We in this Council are nominating committee have reviewed a number of people for the position of the commission. And I'm here in support of 1 particular individual. His name is Angel Navaro. Now you're going to hear a lot about this young man, he's quite an outstanding candidate. He truly is for his age a bridge builder. He's been able to bridge. Build build Bridges between the community and the police. Now I can go on and explore his virtues but I have a letter here from a commander of the 20th District. Now if you know commanders commanders, they're not the kind of people that write letters easily. In fact, they usually hand that stuff down to captains. I know so, All right, so whom it may concern. I am pleased to be writing a letter of recommendation for Angel navarijo. I had the pleasure of meeting, an angel, upon my assignment, in the 20th, district from the onset, I have noticed Angel to be very engaged in all aspects of Public Safety, especially community policing Angel has worked well with our caps office, our Outreach partners, and the newly established District Council Angel has mitigated issues such as gain crimes, the migrant crisis, techn technological challenges, and a variety of other Public Service needs. He has the education and experience to excel in public service and make a difference with a degree in political science. From Loyola University, Angel has gained a strong Foundation to establish a leadership role in his future endeavors. This paired with his volunteer opportunities and internships have enabled him to be a comprehensive well-rounded individual, Angel has worked for different older, persons, from the 40th and 48th Wards which has increased his overall knowledge of Public Service. Angel has come very far in his very young age to prove. He can be an effective leader in public service. As a son of an immigrant family. Angel is overcome many challenges that society places on us. All his work ethic vision and desire to succeed our second to none. I wholeheartedly recommend Angel Navaro to be selected as a member of the community Commission on public safety and accountability. As a police officer 33 years is a firefighter paramedic retiring as a career fire chief. I urge that this committee approve the appointment of anel Ruby Navaro. To the commission. Or our inaugural nominating process, we received over 100 applications. Including many youth applications. From his application and his interview Angel anal, stood out as an exceptionally strong candidate. Not just among youth applicants, but among all applicants. We were honored and excited to nominate him. At just age of 23 years, Angela's extensive experience, working at multiple levels of government. He has demonstrated ability to work collaboratively say that again, collaboratively with the police and extremely significant and timely public safety issues, garnering him a glowing recommendation that you just heard from the 20th District Commander, He also demonstrates, some of you on police and Public Safety. He recognizes the needs of community members and the needs of police officers. His goal is not to draw a division. But to cultivate Trust. As envisioned by the ccpsa ordinance. It would be extremely challenging to find anyone as compelling as an Hill. With his skills experiences, backgrounds and passion for public service. Especially if vanilla gets rejected, it will only make it more difficult to attract good youth candidates to apply. I would like to close with a quote from 1 of Van Hill's statements in his application. And I quote, I am eager to bring my diverse experiences. Leadership skills. And chairman, my name is Ian bana, and I'm a lifelong resident of little village. I'm incredibly proud to hold 2 roles with the city of Chicago 1, as the elected member of the district, council 10. And as Chief of Staff of the 22nd Ward, Today, I'm here as a member of the nominating committee and I urge that this committee approved, the appointment of aner Ruby Navaro to the commission. And his confirmation is urgently needed to ensure the commission has enough members to meet its responsibilities. The commission is only a 7-person public body currently operating with 6 members recently, commissioner, Kelly Presley announced that she'll be resigning at the end of October. If the commission drops to only 5 members it would significantly undermine its ability to successfully oversee CPD Coppa and the police board. This is a critical time for the commission as it begins. Its per annual performance, evaluations of gold setting for the CPA CPD superintendent, kopa Chief and police board, president. It's a terrible time to leave. Its 2 members short if he is rejected. The commission may not complete until well into 202025. Of course, these urgency shouldn't negate a thorough consideration of whether anel is the right person for the job. In this case on his clearly, the right person for this job, anel, the son of immigrants and documented youth within such a much needed voice to community commission meant to represent, all of Chicago. He is exceptionally accomplished. Especially for someone at his age and carries a nuanced. Look of Public, Safety and policing issues. This is an excerpt from and his response to an application question. Asking about his experience. Engaging with people at the state of policing in ordinance, requirement for the Commissioners. He said, our Ward encompasses Asian Argyle, a diverse neighborhood, that encompasses marginalized communities. The relationship with the police. There is not great, especially with some of our businesses in the community that stretch of reward also happens to Encompass. 