Okay, thank you, Mr. Chairman, uh, in approximately 2019, Mr. Chairman I became very alarmed and even before then, um, but I became very alarmed at the number um, of suicides that this city was experiencing uh 1 1. At Arms. All right, proceed Alderman, thank you. Um, All right. I became you know what? We're gonna have to move people that that can't behave, right? If a gallery could remain quiet, we can continue. continue continue Alderaan well first, thank you for um the the subject matter hearing that we're having on this issue today um as I was stating in in 2019 I I became very concerned with the number of suicides that our Chicago police officers in Chicago firemen were experiencing. Um and um unfortunately um I believe that there was not enough funding um for the programs that I wanted to see. Um in the education um educational programs that I wanted to to our department to be uh, would have at their disposal. Uh, and so I reached out to Los Angeles, Police Department, who had seen a significant decrease, um, in their police suicides. In fact, the Los Angeles Police Department over in 18-month period. Um, had had only, uh, well actually, they didn't have any suicides for over 2 year period and we're in Chicago was was averaging 6 or 7 a year. Uh and and so I wanted to fund a program uh that would provide um would provide um education as well as um, services for our Chicago, to address the issue of mental health. Um, and so 1 of the things that I proposed to the prior Administration as well. As this 1, um, is that program and and how to fund it. Uh, and so I I spoke with Mr. Sam Roi. On how we could get this program funded and uh, Mr. Roi presented me with this. Um, the ordinance that you see before you today, uh, and I believe it is a and also some opportunity, um, to provide funding for that particular program. But, uh, given the, uh, you know, given the situation I should say that our city is in, um, as we look at Revenue sources, um, this would not only be an opportunity for us to look at Revenue, um, down the road. Um, but I think it's a great opportunity to um, to look at The opportunities that this ordinance present, um, in in essence, what it is, and Mr. Road is here to speak, um, a little bit more in detail as well, but what it has it, it, it creates an opportunity for private property owners. Um, to contract with sign operators, uh, to have Billboards on their private property. And as you may be aware, um, there's currently a digital billboard network, uh, but those digital Billboards, as we see along our highways are, um, Posted on either city property or city controlled property. Um, which does not provide for private Contracting uh, for digital Billboards. Uh, this is an opportunity to allow our private contractors or our private land owners uh, to contract with build, um, billboard companies as well. Um, and the, the key factor in it, um, it generates Revenue, uh, without any cost uh to the city itself. The city would not uh, have to pay for the cost of um maintenance um, maintenance, um, construction or any costs associated with, uh, the billboard and the billboard use, however, uh, the proposal asked for, or the proposal, um, requires that the city receive a 15%, um, revenue or 15% Revenue as a result of the Billboards being erected. Um, so with that, um, I'd like for Mr Roi to have an opportunity. Did you speak as well? Um but if I could just give an example of what is very similar to uh may may not be an exact example. But um, if you are familiar with cell phone towers, uh many of our cell phone companies, Place Towers upon private property um and the private property owner gets an opportunity to contract with that um cell phone company. Um to have that Tower placed on their property, They receive Revenue as a result of it, as well as um, the, uh, the cell phone company gets an opportunity to have a better signal in that particular area. This in the, in the same way, allows the private property only to contract with a billboard provider, um, to erect a billboard on their private property. Whereas the city in this case would get a 15% um, share of the revenue. The sign, operator would get a 60% share of the revenue and the landowner would get a 25% share of the revenue now. I thought it was very important to ensure that Uh, that we're not oversaturated our highways with Billboards. So this this substitute ordinance limits. Um number of signs that we could have to 24 faces. Um, generally a sign will come in, um, with 2 faces. So, there is a proposal for no more than 24 faces, which may possibly mean, uh, 12 Billboards. Um, that's all I have in Mr. Roadie, um, chairman if it at your um, Mr. Rody, can speak with a little bit more detail on this ordinance as well great. Mr, row. uh, hello Vice chairman and um, committee members. Um, This, this ordinance is a is a public private property asking. To be a text Amendment. to the existing City of Chicago, Chicago 2012 coordinated digital, uh, Uh uh, sign program. and just like all the men Feller has just stated um, The program. Allows for digital signs only on the city's. Highways, our expressways rather um, the original ordinance uh called for 60 digital signs. Uh, because of the strict nature of the, the sign requirements that I dot follows which is the beautification act of the of the United States. They are only currently operating 51 of the 60 signs that they were contracted out to do. Um, so, What? I, my I have been born and raised in East Rogers Park, I've been in Chicago primarily Chicago developer my entire life. I found. 15 property owners that uh were interested in participating in a public, private partnership with the city. Uh, we went, we got I got permits. Um, For these. These locations and through all the mental Aero, we introduced an ordinance to that fact. all the the private property owners all agreed to sign the exact same lease all terms and, um, financial matters. And it. So it's it's really it's a unique program. I believe, on this scale there is certainly nothing in the country like it. I kind of look at it as a Chicago works, you know? Everybody wins the property owners. This citizens City of Chicago because of generates income. That's not tax base. um, as almond tell Aero has stated, um, Is true. The city has in comparison to the first and second Uh, largest. add markets in the country, which would be new New York and La Chicago was number 3, but as a percentage of the population, it's underserved in the amount of signs they have on the expressway. um, so, This. You know, when this ordinance, um, we're ready to go. you know, we um, there's because we have the permits already in hand. um, we're estimating based on the revenue that JC The Cove is generating currently. The revenue, when the S when the, when the signs are operating. Will be between a half a million and a half and 2 million dollars. We the sign industry feedback gave me, is they feel that it'll be closer to the 2 million. They have the reasons which I would be happy to regurgitate to any members that are interested in hearing that reason. Um, Like to. Maybe open things up to any council members that have any questions for me. Alderman talifero, did you have anything else? No, I I don't have any questions chairman. Um, I I just want to take this opportunity to, at least, bring this before your committee and hope that, um, as we enter into 2025 and start looking at, uh, Revenue sources, um, that we can definitely come back here before your committee and have this matter considered, um, seriously considered. But I, I think it's important to be able to at least begin looking at. Look, JC. Nicole has, I'm not going to say it's Monopoly, but JC do has a, um, a contract of binding agreement with the city that it would provide, um, at least 60 or no more than 60 Billboards, um, on the city way, or city city or or public city city or or public way rather and um, this is an opportunity and none of those signs as they exist are on private property. Uh, we need to make money in the city, we do. um, and, and we need to do it without I say, again, going to our taxpayers, um, to ask more out of their pockets. This not only puts money in our taxpayer Pockets, but it puts money in our pockets, as well. And if this Revenue can be realized, throughout 2025, in the Years Beyond, it takes more of a need for us to continue to go back to the same. Well, um, to to find money. and so, uh, you know, as as as we do this uh, I should say this cursory introduction of this, substitute ordinance. I hope that we can go back or go move forward and sometime early next year to begin discussing this in a little bit more detail and hopefully pass this uh because it it does not. Um as I said it does not um, Again, place a burden or more of a burden on our taxpayer, to put money in the cities, um, cities Pockets so that we can um, exercise