That's about 45 miles out from the city, but I regularly enjoy coming into the city of Chicago. I am here, speaking on behalf of my entire kids sewing school. I'm in a sewing School. And I am asking that you pass the ordinance to ban for in Chicago. As a sewing teacher, I teach all of my young students about fabrics and textiles. I share with my students, the horrible reality that is fur. The Youth of today, want absolutely nothing to do with wearing an animal's fur. The use of animal fur is cruel and most outdated. With the advances in technology. Textiles we have achieved today. Using animal fur for warmth is just not needed. It is a huge waste of resources and lives, and is extremely uncompassionate. We have evolved with technology. Let us please evolved as a city with compassion. And lead the world to show that our children. My name is Moises Moreno. I'm an organizer with the alliance of the southeast. I'm here to urge the city council, to slow down and defer the side Quantum development. Well, I'm asking that we slow down and defer until there is an environmental review completed until there is a remediation plan in place. Until there is a clear and specific Community benefits prioritize by the community. As far as petitions we submitted a petition to the zoning committee over 142, signatures asking them to slow down the process for Community benefits. We now have 350 356 signatures. in the petitions, the name Community benefits include protecting the environment and our health guaranteeing jobs and education pipelines for local residents, including 10th, Ward and Seventh, Ward residents, we want paid internships for high school students. We want Pathways to careers for local residents and job training. And development without displacement. Like, offering tax relief for homeowners and longtime residents. Why does this apply to the whole site? This is 1 of the questions that's been asked. The community meetings that have been held by the city, only focus on the 125 Acres. Not the entire site. So this is going to bring a lot of changes, and this will this development won't even allow for housing. I mean it made weighted related. Midwest plans on building in building outside of the community, basically not in the community. So they weren't going to be no affordable housing for the folks that are going to be near this development. That ain't right. And it's also allows for heavy Industries to bring more pollution to an environmental justice community. Like warehouses and recycling facilities, and general iron, and all these Coke, and co cold materials that are out there. We need to get this addressed before anything gets done. When we're talking about Investments, we are paying for this, by the way. Okay, taxpayers were paying for this at the city level at the state level and at the federal level. So Midwest related they already got their they're getting going to get their tax break. Okay. Now if Midwest related Midwest my my my apologies If they can get 10, if they can give 10 million dollars for a park downtown. They can they can invest in the local community in the southeast side. And from Mexico, and here's the thing, they all came here to work. That was the culture that United South Chicago. And that was the culture. That purchased the homes and paid for new cars out front. And that was the culture that they passed down to. The children and the grandchildren. And you know if if those people those Grandparents were here today, they might say work defines us. It saved Our Lives, if filled our hours, it gave meaning to what we did. And Who We Are. Some of us were professionals. Some of us were lawyers engineers, Others. Just use a job as an opportunity. To do our most important work which was to provide provide for the family, build the community. and so, If those same people were here today, they might say what happened. You know what happened? We we have lost all the industries. They literally took the factory machines and unbolted them and shipped them to China and now the people are working in retail stores and the pay is so low that they have to get you know uh Link cards and so forth to eat. So now we have the resurrection of an industry that is I'm I'm going to say you a Godly industry if you will. I'm not usually 1 that speaks in those terms, but But it's a business that serves the people that work there. It's a, it's a business. That serves the customers. It's a business that will serve the taxing authorities. I mean. It's a business that will enable. All kinds of ancillary uh, you know, cultural benefits. You have every right to be angry because it feels too expensive to survive, but we are putting that anger in the wrong place. we are spending 170 million dollars in this budget cycle for vacant officer positions positions that the city has failed to fill for the last 6 years, 170 million dollars. the City Department of Public Health has seen the largest decrease, it is the 170 million that we are putting towards completely vacant. Positions is 4 times higher than the entire budget for the Chicago Department of Public Health. My health. Matters more. Than this city is currently investing in. For the last 6 years, the CPD has had this vacancy fund. And every year, even with the largest recruitment budget CPD has ever seen, the CPD has struggled to grow the force and in fact on times recently reported that it is shrunk by an average of 320 officers, that money is just sitting around. And we have no way of knowing where that money is going. So please vote for it is absolutely not. Thank you very much. We are asking to vote for the budget amendment so that that money can be funneled into programs that we know work into treatment and not furthering trauma. Thank you. I'm the director for health and violence. Prevention at. Brighton Park neighborhood Council. And a co-lead for the collaborative for Community Oneness. Over the last 18 months, we have seen an expansion of real Public Safety interventions across the city. This past summer. The Peace book. Had over 900. Young people apply for 100 V, prevention and intervention jobs through the Peace book pilot. With my shy, my future funding. We have developed a leadership of young people throughout the City by creating safe spaces for young people to thrive in our communities as they have done. So in Brighton