Ms. Lay, Do you wish to make comments? They're being subject to removal from the meeting. Thank you. Yeah. Yeah, Go ahead, Ms. Lay. Yeah, I mean, yeah, I mean, um, what are we, Go ahead, Ms. Lay. Um, Yeah. Um, this, this is the budget meeting and I did see the agenda online and all y'all doing is basically transferring the money from aldermans from council. Guilty a little. Get y'all. I don't know. Anyway, um, when it comes to this budget, like nobody's not gonna discuss it. Like what are we gonna continue to wait? Or, I know yesterday with the whole situation with the seven appointed, uh, school board members, well they did that on Friday. Walked off. So I know that's what y'all are more concerned about. And Irvin, I am so upset that you did not sign, um, that you not sign that you were concerned. Like you are in one of the roughest neighborhoods in the west side. Like, you don't care about them kids at all. You took shot spotter out. They don't have nothing to, uh, nothing to, uh, help anymore as far as to detect a shot. 'cause a, again, people were thinking it was supposed to, like, once a person die, like take, I mean, once a person gets shot, like pick it up, pick the body up and take it to the hospital or something. But Shot Spotter was for like, you know, detecting shot. So you, you didn't want that. You, you, the, the fact that seven Chicago, uh, school board members resigned. You didn't, you, you agreed with that. You think that was okay? 'cause you want to, because basically we're like, this is a dictatorship that we're under and y'all want to sit here and act like it's not a dictatorship or that's what Trump does. Or trying to push it on Trump and, and, and where our freedom is on the line when y'all are literally like threatening people that they have to get out these jobs and stuff for the CTU. That is a criminal organization. Like y'all literally letting a nationalist run this country. I mean, run, run Chicago and he says he's a nationalist and he's not even a nationalist because he doesn't even know how to even do that, right? But this is pathetic. Y'all don't care about anybody. Y'all are going to jail. I promise you. Y'all going to jail. The forensic audit is happening in every department because y'all do not care. And at the end of the day, you are not going to mess up the chica. You're not gonna mess up Chicago. You're not gonna mess up Chicago at all. At all. Thank you Ms. Lee. Next, uh, Jessica Jackson. Uh, Okay. Scan the room. Scan the room right now. Scan the room. Scan the room. Scan the room. Blake Moore. Scan the room. Zoe, get right here. Get right here. Scan the room. Scan the room. Put it on YouTube. We getting ready to make this go viral. This is Chicago. This is Chicago City Council. This is how they show up. This is how they ignore the citizens. This is how they break the law. And then they want to turn around and make life. We are wrong for not supporting the Democratic Party. But this is what the Democratic party looks like in the city of Chicago doing public speaking. They don't show up for a quarrel. They on their cell phones. That's dance Yancy right there. Who's trying to sell out South Shore to super low income condos to make the city look like the projects. Okay, now you got Conway, you that Conway or Con Conway over there on his laptop. 'cause he ain't worried about a thing. He a rich white boy. Okay? And then you got Tyler Farrow and you got KA right there. Okay? I'm hoping that they paying attention. Tyler Pharaoh, I want my rights protected with my case. I trusted you and some other people and I believe that you trying to do the right thing, but you are in a corrupt situation. Get that light bulb head. Richard Rodriguez. See, looking like a Chucky Do. See how he has no respect, no respect for the citizens. We going, y'all wanna be famous. Y'all wanna be famous. Let's make him famous. There go Raymond Lopez right there. Okay? He's at least trying to read so he can pay attention to what's coming up. There's Quinn right there. He all right. He paying attention. Pat dos is right there. She looking up there. Maybe she'll pay attention. Maybe she won't. Richard Rodriguez, y'all zoom in on that clown. Zoom in on that clown. He's the most disrespectful individual that you've ever seen. Now he gonna stand up. Oh, he looking at his boy Connie, what? Like, what? What? You need to co-sign that he's a knucklehead. See, they engaged in this type of rhetoric and nonsense. Look at 'em. That's the reason why we are a billion dollars in debt because we got knuckleheads like Jason Irving at the top. Yeah, put this on YouTube. We going to make Chicago city Hall famous. Y'all wanna be famous, but disrespecting us and disrespecting your citizens. We are about to make y'all famous. We got 30 some days to get Trump in office. Come on Trump. Come on Republicans, come on. Y'all come on into Chicago. Set this off front. Come on Eon Musk. Come on y'all. Come on, y'all get up in Chicago and turn this red. You ready? Alright, go ahead. All right, we're gonna come back to Mr. George Blakemore. Mr. Blakemore, go ahead. This is disgraceful. Do you think the citizens are stupid or blind or cripple or crazy? They know what a corum, why would you do this? Why