To house illegal immigrants. You all have allowed the American citizens to see you all be more concerned. About how housing illegal immigrants than housing citizens. I for 1 will make it my personal business that when Donald Trump gets into office that he do a full and complete audit. on every single, all the woman and every single, all the men in the city council of Chicago, the same for Cook County. Representatives, the fact that you all will sit back and watch people's real estate, get taken, and do absolutely nothing about it. Having bogus meetings trying to make it appear that you're trying to help your constituents. When in fact you are not because if you were, you would go to the source of the problem and get the problem fixed, which is the corruption in the courts. It is the corruption of the courts that allow our properties to be stolen through civil processes, and the fact that this is the legislative body of the city, and none of you could do anything about the Crooked Judicial System still in our property. Since last year before that standing up for us to say that, we didn't want these illegals in our neighborhood and not and and and and not to fund take all tax dollars and fund these illegals and to put them in our neighborhood when it was time to take our field houses and things. I noticed that I didn't see not 1 of you all stand up for that. Either on our side, that's fine too. I noticed. That we didn't see any of you all stand up. and say that no we're not going to keep funding these illegals. And we are going to allow Trump slash time home and to come in here and get these illegals. Since we see the crime has shot up which we know y'all lying about the numbers. We see what they're doing in New York. We see the people. They're not vetted and they're all in our neighborhoods so we see that none of you all stood up. On our behalf. All these black albums but you we got Black Faces steady crying now saying look, they're taking black people property. Look, they're putting all these illegals in our neighborhood. Look, we're being homeless, we've been replaced, nobody said enough. Okay, I see that in my neighborhood. We have no black businesses, know, businesses, but I see a bunch of Mexican Shops and, and burrito Shops. And, and when they selling tacos, brick and mortar businesses, been allowed to open up in our neighborhood and you all going to talk about real estate. Okay, I see that I had a v. I I bought a business in 2019. trying to do something for the neighborhood. Can't get a grant that A1 credit can't get a don't like make it, don't lie on taxes and everything. Hard to get a business loan. Can't get grants can't get business. Know ask about the Tif money can get that either. I'm a black woman I'm a black woman and the low and the opportunity is on low income when they came talking about low income because the with the we need synthetic drugs, and the low income neighborhood know we need help. We need to eat, right? We need mental. We need mental stability in our neighborhood. I can't get along or Grant anything for that. Thank you. We are the indigenous Americans. That's who we are. And we need to be classified as that so we can get the benefits that you all are given the immigrants. Neto's immigrants on the applications, they're not putting immigrant on there. They putting indigenous. And that's our problem. They keeping us away from Who We Are. And that's a fact. All of our people that refuse to go to reservations were classified as Negroes. Now in our bloodline, all we have to do is to go back and look. Our families. Washer Cherokee and chalk talk. But on the application on the applications, they want to label us, give us nicknames. We can't get no benefits with that. So we just want to say this for the record that we want to be classified correctly as indigenous and put away all this nonsense about black and African-American because we get no benefits with that. There's no lawful standing with us being called. African-American and black and negro. That's a fact because there's no such thing. So, we want to say that. That just like they started calling us African-Americans when Jesse Jackson ran for president. You need to reverse that. I need to take all that stuff off your applications. All of our children. Need to put indigenous on a birth certificates. and that's basically it, if you all do the right thing, we can get the same benefits, but it starts with us being classified correctly as indigenous, because that's who we are. and we are not going to keep playing these games because if we would class that as indigenous, we wouldn't have to pay property taxes. Number 2 is ordinance 202400000014442 acquisition of property at 1751 North Harlem Avenue from Chicago Title and and Trust Company. Land. Trust number 8000002382648 dated, January 22nd 2020 for purpose of serving as gailwood Mound player. Chicago Public Library branch in the 29th word. A merit Soliz from the Department of Fleet and facility management is present to testify on behalf of this ordinance Merit. Go ahead. This item is for the approval to purchase property to be activated by the Chicago, Public Library, for its scale would Montclair Branch located in the 29th. Ward, for background, the gailwood Montclair Branch closed. Its Grand Avenue location in 2010, due to a combination of factors, um, in the branch was then temporarily moved to a room within ra, uh, Sayre Park. Um, in their Fieldhouse before its permanent closure in 2020. Since then, the city has been actively working to secure a permanent location for a fully functional branch. 2 of them has negotiated acquisition of approximately 15. Thousand square feet of vacant commercial space for the site of a future library for this branch. The purchase price is 360,000 or roughly 24 dollars per square feet. As I mentioned, the property is located within the 29th. Ward and we have Alderman, Talia, Ferrell's, full support. To FM engaged CBRE as broker to assist in the selection of an appropriate site for the branch. In our search, we identified and considered 3 sites before selecting 1751 North Harlem. As it best met, the requirements for the library. This property is located on the east side of North Harlem Avenue. It has a proximately 50 feet of Frontage on on Harlem and a depth of approximately 200 feet. The subject property is improved with a 1 story storefront retail building with a loft space, towards the rear of the building uh reportedly constructed in 1953. The general area as a mix of residential and Commercial uh with limited manufacturing uses. 2 FM performed in environmental site assessment as well as additional investigation activities to determine the general feasibility to purchase the site to be used for the Chicago Public Library. based on the results of these investigations to FM, considers activation to be feasible for the branch after having met certain conditions, The building was initially listed for. 435,000, we were able to agree on a final purchase price of 360,000 after a market value, appraisal of the subject property, To FM has signed a letter of intent to purchase the property from the owner and individual marabel ayoyo whose economic disclosure