some of the programs and expenditures that we have. So thank you, Mr. Chairman for this opportunity, I have no questions. Um, again, I'd like for us to, um, in the year I'm sorry in the year. This coming to discuss this in a little bit more detail. Sure. Uh, Alderman, rally wanted to say something. Then Alderman Alderman. Uh, Bennett. Thank you chairman. Um, and to my colleague, I, I think that this is something that will require a lot more discussion, um, the JC decaux contract was mentioned in testimony, um, and I think we need to probably confer with a lot of department on how this might impact that because that's an existing partnership with the city of Chicago. and again as we all know, from just basic, economics and school, Um, when you add more advertising opportunities to a quarter, you are essentially driving down the price that you can charge for those advertising opportunities. It's a supply and demand game. And so, while I'm certainly all about finding new and creative ways to enhance revenue streams for the city of Chicago. Uh, and this may very well be 1 of those opportunities. Um, when I I hear about Uh, program to expand what is a very lucrative industry? Um, and I hear that this is intended to be done on private. Parcels only. Yeah, this is a public private partnership. I I grow a bit skeptical. And the fact that the funds from this program would be specifically dedicated to certain programs. Um, also raises a few concerns for me. I, I I applaud my colleague, uh, for wanting to make an impact on mental health and and even more specifically Mental Health Services, for our First Responders. Um, I, I am here to help in that effort, um, but I think we need to be very careful. In how we approach these opportunities to make sure that we aren't inadvertently. Uh, causing harm to other City revenue streams that currently exist. Um, 1 question, I have because I noted, it was an exhibit included in our packets. For today, uh, is a letter from the Department of Planning and Development, dated October 21st 2021 to Mr. Roadie. Uh and it it has a series of private Parcels listed with their tax PIN numbers. Um, I just want for my own edification. Um, I just wanted to confirm these are the proposed sites then for these potential future digital Billboards. Is that is that correct? Uh yes, all of them. Those are Augment Roi. I mean, I mean, Mr. Roi, can you talk to it to the mic? Um, I don't requires proof of control of the property to issue out a permit. Um, so those are the actual sites, the actual sites that are approved with for I do, um, I'm those permits that were issued. I see I could I get all so address. Um, Oh, don't so at the at the ottoman. Rally is ottoman bin and Alderman Hall then Alderman, bill. so, um, so that's helpful and and Do multiple entities control ownership of these properties? Does 1 single entity or each of these owned by different people. Um, who owns these properties? Uh, they're all individual Property Owners, um, gas station, owners, mechanic shops, uh 1's, a bakery 1's, a glass manufacturer. Um, so yes, you're all Alderman, it's all individual. Private, uh, business operations. Okay. And uh you're the principal of the would-be digital billboard operator. I am not a billboard operator, I am a developer. Um I approached this as a developer, um, where we Sort of like the quarterback and we pull the players together whether it's the construction company. The financing arm. So I, for example, uh, the permits that were drawn, they were they were drawn, uh, by uh, Lamar Advertising, Who is the Largest sign operator in the United States, um, with over 150,000 signs distributed throughout the United States, um, So, I I, I just, if you can appreciate that, I you, I act a developer on this pulling, the best in the industry for the particular. Job. That's a sign. I would not be operating. These signs myself. I'm strictly in development. Okay. Uh, thank you for answering that question. So, who would the digital operator be? Um, I can, can I can, uh, submit that to you. Um, at a later time, it wouldn't be appropriate for me to do it now, uh, because 1 has been Selected, I see. and this, uh, Revenue scheme that you have devised, that would give the billboard operator, 60% of the revenue, the private property owner, 25% and the City of Chicago 15% uh, uh, was that your offer to Todd and Talia, pharaoh, and the City? Uh, yes, it was. I based it off of um, the JC Cove. Um, transaction. The way that works is the city's. The landlord JC decaux pays a fixed rent. Uh, per year. Or a percentage of the gross. Um, ba. That whichever is greater. Um, so, the way that deal is structured, though, is that um, The city. Um, wanted to own the signs on their property. so they structured a deal where the percentage rent would pay for the costs for JC to Cove to construct the signs. Um, JC Nico's Revenue projections. Um, Have still not exceeded. Their 2015 numbers. So, Percentage, rent has never been generated. The, the percentage rents, um, starts off at 50% of the signed Revenue. And goes down to 30% to the city. Once certain thresholds are are made, but the first priority is, um, jco as of so first. I'm sorry, Mr. Roi, I'm gonna need you to speed up because we get 37 items going on, uh, to do and, uh, talking too slow. So, you guys beat up a little bit and we're familiar with the JC to co contract because this, this body approved it. Um, so I'm going to wrap up my my questions here, but my point is this requires a lot more discussion. Um, a concern here is that we're talking about percentages of Revenue share. Um, without the actual operator of the system. Present uh, or identifiable. Um, at the end of the day the the billboard operator is going to determine whether or not. This is a value and whether or not they want to pay us 15% or 30% or 50%. Um, and so I I'm just, I was just trying to get my arms around. What entity was actually approaching us with this idea um and and who the the folks involved are because um frankly you know a 60% share of the revenue from this program for a private operator that has yet to be determined raises concerns for me. Um but more importantly, um, as as Mr. Roadie was testifying, he actually understood 1 of my concerns and that is um, that this would actually be competing directly with Um, our Network system that we are partner in with JC do that according to the witness is underperforming. So, to add double the inventory. More competition, lower pricing. Um, I don't see how that benefits. Our existing relationship. On Revenue, with JC to co. So that said, I think this requires some more work and conversation and I'm glad it's not being voted on today, but I would encourage. Um, my colleague, almond tally faroh, perhaps to pull together a small work group with appropriate, City, departments, and some of us were very familiar with billboard contracts and policy. I've been working For 18 years. Now, I know you have chairman as well. Um, but this is a, um, It's a certainly, an ambitious idea and I and I give the the sponsor credit um but it requires a lot more thought. Um, so thank you, chairman. Thank you, uh, Alderman. Uh, Vice chair. Larson. Thank you, chairman. Um, I just Want to confirm. The ordinance is written is still. Everything is 1 block from the expressway basically 600660 ft. I can't. We're still limiting these signs to 1 block from the expressway. Um, yes, it it we're following it, the the ordinance. So I believe the ordinance allows the signs to be right up against the expressway. Write 660 feet is what's in in the draft here. Um and when does our JC do contract expire um, it well, it requires 20,037 okay. Um, Um, so I guess, I just want to say maybe Echo some of what Alderman Reilly said. Uh, I think this is a bigger, uh, a bigger lift than than something that is this simple because there's a lot of signs. I have I have Wrigley Field. I have a lot of signs that are grandfathered in um that are very large and and and other opportunity areas or opportunities with the existing signs to be more creative. And I think there's an opportunity for the city um, to play a role there. So, um, I'd be willing to have these conversations as well. But I, I think we need to it's going to take some work and and and be broader than just um maybe with a within a block of Expressway too. So thank you chair. Thank you. Uh, Alderman Hall. Um, not trying to pull on the time I heard. your um, your directive, I do want to say um that you know, having talked to those in the industry as well and the evolution of digital and neighborhoods. And as uh, ad companies are beginning to phase out the old brick and mortar way of advertising the neighborhoods. And looking at consolidating into different approaches. We already have these similar, some downtown, matter of fact, just attached to buildings, randomly. And so, similar to my