Uh, George Blakemore is first. Mr. George Blakemore to you young lady, Mr. George Blakemore. So you have ran all the public speakers away. I think you ran some of them crazy, but maybe I'm crazy. For, to stay and be the only one. The power of one. And we are dealing with package stores and liquor, uh, stores in the black community. They have fabulous liquor stores. I went in some of these good old liquor stores, babbles Interior, but, but who received those license Arabs. White folk. Not black. How many black people have liquorice in these wards? How many black people? Everybody come to the black ward and make money and black people, uh, got treasures right there. They can make money. How many black people have Liquor of life? And I see in one of 'em, uh, ultimate Coleman Ward. She's, she's lifting that where somebody else can come in and sell liquor. I'm wondering if this person gonna be black. I was out to the Regal yesterday there, landmarking it and I said, let me go across the street. What's going on over there? I went there and a fabulous Arab liquor store right in the heart of the black ghetto. You know, something is wrong with black people. This is dealing with business, the Committee on License and Consumer Protection. Money. Money. And it's something wrong with black people, that they're not getting the money in their own neighborhood. They don't open up business and it's something wrong with them. The educated one supposed to teach the one who's not educated. She's supposed she supposed to teach me. You supposed to inform me. You supposed to engage you and you represent me. Now, I don't want to get on Mr. Moore. I don't wanna be Joe, get on Mr. Moore. I don't want to get on Stephanie. If, if something happened to our black people on the plantation, but they just don't think rational. You go to Chinatown, you don't see other ethnic groups opening up businesses. Why do you see this in the black neighbor? Well, So well, Thank you. I would like to recognize Alderwoman Coleman as part of Quorum and also, uh, non-members, alderman Burnett Lee and Ramirez. Did I miss anybody else? Okay. I'm now gonna call, uh, pat Doer for Public Comment. Good afternoon, uh, members of the committee and unexpectedly, actually this is the fifth anniversary of Mr. Blakemore given pretty much that same comment at a license committee hearing. But hear me out, Mr. Blakemore. Don't interrupt. You'll like this. He was absolutely right. There is disproportionately low African American liquor license ownership in Chicago. I took that running once I was able to verify it. We started a minority brewing program with Haymarket Brewing and some other Chicago breweries that brought more members of the African community into the industry. And that has expanded into a scholarship program for black brewers across Chicago that we just helped host another fundraiser for a month ago. There's could be something about a blind squirrel to set here, but it worked out and it is. His comments five years ago led to that brewing program and it was almost exactly this time. Now, if I can go on with why I'm here, uh, today, alderman Valgas has an ordinance about a small business protection rebate program. It's being re-referred to the budget committee. I would greatly appreciate on behalf of our small business bar, restaurant and music venue members we've worked for. If many of you today would see fit to become co-sponsors of that ordinance. We are experiencing a historic rise in Chicago in expensive burglaries and robberies of full service restaurants, bars, and music venues. They're getting very little money. Local media carrier covers it every month, but every time they do it's thousands of dollars in damage to these businesses that is not covered by their deductible in most cases. In fact, many commercial policies exclude glass and burglar or glass and door damage as part of these from coverage. It is not a huge amount of money to this budget. It is not a huge amount of money overall, but it is a lot of money to these businesses. So I hope you can see fit to co-sponsor the ordinance. Let's get it over to budget and have a debate, or at least a subject matter hearing on it on ways we can help these businesses. There were over 733 burglaries and robberies of bars and restaurants in the city this year. That's up 20% from last year and last year was 80% up from the year before. Whatever we can do at this council to help these small businesses get through this would be greatly appreciated. Thank you for your time and I will be around afterwards if anyone has any questions. An ordinance to amend section four dash six zero dash 0 22 and four dash six zero dash 0 23 of the Municipal Code of Chicago to disallow additional alcoholic liquor licenses and package good licenses on a portion of the 40 on on a portion of 43rd Street in Alderwoman DOS Ward, the third ward, the chair recognizes. My name is Brian Friedman, third Ward Alderman Pat Dowells office asking that the committee kindly support this ordinance. Uh, this brings 43rd street in alignment with the surrounding streets like 35th Street, 47th Street, 51st Street, which already have, um, this restriction on them. An ordinance to amend the municipal code of Chicago lifting subsection four dash 6 2 3 11 0.102 to allow the issuance of additional package good licenses on a portion of Morgan Street. This is in the 11th ward. The chair recognizes Alderwoman Lee. Thank you Madam Chair. Um, I'm here today to seek the committee's favorable support on this, uh, ordinance to lift the liquor moratorium on this portion of Morgan Street. Um, Morgan has gone through, um, a bit of a renaissance over the years, um, and now that I'm, uh, in office, we're looking to continue that, uh, that move towards more businesses coming onto the street there. Uh, and we've got a a great, uh, we've got a great business that's gonna be opening up a listening bar that's going to specialize in just low key chill and actually will serve, uh, both alcoholic and non-alcoholic beverages. Kind of first of its kind in the ward. So very much looking forward to that and looking forward to bringing more life onto Morgan Street. Thank you. Sounds nice. Awesome. Good morning, Alderwoman. Um, I'm here to support this item, um, an ordinance to disallow additional packaged good licenses on a portion of South Archer Avenue from Levit to Damon. The reason for this ordinance is to put a moratorium back into place, which was lifted by my predecessor in 2019 to allow for CMAC produce, uh, located at 34 35 South Archer to obtain packaged goods, uh, liquor license. And the last one is oh 2 0 2 4 dash 0 0 1 2 6 1 2. An ordinance to amend the municipal code of Chicago lifting subsection four dash 6 3 6 to allow the issuance of additional packaged goods license on a portion of Scene Avenue. On, uh, the corner of 55th and Ashland, uh, we have, uh, the community is supporting a new operator that a not a new operator, but an existing operator in the ward that has taken on this building that has not had any investment in the last 40 years that will not only, uh, bring forth arch, but a tasting and just a different culture of, um, business on 55th and Ashland in addition to a devastation that happened on abortion, a racing avenue and operator that will be coming in to literally light up the community and make some investments not only in the building but actually in the security of the footprint of the business. We did hold a public meeting and held feedback open for two weeks and we got majority in support from the community. Um, and yeah, uh, there is an existing liquor store there already. Here to testify for this item and to kindly ask for the committee support, um, this ordinance would establish a liquor moratorium on Belden. Recently, we've, uh, expressed support to allow a mixed use development, which would be a yoga studio and coffee shop given the new zoning and the feedback we received, which was that the community members did not want a, a liquor serving establishment to be allowed in the future. The chair recognizes Joanna. Good afternoon chairwoman and committee members. My name is Joanna Ingrown with Alderman Riley's office. I'm here to ask your favorable support for this ordinance to lift a packaged goods moratorium on a portion of East Illinois Street in Streeterville. Um, the current liquor, uh, license holder, a packaged goods liquor store called Uncork. IT at 3 93 East Illinois is looking to sell their business. Um, the new owner has met with the local community group, soar and they also support this transfer. Um, so we need to lift this in order to allow that. Thank you. Any questions?