80% of all our Violent crime. It has been nothing. But a challenge to men, trust with our office CPD, and our other Public Safety Partners. I am proud to write that after consistent. And adamant attempts, we have a strong business engagement strategy. This consists of bi-weekly check-ins with Street, ambassadors meeting with neighbors community, site checks. and I have successfully helped, and acquisition of foot patrol officers on Argyle. We have also created a stronger Connections in our mental health, with our Mental Health Partners to bolster the capacity of treatment needed in the community. This answer shows on his real world experience and speaks to the kind of commissioner, he will be an end and the Civic leader. He's destined to become in response to the concerns about conflicts based on his, uh, job as an older stuff, he has developed a robust work agreement, that will barricade him from engaging with public safety issues for the Alder, as someone who wears multiple hats to best serve, the city of Chicago. I'm confident that he will be able to balance it. And his work of re, with the older woman, I has agreed. He was separate has all dramatic and ccps work. The commission is supposed to operate with at least 2, North Side Commissioners, at least 2 Youth Commissioners without anel. The commission has not been able to meet these requirements. The commission also currently lacks any representation from the Latino community. Not only would onhow provide the commission with the perspective of a huge ethnic population in Chicago. He would also provide the commission with the perspective of Chicago's immigrant community. This is particularly important in my North Side District. This Factor should not be overlooked 1 of the key purposes. Of the commission, is to build trust between the police and And Chicago's many communities. Imagine what difference it would make for the many immigrant around, Chicago to know that the commission has someone like that on that that stage Imagine what that will do in terms of cultivating, a better relationship between police and immigrant communities, regardless of what your views are about, the migrant crisis, it is an issue that hits home on matters of Public Safety and community policing. The commission, needs someone who can recognize the Deep issues inherent in how policing impacts immigrants. There is just no way around it. With his life experience and work experience on how couldn't be better positioned to make a positive impact on the commission's ability to hear from and speak to the needs of all Chicagoans. Mr. Sam schenberg. Good morning. My name is Sam schenberg. Thank you for hearing from me. I'm a Police District. Counselor representing more than 200,000 Chicagoans in the 19th. Police District on Chicago's north side. I helped lead the district council. Nominating committee through its first ever nominations for Commissioners to the community commission for Public Safety and accountability. I joined my fellow nominators today in urging this committee to promptly, confirm anel Ruby navarijo appointment to the ccpsa. The nominating committee worked diligently over 9 months, to create an execute, a rigorous nominations process for ccpsa commissioners. We approved an extensive application and rubric to ensure commission candidates for the requirements of the ccpsa ordinance. And reflected the values and experience needed to improve, Chicago, policing and Public Safety. we spent hundreds of hours reviewing more than 100 applications for this role and conducted more than 30 interviews of the top applications, we received With his experience at all levels of government, public, safety, Acumen, and distinct vision for the role Mr. Ruby navarijo emerged, as 1 of the most qualified of any candidate that we evaluated. And that's not even accounting for the fact that he is 23 years old. And would fill a spot reserved for youth between ages, 18 and 24. In creating the nomination process, the nominating committee knew that it would be important to ensure Commissioners had the capacity to do this job. As part of that, we asked our staff to survey all interim Commissioners. About the time they spent on commission business, excluding the commission, president who naturally devoted a greater share of his time to commission work, the other 6 Commissioners, reported spending between 2 and about 20 hours on the commission each week. The average came to about 13 and a half hours per week on commission business. And I have a copy of that survey here. If anyone would like to see it, I have full confidence that Mr. Ruby navarijo can balance his full-time job with the part-time hours. The commission requires much, like most other Commissioners, balance their own full-time, careers and commissioned work. It's hard for me to imagine a candidate particularly, for a youth commission, seat more qualified than Mr. Ruby navarijo to serve on the ccpsa, the youth Commissioners are full members of the 7 member body and it is not a training wheels position. He is fully ready to go on day 1. The nominating committee stands firmly behind his appointment and this committee and the full city council should promptly confirm Mr. Ruby Navaro. So that more than 6 months after he was nominated, he can finally get to work for the people of Chicago. And I urge a, yes, vote on his confirmation. Thank you very much for your time. Why do they keep shooting that shot shot spot? Especially since we the black Americans benefit from it. And that's hard to that. That's a hardship. Another hardship when you got to say, admit that something that's going to save lives, something that deters crime is something that you benefit from. However, I looked at it and it said that there's a 538 million structured shortfall wrote up in there. It's structured. That mean that's something y'all look forward to. That's expenditures and Taxation and whatever but that's Structured 538 million. So I can imagine that it's 11 million, they said 11 million. So y'all put a price on safety. Because here every every and it's not, this is not been 1 meeting 2 meetings, this was when the ccpsa was being built then, Larry, it's, it's been ridiculous. But we benefit from it. Not, what's his name? Andre a vast Velasquez Vasquez. Who said, when he stood up he said I don't have it in my ward. What we needed in our Wards and until we don't need a needed in our Wards. We need to focus on keeping it in our city. And why y'all continue to write off y'all budgets towards the initiative? Y'all new arrival initiative and y'all keep scrambling and scrambling every little dollar and dime Out of the Black American Community understand that, we need it. We need it. These are not talking points. These are sincerity. These are not talking points. I don't get paid for this. I'm talking for my people, we need it when somebody can get up. So come and say, oh, it's not in my neighborhood, but then have talking points against it. but be a representative of the people, how This y'all colleague. Y'all going to make the decision on the 22nd? We looking at the what they call the Doomsday. That's hard. That's horrible. Black people boy, we get all those little titles but enough is enough and we just don't get to sit back and watch. Y'all try for over x amount of dollars and still write. Try to write yet another budget short for all off in our community. You do a good job where you already working? And