I'm the organizing director of Alliance of the Southeast. I'm here to speak against the matter ending 0 0 1 3 0 9 1 supportive Class eight micro property tax incentives for former US Steel Mill in a tough budget year. Why would we give tax breaks to projects that have other funding sources and barely promised one job per acre? Presumably, it is to draw money and investment, but two mayors later, both Lincoln Yards and the 78 that have gotten subsidies live mostly fallow. When will the developer commit to an independent study of the current level of contamination before they start digging up the site? When will we see the design of a cryogenic facility planned for the site and make sure that it won't fill the lake with algae? Neighbors want this process to slow down until they can negotiate housing protections and community benefits. Thank you. Thank you. Our next speaker is George Blakemore. Our next speaker is Zoe Lee. Zoe, Good morning. Good Morning. Um, we have, what, 12 days into the election. Um, I was looking at, uh, the committee and rules and just look at like you guys are supposed to discuss like referendums and stuff like that. And I just wanna know for a year, me and Miss Jessica has been coming down here talking about our housing and the housing crisis, the overall housing crisis that's happening in the city of Chicago and predominantly black areas, south side and the west side. And not once has anybody thought of a referenda for what's going on as far as them taking our properties and taking our land. Like not one person has ever even thought about this. Now, like I said, it's 12 days to the election. We already know who getting in Trump. All right, we already flipped this state red. It's a wrap, but the sit, the, the thing is, y'all still going to be, y'all still want y'all seats right after y'all and some of y'all are retiring afterwards, you know, but 20, 26, 20 27, we need a referenda. Like y'all need to work on getting a referendum when it comes to our properties being taken, our land being, I went over there LA uh, on Saturday and just saw my land while of grocery stores being built right next to it. And I can't talk to my alderman. So I gotta come out here and talk to all the 49 other aldermen out here. So if y'all please can figure out how we can get some ref a referenda when it comes to our properties. 'cause I'm gonna start going to Springfield and I'm gonna start going to DC because they're gonna get legislation eventually because, you know, one step at a time. But we need a referendum when it comes to our properties and, and, and, and our land being taken, or you guys stealing it and then giving it to, uh, the white developers for kickback. Something's, you know, just, just something we need. So I appreciate if you guys could do that, um, uh, you know, while Trump is in office. Thank you. Thank you. Our next speaker is Danielle Carter. Hello. Now I just want to talk about you all talking about referendums and things like that, but you all took our voice when we wanted to put that on the, uh, to vote that we wanted to not have Chicago be a sanctuary city. So you all say, you all believe in what the Democrat party say. You all believe in democracy, but you all keep taking it from the people. So we know y'all don't believe in democracy. We know y'all don't. And then we also understand that when it is time for us to get a voice and say some things, you all just blocking it, act like it don't matter, and things like that. We told you all, and we've been advocating, we do not want Chicago to be a sanctuary city. We are tired of all these illegals being in our neighborhood. They all in mind, and we are tired of that. And then we see this mayor say that he's getting ready to bring some more in and he's gonna house 'em with the homeless. So since you all won't listen to us, we got the ear Trump. And what we are going to do is, like Trump said, he's getting ready to demolish the sanctuary cities, and when he do, we be talking to him to let him know now it's time for them to get them outta our neighborhood because they're taking over. I stay and I cannot believe that I work real hard. My husband is a retired police officer. We pay big taxes and I can't get a, a loan, a business loan to start my business yet, and still, you all give me everything. I had to go through so many hoops and, and things like that. But then I go down the street and I see some illegals selling french fries. You would think it's a McDonald's. They got, they serving people, they got a whole restaurant outside, and not only that, they, they have benches where the people are sitting down. So they, and they got generators where they had, I thought, I thought we was watching, uh, Trump when he had the french fries in the basket, put it over there and start serving the people and then taking it to them so they don't have to pay taxes, they don't have to put into the tax system, but they can sit there and make money and send it home. But yet, and still we pay big taxes and we gotta go through all the hoops and things to start businesses or get business or get anything. So that's okay. Y'all not listening to me now. But the same thing to make y'all laugh is gonna make y'all cry later. That's all I got to say. Thank you. Our next speech speaker is Deja Williams. Hi, um, my name is, uh, Raina Jackson, and I am here talking to you guys about something that isn't on the agenda, but is very important. So good afternoon everyone. My name is Raina Jackson. I'm a youth organizer advocating for the passage of the Peace Book ordinance. My organization has repeatedly come to this very spot at City Hall to stress the importance of this