you don't have, you didn't have a quorum and then you threw somebody out. You, you say, no, you can't speak. Mr. Blakemore, why you letting me speak now? Do you think we we are crazy? I think maybe you are right because it's not enough of here to, to correct this mess. And I hold this on you, Mr. Raymond Lopez and all you other Mr. Blakemore, could you please speak into the mic? Could you please speak into the mic so those who are listening online can hear you? He Said, he said, no, you don't have a call and you still trying to bully Pete. I say, Tyler Perry, is it a corner now? He shook his head. He said, no. Is it one now let him call the The throw People out. This why that man, they f you. The way we going to f you is going to turn this city rather than red. Rather than red. We gonna f all of you because your law liked it. I, I came down here to, I say to speak at the budget period, and I want committee. And I wanted to, I didn't come to speak to seats. And it wasn't about your fat self because you, you make me hate you. I didn't wanna do it. And all the time you knew it. Y'all made us hate you. And we going to do something about this. We going to turn it red than red. You are disrespectful. Why would you throw this man out? Why would you think we are such a damn fool that you can start a meet somebody here now? So we are gone and, and get rid of the ole misfit, the citizens, and then we'll have our meeting. You know what you, and now you put yourself in a position for me to use all kind of, uh, uh, bugger language. You put yourself in this position, you did it, and not you all, you other black faces in high places, all and your white ones and your Hispanic one, and then all of y'all. I hope y'all can see me on Facebook land. I hope that you heard Ms. Jessica speak. I I hope you heard her turn it red. And the way they can get away with this. They have no citizen. Very few citizen participation. Now, what color was these citizens that was down here speaking today? Black. Thank you Mr. Blake Moore. Thank you. Uh, uh, our final speaker is Mr. Taiwan Sims. Could, uh, just, let's just, just relax. Just relax. Could you ask Mr. Sims if he wants to put his comments on the record? He left. Okay. Very well. Al Spotter, purpose of Quorum will do. Thank you, sir. I haven't, we have not established one as of yet. Oh, oh, well, for the record, For the record, median is started at nine 30. Complaints were made. Again, again, again, again. The meeting starts at nine 30. I was here at nine 30 and started the meeting at 9 32. Started the meeting at 9 32 For the record, uh, we both can't talk. We both cannot talk. For the record, for the record meeting starts at nine 30. Started know the meeting again. Uh, so again, uh, meeting starts at nine 30. State law requires us. Could you, uh, could you remove the gentleman if he, if he continues to speak, could you please remove the gentleman? So, again, as a stated, the meeting starts at nine 30. The, the notice require notice requirements for us to start at nine 30. The meeting can proceed at nine 30 as it relates to us conducting business or taking votes. We cannot take votes unless we have a quorum, but we can continue the business of the body before and have discussion and continue to move forward. The only thing that requires us under the Open Meetings Act is when we begin to take votes, we must have a quorum. So, again, in, in, in having the timeliness, as people have talked about being on time. So you can't have it both ways. So we're gonna start on time and that is the basis of what we're going to do it. So again, uh, we are, we're here. We're gonna begin, uh, our 9 2 5. And as, as members, uh, come in and once we reach the coin, we will establish that. But it does not prevent us from having our discussions before doing anything, uh, prior to, uh, establishing such. So again, uh, we will begin with item item number one on the agenda as the, uh, as a Rule 45 report. There is a correction to the Rule 45 report on page one of 13, uh, alderman Rodriguez in the third paragraph, the name Ramirez is to be stricken from the record. And, and Rodriguez added for ward number 22, uh, on page number one. Any, um, any other corrections? Okay. Alright. So we will have, uh, we'll begin discussion on our, uh, 9 9 25 amendment. We're gonna have, uh, Chloe Belzy, deputy Budget Director to begin the call on nine twenty five. Today we are addressing the, uh, mayor's annual appropriation ordinance, uh, 2024 Amendment within the fund, 9 2 5, uh, for the Office of the City clerk and the Department of Planning and Development. Total appropriation request is for $324,000. Uh, the first being for the Office of the City Clerk for an increase of $39,000 from the, uh, council on Library Information Resources, the grant is the recording at risk grant. Uh, these funds are to preserve the history of Chicago through digitization of the Historical City Council. Audio recordings from 1970 to 2010. Uh, the second is for the Department of Planning and Development. This is an increase of $285,000. Uh, the funds are from the Regional Transportation Authority, um, for the community planning program for technical assistance, uh, this grant will support the Archer Avenue