Public Safety is another piece of whatever. Community policeman, you know what you can do with the police department, it get more black police Who live in the ghetto? But, but you play a game, most other policemen are white. And it's standing. And then a small percentage of black where they have high crime in the back ghetto. Why not high more black police? They say the blacks don't want to be policemen. Who's recruiting them for this hundred thousand dollar job plus more. Why do you play games? Let him do a good job where he's already working for that ultimate. Just work there. Um, some of you might remember me or know me as a former commissioner for the community commission for Public Safety, I served in its first iteration as an interim commissioner. And I was actually 1 of the appointed youth commissioners. Uh, for transparency sake, I will say that, I am a staff member at the ccpsa, but I am not speaking. Uh as a staff member Noir from that perspective, I am speaking from my experience as a resident and as a former interim, commissioner Serving as a commissioner, was 1 of the greatest pleasures of my life. I've lived in Chicago for the majority of my life. I love the city. It's my first love. And I can also attest that it was 1 of the hardest experiences 1 of the most trying times of my life because to do that job. Well, you really have to put yourself in in a different position than the regular resident. You really have to assess all the different viewpoints and you really need to have a level of expertise that the average. Chicago 1 might not be able to take And I say this because this experience has really shown me that someone like anel is exactly the kind of person that we need in this position. In his young age, she's already proven that he has a lot of government experience that will help them make tough decisions, decisions as big and as impactful as who will be the next superintendent of the police department, or whether or not something like the Chicago, gang database is needed in a city with 3 million people. I say this again because the time to act is now the process to get here has been long as some of the previous District councils have mentioned. It's taken the review of 22 elected officials. Over a year of vetting and applications the review of the mayor and his team. And 6 months of waiting after his approval by the mayor's for us to get to this point. The time to act is now I'd also like to remind you all that. There is an immediate need to make this decision before another vacancy opens. Another commission, another commissioner will be stepping down for personal reasons, and leaving the commission with 5 members will greatly debilitate its ability to exercise. Its mandate We've heard from the board of Ethics, a verbal, uh, decision by the Department of Law. And from other sources that there is no inherent conflict of interest. And you've also heard from some District counselors who serve in Elder manic offices and who also serve as council members. There is great reason to believe that this will not impact the work that he does as a staff member for the council and if anything, it will better the city because we need great people that are made of the right stuff and I wholeheartedly believe that ano has the right qualifications to serve the city. I'm beginning to wonder if this body really cares about the city of Chicago, or if you are only concerned about your award, And I say that because in Reading what the mayor just said that shot spotter is a walkie-talkie. Well, that Walker talki helps to save lives. And some of your most vulnerable communities particularly black communities. So I find that to be very insulting for the mayor of the city of Chicago to make that kind of statement. It's a hundred million dollars. That's what he's saying, we're saving. So if those hundred million dollars can save lives, why would the mayor make such ridiculous statement? And as a legislative body, you're in a position to vote against these ordinances. These these whatever the mayor is proposing for you to support. You're in a position to oppose that especially if it's not for the good of the city and to remove spot, shutter would not be for the good of the city. We have a billion dollar deficit this city is in trouble. We're in a crisis. We spent over 600 million dollars for illegal immigrants. To the detriment of citizens of this city. And we're going to have to pay for it. The taxpayers poor people. Middle-class people, people who don't work people in, this city will be paying for that deficit. You're going to have to increase taxes. That's the only way you can resolve it. So I'm saying to this body, please stop supporting these legislations that are not good for the citizens of Chicago. This is my city. I love this city. I do whatever I can to make this city a better place, but we cannot do it. If the legislative body does not get involved, if the legislative body at some point and time does not say mayor, we cannot support that. You cannot only just be concerned about your ward, because whatever happens in this city is going to eventually come to your ward violence and everything else. So don't just think about it. Well this is in the black community so I'm not concerned. Well if you have that mentality then you don't care about this city. The city is in trouble. We have all of these illegal immigrants everywhere. Pushing black people out of their homes. You know it's it's just not right and there has it has to be a stop. You have to at some point in time, say to the mayor of the city of Chicago, who says that spot shot is a walkie-talkie. You have to say to him. No mayor. It's not. It's there to save lives. Good morning, all doesn't shireman. My name is Aisha. Humphries I am the nominating Committee Member of the sixth district council which includes Auburn Crusher and chadam and 6 warts. Uh 689 1718 and 21. I am here to urge the committee to approve the appointment of Mr. Anhile Navaro to the ccpsa. The nominating committee spent hundreds of hours, developing a rigorous selection process in line with the ordinance. Reviewing applications conducting interviews and engaging in sometimes very, very spirited debate. Our committee is comprised of 22 members with very different opinions. but we were all committed to selecting a permanent commission, reflective of both the letter and spirit of of the ordinance. The committee process report that was released in May of 24 highlights. Our work questions, addressed concerns from committee members including