Park, The my future program is facing severe Cuts in this proposed budget. The collaborative for Community. Wellness has worked hard to get the right response to address the Mental Health and Social needs of Chicagoans through the treatment at trauma campaign. The public health department has reopened 2 public Mental Health Centers and has been working hard to expand non police crisis response. unfortunately this new budget being voted on is cutting the Chicago Public Health Department by an additional 9 million dollars to the already 140 million in cuts at the health department is facing Our Coalition is unwilling to sacrifice the needs of communities, to give the Chicago Police Department money that they cannot spend. No other department would be allowed to have vacancies to that degree every year for the last 6 years. If say, the Law Department had over a thousand, vacancies year, after year, for the last 6 years, did not have accounting to wear those vacancy dollars. Went, it would be logical to take those vacancy dollars and push them to somewhere else where they can be used. We are asking the city council to do the logical thing shift, These funds where they can be immediately used for Public Safety and Public Health. We know what our communities need and how to fund it. That is why we are asking the city council to support the public health, and safety budget amendment and incorporate these critical changes into the proposed budget. We currently have more than 170 million dollars of police vacancies within the city budget. That's more than 2 and a half times. The entire corporate funding going to the Department of Public Health. No, other department has vacancies to that degree. The public health and safety of budget amendment is pushing to do. The fiscally responsible thing, and rightsize. The Chicago Police Department, vacancy budget from 170 million to 20 million. Take the other 150 million to fill the budget Gap, protect funding for Chicago Department of Public Health, which is the most in which, in the most reach of most most recent budget amendment has suffered further Cuts, invest directly in youth Finance, prevention by expanding, Peace book, and fully funding. My Shai, my future initiatives, maintain the Chicago empowerment fund and continue to vital work of guaranteed income program, the answers in front of us. We just need to be willing to do it. It makes no sense to continue to give an outrageous amount of funds to vacancies. When we know they are not going to be filled, do the right thing, pass the budget. Because this, um, be because this item has been It was passed in the plan commission has been worked on for 4 years, in negotiation. There's um, there's about 3,200 labor construction jobs at state. There's 60 permanent jobs, 250 million dollar investment. There's a million dollar bonus to the North Branch. There's a million dollar industrial fee bonus to the conversion fee and the industrial area 40% of the site would be green space. North Branch work supported, 250 people Rose, signatures for it so we just thought it's been going on for 4 years. We wanted to give the developer and the alderman opportunity for a little more time to discuss the issue and hopefully the city can capture those dollars that we sorely need for our budget. Uh not just now but in the future and thank you. So prefer you said thank you very much just a second here so per rule 444. Speaks to disapproving a committee report. um, but because this item isn't a part of reports there is, um, nothing there for the city council to essentially, disapprove of so again, because the item just a second because the item was never placed in the chairperson's report, there is nothing in the report because the item doesn't exist to disapprove of So therefore then accordingly. If you wish Alder. For this item to be brought before this body because it's not in the chairperson's report. So there's nothing to approve or disapprove if you wish for this item to have discussion, Then the suspension of the rules will be needed in order to consider this item today. Um, I think 1 of the things that Alderman again, there was a vote in the committee, the vote failed part of the argument was that, um, maybe you don't know this, but, uh, the developer wasn't going to build the affordable housing unless they got 100% tax reduction and at a time when he's asking all of us, To vote on a budget that makes our constituents sacrifice. Even more lean in a little bit, sacrifice a little bit more. The developer, in this case was asking for a 100% tax reduction, just if you want to put some facts on the table, um, those tax reductions go out. 30 years. And I had tried very hard to make sure that we had a good project. Here we asked for some counter proposals, they didn't come to play. So, um, The if we want to talk about the full set of facts, I don't think we need to talk about that. The fact is we are arguing or discussing whether a chairman Refuses when the chairman refuses to put something out. In the committee that passed its breaking the rules and there doesn't need to be a suspension of the rules to do that. I made a motion to disapprove of the report. Unless the report included that item. And I would urge everybody on that motion to include the item. Again. It could it creates a slippery slope if we don't do that and you know, if you want to say that there wasn't a roll call or a Voice vote, that's irrelevant. Okay. Bye. The chair. Recognizes Alderman. Reilly Thank you, Mr. President, it seems that there is actually a pretty simple remedy here. If we were to suspend the rules, and add that item to the committee report problem solved, I happen to have a project that would also be that would also be delayed contained in that report. That's very important important to me. But the precedent being set, here is more important and so we can fix this right now. Well, that's thank you for that happening. Yep, well, that's what I said. I said according to this for to rule 41, have made that very clear and that the remedy would be to suspend the rules in order to consider the item today. I literally just said that well then I moved to suspend the rules for immediate consideration of that item. Well, I'm going to offer up some deference to the order who brought it to this body in the first place. Because that's