Corridor program. This work will create a comprehensive land, land use zoning and development strategy for the corridor. Um, that is all. Alright, any questions on the 9 2 5 Amendment? Go ahead, chair. Do. Good morning, Mr. Chairman. Can you explain the limits for the Archer? A Avenue corridor plan? It goes from where to where? Uh, good Morning Committee, uh, for the record. Nolan Zara for the record. Nolan Zara for the Department of Planning and Development. Uh, the limits will be from Halsted Avenue on the East to Cicero Avenue on the west. Thank you. Any other questions? Could you explain your, uh, for the Clerk's office, uh, this project that you guys are undertaken and the overall, uh, impact for this, um, arch, arch archival effort that you guys have? Yes. Well, we wanna thank you, uh, chairman Irvin and the members of the Budget Committee for inviting us today. My name's Peter ic. I'm the managing editor for City Council Division of the Office of City Clerk. Uh, we are here today to respectfully request a 9 25 grant introduction ordinance amendment to allow us to digitize the city of Chica, city of Chicago City Council audio recordings from 1970 to 2010. Um, these funds are preserved the history of the City of Chicago through digitization of historical City of Chicago audio recordings spanning, uh, the terms of Richard j Daley, Michael Bilandic, Jane by Harold Washington and Richard m Daley. The funds will cover the cost for full digi digitization of audio recordings, including 204 audio reels and 1,328 audio cassettes. The audio tapes in the collection are at risk of deterioration, and with this grant funding, the office of the city clerk will be able to digitally preserve these recordings with the goal of making them publicly accessible for the first time. The project, uh, is to be completed in 2025, and the project will be completed by our archivist, uh, Mr. Matt, Mr. Matt, um, Berger, who is sitting here with me here today. And the project will be completed by him. There's no, he's their current employee with the City of Chicago, and there will be no other required positions for this project. Approximately, uh, how many, uh, these are all audio recorders. No videos? No, these are all audio recordings. This is prior to, um, our implementation of the video cameras in, in the council chambers. So, so these are all audio recordings. Okay. And then those will also be pretty much carried online for, similar to our committee and, um, council meetings. Our, Our goal is to, um, have these, uh, recordings digitized and then to put them on our city clerk's website. So it'll be available for any, anyone to view, anyone to listen to. Okay. Um, and then are there any other items that, that you guys are going through the process of the digitization of, Oh, this, this is the current project right now that we're before the body at, um, there are other projects that we are working on, but this is the project that we're requesting at this point. Okay. Under Lopez. Mr. Chairman, since we are still struggling, I would just call quorum now so that we can break and wait till our members get here. My apologies. What'd you say? I'm making a quorum call. Sir, You're making a quorum call. Yes. We're technically not in a quorum state That much. I know, Right? And you got one gentleman that's, uh, that's walking in, so, okay. You, what do you wanna do? Is he gonna be the one we need for quorum? Excuse me. Is he the one that we need for quorum? Yes. Okay, Then I'll wait. So, But again, I just wanna be clear, um, statutorily, uh, the only thing that we cannot do without a quorum is to pass on items. Doesn't, the purpose of the Open Meeting Act was to provide publicly reasonable notice that we will be deliberating, discussing and going through items that are up for consideration amongst the public body, which for us, the committee on budget and go government operation as such. So again, us starting at the prescribed time, again, as some members have said, we don't start on time. So when we do start on time, so again, uh, we are going to work to start on time. And there's not any prohibition, uh, within the, uh, in, in the statute that prevents us from beginning at the prescribed time. It does prevent us from starting before the prescribed time, but not at or after the prescribed time, which was our desire on, on today to, uh, get everything going. So, as far as us concerned, as far as us being able to, uh, conduct business, and when we say conduct business, that means actually voting on, uh, matters. And so, And understood chairman, but it's also my right to call quorum at any point in a meeting. So You can call for a quorum at, at any point in the meeting. I'm, I'm waiting for your one person. Now we're down two. Okay. So I'm trying to be obliging for this one person to show up. Would you, would you prefer to recess for a few minutes? Then I Can do that until they show up. Yes, sir. Then I move to recess. Okay. You wanna recess? We'll recess for 10 minutes. We'll come back at, uh, 10 0 8. Okay. All right. Our recess says concluded. Um, question All, all right. Uh, for the record, uh, we'll establish with, uh, Irvin Lee La Spota. Do Yancy Quinn Lopez Rodriguez. Ccho Lopez Burnett. Trell