myself, That candidates be independent. Competent, fair and collaborative. This is difficult work, but we care deeply about this city. And we believe we all deserve Commissioners who can excel in this work. I believe we achieve this goal with the mayor's selection of the 7 nominees in May including unhail'd. He was considered highly qualified and had broad support among the committee. As you can see from the comments today. He had an understanding of the commission's role and responsibilities, he highlighted his experience, working with many different type of stakeholders. A skill that is critical to the work of the commission. He was well prepared, passionate and knowledgeable. I was more than satisfied. That unhail'd, fulfilled several criteria. I was hoping to see in every commissioner passion willingness to do the work curiosity capacity. And again, Independence and competence we as nominators were satisfied, that we had an excellent choice of a youth candidate further reviewed by the board of Ethics, his boss alderwoman mana hoppenworth and the Department of Law, confirmed our choice. I faced many obstacles due to my immigration status, I was denied opportunities that others could take for granted and those experiences shaped my determination to serve those who have been under represented or do not have a voice at all in government, I realized that the power to create change lies in government and I wanted to focus my energies there. What policies and decisions impact our daily lives. That's why I've devoted my career to public service so early on because I was really upset that I was denied opportunities because of my immigration status I believe in the ability of government to be a force for good and I'm committed to making sure it works for everyone. Public Safety is a core issue that affects every Community, especially communities of color and immigrant communities. Like the 1 I grew up in I have personally experienced both a positive and negative sides of interactions with law enforcement. I've had both interactions. And those experiences drive my passion to ensure that this commission is fair-minded independent and fully representative of all Chicagoans as well as our officers who put their lives on the line every day. I know that there have been concerns about my dual roles, but I want to be very clear. I remain focused on the work that needs to be done for the people of the city as mandated by ordinance for the commission. The city's Department of Law and board of Ethics, have both confirmed that there's no 1 here in conflict, in my appointment. to the commission while maintaining my full-time role, as director of Neighborhood, Services of the 40th, Ward Many Commissioners also, balance full-time jobs, and I'm no different in my commitment to managing both roles with integrity and dedication. after all this, uh, appointment, uh, or position was advertised as a part-time Commission in response to your feedback, I work closely with my boss alderwoman Manana, hoppenworth on a work agreement, to ensure any potential conflicts are fully addressed. I'm committed to following the guidelines of the agreement which includes steps to prevent overlap between my duties and Safeguard the independence of my work on the commission. I take pride in bringing my personal and professional experiences to the commission and I'm excited to serve this city that has given me so much. I look forward to your favorable consideration of my appointment and in fully transparent and available to answer any questions you may have. Thank you so much Mr. Navaro and again, Um as as chairman of the committee and I know a few of the nominating committees it expressed, um, not necessarily the concern but they did Express in their opening comments the time that is taken. And and I want I want you to know Um, that oftentimes measures that would come before this body. Um, Takes time because it deserves that time. and um, I think you presented something that, you know, when this ordinance was first, um, I'm talked about Your particular situation presented, an issue that we had not discussed. And that's whether or not a full-time employee, that's working for the city. Um, um, Can in fact take this appointment? Uh, we did speak with regard to whether or not a a police officer or someone that's worked with cop for someone that's worked in Internal Affairs division. Uh, would be uh, be able to take this position and the restrictions that we placed on that. Um, but we didn't contemplate. Someone working full-time in an automatic office and the possible conflicts that that may have created. Um, and then also uh, given rules of the city. Um, we didn't contemplate on whether or not, um, a person making a full-time salary and also make, um, a stipend both from the city. Uh, and so, um, I want you to know, as well as the nominating committee to know that whether you discuss that during your time frame, um, in in your committee. Um, as you put these appointees together for the mayor, um, that we had to consider that, um, and given that, um, it it does take time to work through these issues. So, uh, with that being said, um, the city didn't close down, the city didn't burn down. Um, in fact, we are still moving forward as a city as we contemplate these this and other serious issues before the city. Um but I do want the public to know that um you did get an an an overwhelming amount of support um as was presented today uh from the nominating committee. And and as chairman of the committee, I I have spoken with you on a few occasions. I've spoken with Mana hoppenworth, um, alderwoman and I'll hop in work uh with regard to your appointment and and I can honestly give you my support. Um, I I honestly believe that my questions um that I had with regard to my concerns um have been answered and I fully understand the role that you'll be in and the role that you while while working. For all the women may not have been worth um that she's going to closely guard. Um any conflicts that may be inherent. To win a conflict that may arise. And and I ask you, um, if you are appointed To keep that as a top concern of yours. Um, because we do want to present, not only this, um, the city. But the body that you'll be working for, um, in a very positive light and, and with that, you're going to have to have a sense of Independence, uh, from, uh, what your older woman may be concerned with, um, as to what you may be concerned with. Um, I have no doubt, um, in your qualification, uh, they're very well stated in your resume