literally what I said. I said, just a second here, I said per rule 44 speaks to disapproving a committee report. This item isn't a part of the report, so therefore, you can't disapprove of it. And so then I said following Suspension of rules in order to consider the item today. I was literally quoted as saying that, and then respectfully are altered rejected that So, I'm okay with what I recommended. If Alderman, wages back is okay with the motion, which I initially called for, for the suspension, of the rules to take up this item. So are we now in agreement with what I actually proposed? Are you okay with it coming from Alderman? Reilly alderman waguespack? Mr. President uh, let me just take it in 2 parts. The reason I brought this up this way is 1. We're creating this slippery slope and that had to be pointed out because it's breaking the rules, breaking our rules, Robert's Rules long-standing policy about what should get reported out and what shouldn't However, secondly, however, all them in vote. I, I really didn't care in the committee. How it went when people were being asked to not have somebody pay taxes and then asked to lean in, but I said it before. I'm not going to hold up, everybody else's zoning projects, I think they should go for it. I think Quantum should absolutely go forward. They did a good job working on the project. The problem when you do things this way is that you open up the door for say people opposed to Quantum to come in and say you guys didn't do things the right way. And it creates that slippery slope. So, I will defer to Alderman, Reilly and accept that suspension of the rules, Okay? So, All right, very well. Okay. so, point taken We have clarity now that we are no longer moving on a motion to disapprove the entire report. because there are important items there that people wish to move forward with But there is a motion on the floor here. Um, so it took me to come in and make sure they met with them and they didn't respond in full to what the neighbors wanted. However, uh, as always, I would go back and say um, I will continue to work with somebody. But there has to be substantive serious effort to make change. And again, I'm not going to put my colleagues in a place of jacking up the property taxes, when somebody like this gets a massive property tax reduction. So there's there's got to be some movement. If we can convene a meeting with the developer, the city, and the alderman to try to come up with a consensus in order to get it done or not. Because we are coming back Friday. Uh, that has happened with every high-rise. If they build the affordable housing on site, Mostly all of the stuff in the port Market in my ward, that's being built on site. Now, all of them are applying for the same tax credit, it don't last forever. It just give them some time and they put in the affordable housing and this is something that that the state has passed. And every developer is taking advantage of it. So this is not like this developer is trying to do anything different that anybody else have the opportunity to do in the city of Chicago. And this was done in order to encourage more developers to do affordable housing across the city. And I think some of it came from the assessor. Also, in order to make most of it came from the state, but along with the assessor in order to make it more PL, more easier for folks to do affordable housing in the city of Chicago. All right, very well. So there's an emotion on the floor, to suspend the rules, to take up an item in which we're debating, that doesn't currently Exist on the agenda. All right, so But there's also a recommendation, which I'm not sure if I heard that Alderman bill, um, in the voice of a motion. You. All right. So are we still committed to um the suspension of the rules of which has been offered up by Alderman? Reilly chair recognizes Alderman, Reilly thank you, Mr. President, um, I would uh, through you Mr. President, um, if the alderman of the 32nd Ward wishes me to withdraw my motion, I will I'm not sure that hosting a peace Circle between now and Friday is going to rectify the issues with this project. And I do appreciate the fact that the chairman of the zoning committee has done a very good job, uh, Illuminating, all of the developers talking points, but that is immaterial to what we're talking about here. We're talking about precedents for this Council and and procedures. It's not about the merits of the project, and I think there are tremendous merits with the project, but the fact, the local ottoman has issue and has not been able to get a meaningful dialogue with the developer to address his constituent concerns. That's an issue. And more importantly, whether it's this project or another 1 1 of us could be next. And so, I just want us to avoid setting bad precedent. Just like the ultimate of the 302nd ward wishes to, and I think the alderman of the ninth ward wishes to. Um, so again I will I will defer to the wishes of the local Alderman as we all should, by the way. Um, and and I guess I'll, let's, I'd like to hear from him before. I decide what to do with that motion. Well, here's thank you very much. Here's a possible remedy, a recommendation. And an alderman could by setting precedent of ignoring emotion, to disapprove of the committee report and make sure that the item was included. We're going down that slippery slope of saying. Again, it could be the next person. And I made that mistake before. I'm voting something. Uh, you know, that was in another Alderman's Ward. um, so, I think the, the more appropriate motion would be to disapprove of the report unless it included that item, which was My purpose in the first place. I asked for it. It was ignored. It is a very simple fix by reading it out in this report because it is also reported on the city clerk's website and it was on these zoning committee agenda. And I think it would be better if it were just included instead of trying to suspend the rules and going up and mucking up the, the rules of procedure. Or our, our city council rules. And if the Corporation Council would like to speak into the microphone and explain to us what's happening? That would be helpful. You know, we're just re um, I would, we just rehashing this simply with the same motion that you've already offered up, which is to disapprove of the entire report.