has been circulated last month. And I respectively, respectfully request, your favorable consideration of the acquisition on behalf of the library. Good afternoon, chairman 6, you a Lopez and committee members. My name is Lupa benak. I am with the Chicago Department of Transportation and I will be presenting to you a request for land. Acquisition Authority for the Englewood nature trail. The Englewood nature, trail is a proposed Trail project along the former elevated, railroad embankment between Hoyne Avenue on the west low Avenue on the East 58th Street on the North and 59th Street on the south extending approximately 1.75 miles. It is located within the 15th and 16th ward. The project is being developed in coordination with both Alderman, who support the project, and both aldermen have been briefed on the acquisition needed. The project and related properties for acquisition are in the west Englewood and Englewood Community areas. The total project cost is estimated in 91.4 million and is a mix of federal state and local funds. Singlewood. Nature trail has been envisioned for many years and has been reflected in multiple planning efforts. The trail project is a continuation of the values established in the AC Aro Eco District. Land use plan and will provide many benefits to the area once built shown on the slide are images of the railroad embankment today. The project will convert an abandoned railroad embankment to a shared use path, creating a new Community Asset. The project will convert an I'm sorry, is a major Catalyst for inclusive. Revitalization be a connector of opportunity. Linking active living access to Nature, and the outdoors and urban agriculture. It'll provide significant safety health and climate benefits by providing a dedicated right-of-way for people. Walking biking. And is driven by uh directly benefits neighborhood residents. The improvements will create the infrastructures to support new residential and Commercial investment. Adjacent to the path. The path will encourage the continued development of an urban, a district in the area which generates job opportunities by fostering neighborhood stability and creating a signature designation within the area. This process will also provide an equity Focus investment in the economic development of Englewood neighborhood, which aligns with the grassroot initiatives to use the trail, not just as a physical connector, but also as a connector of app opportunity along the corridor, The slide shows, the typical section of the proposed trail design. The trail will be 12 feet wide. The fee with 5 foot wide flat shoulders, the spec fits within the 6 flat area at the top of the embankment and will require at least amount of embankment and treat impacts while also. Providing the most comfortable space for users, Wherewith allows, there will also be programmed areas along the trail as shown by the 2 render on the right. There are 12 proposed access points along the trail. That will be ADA Compliant shown here with the yellow dots. This slide shows a rendered ADA Compliant access point with the ramp going up to the elevated trail. Also is uh also pictured as an example of an existing access ramp along the saganash trail, as well as a prospective of an access point along the anger Road Trail. Property Acquisitions are needed for the construction of the Englewood nature trail and include 11. Full property, takes required for an access point and ramp and for General construction needs. Only vacant, Lots will be required. 15, partial temporary, construction. Easements are required to access adjacent, private properties, to perform the necessary, repairs and reconstruction of existing retaining walls. And 3, partial permanent construction. Easements are required to access adjacent, private properties to maintain access for view. Future repair and maintenance of retaining walls. All efforts were made to minimize negative impacts to the surrounding properties. There are no relocations required for this project and the temporary and permanent construction. Easements are small, and are not expected to infringe on the active living space of private properties. All Property Owners will be compensated. Shown here are all the property Acquisitions needed for the project. The dark green. Outline by red shows already city-owned property for the proposed Trail. The proposed full take partials, are shown in Black. The temporary easements are shown in light blue. And the permanent easements are shown in yellow. Shown here are 5 of the 11 full. This parcel is 3,446 Ft square feet at or 08 acres and this vacant land is also owned by the Cook County Land Bank, Authority, The eighth, parcel located east of Justine Street, just north of the trail. That is needed for the repair of a failed retaining wall. This parcel is 3,177 square ft or 0.07 Acres also owned by the Cook County Land Bank, Authority. The 9th and 10th full take Parcels are required for a retaining wall reconstruction at Peoria. The total square footage is 93333 feet or 0.21 acres. And the vacant land is O is also owned by the Cook County, Land Bank, Authority, And the 11th and final full take part soil, is located east of Emerald Avenue, just south of the trail, and this is needed for the repair of a retaining wall. This parcel is 3,132 square ft or 0.07 acres. And, um, again also owned by the Cook County Land Bank, Authority. Many existing retaining walls along. The trail embankment are in poor condition or a failed as shown on this slide access to adjacent private properties. Um, will be required to perform the necessary repairs and or reconstruction of the existing retaining walls. Here is an example of the temporary construction easements needed for the repair or reconstruction of these retaining walls. The properties will be restored after Construction. There are 15 temporary construction, easements required, the locations of each are listed on this slide and the width of these easements will range between 2 to 16 feet. Um, and it's a total of 21,854 square feet or 0.5 Acres. 3, permanent construction easements are required, to are needed within a commercial parking lot to repair, the existing retaining wall, pictured here, as well, as to maintain future access for, um, future maintenance, a third is needed to repair and provide future maintenance access for an existing retaining wall. Adjacent to a vacant side yard at 58.21. South Emerald Avenue the easement width is um 5 feet and totals 3,510, square feet or 08 Acres. Um The Phase 1 preliminary engineering for this project was completed in quarter 4 of 2023. A public hearing was held on November 15th 2023. At which time the proposed acquisition was presented all Property Owners received certified, letters regarding these acquisition, Phase 2 final design started in early 2024 and several Community. Advisory meetings have been held Design is anticipated to be complete by the end of 2025, along with the land. Acquisition public engagement, has been ongoing throughout both phases and will continue. We did a ribbon cutting our aldermen Mitchell was there and he can tell you, hundreds of people showed up for our ribbon cutting just to just a few weeks ago.