colleague, uh, looking forward to exploring, uh, however far we can go with the possibility of evolving, this form of communication and digital. We are the third largest country. Uh, third largest city in the country, and, uh, advertisers love our Global messaging. So thank you for sharing what you shared and looking forward to the further Dialogue, on making it a reality. Thank you Alderman, bill? Thank you, Mr. Chairman, uh, Mr. Chairman I just want to um offer my assistance in working with almond talifero, I too have over the years worked with the digital um board companies as well as all the advertising companies. And I just want to say we need to proceed with caution on this. Uh because once you open this thing up, All right. Uh because we have a very strict you know, contract with the existing companies and once you start opening it up to private uh you're probably going to have the potential of having digital Billboards everywhere and I don't think we want to be the next New York would having all these digital, um, Billboards all over the city of Chicago, where everybody's just a mad grab to create revenue. And, uh, but at the same time, oversaturated in the area like alderman, Uh, Riley stated uh, oversaturated in the area, um, to the detriment of our own tax base. And so I just want to proceed with caution on this and uh and offer any of my assistance uh to all them and talifero and guiding us through this um very very unique process. So thank you. thank you. Thank thank you Mr. Roodie, I want to thank Alderman talifero, you know, from what I understand, Alderman talifero wanted to just pose the question, have the conversation? So we can start talking about. More and see what the possibilities are. So I want to thank you Alderman, talifero and Mr. Roi, you need to, you know, uh, thank Mr. Taro a lot for doing this for you. Um, so this, uh, body and this Council passed the northwest side housing preservation ordinance. Uh, this fall, uh, and after passage, we were approached by the Chicago, land Association of Realtors, um, with questions and suggestions, and that initiated a collaborative process, um, where we have agreed alongside the Chicago land Association of Realtors, uh, to make these reasonable changes uh, to the ordinance uh in your packet. There is a a uh summary of what these amendments are to the ordinance. Uh the Chicago land Association of Realtors are also present here today. Uh in support of these amendments and they have also issued a letter in support. Um 1 this uh sets a sunset for the tenant opportunity. To purchase program to December 31st, 2029, aligning it with the Demolition S charge sunset. Uh it also pushes back the effective date to March 1st 2025 for the tenant opportunity to purchase program. Uh, this will allow the Realtors to, provide their members with important information on this this ordinance at their real estate First. Look meeting in February uh so helping the industry. Understand what this tenant opportunity to purchase program entails. Uh, the entails. Uh, the ordinance also includes clearer guidance for tenants and sellers on financial viability. Uh and then it also um, provides clear, guidance on, uh, when tenants, uh, can waive the right of first refusal and how, uh, sellers or their agents can go about getting that, uh, waiver of Rights. Um so these are very reasonable uh, amendments to this ordinance. Um, we're very proud uh, that we've come together. Uh, both alongside the Chicago land Association of Realtors, as well as the co-sponsors of this ordinance. We're really thankful to Alderman Felix, Cardona, who I believe stepped out, uh, but helped initiate some of these conversations as well as Alderman Gil viegas for their assistance. Um so this is a series of aldermanic resoning items uh that are really the last stage of a process. We initiated many years ago alongside the the Department of planning and development in 2019. I met with then commissioner Cox uh and we began a conversation around. A zoning overlay study uh shortly thereafter. We were able to allocate Tif dollars to fund that study and we were able to bring in a really wonderful group of Consultants. Uh, they prepared a very lengthy study, uh, they engaged the community, uh, and we identified both character. And non-character buildings along this stretch. Um and what we found is that our community wants to preserve the character of Milwaukee Avenue that Main Street, feel the historic buildings that really give that Corridor. Its charm are its strengths. Um, but what we also identified was a series of parcels uh that were Prime Redevelopment opportunities. So we passed our zoning overlay uh earlier this year. And I really want to thank the committee for their support there and helping to put that in place. And what that means is that any future development at this site along this Corridor, and Milwaukee Avenue will have to be redeveloped alongside the, uh, design guidelines that have been put forward. So it's going to have to match the historic character of that stretch. Additionally, our community, and our Council work to update the Aro last term. And so what that means is that any new development at this site that Taps into the zoning will also have to be 20% affordable. Um, so this is really about cutting the tape. This is really about aligning, the stretch with our vision of, uh, what we would like to see. Uh, in our community. It's about promoting housing. It's about promoting affordability. Uh it's about promoting development that's alongside the character of this stretch. Uh, and it's also about making sure that our small businesses have the customer base that they need. Because we know that more people living on Milwaukee Avenue means more customers for all of our wonderful, small businesses. Um, so I know that this item came up last time. I know that some colleagues had questions, um, since then, I've had an opportunity to speak with a majority of the committee on these items and I'm very Thankful for their support. Uh and uh we also have Carmen Martinez here. She is the supervisor planner for the northwest region. Uh, she assisted us with, uh, this process, uh, and this is something that we've discussed with her for many, many years. So, she's also here to answer any questions or to speak to, uh, the process that we went through. Um, and it should be noted that most of these buildings along this stretch, um, that were not resoning. We're not resoning them because they're either already, zoned, B3, or they are character building buildings that we sought to protect with our zoning overlay. So we're only zoning rezoning those Parcels that are either not character buildings or are not Zone B3. Uh, chairman there was reference to a plan so I I read the issues that the committee meeting last month because um there are 3 privately held properties that the taxpayers are paying to upzone um and there was conversation about a plan or if they had been cut work with the Department of Planning and Development. I believe there is a planner here or a plan. Would love to hear from that person or, or see a copy of that plan if it's available. Carmen. Um, would you like to comment on this? From the Department of planning. Uh say your next name and title for the record, please. Yes, my name is Carmen Martinez with the Department of planning and development and I am the supervising planner for the Northwest region. so, uh, alongside with, uh, the 3 wards that participated and requested the, uh, special character overlay District, which was the first Ward 32nd, Ward, and the 35th. Ward, our study was about a 2-year process. Uh, initially we started with all of the public engagement that we thought was, uh, needed, uh, per code. We only really required to have the public meeting, uh, within the application. So we decided and we thought it was, um, in best interest for the study to have a series of public meetings throughout the 18 months of the study to have additional public engagement. And we also worked with working groups organizations that within the community to assist us with the processes. We started. So the study did review uh the character buildings and non-character buildings, we presented the buildings that are historic preservation uh consultant that was on the team. Assisted to To create a directory of all these buildings along the stretch, most of those character buildings are actually in Alderman. Roces ward in the 35th Ward, which is focusing area. Number 3 within our study. um, and as we were working with the community, we heard a lot of comments about, you know, wanting to retain, you know, the the beautiful, uh, buildings within Milwaukee Avenue, as well as Lucas opportunities for development, looking at opportunities to increase housing, uh, particularly affordable housing. So, trying to find a compromise of, you know, if density were to