Cardona Conway Viegas Pdo Nugent and Knutson, uh, for Quo. Mitch. Oh, I'm sorry. My apologies. Almond Mitch Alderman Riley, thank you for joining us and Alderman Riley. Uh, we also have, uh, alders, uh, Robinson Mitchell, Harris Moored, Rodriguez Sanchez, Maria Ramirez, Rosa Vasquez, and Napolitano wishing to join virtually. Is there a motion to accept him? Ve Rule 59. So moved by Chairman, uh, Dow. All in favor signify by saying Aye. And Penez. Ayes have it. Uh, chair, uh, s uh, Robinson. Mitchell Harris Moore. Rodriguez Sanchez Ramirez, Rosa Vasquez and Napolitano will be added, uh, to the, uh, to the quorum. Thank you, chairman. Okay, alderman, uh, Moseley be added as well. Did I miss anyone? Okay. Alright. Uh, before we recess, we were still on item number one. Uh, any, um, any questions, uh, any additional questions for on as it relates to the 9 2 5? Go ahead. Uh, Auman Lopez, Chairman, do we need to approve the, uh, rule 45 as amended, or Again, we're on item number one, sir, I, I, we'll go back to that. So my question is on, uh, item number one. So moved by, uh, chairman Dowell on the favor, second pop by saying aye. Any opposed independent chairs? Ayes have it. And other item will be reported out at our next city council meeting on this coming Wednesday. Uh, going back to our Rule 45 report, uh, we had one correction. We needed other corrections via our Rule 45 report. The correction was, uh, in the third paragraph, we were, uh, changing Ramirez, uh, 22 to Rodriguez. Uh, thank you for, uh, catching that. Any other, uh, items, any other corrections? Altman Conway, Mr. Chairman I see in the, in the, um, uh, in the, in the notes, I was listed as absent. I remember being at this meeting remotely and listening to it. Uh, I was out of town with my family for Labor Day, but I absolutely remember being there. If this is a big deal to change, then we don't have to worry about it. No, No. We, we wanna make sure that the record is correct. So you were present. I, I was added, I was added remotely. Uh, and I, I believe that was an inadvertent, uh, exclusion there. No problem. Thank you. We will make that correction, um, as well. Any other corrections? Okay. Uh, with this item being corrected, is there a motion to accept this, uh, move all moley. All a favor second for saying aye. Any opposed any opinion? The chair. Your aye. Have it. And, uh, we will keep that in the record. Um, items. Thank you. Uh, Altman Dowell, uh, we're gonna have to go back. Uh, the item before the 9 2 5 was a substitute, so thank you. As a motion to accept the substitute 9 2 5 ordinance. Uh, all in favor signal of saying aye. Any opposed? Independent chair? Ayes have it. The substitute is now before, uh, is there a motion on substitute? Uh, ultimate, uh, chairman do moves do pass on the substitute. All in favor signal of saying aye. Any opposed independent chairs? Ayes have it. And that item will be reported out, uh, at our next City council meeting on Wednesday. Uh, items, uh, two through two through nine, uh, we are going to have to get, uh, substitute. So going forward, if we could, uh, if before you put your ordinance in for any, any automatic or committee transfers, we can confer, uh, either with the committee or with the law department. 'cause evidently we, the ordinances that have been provided are given, have not been, uh, proper. So we've had law go and redo all of these ordinances. So going forward, if we can, uh, just make sure we get everything, um, uh, up to par so that we don't have to substitute. So, uh, there's a, there's a need, a motion to substitute items two through nine. So move all and La Spota. Uh, all in favor Second about for saying aye. Any opposed? Okay, now the substitutes are before us. Again. These are, uh, routine transfers, uh, impacting. Uh, I want to take items two through nine as a whole. Uh, routine transfers impacting the Committee on pedestrian traffic, traffic safety, uh, 21st Ward, automatic Wages Allowance, the 26th Wards, uh, wage allowance and automatic expense account, the 31st Ward wage allowance and automatic expense account, the 47th Ward Automatic, uh, expense account and wage allowance, uh, as well as the Committee on transfer funds within the Committee on Ethics and Government oversight, as well as a transfer within the 48th Ward. Wage allowance and automatic expense account. And the final item is the, uh, 49th and, uh, 15th wards wage allowance and automatic expense account, uh, all for year 2024. Um, any questions? Alman Lopez. Thank you, chairman is the only correction. And if the law can, what are the parts that we, these ordinances were deficient? 