And that was in July, if I'm not mistaken. 60-year-old burglaries. 31-year-old East 76th Street, July 1st, 35 shot four fatally. That's one weekend. These were headlines from the Chicago News Tribune, a few other ones, but mainly about people being shot and killed in Chicago. Mainly these reports came out of the Austin Inglewood, far South side areas. However, on, what was that? July? What was July or September 22nd? What was that? The 22nd that they shut shot spotter down and put the city in darkness September 22nd and put the city in darkness. Larry Snelling kept his promise though, for the DNC during the DNC. Larry Snelling came in here. Y'all grilled him, Silverstein, where, where the other little fat arm guy at. They, they wanted to know about Jewish properties. They want, they, they, they said, Hey, during this DNC, we have this feeling that we are gonna be attacked. And you know what? He set that with confidence. That black, black American, who is the superintendent here in the city of Chicago with confidence and said, you know what? We are not just observing one group of people, but we're gonna protect the whole city. And has, and did it. I was at the, I look, I was at those protests. I seen how many people this man was up against. And if they wanted to take him hostage while he was walking on the front line, they could have took him hostage. 'cause it was nothing. Well, it would've been a big shootout, I guess what? But he took the initiative to come out and uphold his promise, which you, it's nobody to say he can uphold it, but he executed it, left the city. What in great standing, one of the best democratic whatever it was, aside from the last one where the riots was. But the promise from our mayor was that he would get rid of shot spotter. And y'all allow for him to keep that promise, y'all allow for him to drive the city into darkness. Black Americans. And now y'all look at the headlines. 19-year-old. 17-year-old, all instances in which somebody could have responded to these people. Somebody you spoke diligently about shot spotter, thank you Harris. All these people came into this place and spoke about this. But since it's something that's considering black Americans, the safety of the city and whatnot, Hey, who cares? But this is the technology. And we here, once again in technology, well, this gentleman could have spoke up for it, but so many people didn't you? And I wonder why that technology is not a crime stopper, but a deterrent. Um, obviously many of us are in budget season with our SSA talks and going over some of the, the, the various buckets and line items. Um, but I have a very general question, if you will, have you or the department looked at these various buckets to see what we could do to modernize them? Because I don't think there's any, been, there's been any serious changes or edits to how we classify all of the funds within the various ssas. Are we ensuring that budgets have things that are relevant to the 21st century other than just keeping place holders in a 10 page document? So Alderman, um, the, the budgets are crafted by the local commissions comprised of property owners, business owners, and community members. Um, so they're the ones that come up with, you know, whatever the issues are that they would like to address, what services they, they, they feel, uh, could be addressed. Uh, we also allow for customized, uh, line items within each of the budget categories. So, um, we get requests from time to time, um, if they come up with an innovative service that's not included as a standard, uh, line item. And, uh, so they're, they're, they're free to do that. Um, we have not updated our actual budget categories. Um, that's something that we could look into. Um, but there is that flexibility to, uh, customize any line item. Okay. I'd like to see if the department can look at for next year to start reviewing what these categories are just to make sure that their relevance is still needed. I know there are many times that I look at these budgets as I have four or five different ssas that I intersect with, that there are categories that have been empty for years. Um, and I'm sure I'm not alone in that regard. And I, especially when we talk about the individuality that they can do for their own ssas, I'm not sure any of us know what that full compliment looks like that others are doing, so that we don't have an opportunity to learn best practices in our own, like in my side of town, they could be doing something different on, on the north side, um, that we might want to implement. But if we're not aware, we don't know. And if we don't know, we don't act. So I'd like to see what we can do to try and spread some of that knowledge and best practices to all the 80 plus ssas. I, I have continued to find that the best way to be informed about my SSA's budgets is sitting down with my ssas. I, I would shout out Kate Zed over at Westtown Chamber. Kate, if this reaches you, Alice Howe, uh, SSA 33 with the Bucktown worker Park chamber, like going through line item by line item with them to some might feel tedious to me. It helps me be so much more informed on what they're doing. Honestly, some of the services are probably radically different than what they were doing 20 years ago. Uh, SSA 33 and we're Park Bucktown actually stipends, uh, provides stipends for businesses who want to contract with composting services to reduce the amount of food waste that's going, uh, into the, the land of bills of the city. And beyond that, there is so much innovation and for 21st century thinking happening with us, with our ssas that it's worth calling out, but also worth just sitting down with them for the discussion. Um, al admits we will, uh, they're, they're in the OneDrive, however, we'll take that into consideration and make sure that we utilize the, uh, uh, the screens here to put these forward. Just to follow up with where Alder Woman mitts left off, I, I think maybe standard protocol would be as this committee is approving budgets for ssas, at least a budget summary slide be placed on the screen. I understand that the data itself can be pretty unwieldy, but, um, if this is to be truly a contemplative body, uh, we should probably be looking at the actual summary itself. So I, I second what, what Alderwoman Mitts has requested and to alderman the spot's point. Um, that's something that my office has been doing for almost 18 years now. Um, sitting down and, and going through line by line. Um, the SSA budget submissions we often push back. Um, and in those ssas where multiple older people intersect with it, you'll find that different older people have different priorities for those budgets. Um, so it is a very useful exercise and it's my hope that all of us are going through that with their, our respective ssas. 