and they're very well stated by those, that, that support you to include, um, quite a few of my colleagues. Um, and so I think you'll do a great job on the commission. You've already shown a, a level of dedication, uh, to the city. Um, and and and working with the commission on a voluntary basis, as well as your work that you're doing in, um, in your the older woman's office. So with that, you have my support, but I, I say guard, um, be specific to guard any conflicts and, and if a conflict does arise, uh, be able Able to articulate that uh to the commission as well as to your uh respectfully to your uh the Elder woman that you're working for. Um are there any questions and comments? Uh, from Alderwoman nent followed by. Alderwoman clay and then alderwoman Lee. Thank you chairman. Uh I share the sentiments of many who have spoken before me today. That anel is highly qualified for this role. However, this commission position remains different than the district council positions that some spoke of earlier today. In public comment this 7-person commission, wields, tremendous power, and influence, and requires true Independence. Well, I appreciate a work agreement between anal and Alder person Mana hoppenworth. The reality is all aldermanic staff is questioned on public safety and constituents deserve a response and should not be told to speak to a different staffer because of this type of a work agreement further ccpsa is in its infancy and has been doing great work. Under the leadership of both Anthony driver and Adam gross. And for them to continue to build trust with Chicago. And this commission must not have even the appearance of a conflict. Therefore, I will be a no vote today. Thank you. Chairman. Thank you, alderwoman. Alderwoman Lee. Thank you, Lee. Thank you chairman, um, anal. I'm tired of seeing you in this seat. I know it's been a really long road, um, and I, I think I said to you on the, um, at the first meeting where, uh, your, your nomination was held, um, That the concerns were really not about you as an individual. I I said it then and I maintained now just like everybody else has that. You are exactly the kind of person that we need on this Commission. Um, and my concerns haven't changed from the the previous meetings. Um, I had raised the concern about the potential Conflict for interests conflict of interest, um, and the secondary employment piece of it. And I was hoping that there would be some movement to, um, amend the ordinance so that we wouldn't be in this position again in the future, um, but that hasn't happened, uh, and with that, um, unfortunately, my position hasn't changed. I think you're incredible. I think you would be great on this commission, uh, But my my position on this is that I will be a no on this today, um, given the the potential conflict down the road. Um, personally uh, you know, I wouldn't necessarily want someone for my staff, um, on the commission, if they were so inclined, you know, would encourage them to, to do that separately because there is so much of our work that's tied into public safety, and, um, opening ourselves up to the secondary employment piece of it. I think it can be ch Ing. Look, we each as Alders, um, have the ability, uh, to dictate what the work. Agreements are with our employees and I applaud you and and uh Lenny for for doing that. Um, but my my position maintains the same so I will be a no today. Thank you, alderwoman alderwoman clay. Thank you, chairwoman chairman, I'm sorry. I'm looking at Nicole and I'm looking at you. Uh, Happy Pisces and full moon, everybody, uh, anel super excited to have you here and see, uh, for a multitude of reasons, and I do appreciate you, chairman for taking the time over the last 6 months to go through the weeds. Um, I think that, as you can see, this is something that all of us take very serious. Um, not just having a young Latino leader at the front of our police, but also making sure that that bridge is being built from our communities, also, making sure that you are able to show up and do the 40 plus hours a week, right? Because the job of working in a constituent office is not as regular as everybody thinks or regular 9 to 5. So I do appreciate you working with older women. When I happen to work to outline some of those restrictions and put up boundaries. I also think that because we've talked to law and that we've also talked to ethics and we've made sure that We've included all of the parties that be that this has been done thoroughly and you have my full support. So just want to say thank you for being um, For being patient as we can work through all of this and make sure that we've covered um all of our behinds in this. So thank you chairman. Thank you all the woman clay. I distressed that by the way. Um, there are there any other committee members? Alderman Rodriguez. Thank you so much Mr. Chair. Um, I gotta admit, uh, in my ears on Council and as a newly minted, chair, relatively new, uh, I learned a lot from you Mr. Chair. And I appreciate your diligence, on every issue that you tackle, uh, and your opinion here matters. Uh, so very much. So I wanted to say thank you for your leadership. Uh, I've been a lot of work in this matter. Only met an through this process. Uh, so I do want to take a couple minutes here, uh, to express while I'm not a Committee Member, I've spent so much time on this matter and have come to Really feel deeply. About this appointment and how important it is. Very much for my community, but very much for the Tire City of Chicago. Um, I want to, you know, thank the nominating committee. Uh y'all are damn impressive. Um, your diligence, the way in which you've handled this matter. Uh, I think we did a really good job a couple of years ago in uh creating uh this uh body and this body. Has once again, proven that it gets things done with this nomination and supporting this nomination and putting forth our best in our city because that's what our city deserves our best at this table. Um, the nominating committee re let's let's let's remember this reviewed over a 100 applicants interviewed, 30 of them and came up with a small number of individuals and the mayor selected 7, an 1 of those 7 and amongst the best of those 7 not just for the Youth position. But for any of those positions that has been stated time and time, again, the board of Ethics, has stated the following and I quote, this was in your packets folks. There is no inherent conflict under the in on this appointments. This is pertaining to law, not pertaining to opinion. The