'cause I only really see that the Section three is the only thing that's really changed, which is the 10 day period. Is there anything more to that? Uh, I'm gonna ask, uh, Ray from the Department of Law to comment on that. Good morning. Ray Phillips, Santos, on behalf of the City law department, um, on most of these, yes. The effective date needed to be 10 days after, um, passage in publication because this is an appropriation and state law requires it be 10 days, uh, for ordinances that have to do with appropriations. And it needs to be 10 days after passage in publication. Um, on many of the others. Uh, it, some of the were equivocal, like we're moving it because of X reason or y reason, it needs to say what reason we're doing this for. Um, so little things like that. Um, I was able to clean them up. Thank you, chairman. I thought we were re we were all in receipt of a template ordinance for this. Was that incorrect? I, I am not sure where the, uh, original ordinance came from. However, once they were reviewed, uh, the law department, uh, recommended the corrections and also provided, uh, what looked like a template, uh, for, uh, reasons for change or anything of that nature, which, uh, the committee sent out to, uh, to all, all members. Um, I guess going forward, we just wanna make sure that it's done and it, it's proper. So that's why I think it, if you wanna make an adjustment, uh, to your, uh, ward or committee allotments, um, that we confer with the Department of Law before we put those in. I mean, otherwise, I mean, we can, you can put it in and we just have to substitute it. It's just not, you know, we're just trying to be more efficient in the process, that's all. And is there something else from the law department on that matter? If, if, go ahead. If I may. Um, on that template, uh, it said for example, expense or wage allowance and a lot of these ordinances just left alderman expense or wage allowance. The intent was that it's going to be either alderman expense or wage allowance is gonna be the general reason for one of these. And so it would be appropriate to remove the one that is not being used. In other words, we're doing this for a wage allowance or we're doing this to move money into the aldermanic expense account. Not one or the other. It needs to be one. It needs to be one or the other. Got it. Thank you. Thank you. Uh, chairman Dowell? No, He answered. Oh, okay. Alright. Any other questions in relation to this? Say the strike. Uh, there's a motion that we pass items two through nine. All in favor signal by saying aye. Any opposed opinion? The chair ayes have it. And this matter will be reported out at our city council meeting on Wednesday. Uh, before we go, uh, we've had some, uh, conversations around the committee schedule, uh, for budget hearings, uh, based on the intro date of the 30th of October, uh, we will begin our hearings on the following Wednesday at 12 noon, not at 10 o'clock as normal, but at 12 noon. Uh, on day one only, we will begin at 12 noon. Uh, also, uh, we will the sixth, Wednesday the sixth, uh, we begin at Wednesday. The sixth will be the first day. Uh, we'll begin at 12 noon instead of our normal 10 o'clock time we do, that's the day after the election, so people may need a little time to recover. So we're gonna start at 12 noon on that day. Uh, secondly, uh, we will have two Saturday dates. We sent out conversation amongst, uh, amongst the members, uh, and it seems like Saturdays were the preferred date in order to, uh, have us conclude our work prior to the week of Thanksgiving. So we will have two Saturday dates. One is the Saturday. Um, the first Saturday is the, the ninth, uh, followed by Saturday the 16th. Um, the schedule again will be, uh, will post today. Um, with that, uh, with that information as we have in the past, we will continue our, our tradition of, um, putting awards together for our afternoon breaks. However, on Saturday we will not have that. So we'll compress everybody, uh, for, uh, for those dates as as well. So, um, I think too, uh, Altus PDO asked for this and, and I think it will continue to do this, that we will begin at 10 o'clock and not nine o'clock, uh, as we have in the past. I know it gives us time for some of our colleagues that live a little further out in the city to get in and potentially take care of some business in the morning. So, understand, we started, we'll start at 10, which mean we'll be running a little later into the evening than we normally would be. But the 10 o'clock start time did appear to, uh, work, work best for most, even though we did have some, uh, later evenings. However, it's just part of the process. Any other questions? Any other comments? Altman Rosado. Thank you Chairman. Great idea to start at 10, but we can't start at 10, meaning people could come at 10 30, 11. So let's us as a whole make a concentrated effort to have a quorum so we can start at 10. I'm with you on that. A hundred percent. Thank, Thank you. Alman Vegas. I'm sorry. I'm sorry. You finished? Yeah, that's it. I just, okay. I just think we should be Thank, uh, thank you Mr. Chairman. Not so much a question related to budget, but just, uh, point of personal privilege. Just like to wish Nick Sdo happy birthday today. Alright. Happy birthday Nick. Thank you. It's not quite a happy birthday though. It's one year anniversary of the Savage attack in Israel, so, uh, although it's my 66th birthday, I, I know I don't look that age, but I am. But unfortunately it's a anniversary of a, uh, terrible thing that happened a year ago. But thank you. Thank you Elder Ma Viegas. Thank you. Thank you, thank you. Any other, any other items? Any other business? Alright, with that, that is a motion to adjourn. So move be Mosley. All in favor for saying aye. Any opposed? Any pen says ayes have and we are adjourned.
