will begin the public comment period out of respect for everybody's time. Each speaker is limited to 3 minutes. Our first speaker is Mr. George Blakemore. Good morning citizen. I'm glad to see that the ultimate uh, beginning to be on time and it's a, not another committee, a meeting going on. Because usually they they go from 1 a to the other and I think that that the people are are waking up. Look, we are teaching the ultimate how to treat. Us this agenda that here at and I've been speaking about these uh, residential parking for years, the residential parking is where people live in the in, in the facilities and uh, and they want uh, to be able to, to park. When these, when you, when the people are taxed from the west side and south side and they go up on the North side and they find out they can't find any parking because the residential parking. You need your own karaage stop it. While I'm talking. We have some respect. For your position, as I was saying that, uh, you need a parking lot. because when you attacked that that's for all the streets of of our city and if you you need a garage or parking. So So I'm against that also, I'm also a against the disabled uh, uh, when you put out, uh, this is for people handicapped and disabled people. Well, when they die, you don't know it. That state that that that sign stays there. and, and when they have on on their cars, also you have to find a way to monitor that because their nephews, their niece, their children can still use this, uh, disabled sticker. That's why it's very important for men of Mr. Blakemore, a caliber to attend this meetings and I'm known to be Public Enemy. Number 1, how you just hate and disrespect me? You are disrespecting your position, you see. So again I want to thank you for not having these meetings at the same time and and in the chambers and then 1 over here and so I think that the people are waking up. The politicians are beginning to the people are teaching you how to treat us. and, For years. Oh they they very disrespectful to the people. Why you talking they turn they back and they walk around. Ignore you, we pay? Thank you, Mr. Blakemore Our next speaker is Mr. Taiwan Sims. so, um, The other day, that was an event that took place on 35th. 1 child lost his life. Another 1 possibly is going to spend the rest of his life in jail and another 1 was Gravely injured, the news broadcasted this or played this off like it was just something light or passing incident. They didn't describe the children. They they never said anything. but this happened in The Pedestrian way since we're talking about pedestrian safety, But let's spits as a chairman. Of all people. A gentleman that should not even have a Council seat. Because you represent a full city of people. So many demo. So many different demographics. So many different nations. But this gentleman right here that man right there. Nicholas spotter. Who I will not stop until you are taking or removed from that chair seat removed from that Council seat took Liberty with black children. Right? They was in a pedestrian way. They were just passing by more than likely you and your friends as y'all did, whatever it was. Took Liberty, the crowd, these black children around you as you dressed in your banana suit, right? so, what was that picture supposed to depict them as I'm saying. Mr. Laspata, chairman laspata. And so we have the the council. What man, Martin civil rights attorney, we got the vice, what mayor Irving and a host of other people. Many monarchs said that the most vulnerable Community should be protected, and I'm supposing that children are not most vulnerable. She said this right after the re-election of our now sitting president Trump. But this is what we get. This is the representation that we get. At Chicago Ones. But we got to sit here and uphold this we got to take this, right? We should just accept the fact that they allowed for this man to sit in that seat. As a chairman of anything. You should not sit anywhere. You should not have made it to this sanctum or any place. You should not be. A street officer. Crossing guard. You shouldn't. But here it is. You sit as the chairman of pedestrian And what street safety, or whatever it is. I said in the council where you talked about freedom to move, those children should have had the freedom to move right past you and your inclinations. Right? They should have had the freedom to just go and be and not be part of your joke. But there's no laughter over here. No mercy in it because until you are not a representative in this city until everybody know that you are a raging racist. Right. because, Thank you, Mr. Sims, our next speaker is Patricia Ponte Blancas. Yeah. Um, good morning. My name is Patricia Ponte um, I live on 6252 South Knox Avenue um 2 blocks from Cicero And um, there has been a lot of accidents there on 63rd in Knox. Um, we're close to the Midway now. Um, there was this accident a long time ago where the lady came to visit her mother from out of town? She was crossing the street on Cicero, she got hit, she was not able she got killed. Uh, by a drag card. She was not able to see her mother nor her mother, see her daughter. The next thing is, um, that's 1 of the thing. I'm fighting for red light, enforcements on Cicero, you know, they feel that because they could drive and nobody's going to catch him and this is what the 1an told me, cash me if you can Okay, we need those red light enforcements, the city needs that money, you know, if you do not, if you kill people, okay? And then you get away with it, be punished at least with the red light enforcement. You will catch that person. I spoken with law enforcement and they're like, we have our TA our hands tied, you know, we can't do anything about it. Um we have to say uh he said she said, but if we had a red light enforcement, we will know what really happened and that would be Um, less time wasted. Uh the other thing is on lasell in front of Cicero, there's the transportation, um, cars. I get off the bus in front of City Hall and I can't even get off the bus. Well, there's this elderly lady that was getting off the bus with her cart. I think she went grocery, I don't care what she did but she was getting off the bus with her cart. She couldn't even get off the bus because when you opened the door, the car is right there. Her little car out. CTA is having problems with that, not even able to take out the passengers and then they have to deal with the passengers fighting with them. Hey, why are you opening the door when I can't get out? Why Why do if the city doesn't abide by the rules and regulations? Why do you expect that the People by by the rules and regulations? Thank you very much. Thank you, Miss. That concludes the public. Common period. Our first order of business, is the rule 45 report from January, which was sent out via email and distributed to committee members, can I have a motion to approve the January rule, 45 report? All other person, Martin. So moves, all of those in favor of passing the report. Say, I All of those opposed say, nay in the opinion of the chair, the eyes have it. We will now begin with the items before the committee. We will begin with the direct introduction ordinances on pages. 1, through 3 can I have a motion to recommend approval of all direct introduction, ordinances on pages, 1 through 3, by the same roll, call vote was applied to determine quorum All the person Bernette sew moves hearing no objections. So ordered let us turn to page 4 for the recommended portion of the agenda. These ordinances were submitted as overrides are on the agenda at the request of the order person or do not require departmental approval. Can I first have a motion to recommend approval of all ordinances on pages, 5 through 7 and items, 3 through 7 as well as item 9 on page, 8 by the same roll call vote as was applied to determine quorum. All the person Iran so moves hearing no objection so ordered for items, 1 2, and 8 on page 8, we have received substitute ordinances, all of which make changes to the language based on recommendations from the Department of Transportation. These substitute ordinances were emailed and distributed today. Can I have a motion to accept these 3 substitute ordinances? Almond Quinn so moves hearing no objections. So ordered and can I have a motion to recommend? Can I have a a motion to recommend approval of these 3 ordinances items, 1 2 and 8 on page 8 by the same roll call vote as was applied to determine Quorum. Older woman Mana hoppenworth so moves hearing no objections. So ordered We will report these items out at the next regularly. Scheduled city council meeting with there, being no further business before the committee. Can I have a motion to adjourn? Many do. And yet, it is all the person Lawson who so moves hearing all of those in favor. Signify by saying, I We are. We are adjourned.