fact is, this ordinance does not prohibit, and I quote does not. Prohibit the Stafford from receiving the stipend. The third thing that I mentioned The excuse me, kind sir, the agreement that was put forth by my colleague outlines very specifically. This individual's role both. In the local aldermanic office and here. And might I say, That I am very proud that my chief of staff. Took time out of. Her office duties today to sign out of the office assign her duties to other individuals in my office. We asked the part-time staffer to step in and a volunteer at our office to step in to take that time and we are more than staffed as I was in my office this morning. Thank you very much for your comments. Um, I believe the work agreement that was worked out by Alderman. Hopworth, certainly meets, uh, and establishes a very solid precedent for us, to consider moving forward. I'd also like to look at the Department of Law letter. That's cites the board of ethics. Also states that the governmental ethics ordinance. Does not prohibit this appointment. No inherent conflict under the Geo. The governmental ethic ordinance is apparent and the Geo does not prohibit Mr. Navo from receiving the stipend You know, um, lastly, I'd like to say that not only does Mr. Navaro represents a documented youth in our community. Someone born in raised. Forgive me. Someone raised. As a Guatemalan immigrant. In this country. Who will be the best of us moving forward who will add to our society, but most importantly has stated by the Florida police former police Commander that you worked with for years. And I quote, Former 20th Police District. Commander highly recommends, Mr. Ruby Navaro for this appointment. that you have successfully worked to mitigate issues, such as gang crimes, the migrant crisis, technological challenges, and a variety of other Public, Public Service needs in giving you His Highest of recommendations. I am very proud to stand here today, to support your nomination. I wish I can be in this committee and vote in favor, but I do think that this committee will consider the entirety of this nomination and I hope they move you forward. I urge my colleagues to vote in your favor and I thank you very much for going this through this process. You have been nothing but full of Integrity passion and commitment throughout this whole process and I thank you for stepping up and stepping forward and I thank you Mr. Chair for being so diligent in this process. Um, uh, I just want to also speak in support of this and for committee members. Um, hope that you'll support. So representing the 49th Ward, we're in the 24th Police District. Um, we are neighbors to the 20th District. Um, so not only do, uh, myself and my office and my constituents, um, We're impacted by what happens in our neighboring district and what happens in our neighboring Wards. Um, I appreciate the work that my colleague. Um, Alderman. I'll hoppenworth has done to make this possible, um, and I also want to raise, I know we've seen examples and people serving with different roles Again, I'll highlight for colleagues here, our ordinance. Um, does not prohibit this. And while I do appreciate that, I mean, sometimes we have questions and we we've got to spend time on the question, so I too. Um, thank you Talia faroh for making the space and the time for having these conversations and hearing out people's concerns um I just want to flag Right? As an older person who hires staff and and my office, I want to flag some of the concerns that I have. That this is touched on on other older people. Telling an older person what they can do with their staff and their office. And I I just want to raise that as a concern of that that brings us into a little bit of a different space of If what was contemplated in the ordinance, which maybe we, as individuals who didn't draft it. Specifically maybe we didn't contemplate the employment of a full-time City person that wasn't in Coppa or the police department. But I think it was contemplated um, by other people actually working on the ordinance, which is why those other City departments that right? Like they wanted to put a barrier there. Um, I also Just urge caution in as we move Beyond this decision and think about kind of future things that maybe there's time to look at what concerns we might have. And if there are revisions that people want to make that can be a conversation for them. But the decision we have to make now is based on the law that we have now and I have concerns about what type of discriminatory Behavior. This could be seen as if our law says, this is legal. If our Law Department says, this is fine if our ethics board says, this is good and if someone in employment of the city, is seeking an opportunity that he is by right? And by law able to do and if we Are on grounds of saying but we aren't comfortable with it with the employment piece. I feel like that opens up another space for discriminatory action that we need to resolve. Through legislative action. If we have concerns about it to make sure that legislation matches, what we want to see and contemplate those things. But we have the time in the power and the space to do it. Um, because on Hill uh uh Windsor birthday. December 26. December 26. So we got him for like you know, we confirm and we can get him in after he's not 24. He can't serve in this position anymore anyway. Um but I'll say um because ccpsa is in its new space. I think we're going to continue to run into these bumps. Um so I'll just say like we're we're going to continue and I think it is our role to continue to find things, to see how they work, um, hearing from the nominators, um, knowing knowing on Hill, personally, and having the professional, um, uh, relationship um, through work between our offices, but also knowing the command and the officers, and the community served by the 20th District, as well as the 24th district and the 19th District as well. He's the best person for this role. Um and is someone who is going to be able to work with us to help us improve. What we want in ccpsa going forward, um, especially after the 6 months and how many times he's been here in the committee, I guarantee you he'd probably be willing to work with the committee, um, to think about, hey, are there things that we want to amend going forward? But I asked people to make your decision based on what the rules are today. Um, what the rules are today and thank you chair. Thank you all the woman. Alderman spazo. Thank you, chairman. Thank you. Well, I mean, mainly, because