However, if the actual expenditure is after January 1st, you can technically use the money for. But my understanding is that some members have expenses that are beyond their appropriation and therefore transferring money from 1 line to the other to satisfy those appropriate. My name is Robert bumpers financial planning analyst for the Department of Planning and Development here. Today to request your approval of a Redevelopment agreement between the city and Out West gallery and Cafe for the purpose of authorizing 734,625 in. NLF funding to be used for a building Rehabilitation to house this new endeavor. Uh, subject property is located at 5249 West Chicago Avenue within the Austin Community area. And Ward 37. This is in the west planning region, Alderman, mitts supports the project. Location of the property is on West Chicago Avenue between North Lockwood and North Latrobe Avenues. The building is immediately adjacent to the Austin neighborhoods. Newly constructed popcorns which the developer of Vanessa Stokes aided in creating These are the current exterior conditions. Uh, the building was originally constructed in 1917 and includes 2. Retail Bays that have where most recently used as a corner store and liquor store the property. However has been vacant for 10 years Shown here is the um interior of the building. Uh it was demoed in a new roof was installed 2 months after the purchase of the building in October 2021. Uh, the building aside from the necessary rehab is in solid condition and needs modest masonry work. Uh, the developer of this project is Vanessa Stokes. Uh, she is an artist and entrepreneur and the CEO of VSS creative Consulting vs. Creative Consulting is a cultural design. Firm utilizing art to engage communities throughout the city. She is also a cultural organizer and curator of several public art displays. In the Austin Community, where she resides. For this project Miss Stokes a proposal to create the outwest gallery and Cafe, a community-driven space that will utilize art and culture to engage Austin, and Community residents with performances, exhibits media, and lectures, in addition to providing an art space, the project will include a cafe that will offer healthy food choices using a pay, what you can model in a neighborhood that lacks both coffee shops and healthy food options. Scope of the work will be a complete Rehabilitation of the property, including new Electrical, Plumbing HVAC, Windows Doors, flooring Building Systems, masonry, and a full interior build out of the space. The total project budget is approximately 980,000 up to 73462 or 75% of the budget is slated to come from nof funds, which includes a base Award of 50% of the total project cost, as well as a community wealth building. Bonus of 25%. The other sources for the fund, uh, the other, uh, source of funds for the project will be 250,000 dollars. Uh, and this will be debt. Financed Um, if approved the Redevelopment agreement will reimburse, the developer for up to 7346 in nof eligible costs the construction reimbursement will be provided in 3. Certificate of completion, the city's investment will be protected by Provisions in the RDA, that will require the project to be occupied and operating no less than 5 years. And additionally, the developer must achieve typical construction compliance requirements of prevailing wage mbewe and City residency. Uh, once complete is expected that the new facility will be significantly improved from its current condition. This is a elevation of the building. Uh this is an image of the Interior Space, as completed, project will completely renovate and modernize the interior. The development's interior will include ample Cafe, seating designated art displays and a full commercial kitchen. Uh, overall dpd is highly supportive of the project. Uh, the grant will Aid in the much-needed, rehab of Chicago Avenue, building vacant for 10 years. Provide a cultural amenity for artists, and Community, as well as offering healthy food options to the community again, uh, alderwoman mitts and the community sort the projects. And for all these reasons dpd is the use of nof funds to support This project, I'd like to thank the committee for your favorable consideration of this request. This is a project that we've been on with Vanessa uh for the last 2 3 years but she's been very active in the community, cultural artists 1 of her of her Specialties and um, not only at the outer West Cafe, she did a lot of art work on Cisco and Chicago Avenue her father, where, uh, artists and Vanessa is walking in his footsteps and glad that, uh, she's able to continue to carry the Legacy. But before Vanessa came artwork, was not privileged over there on Chicago Avenue, or the west side. So look like doors have been opened through her work and her effort, and we began to see, uh, brighten up. As you can see, there is a outdoor court, right next to the cafe. Uh, that was led by Vanessa, uh, uh, Stokes and Westside health authority to be be able and her her business, the out of West Cafe is going to be right next to that playground. Uh, where you have a lot of artwork and, uh, my time in office. I've seen it. I remember that being a liquor store and it was 1, that's not privileged. So we're taking it out, liquor stores, bringing in taking out old putting in the new. And this is going to be certainly a welcoming opportunity that we can sit down and break bread and have a cup of coffee. And I have little meetings and enjoy 1 another, uh, Community Gathering. So thank you so much for your effort, Vanessa, uh, and to the community as well. Uh, for coming together to work this, work on this project, and I'm glad to see it's coming to uh, this Council now so that we can move forward with getting it open. And so I I just really want to commend her on this effort because I know it's been something that she's planned a long time ago from the time, even when I became Alderman, I sat with her and just really, um, admired. Um, her not only his art and his photography, but her desire to, um, you know, put this out to the world and to the west side and she's not Start with just her father, she wants art to be a very prominent place, um, in our culture on the west side of Chicago. So Vanessa, I congratulate you um you have my support with this project and your endeavors on the West Side to promote to promote art.