happen, where could that happen? Where would it be, uh, locations of support? So part of our public meeting also, identified looking at the major intersections, a lot of those 6 Corners with a lot of those large beautiful buildings right right across from the locations of the parcels under today, um, is that beautiful Gap? Building that everybody everybody sees they drive drive drive by so, um, in look in locations of intersections. Those were the locations that we had identified within our study of potential opportunities within the design guidelines, which we do have copies here that we can share. Um, 1 of the case studies that we looked at was in Alderman Rose's, ward in the, uh, Focus area. 3, which is the intersection at Kimball. Uh, 1 of our case, studies did look at a scenario, uh, for a potential development, that could happen at that intersection, which was site number 5 and 6. Thank you, augment. Vice chair, Larson. All right, thank you. That would have been helpful, um, of all of the properties in this Milwaukee. Avenue Corridor. How many more should we expect to be resand? At the moment we're working with Alderman Rosa to look at Focus area. Number 3, so almond. Yeah. Um, you know, I, I think that this should really be the last step of that stretch. Um, like I said, many of them are already Zone B3. As uh, you know, our supervising planner noted, a lot of those buildings, there are character buildings and that's what our community said. We wanted to do was preserve those character buildings. Um, so really, this is looking at those opportunities for redevelopment along this stretch. So, this should likely be the last resoning of that stretch. Um, however, we know that, um, you know, this is an ongoing conversation, uh, with our community for perhaps, there will be future reson. But as of right now, this is really what I envisioned. And what our community has envisioned is the final last step in this multi-year, long process. So let me ask this, then, how many other Parcels in this stretch? Have been resand proactively. Prior to so. So prior to the zoning overlay study, we did do a comprehensive resoning of this stretch, uh that was uh completed last term. Um, but that was really, an insufficient tool. Really what we needed was the zoning overlay study and that is why commissioner Cox worked with us to initiate this process? That's why we allocated Tif dollars to fund this study. Um, and so really now because of this study because of all, the work that's happened with the updates to the Aro because of the zoning overlay that passed earlier this year, it allows us to now move in this direction. Um, so the initial resoning that happened last term of this stretch. We were working with the tools that we had at that time. Um, but now we have a new tool and that's the study and the report that's in front of you which actually lives in the city code as a zoning overlay, that requires any new building that's developed there to meet the design guidelines. And to be redeveloped alongside the character of that stretch Great, thank you, chair. All right. Thank you. And so, uh, owners of these, these older structures need to get a bit creative to, um, to fill them up. And so, uh, we spent a lot of time working with the project team here and we think this is an excellent project that will bring more Vitality to this area of the loop. Thank you, chairman. This property ranges from 9 5 5 investments in the Southside in decades and its reach will positively impact the entire Chicago. Metropolitan area. I'm accompanied by sonali Tandon with the cta's. Red line extension project. Team. Miss Tandon has been involved with the project since the beginning. And together, we're going to make a very brief presentation which includes a short overview of rle, where it stands as well. As well as the zoning process as uh, Mr. Chairman, um, stated there are 5. Zoning applications before you today a 8917 through a 8921. These are aldermanic rezon and we're using a process similar to the CTA. Um, To the process used by the CTA for the red purple modernization project on the North side. Um, we will address all 5 Ordnance in our presentation for the ordinances rezone, the subject properties, to a teacher District. Give it the length of the property. 5.5 miles, we broke the hourly properties into 4 sections. So, we're going to ask for a separate vote on each section and then at the end of the presentation, but prior to the consideration of those 4 Orden is we need to present for consideration of sunset ordinance for PD 1185, which provided for a mixed-use development at 115 in Michigan. That development has not yet occurred and the PD has expired. We need to formally Sunset the existing PD and rezone the transit portion of the site to a tea District. Designation, a new PD will be put in place when a developer is identified by dpd. Um, 1 last um, mention is that 3 people did come today uh to make comments in support of the project, they weren't selected as part of the lottery, but they just asked me to To name their names for the record. And before you go, uh, counselor from what I understand those 2, those 3 people who, um, didn't really understand you all spoke to them and they left out, uh, Satisfied. Yes. Actually in addition to those 3, we probably had 6 or 7 people who were here today and we spoke with everyone and we had very good conversations. Fantastic fantastic. Thank you. And thank you Alderman. But Just tell if it's not working. Okay, just let me know what slide great. Thank you. Good afternoon, everyone. I'll provide a brief overview of the project. The red line extension project includes a 5.5 mile extension of the cta's red line. From the 95th Street, Terminal 230th Street. It includes the construction of 4 new accessible stations at 103rd Street. 111th, Street, Michigan, Avenue and 130th Street. Multimodal connections at each station, will include buzz by pedestrian and park and ride facilities. A modern train storage yard and maintenance facility will be built at 120th Street that will support the entire Red Line. Next slide, please. The hourly project will have many transformative benefits including improved Transit access with up to 30 minute Time Savings for those traveling from 130th Street to downtown. A more direct connection to the red line and the CTA Network increased Economic Opportunity. On far. South side, through connections to jobs, educational opportunities, housing and other services, as well as economic development. Finally, our will be 1 of the single biggest Investments on the far, south side in decades and is a critical Equity project for CTA. Next slide, please. Here is a rendering of the proposed, 103rd Street station to show the scale of project elements. This design will be further developed by the design build contractor and may differ. Next slide, please. The schedule on this slide shows the entire project timeline and the significant progress that CTA has made in recent years. I want to highlight a recent and an upcoming exciting Milestone, the Chicago Transit board in August 2024 approved. The award of the design, Bill contract to watch Vincy, Transit Community Partners. We expect to receive the remaining Federal funding commitment for close to 2 billion dollars by the end of this year or very early into next year. CTA is seeking to rezone all the properties needed to build the red line extension project today. This is needed to secure permits in advance of the construction which is anticipated to start late next year and completed by 2030. Next slide, please. The red line extension is a community-driven project since the early planning stages CTA has sought Community input in the development of the project alignment during the environmental review, process and the transit supportive development plan. in 2024, the early team has participated in more than 150 meetings programs and events offering the opportunity to engage with residents and businesses in the early footprint. Next Bridget will talk about the reasoning process and ordinance. Thank you sonali. So, we had 4 rezoning ordinances that were introduced by Alderman Beale, Chico, and Mosley just a simple map Amendment to rezone the properties to a tea District. We given the length of the parcels, we broke it into 4 sections, as you can see on this map, the first section is 95 to I-57. Second section is from, I 57 to 107 the third sections from 107 to 115. And then the final section is 115 to 130. Um, there are certain Parcels within this that are owned by a railroads that are not included in the rezoning, and we'll have to come back at a later time on those. Um, we extensive public notification process close to 5,000 notice letters 1 out. I mean, we received very few comments and questions. I think it's because the Project's been out there for so long and has been warmly, welcome