he was, he had a great resume but also his constituent But reviewing over this and thinking about it, and talking to Anthony driver and talking to some people and talking, from my, to my district, council person. Um, I am, I, I'm also trouble. I do see a conflict. I could assure, you racism has nothing to do with this. Um, so, um, but I, I my district council person and and chairman, I don't know if we could the the person who said they were in charge of this, uh, commission. Sorry for him, they answered this. But I know the commission voted for him, but I believe it wasn't a unanimous vote. And I believe our our meaning and Apollo tonnos, and mine and little bit of nuance and Gardener, and whoever else that Our district council person for some reason did not support you. I don't know if that could be verified from Sam. He said he was shared this thing is that? All right, chairman I'm sorry I didn't hear. I'm looking for a clarification that they said the district council guy. Sam said he was chaired this meeting and I was curious about the vote and where where my district council person voted. Well I I can't tell you what their vote was. I know I'm asking you if I can ask him, sure, go ahead and I believe Sam. You said you said you chaired this committee. Good morning Alderman. Um, I was not a chair. I was 1 of the liaison of the working group structure that we had and I helped to facilitate the meetings that we had. Okay. Um, but I didn't mean to pick on yourself. Oh, that's totally fine. I appreciate you. You posing the question. Um, the vote for anel. Um, was I believe 18 to 1? Um, there was 1 member from Englewood, um, who voted against all the Slate of Commissioners that we put forward or nominees that we put forward? Um, Remind me what my 66 16th. There's a council person contacted me and I'm guessing she contacted the palatin. Also saying that she did not support this and want to want to meet and know so I'm assuming she contacted the other people but you're saying that's not so my recollection. Having been at that meeting where I believe District counselor, Dylan was present voted in favor of Vaughn Hill along with all 15 nominees that we sent forward to the mayor. Okay. All right. Well, thank you, thank you. All right. Um, okay, that that makes it, that makes things more difficult for me. So, um, So I don't know why it's well 1 of my questions was answered by somebody here. So I was just going to say what happens in 15 months when he's 25, then I guess you're off the council, right? To the best of your knowledge. No. My term starts when I start. Being commissioner, but then you're you're not 18 to 24 then anymore. Um, I'll let the commission answer that question. That more technical term, okay. All right. Yeah. We could we could pose that question to uh, the executive director. Okay. I I I just, I was just curious about that. So, um, so just my problem with this is your great kid. I think you. I think it could be fair. I do see a conflict. I certainly wouldn't want somebody from my office. Um, being in this Council because I want them to be like-minded like me. Uh, Angel you sit in a very uh fortunate uh, position with me uh, spending 13 years in law enforcement. Uh, I've seen good, I've seen the bad. Um, I um, I I am, I do believe in police reform. I what I don't believe in so many terms of accountability that has been bestowed upon the police department. Uh, but we're here, uh, there's a lot of people that I do depend on uh, uh. Definitely my police Council. Uh, that's that's very diverse, uh, and they seem to have a lot of faith in you. They seem to have a lot of faith in you and in saying that I am going to trust them because I have built a great relationship with them and I trust them. So I will have to trust you on this appointment. So uh, you have my support on this appointment. Thank you, Mr. Chairman, thank you. Um, Autumn, and Vasquez. Thank you chairman. Um, we're here for the third time on this conversation and feeling appreciative of it. Um, I want to thank my colleagues for raising up, um, some points. Uh, I think A lot has been brought up about ecps and what was written and was it considered and is it a conflict? And I think I can say out of all the colleagues here, I'm the only 1 that was around when we drafted it, which makes me feel old, but happens to be the case. Uh, so along with, uh, as well those there Anthony driver, uh, lesie harston uh, Sawyer. uh, Rosa Sophia King. A number was spent weeks, Osterman spent weeks discussing many facets of facets of the legis legislation knowing that there were 2 competing pieces of legislation that we had to square together. Um, In that conversation, this did come up and so I know it keeps being referred to as something that maybe people weren't considering, but we did. This was a conversation that was clearly had about who would be able to be in these positions and who would not? You can tell there's actual Clarity there because it's very clear on who should not be able to serve right members who aren't police board members. Are Copa people who are, I think had been in the force, uh, certain amount of time, would have to be separated from the role in order to do so. So, all these conversations about who could be in the role were discussed and it was very clear that there were employees of city government who might have interest And actually running for the positions. As we drafted it, we viewed it as a plus, to have people who worked in government actually want to take the initiative to help improve police oversight and accountability, understanding that sometimes those in government, have a better understanding about the bureaucracy. They got to deal with how long it takes to move things. How nuanced these arguments are that, sometimes many of us who run for these seats and are the first on the front lines, with the picket signs, then show up and become part of government and realize, it's not so easy to actually have to deliver the things that we keep screaming at government about. So there was a clear reality that having people who worked in government is actually in many regard to benefit and people would have the right to run. So it was thought about it was clarified, we debated about it and made sure that it was not explicitly written that, if City employee could not, So there's no conflict there as stated by Department of Law. As stated by the board of Ethics. Now, the other considerations that might be misconstrued as conflict. I'd like to address also, um, First. And I don't mean to