ordinance and the need to reallocate funds into treatment, not trauma. Despite our persistent effort, it often feels like our voices are not being heard as if the urgency for change is not fully recognized. So I ask to be heard from the community. I want to introduce the Peace Book ordinance to every single neighborhood. The Peace Book ordinance creates a peace book, a vital resource for our community. It outlines the work of the Peace Book Commission, which includes peacekeepers, violence, interpreters, meditators, circle keepers, and restorative justice practitioners beyond explaining their roles, the Peace Book offers a handy directory of services and programs designed to support the youth and families making it easier for people to find the help that they need, our goals to achieve a significant reduction in gun violence by at least 60%. And to achieve this target, we will implement a multi-phase strategy centered around the key initiatives, overseeing peace treaties, peace hubs, and safe zones. We will take an active role in negotiating and overseeing peace treaties and address the root cause of conflict and gun violence by establishing and maintaining peace hubs and dedicated spaces for dialogue and conflict resolutions and community building. We aim to foster long-term stability and cooperation among conflict parties. Additionally, we will create and support safe zones within high risk areas, with where community members can engage in peaceful activities and receive protection from violence. This safe zone will act as a sanctuary for meditating meditation efforts and as hubs for community and peace led initiatives, creating an infrastructure of peace, peace and support for young peacekeepers. Recognizing the critical role of the youth in shaping the future, we will build a rebo infrastructure to support young people who are committed to peacekeeping efforts. This infrastructure will include mentoring, mentorship programs, training workshops, and leadership development opportunities by empowering young peacekeepers with the skills and resources that they need, we aim to cultivate a new generation of leaders who are equipped to degenerate, who are equipped to drive positive change and effectively address issues of violence and conflict within their communities, resourcing communities, experiencing violence, and over-policing. To address the systemic challenges faced by communities plague by violence and over-policing, we will allocate resources to support these areas comprehensively. This will involve funding for community-based programs that promote non-violent conflict resolution support for local organizations that advocate for inequitable policing practices, policy practices, advocate for the provision of services that address the underlining social economic factors. Thank you, Ms. Williams. Our next speaker is Michael Granberry. Good afternoon everybody. Um, thank you for joining me on this important day. My name is Michael Granberry, and I'm 16-year-old youth organizer with good kid Mad City. I'm gonna repeat my age again. I'm 16. Do you know how old I was when I lost my first person to gun violence? I was just a child. I was 10 years old. Do you know how old I was when I lost my second person to gun violence? I was 13. People wonder why so many kids call on jumping off the porch at a young age and getting deep into the deep into the streets. This is why, because people have trauma and pain at such a young age with anger and ra with anger and rage. It also comes fear. We are afraid to lose another loved one to violence. So we attempt to protect ourselves to with guns or hurt or hurt others before they hurt us. The trauma gets normalized in my generation. It has turned into a game, a game that is life and death. That's why we need the Peace book Right now. The city doesn't have enough resources or for violence prevention for the youth right now. Most youth impacted by violence can't get free mental health service or trauma-informed care. I say this is not right. Passing the peace book means we get heal healing justice. We deserve, we get to host more peace circle revolving conflict like we do in my school right now. Me and my friends could be on the streets right now, but instead we're trying to get other youth to push peace like us, to have assets, healing circles like us City, city Council. This choice is on yours. Um, yeah, that's it. I'm sorry. Thank you. Our our next speaker is Raina Jackson. Good afternoon. I'm Deja. I'm, I'm a 16-year-old youth organizer with good kids Mad City. While I was growing up, I was impacted by gun violence. I've lost a lot of loved ones and don't wanna lose anymore to it. Other youth are alga are also impacted by gun violence. And us as as youth, we shouldn't be growing up like this. Being dis impacted by gun violence is why we as a community need to come together and push peace so we don't use any more loved ones. This is why we introduced the peace book and demand for his past and this ordinance, which is the resource which is a resource creating a outlet of peace and support youth for youth peacekeepers, recognizing the critical role of youth and champion the future to support youth, young people who are committed to peacekeeping efforts. This ordinance will include mentorship programs, training workshops, and leadership development opportunities. I need you all in city council to stand for site of youth and pass the peace book. And we also have a, have a recourse book lit about the peace book ordinance that we all, that we want to, uh, hand out to y'all. Thank you. Our our final speaker is George Blakemore. I'm so glad that we have the young people here today, so