to the community. Um, next. Slide please. so the first vote we would ask that you take is to Sunset the existing PD, uh, at Michigan and 115th, um, we will res the transit portion of that, which is just the track and station and the remaining, uh, portion of the development will be held back in resand once the, um, RFQ is settled with dpd and they identify the developer for the site. Um, so we'd like to thank you for your consideration and turn it over to the Alderman and we're available. If you all have any questions, thank you. Alderman. Viegas. Thank you. Thank you, Mr. Chairman, um, I see them presentation that um, I think the staff from CTA had mentioned that the 2 billion dollars that's coming from the Feds. That is anticipated that by the end of the year or early January um, How, how sure are we that? We're going to actually get these funds prior to the new Administration coming in. Thank you for the question all the men we fully expect to sign a full funding Grant agreement with the Federal Transit Administration in the next few weeks by the end of this year or very early next year, we are in final phases of that process. And our uh, leadership is working very closely with Federal Transit Administration to complete the portion of the review process so that we can stay on track. We are confident that the full funding Grant agreement will be signed um, before the change in administration. So, once the documentation is signed um if the new Administration comes in the that document secure, the fact that they can't claw back the funding for for this project. That's correct. It is a commitment for from FTA. Um, it is a pledge saying that we will get the money for the project as appropriated and on a certain schedule. We were in a similar position with the red and purple modernization Project 8 years back in 2016. And um uh Obama administration had signed the full funding Grant agreement, very early January 2017 just before they were leaving and we anticipate very similar process happening here with the red line extension project. Thank you. Okay, that's what I wanted to make sure because, uh, obviously um, um, the new Administration coming in may have different, uh, different different ways that they want to appropriate. Just wanted to make sure that uh this project was fully funded, so thank you. Thank you, thank you, thank you, Alma's a great questions. Uh so 1 I um, I want to commend uh all of the Ottoman that's involved with this. Um, I like to note that, you know, there's been uh, in the in the uh, Hot performer for a minute. Uh, so I like to thank the foreign administration for starting with the alderman. I like to thank this Administration for helping to carry it on, uh, with CTA and and, um, Washington DC in order to make this happen. Uh, this is, uh, you know, a social justice issue. Um, you know, these folks on the south is the southeast side Park. South Side B far, far south side have been neglected for many years of of Transportation. I mean the simple thing that everybody else have to go shopping to go to stores to do everything. These folks haven't had it, you have to have a car to live out there, where they live, and so this is a great thing, uh, for the city of Chicago. It's a great thing for the state of Illinois. Uh, I can see a lot more Economic Development happening over in this area. And it's starting to make me feel like, you know, the south side is getting everything. You know what I'm saying? It seemed like they getting everything on the Southside. These guys ain't not even saying anything, getting everything. But I, I just want to I want to commend, uh, ottoman, Bill Alderman, Chico, and Alderman Mosley, for the tenaciousness on on making sure this thing get past the finish line. So, uh, with that, uh, uh, I know, aldermen want to close out who want to go first Alderman, Chico? Thank you, chair. Uh, big day in the 10th board, huh? Pardon me. That's a big day in the 10th War without a doubt. Um, I just want to Talk about how important this is, I think to all all of our Awards. you know, when you look at the map, it ends in 95th street. But me Alderman, Mosley Alderman, Bill know that our communities are alive and well and we have a whole another uh set of residents that goes beyond that the idea that they haven't been connected to the rest of the city is is just mind-boggling. And after 50 years of this, thought it's finally coming to fruition. Um, my residents of the all Gail Gardens Riverdale, Golden Gate, communities are excited to once and finally, after all be connected to the rest of the city. So I look forward um, to this this massive development, uh, that will ultimately bring us prior prosperity to neighborhoods that have been neglected um in my work. So thank you. Alderman, bill. Thank you, Mr. Chairman Mr. Chairman, I too would like to thank uh, my colleagues um, almond Mosley and Alderman, Chico for coming in and helping carry this project over the finish line again as well. Um, but I, I will be definitely remissed if I didn't uh, go back and give a little bit of a history. Lesson on how we got here. Uh, you know, I'm a born and raised resident of the uh Ninth Ward city of Chicago. And this was a promise made to the south side of Chicago Over 50 years ago. Richard J, Daly made this uh commitment to the far south side that 1 day. The red line will be extended to the end of the city limits and stopping at 95th. And so, when I was blessed to become the alderman of the 9th, Ward ugh, I reminded The mayor Richard M Daly of his father's promise to my community community. And at the time, me and Alderman, Austin and Alderman Brookins um, had a meeting with mayor Daly and demanded that this project be put on the Forefront of his agenda. And he agreed. And he knew the impact that this would have on our community and he started the process of the red line extension from 95th to 130 30th Street. and when mayor Daly left, uh, RAM Emmanuel came in and I was still chairman of the committee on transportation and I let him know that this was something that uh our community was extremely. Passionate about. and he agreed to continue to see this project move forward, Uh and he used his connections uh with uh the secretary Le Hood to get our project on the Forefront of the federal government because we knew that the city of Chicago could not Uh, bear the the grunt of this. All by itself. And so um, the hood actually uh, put the first appropriation of federal dollars into this project. Um on behalf of uh mayor Rahm Emanuel and the ball continued to roll. and um, you know, after Rahm Emanuel left, You have, um, um, Alderman, lifer came in and she knew the importance of this project as well. And we wanted to, uh, you know, we expressed to her that we wanted to continue this project. And the, the project continued And here we are today under um uh our new Administration. And he sees fit to continue to move this as well. And so, I think, right now, the only common denominator is myself with all these Mayors. Uh and so I want to just um, you know, thank everybody. from um, all the prior administrations and this Administration to understand the importance of Transportation, Because our communities are not connected. And people have always said that you know, all the to all Gardens that, you know, they didn't feel part of the city. and so, now they're going to be part of the city and be able to get downtown in 20 to 25 minutes from 130 138th Street and have access to all the jobs. But hopefully, they don't have to go too far because we can send them over to the quantum project and they can get some jobs over in the 10th Ward. And so, all these things are going are coming together because we are working together. And, um, you know, I I tell you that my colleagues have, um it's been a pleasure working with my colleagues on making sure that we bring all these jobs and opportunities to the area. Uh, uh CTA has done a phenomenal job and I when I say phenomenal that's an understatement uh because they have had numerous numerous Community meetings, more than I would care to attend because that's just their commitment to making sure that the residents know what's going on. We've had roundtables. Uh, we've had Community input sessions. And so and I know Doro has gone to DC numerous times to make sure that uh, this project continues to move forward. Uh and so I mean here we are today Here we are today. Passing the zoning map Amendment for the final phase of the red line extension. And let me just digress, we could not have done the red line extension. Without doing the red line upgrade to 95th Street and so we had to make sure that the red line from 95th to surmac uh was was redone under Rommy Emmanuel. You can't do the extension without the upgrade and then we upgraded 95th Street and so all these things have tied in together. So now we have a very