be glib, but I'm going to be Direct. How many of us here who have ever employed? People expect obedience and for them to agree with us 100% on everything we do. How many of us who have worked jobs? Had to sign something that said you had to agree with your employer 100% of the time, none of us because that is not in agreement as it relates to working for someone or being an employer. Now. It's the only thing that's expected is to execute on functions of the job and that's a reality, but I'll say, in my 5 years in government, do I think my staff the multiple multiple people that worked including Angel, who Angel around Health, pick or choose? Who worked for our staff, do I think they agreed with me, 100%? I can confidently, say no, because we've had our conversations and our debates, both in and out of the office. Some of the colleagues or people that work for me, think I may be a little too moderate, some think I'm too radical. I've had to deal with all of the above. My concern was never about their opinion, specifically about 1 matter, or the other. It's, are they doing their job? I'm glad that I hear your opinion. How about them tree trims. It's great that you and I disagree about the fundamental role of police in society, but is the pothole fixed. That's the conversation. And so, when we think about employers and employees, I never saw a conflict because my only criteria is, are you getting the job done? If you're not getting the job done, there's a way to resolve that conflict. It's called. Conversation. It could be Progressive discipline. It could be guess what? You're no longer with our team. But it's never been about somebody's opinion, because I've never wanted to hire somebody who is obedient. It's somebody who can execute. And I we work to develop leaders. So as it relates to that part, if you think somebody disagreeing with you on an opinion is a conflict, that's your whole team. Anybody here who's ever hired anyone now are there concerns about hours being worked? A million percent that is also not a conversation about conflict. It's a conversation about how we track hours of work, if we tracked hours of work and let's say on hill or somebody else had a Take time off in the next week because there's a call coming up. Great. You're now working that? Our so, where are you? Making that our up? Lord knows in the ward offices, with the little amount of staff that we have. We can find more hours. We work on the weekends. We work in the evenings, so it doesn't detract 1 of the other. But the ability to track those hours is something we don't have as well as we could in government. We could work on that and I will say for our colleagues, those of us Who happen to be city, council members and also have a secondary job. There's no tracking on those hours. There isn't any tracking on if somebody's in Alder and also happens to work as a lawyer or something else and what hours, they're punching out to do that job. So there's so that. So then point out that there might be some level of conflict in another person. It's it shows a border a level of dissonance that borders on hypocrisy, to not have the same standard for oneself. So, if you want to have a conversation about tracking absolutely, let's have it. If we want to talk about conflicts, there's not a conflict in that person working in that role. There might be a challenge in trying to write. Uh, the hours. I also talked to Anthony driver, I followed up after my colleague Nick pado did and asked about the hours He and I had this conversation, he said in my role, my a little more flexible so I can move things around and work around 40. But something that's more reasonable would be 20 hours of work. And so then we have the conversation. I said great. If somebody has to pull out 20 hours, let's say a week I'm gonna find the other 20 somewhere else so they work the hours. So All these things can be addressed. If there are changes that people want to make to the legislation, we're open to that conversation. Because 1 way to eliminate the perceived conflict, people have is pay these Commissioners more money so they don't need a second job. But we haven't had that conversation but if people want to open to it, so I I know angel, I could speak to his character but that's not the case. I'm trying to make, I'm looking at what's in the law, what it says, and what actually isn't isn't a conflict and that just doesn't exist here. Thank you very much chairman. Alderwoman Silverstein. Thank you, chairman. Um, I just need a point of clarification because I'm a little bit confused. So your only in this spot until you're 25. Is that correct? I, I think I just can't apply for that seat again, that youth spot. So I would, I would start my position if it was before December, of course. And then I would run through the term, which I believe is 2 years, and then I wouldn't be able to apply for that youth spot. If because I believe Commissioners are allowed to apply again. so, you're allowed to stay in a spot for youth under 205, even though you're 26 or 27, many of the commissioners before that, um, also had the same predicament of turning 24/25 and so we you, I would still be in the position. If that's your question before December. I just wouldn't be able to reapply as a youth, commissioner Got it. Okay, thank you. Thank you. Are there any more questions and comments? Okay, are there? are there any other questions or comment also, so once again, I just want to say 1 thing, I don't think anybody doubts here that there's plenty of work to do in our offices, I'm not remotely worried about that portion of it that you're going to put in your 40 hours a week because everybody knows all their manic offices. You guys, if you guys put in for overtime, the city would owe you a lot of money that way we can't afford. So we know my staff. We had a shredding recycling event. We only have meetings so I don't I don't remotely question that you're gonna give your full 40 hours because I'm sure you already give 50 hours. So I'm not remotely worried about that. So I just just want to clarify that. That's not my concern. My just, my concern is the conflict of interest. I wouldn't demand that anybody be anything, but I certainly, certainly the people. I hire in my office are, certainly, somewhat like-minded like me. And I certainly wouldn't hire somebody way to the left, what I'm way to the, right? So I'm not ashamed to say that I'm a righty and I certainly wouldn't hire a hard Lefty. So I wouldn't demand that they have to do anything, but I am who I am.