'cause that's frankly what the taxpayers expect of us. Um, so again, just appreciate those comments made. But, um, as far as moving forward, I think it would be helpful to have absolutely a budget view up on the screens. Thank you, chairman. Um, if they could also include, um, very top level summary as well as a pie chart of where all of the funds are being distributed by category so that people could see in very easily digestible terms, how much is being spent on beautification, how much is being spent on security, how much is being spent on all of those things as well. Because I think that will also make it a lot easier for individuals to see just what to our colleagues point priorities are. Um, and we also have letters of support, or at least no objection from each of the s that are affected by these 10 ssas. I just wanted to, uh, note that these six ordinances are just to, uh, formally request the public hearing dates as required by the state SSA statute. Uh, the a date for the hearing has been proposed and has been, uh, uh, public notices have been sent out for this coming Thursday, October 10th. Um, and we appreciate, uh, the members' participation in those hearings. Um, I, I did want to, um, call out the three new ssas. Uh, we currently have 55 ssas this year, uh, with these three proposed, uh, additional ssas that would bring the count to 58. Uh, first is SSA number 32 dash 2024 along 79th Street. This replaces the former SSA 32, which expired at the end of last year. The, uh, the two new ones, uh, being proposed, one SSA number 81, uh, it's basically between 83rd and 90th street just west of the Dan Ryan Expressway. Uh, it's comprised of multiple big box locations and, uh, small residential pocket SSA 82 division. And Dearborn, uh, is a small two block SSA along Division Street between, uh, uh, Clark and State, um, which will help the, uh, the small businesses. Uh, it's a, it's a, um, entertainment area and will bring, uh, services to help enhance that area. Um, the other two, um, that are just renewals. SSA number eight, Lakeview East. Uh, it's just a 15 year extension. There's no changes to that. No boundary changes. SSA 42 South Shore, um, 71st and Stony Island, again, a 15 year term extension, no boundary changes. Um, and then SSA 76 dash 2024 is a replacement. Uh, it's a two year re replacement for SSA 76 on North Michigan Avenue. Um, it's only two years. Um, they have expressed interest in pursuing a business improvement district, which has just been approved by the state. Um, and that would allow them time, uh, bridge to, uh, apply for the bid, uh, during these next two years. So that, that's the status of these six. Uh, yeah, good afternoon, chairman Viegas and members of the Committee on Economic Capital and Technology Development. For the record, my name is Aaron Fogel, financial Planning Analyst in the Department of Planning and Development. I'm also joined today by Jennifer Kanick and Victor Liko from the development team. I'm here today to request their approval of an ordinance supporting an initial Class six B property tax incentive for 25 25 West Taylor, LLC, for the purpose of developing approximately 43,000 square feet of industrial space on the west side. The project site is located at 25 15 through 25 57 West Taylor Street, which is in the 28th ward, the near west side community area, the West planning region, and the Western Ogden Industrial Corridor Derman. Jason Irvin has provided a letter of support for the project. Here's an aerial view of the site, which is adjacent to another of the developer's projects, uh, known as the 12, a residential community known for its unique mural art. Here's a view of the current conditions of the site. It is classified as vacant land, and as you can see, it is being used as a used car lot. The applicant for this incentive is 25 25 West Taylor, LLC. The new construction will consist of three phases of building. Each phase will include a 14,250 square foot warehouse with 1,400 square feet offices in the mezzanine. The total new construction will produce, uh, 42,750 square feet of warehouse space and 4,200 square feet of office space. These will be tenant occupied warehouses that will bring new companies to the ward, along with new jobs and opportunities for residents. Tax savings to the applicant are estimated to be about $2 million over 12 years, or $1.5 million on a net present value basis. Construction is expected to start in February, 2025 and be completed in three phases by October, 2027. The project, uh, cost is approximately seven point $0.9 million and is being financed with 35% owner's ECU equity and 65% debt. Hard costs comprised 72% of the project budget. Soft costs 11%, and the acquisition costs were 18%. The estimated 12 years tax savings to the applicant are about $2 million, of which the city share is $468,265. On a net present value basis, these tax savings are $1.5 million. The total estimated net benefit to all taxing districts from this incentive is $1.6 million over 12 years, or $1.1 million on a net present value basis. DPD is in support of this project that will develop an underutilized site, create at least 48 new full-time jobs, bring $7.9 million of investment to the west side of the city and produce a net benefit to the taxing districts of $1.6 million. For the record, my name is William Grahams, financial Planning Analyst in the Department of Planning and Development. I'm also joined today by Paul Goodman and Annie Reed from the development team. I'm here today to request the approval of an ordinance supporting a Class six B property tax incentive for Lake Keeler LLC for the purpose of constructing a 44,132 square foot building on a currently vacant site at 42 0 2 to 42 32 Westlake Street. The project site is located at 42 0 2 to 42 32 Wake Westlake Street, which is in the 28th ward, the West Garfield Park Community area, and the West planning region. Alderman Jason Irvin has provided a letter of support for the project. Here is an aerial of the site, which is located at the northwest corner of the West Lake and North Keeler intersection. Here is another view showing the current conditions on the site. The developer intends to construct a 44,000 square foot building with two enclosed loading dock intended to be leased. One or two industrial tenants, seven of the 10 parcels at lo at this location representing 85% of the square footage are city owned. And a negotiated sale of these to the developer was approved by City council in June, 2024. The construction period is estimated to be about 12 months and is anticipated to begin once the developer secures a tenant. The project cost is just over 7 million and is being financed with 37.5% equity and 62.5% debt. The city owned land is being sold to developer at market price. The estimated 12 year tax savings to the applicant is $2,328,256 of which the city city share is $538,792. The total estimated net benefit to all taxing districts is 1.9 million. The site is mostly publicly owned at present and currently generates only about $2,000 annually in taxes. Upon expiration of the Class six B, the site will generate an estimated $419,000 annually. Finally, here is a re rendering of the completed building. DPD is in support of this project that will reactivate a vacant city owned property. The project will bring needed investment and jobs to West Garfield Park. Moreover, even with the Class six B abatements, the project will still generate a significant positive net property tax impact to all taxing districts.