smooth 95th. I mean a red line, uh, um, from 95th to ceramic. We have a brand new Station at 95th and the Dan Ryan right there in 95th and State, and to have everything. Now, be connected from 95th to 130th Street. And so Mr. Chairman, this is what it's all about. This is what gives us satisfaction as elected officials. knowing that we're bringing billions of dollars back to our community billions and I always said that the red line extension was going to be 1 of the last things that complete before I leave being Alderman. And here we are today, making it happen, not that I'm leaving anytime soon. Because we still have work to do. I don't want to get nobody. I don't want to get anybody any idea. You know, but uh, We've created thousands of jobs in the Ninth Ward and um and it just gives me great pleasure to be where we are today to have these over 50 year promise, come to fruition. And so with that Mr. President Mr. Chairman I move due pass on this phenomenal project. Yeah, thank you. Well. so, I just want to say just um, I'm Sorry, I didn't mention the other Mayors because it didn't come up to vote at their time, but but we appreciate both of them daily and ROM. We know they had a lot of contacts in Washington DC and getting the money settled and I didn't know all the stuff on the back end. So we really appreciate them. And we're very blessed. Uh, Alderman bill that you've been around as long as you have in order to make these things happen. So you know that that's that's that goes to say why uh, seniority and being around for a minute helps to get projects through the process. So we very blessed to have you. You doing, you all are doing a great job out there. I'm very impressed with what's happening on the far south side. You know, if I had some money, I'll probably come out there and buy me some property out there man because it's booming out there. The new Data Center building would include accessory office, space oriented toward Ashland Avenue. Cuties has worked with the community to review the proposed plans. I'll note a couple of enhancements that are the result of that Community process related to how the site interacts with the adjacent canalport Riverwalk Park. The adjacent Park is owned by the park district, and is not part of the PD. Uh first to address existing deficiencies in bike and pedestrian access between Canal or Origins Park to the East and Canal Port Riverwalk Park. Cuties plans to install a pedestrian path on its property. Connecting the Ashland crosswalk with the entrance to canalport Riverwalk Park. Second cuties will install a perforated, metal screen. A wall around the emergency generator equipment that will be located on the north side of the new building facing the Riverwalk Park. The perforations will incorporate imagery. So uh So I'll be remiss if I did not commend you Alderman on on uh finding a bigger space for them to grow. Uh, this is a great organization uh, for profit, uh, and they actually help uh, young men and women who are borderline, um, Young Folks, uh, in our in our community, uh, trying to get them to turn their lives around, and become more contributing to the neighborhood. This is a, a good, uh, a good use of property. Uh, I know that, uh, we got some, uh, emails from some folks in your community who were a little um, Miss somewhat misinformed, but because of the motor vehicle, uh, zoning, uh, description of it. They thought it was going to be a motor vehicle. Um, property. Yeah, that was, that was some misinformation put out in the neighborhood about what it was. I think, um, there are some other I'll call them speculative property on Owners that were looking for uh you know, other things that that may have an impact on the, on the valuation. However, um, this is something I, I believe that's in the best interest of the community is providing a, uh, a service that that's all they needed in the East Garfield Park Community. Got a lot of young people in various stages of their lives, doing different things. And this is also, this area is becoming a hub. We have Revolution Workshop, literally right across the street, from there, in the 3400 block of of Home in, uh, Inspiration Kitchens. All of the Workforce Development type activities that are current in this, in this small sectional Long Lake Street with the support. Of funding from the Chicago Central Park Tiff. Um, this is, this is become a hub for young people that are turning their lives around to get to training. Uh, that they need to be successful uh, later on. Again, while the therapeutic nature of what a Firebird does is slightly different than what um, Revolution. Workshop does. However, it is all, it's all integral in trying to help people turn their lives around. So again, uh, while there was some misinformation in the community around this issue, there's not a motive. It is not a, a motor vehicle related activity is just a class of zoning that is necessary for the activity. Uh, that happens to happens to land in the C2 zoning, uh, zoning District the city. Uh, this corner has been long vacant, uh, during my entire tenure, and probably, uh, before that, uh, the corner of lake and Home. In this is a great reactivation of this project, that will pretty much, uh, build out the balance. Lake Street with the exception of the corner at Lake and Kedzie. So again, uh, very positive project positive, use uh, necessary for the community and it will allow this particular organization to grow their capacity, to help more young people, on the west side of Chicago. Uh, and the alderman, we had a meeting in the 19th Ward, and we had a unanimous support, and the alderman is supportive. We have a letter from him. And the reason, the problem is that, and as you've probably encountered this, that in a b11, you can't have a sit-down bar. And this now dark restaurant has a beautiful iconic old bar. Are uh, and uh, to get a license, he'd have to tear it out, which makes no sense and made no sense to the community or community, or to the alderman. So, by, uh, going from V1 to B3, he can get a license, keeping the existing bar and uh uh, Not only would it have been economically difficult. Uh, it's also artistically, um, a beautiful, uh, room. On the property shown on the screen is, the former C Robinson site located on the west side of Marcy, just south of Armitage and the developer is proposing, a 2-phase development, with an overall 615 units, 20 of which, or 20% of which are 124 units will be affordable and provided on site. we've been working on this project for over 3 years uh with dpd previously, with Alderman, Hopkins on the site was in the second word and most recently with Alderman wages back uh, now that the site is in the 32nd Ward, we've also convened, a very well attended and positive community meeting on site, last October, and attendees at the meeting. Commended the projects on site affordable housing and opportunity it would allow to Provide to allow a diverse population to move or remain in Lincoln Park. Could you give the the uh affordable numbers again on this? Yes, absolutely. Um, So 20% of the 6005 units will be affordable on site that comes out to 124 on site affordable units. There'll be affordable at um a weighted average of 60% of area median income. So okay, the total unit count then is around 6 and change 615 615. So, 124 odd sight. Is this a low affordability area already designated? Or is that a designation? You'd be looking for, we would be seeking, um, a separate ordinance. Designating it as 1. Okay. Um, and since I know 1 of the renderings showed beautiful skyline of Lincoln yards in the background, um, and I believe it's the same ownership group. Uh, could we have a, a quick update on when we might see some action there as well. Uh Fred croll from the record uh, Australian Bay. Um, as you may be aware, we have constructed the first building there at 1229 Wisconsin cord. Um that is on the south end of uh the Lincoln yard site. Um and we are uh currently Engaged in efforts to recapitalize and uh, get started with a future developments there as soon as possible. Would that um before or after this this next project or simultaneously uh you know market conditions will determine the sequence at this point. Sensible. Um right. I don't have any further questions. Um, by the new, um, zoning regulation. Um, Uh, requesting a hearing, um, on any vote that zoning has an active on, uh, the developer is requesting this vote in committee. Um, Alderman waguespack voted against the plan, um, against that that ordinance in the plan commission, he wanted me to to to, to make that statement. But his statement regarding this um, uh, project is as follows. I agree that um all the diverse parts of the city need development in a sustainable and Equitable way. Additional housing. Units, must be accomplished in a way that, um, builds upon the strengths of our existing