I'm gonna give them a little civic lesson, uh, and a democracy. You, you have a two party system and a one party system will be a dictatorship. So, uh, I'm, I'm trying to let the young people know that all of these people that you see right here, these all men and women are all Democrat. Now, you wouldn't wanna have a, a house with just all mamas and no daddies, all daddies and no mamas. But, but what I'm saying here to my young people, we need a two party system or three party system. Different ideas, different uh, philosophy. All of these people are in the same, uh, party. They have the same mindset. Each one of you are different. Uh, you all all look alike and you are a young black youth, but every one of them have your own personalities. It's not good to help a monopoly. A monopoly is when one person just control everything. Well, that's what's happening right here. All of these people are Democrats and these black faces that you're looking at, guess what? They voted for a sanctuary. Bringing other young people in the good jobs and benefits and healthcare and mental healthcare and schooling that that takes away from you. That, that, that takes away from us. These black people are sitting here voting against our interests. Self preservation is the first law of nature and you all going to be men and women one day. You have to take care of your children first, your home first. So I, I will teach you to be selfish. You get your education to empower you. So don't worry about the other, uh, Chinese getting there. Uh, uh, uh, white getting there. Uh, Hispanic black people must learn to focus on yourself first. Self preservation is a first law nature, my interest in you and not Hispanic kids, my wife, you know, love again, I gotta love me first before I love anybody else. God have given you young people everything you need. You have to use what God has given you and you must focus on you. Business in your community empowers you. This is the way the world is set up now. Preservation is a first law of nature, so I've given you a quick little from you. You want to take care of you first if you a mama. Thank you. Thank, thank you Madam Chairman and good afternoon members of the committee. Um, the third paragraph 13 and 14 in the recitals deal with the acquisition of property with regards to the Englewood Nature Trail Project, which is in the 15th and 16th wards with myself and Alderman Coleman. Um, and as such, since it deals with the acquisition of, uh, many properties and acquisition of real estate, uh, that falls in, uh, my opinion under the Committee on Housing in real estate and I would move to amend the recommendation of referral to subcommittee. Putman Lopez has a motion to appeal the, um, that item 29 go to what I do. Just the right committee. What committee do you want it to go to? Housing and real estate. Just in their ward. Just The correct committee. Okay, let's do the, A amendment first. Yeah, all those in favor, we're gonna do a vote those in favor? I'm sorry. Alderman Hopkins. Yeah. Uh, thank you Madam Chair. Uh, no issue with sending this to housing, it makes sense as well, but, uh, my question is, what was the original intention when this matter was submitted? What committee, uh, was it supposed to go to before two committees were called necessitating that it go to rules? The, it was about, it was going to the, uh, it was requested by the city for it to go to the Committee on Transportation in Public Way. Okay, so out of the 29 items before us today then this is the only item that is not going to the committee that it was originally intended to go before two committees were called. So in other words, we just had an entire meeting to send one item to a different committee than what it sponsor originally wanted it to go. Um, I would suggest that perhaps it's time, uh, that we revisit the rule that two committees being called necessitates, uh, a meeting like this, uh, for what is really just a procedural matter. Uh, with having said that I fully support, uh, alderman Lopez in sending this matter to the committee, he so desires. Um, but I think it's important to consider that going forward, uh, all of the matters that we submit as alderman when it pertains to our word specifically or subject matter that we're working on, uh, we should have the ability to send it to, to the committee that we want to send it to, uh, you know, without fear that it's going to be used as a delay tactic, um, for what ultimately is nothing more than, uh, a symbolic meeting like this one, uh, where we have to go through an entire agenda like this with 28 items going to where they were supposed to go in the first place, uh, and only one, uh, having a change being made like this. So, um, thank you Madam Chairman and I would, uh, concur in the motion to send it to, uh, the, uh, housing committee. And for the record, I wanna recognize Alderman Fuentes and Alderman Coleman for the quote. The city's indicating that this is connected to a transportation issue, um, in that community. But if the two, uh, if the two aldermen from that where these lots are, want them sent, want it sent to housing and real estate, I will do a motion to, um, amend all those in favor of amending the recommendation that the, that these be re-referred to, uh, housing and real estate. Instead of the committee of tran uh, transportation in public way, can we do a voice vote and all agree to send it to the com to re refer it to the Committee on Housing, uh, as amended? Send me a note so that I know what you're talking about. Well, it's not a, it wasn't re-referred, it was sent to the committee, so that should be normal procedures without having to send the note.