neighborhoods in a sustainable way. These buildings according to the opinion of neighborhood groups and neighbors are 2 DS and 2 tall and will add to the dense traffic in the area. The affordable units are now partly on site but will require the council to vote on reducing the overall assessed value of buildings to zero for 3 years. Then phasing it in by a percentage each year. this at a time when we are voting on a massive property tax, Pike, It is, uh, declared to be a Transit oriented development. But doesn't mean those deep dpd requirements and does the opposite, the developer made an effort to address the concerns of the community Through the new through new traffic markings and signals. Overall, I maintain my positions on. On those from the plan commission. But respect the vote being asked for today by the development team and will abide by the zoning committee vote. Okay. Thank you. Almond Crews. Thank you, vice mayor. Um, I I have a couple questions and I just want to make sure we again, I'm clarifying and on the record. So, you are agreeing to 20% affordable housing for this location. And I only ask because I know here in a little bit about this development, um, at 1 point you will have, you have not committed to 20% and I just want to make sure that that is indeed a 20% affordable, how you're not paying in the you're not paying into the in lieu affordability funds. Or rather bringing those units to, to the site. Again, Fred cro for the record provided the low affordability Community ordinance is passed. Yes, we will be doing all 20% on site. Will you reconsider or change? Um, your perspective by the 16th income and do possibly 40%. So the, uh, and kitty Jinky Dale uh, from d like Piper. So, So, the Amis that we're proposing track. The arrow requirements, there will be some at or below, uh, 40%, um, because it's a way to average, um, at 60% of the 60 per, um, of the affordable units, um, 31 will be at or below 50% and 5, will be at or below 40%. So there will be a blend. And also based on the statement from the chief of staff. Um, correct me. I'm wrong. So is this property? Did not pay any type of taxes within the first 3 years. And after the 3 years, they started paying taxes. So the um, what what the applicant is proposing is what you've seen kind of across a lot of projects throughout the city, following the state legislation affordable Illinois. Um, the way it works is it's um, or a period of time, the first 3 years, it's um, 100% reduction between the base year, which is set today and they increased assessed value and then, um, that tapers off over a period of time. So the next 3 years that reduces down to 80% reduction and then it reduces down to 40%. Um, that's uh, property tax program is available by right and all downtown districts. So every project in a downtown district does not need that low affordability Community ordinance. But because we are outside of downtown, um it requires a separate ordinance. another 1 was actually passed by city council very recently in this area for the annexer building on Clybourn as well as for 2033 North kingsberry. Which is just to the north and basically, what that ordinance um, indicates is that. This census tract is an area. In the state that has low levels of affordable housing which with less than 13% of the housing stock in Lincoln Park affordable. We have no doubt that we would qualify for that. We have uh prepared that ordinance, and transmitted it both to City staff, as well as Alderman. We would hope that that would be approved. Um again given that clearly this Lincoln Park Community. Order. All right area is 1, that is lacking affordable. Housing As the older man said, you know, I think we're in a tough time right now with all the taxes and you know, everybody playing their part is is crucial here. So, Um, I mean, this is tough to hear about the 3 years and, you know, not having again. I know there's the law and that's given, um, as as a state. Um, but let me ask you this other stuff about Community, meetings. Did you engage the community? How many meetings did you had? What was the main feedback that you heard back? Sure um, and just for the record so that the public don't get confused. The the tax credits are only for the affordable. It's only for the 20% affordable know it's for the affordable units, right? It's unlocked for the the building. It's for the whole building press. Oh wow. Okay. That's that's just the way the state legislation Works. Um, and a lot of like I said, um, every project I've worked on since it was past 2 or 3 years ago, it's doing a 20% on site. That's the way that they're being that they're able to do that. Um and again it only is the full 100% reduction for the first 3 years and then it very much ramps down after that and Then the, you know, up to you being fully back on the tax rolls. Um and the question about the community process. So as I mentioned, this is a unique site and that, um, we started working on this back in 2021, um, at that time, it was in the second ward. Uh, we met with North Branch works. We also, um, and then in the, we've had a lot of back and forth with Department of Planning and Development again back, then it was under a different Administration around. Um, use bigger area plans. Um, we are in complete compliance with the North Branch framework plan that applies in this area. Um, late last. Um, in the interim, we switched to a different Award right now. Um, we're no longer in the second ward, although we had been working for Uh, close to 2 years with the previous older men. Um, we had a very well attended community meeting, um, last October. Um, a lot of people came out and like I said, in my remarks were very positive about the opportunity, for affordable housing in Lincoln Park. Um, as well as other improvements, we then, uh, made additional changes following that community meeting and things that we had heard. Um, that was earlier this year in February, that we made those. Um, Those modifications. And those changes that we made as a result were we reduced the height of both buildings. Uh 1 by 20 feet 1 by 50 feet, we reduced the parking uh kind of unique here is that we were hearing there was being too much parking being proposed. Whereas um oftentimes uh we hear the opposite. We We also reduce the um retail area again in response to a neighborhood, concerns about the intensity of the use on the site and then we made additional uh design changes as part of those. Um as part of those, the feedback we heard from the community. I I think it's also worth noting we had a letter of support from North Branch works as well as the Linkin Park Chamber of Commerce. In addition, a plan commission, we had, uh, close to 250 signatures in support from community members for the project as well. Thank thank you Alderman, Cruise. Thank you, Chief of Staff. Um, so um, if there's no further quote, Oh, Alderman, bill, I'm sorry, Mr. Chairman, I had stepped out for for a second. Uh, what is, um, the Ottomans opinion and view on this? so, his chief of staff, uh, So init it sound like initially when it went through plan commission, the alderman had some challenges, it seemed like in between time they worked out some uh they worked out some things and he's not going against it now. Am I correct or I'm not I'm I, you know, you I I think it's he a bad about whatever the committee for his, his statement. His intention was for his statement to speak for itself. So I I don't know that it would be appropriate for me to Elaborate any further beyond that? I mean, I think he remains concerned as as his statement said. Uh, you know. The same concerns that he had when it went to plan commission. He has now So that sounds like the ultimate still has concern. But from your last statement, was you left it at the will of the committee. Right. Right, right. Given that given that, he, he his given that. He, he understands that there's a process where you guys vote and you either vote to approve it or Or not. so I I do know at 1 time, um, In my conversation with the alderman. That he was concerned about them, doing all of the affordable on site. Right now, they doing all of the affordable on site. Uh, and I know that there was some traffic things and it seemed like those things were worked out. Uh, I don't know what the other stuff is. Um, so I just to mention well I mean I mean that doesn't give me a a comfort level, um you know without the order and actually being here. Um, you know, I understand the statement, uh, but I would really just like to hear straight from the ottoman. Um, if he, his concerns have been addressed, if not um, you know we need we need his Direction on this. This is a huge project and in his Ward and, uh, I understand what his position is. Well, no, I don't understand what his position is. And so with that Mr. Chairman, I recommend that we hold this for another month. Until we hear directly from the ottoman, So, are you asking us to hold it for another month? Is, is the ottoman asking for it to be helpful? Now, the yeah, he has not even go against the ottoman either way. Right. I just want to reclaim something and I asked this earlier on about the 24th, uh, 20% affordable housing around the same and bass. What? I I heard from you and your partner is says that, yes, that the 20% affordable housing were there, how many units, a 60%, um, income rate, but what I'm understanding now is you're the plan is only to do affordable housing, if you get the tax break, Is that correct? So if you don't get the tax break, you won't do it. Affordable housing. So not not necessarily. So the the Aro plays regardless that's kind of separate from affordable. Illinois, which is the the tax incentive program. Um, what we're saying and the PD statements reflected, this was that um, the 20% on site does require a to get that ordinance approved, which like I said, is unique in that we're not downtown but this Council or Council has approved 2 other sites, right around the corner. And we are confident that Lincoln Park qualifies as a community area that has low levels of affordable housing. Um, according to City Records, there's less than 13%, um, of housing. Stock is Affordable in this community area. But yes, we do need that, uh, notwithstanding that though. It's not that, we don't pay any taxes during the, uh, period of the incentive right now. We already are paying, I believe over the 30 years, uh, period. It's about 40 million dollars in new property taxes and we would continue to pay right now with the base year is and then as that tapers off, the taxes would go would increase. But yes, similar to every project that I'm aware of that has proceeded with 20% on site since affordable Illinois. Well, any period? But since affordable illness I was passed all of them have taken advantage of that um of that program and we would intend to do so here. So every building I mean, I mean, are we going to do this for every building? That's built that get affordable housing. I mean the whole idea about this is to encourage these large developments to do affordable housing, but I think that there is either a miscommunication or whatever it may be of the stand of the developer saying, you know, I understand the 20% that is far far away we do, but I I, you know, I don't feel comfortable, supporting a project that 1. My colleague is not in full support of it and having conversations with him having concerns and how the process has been happening and not being really a clear path of what's going on, um, I would like to be marked as a no for this project. Okay, that's understandable, but please don't don't mess with this portable housing thing because we don't want to set a president because we got other developers with the same gentleman, all of them are applying for that Illinois. Thing, you know, And I think that, you know, if we need more time to work through to your point um if you're hesitant to vote. Uh, yes. Today we would be open to the deferral. We actually left thinking that was the outcome of today and I ran back over here, but we would rather be deferred so we can continue. And, uh, like zoning administrator Murphy said, earlier that process was put in place to allow for additional Community engagement. He said, his message was mixed. I read the letter, he said what he said in planning, then he said they worked out the stuff on affordable housing and they worked out on the traffic stuff. But he still standing on what he said in planning, but he liked for, he liked to acquiesced to his colleagues to make the decision. That was a mixed message to me. So I think, you know, if you kill this thing with 1 of the larger developers in the city, how do we affect the city of Chicago? You know what I'm saying? Do we allow for this Alderman in them to try to work it out? Or do we just kill this deal? That, that that's that. That's what I mean. If the alderman, why if the alderman wanted to be killed why? He just didn't say no, I'm not afraid, right? He's saying. No, he's not for All right, send that to me. Uh, he didn't send a letter saying he was opposed to it. No, they got all of the affordable housing that he asked for. They gave him all the affordable housing that he wanted. No, it's not only if they get the tax break. But everybody, everybody that's developing these high-rise. Buildings is getting a tax break. You know, everybody's doing that that you can't blame them for taking a tax break. So, my understanding is, um, the the applicant said that 20% on site would only be possible with the affordable, Illinois, tax break. Not that they weren't doing 20% affordable, but it would only be on site. If, if the, the tax relief was there they have to do 20% affordable in mix of on-site and off-site or buyout by by code. But um, it's that on-site piece um which requires the the tax assistance. So do you all have any planned development that you are going to do 20% on site. In the plan development provides for 20% on site. If we get the low affordability Community ordinance. That's if in there the arrow would still apply though and there'd be a minimum of 15% on site if we couldn't get that ordinance approved. So the ordinance for the 20% goes to us, it comes here, correct or uh, housing. We had to vote on it, but we haven't not voted on that for anyone. We vote on that for everyone. Every development that comes down and the important Market, you know, all these high-rise developments. The only way they make their numbers is if they if since the governor gave them these tax breaks, that's why he gave it to them so that they could make their numbers on the affordable housing and do more than 10% on site through 20%, on site is an incentive to get the developers to do the affordable housing. And and all of these guys are in the same but we but our ordinance, our ordinance give all of these developers a option to do. On-site do off-site, pay in lieu of all of those type of things. The the, the best way that I know in my word that I've been able to get them all to do it on site, is that I'm getting that incentive? Yeah, we have a they have another problem, Mr. Chairman with this ordinance is that I guess it's sunsets on the 25th of this month. And based on the recommendation that if we don't vote on this and we allow the 25th Sunset motion to go through that. It is, it does not pass. Anyway, that's number 1. however, the commissioner of housing has the authority to issue, I guess some type of statement, or whatever to override that in order to get it passed. And then that's an opportunity to basically override the will of the local Alderman if they so choose. So that is your problem. So if you defer it, we take the risk of it. Not passing based on the deadlines and the commissioner of housing. Petitioning to override in order to get it passed and override the local Alderman, okay? Uh, Patrick Thompson Sure uh Patrick Murphy Department of planning correct. If the commissioner of the Department of Housing issues, a letter to the committee on zoning chairman and the zoning administrator's office that this project qualifies as being declared an inclusionary application, it allows for a 4-month extension in, uh, a community process possibilities for the applicant to proceed with a community meeting. It does not require Hearing before the Planning Commission, and then they have up to 60 days to petition. Your committee to reconsider the item. If you choose, not to, then it is passed out at your subsequent Committee hearing in this case, it would probably be June of 2025 with a due pass recommendation. Even if even if your committee takes no action, but it would just to clarify, it wouldn't bypass the committee automatically. It would be just after we go through the additional 4 months of community process, including a community meeting. We would then uh, Issue a letter to the committee asking to be called and the committee would have 60 days thereafter to call it. So, 2 months to call it after that additional 4 months of community process, so my thought is that between that 4 months of that, 6 months hopefully Alderman Wagers back in this this developer can come up with some kind of decision um in reference to this. I mean, you know, ultimate Wagers back at them by the tail because they got the whole Lincoln yards in his Ward. They got the whole Lincoln yards to do, y'all have to go to the ultimate for the whole Lincoln yards. So if you don't do what he wants you to do, he can just stop you from doing the rest of your stuff. I mean you laughing but that's the truth and I disagree. All right. Whatever y'all want to do, I mean, So, where do we voting on now? Where we at now? So so that. So, so we withdrew to deferral. You you she asked for a deferral.
