I'm on staff at the Active Transportation Alliance. And I also work a lot with the transportation Equity network, but today I'm speaking on behalf of active Transportation Alliance. I'm here at the rules committee meeting because we support, um, having a 25 mile per hour default speed limit and we're here to urge you to address item. Number 3 on your agenda by referring the ordinance back to the committee on pedestrian. Um, on pedestrian and traffic safety. Uh, why are we in support of, uh, lowering the speed limit? Well, it comes down to simple physics and you can't abolish the rules of physics. Um, when you're traveling at 32 miles, an hour, in a car and you hit someone, there's a 25% chance that you will not survive. However, if you're traveling at 23 miles per hour and you hit someone, there's a 90% chance of survival. I wonder if any of you been hit by car, I have twice in the city of Chicago. At 1 time, I was hit the car lurched forward at a stop sign and it knocked me into the center of Kimbo and Palmer and that was just a car, uh, that was stopped and lurched forward. So you can imagine how much damage a car can do when it's traveling and it hasn't stopped. When you lower the speed limits, you unlock the ability to design safer streets, that make it safer for everyone. So we don't have to play Dodge car at Corners like cisero Irving and Milwaukee or 79th in Stony. we should be working to make Chicago safer, pedestrians, especially for older people like myself or people like my roommate who has a disability and is afraid to cross streets for 6 years. I lived a block away from Cicero and diversity. And I saw how people turn driving from diversity up to Belmont and back into a practical drag strip uh, especially after Co. So we're here to say, please return this ordinance back to the committee so that they can work on a solution to make Chicago Streets safer. Thank you. Thank you. Our next speaker is James McCoy. The city of Chicago is a billion dollars in debt and all of this was very preventable. When the illegal migrants started coming under uh, over here. we said and this was during the Lightfoot Administration that this was going to destroy the city. We've been coming here, we've been keeping track, we've been watching the millions of dollars, that's been now distributed to illegal immigrants who are not vetted. Nobody knows who they are, nobody knows where they came from. Nobody knows their background. They're coming over here. They're committing crimes. And we're allowing the taxpayers. Have been coming over here. Complaining the Democratic party claims to be, they claim to be the party of democracy. Yet the taxpayers, the citizens the legal citizens have been coming over here and telling the government, they need to stop this. That they're allowing people to come over here and terrorize the city and yet they've been paying millions of dollars to them and telling us that they don't have any resources for us. We've been suffering, the rent has been going up. They've closed down schools for our community, our children, our citizens, yet, they reopened them to make them into shelters. They've been turning everything left and right into shelters for them. They've been using hotels for shelters. They've been using police stations for shelters. They've been using warehouses and abandoned schools for shelters. And they sitting up here telling us that now, they're going to have a hiring freeze now. The citizens have to pay again, the citizens are going to have to pay again. For the male distribution of our resources to illegal immigrants. While you sit up there, trying to blame Greg Abbott for sending the buses up here. The person who's in, Fault of this, the main person who's in front of all of this is Joe Biden. Joe Biden is the main person who is in Fault of all of this. And the second person is Kamala Harris. She was supposed to be the borders are and she allowed all of this to come over here. Now, she's just through some big party the DNC while she sent up there talking about Vibes and being in a good mood, as Chicago is being terrorized under her watch under Joe, Biden's, watch And the Democratic party is shutting us up trying to silence us. As we're paying for all of this, we have to suffer for all of this. This is a billion dollars. Now, the winner hasn't even come yet. We don't even know what's going to happen. We also need someone to Watch Over the Tif money that's in the black. Neighborhoods to see where it's going, and what, it's to go to. And this is what will stop all of this. Because we're being neglected and we're getting put in categories categories with minority women and people of color and marginalized communities, and you guys for some reason the Democratic party, especially the blacks that are in the Democratic party is scared to just say black Or black kids or black children, we need to look over our own when it comes to education because it doesn't make any sense that there are 35 kids in 1 High School 155. And another High School Southshore has a waiting list and they're half uh empty. That doesn't make any sense and that's because we're being neglected. So we need to separate and that's the best way that we can do that in Chicago because y'all like the machine is done. The the old machine was never for black people and and daily learned how to just, you know, put some flowers over s***. But at the end of the day now that he's gone now, that Burke is gone. None of y'all have no idea what y'all doing. So y'all need to figure this out in. The best way to do it is separate black Chicago. And give us what we need to sew. Our communities can get everything that that these north side is getting, thank you. Thank you. Our next speaker is D Perkins. Good afternoon. Um, I want to speak on the shot spotter. Uh, first I want to start with a quote uh, from the MacArthur Justice Center. It says, despite shot spotters claims of 97% accuracy. A study using data from the Chicago. Police Department revealed that over the course of 21 months 89% of shot spotter. Deployments turned up no gun-related crime and 86% led to no report of any crime at all. The study's findings were further confirmed by the city of Chicago's, uh, office of Inspector General, which conducted, its own study and found that shot spotter. Generates tens of thousands of unjustified CPD, deployments each year, End quote. Keeping shot spotter opens our communities up to unlawful search and seizures. False arrests. Both of which we've seen in Williams V city of Chicago. And it also creates unnecessary hostility as we see in, as we saw in the death of 13 year old Adam Toledo. I'm all for police doing actual police work, but this is not it. I understand that there are incidents of success, but for me, this is allowing the government unfettered access to our personal lives. Just like we did as a result of 911. We need deterrence. Perhaps more police presence for violence, prevention, not more surveillance for violating our rights. And responding after the fact Our communities need investment, they have looked run down for more than 30 years. And their conditions breed poverty and violence. Use that money to Spur development and run out, slum Lords, who, um, or Property Owners squatters buying and holding for literal Generations. I mean, literally, I believe, firmly and free enterprise, but allowing our communities to continue to look like they do is unacceptable. lastly, I'll close with this quote They who can give up essential Liberty to obtain a little temporary safety deserve. The committee that. you you guys aren't doing too good of a job with um, uh, investigating people that you bring into Into our city. We're already having difficulties but you keep bringing in people that are not Really. Um, people that you should be bringing in, you know, it's like you're not doing your due diligence or whoever the committee is that's doing their due diligence, to be bringing people before the mayor to, to be hired. Um, they're not doing a good job. Before I became a, a employee of the city of Chicago almost 35 years ago or more, I had some parking tickets, they were like a hundred dollars before I could get hired. I had to pay off those parking tickets. You guys are bringing in. Top top, top level people and this is nothing personal. It's just it irritates me that you're bringing in a person or people that are going to be paid all these Uh, High salaries that owe money to the city. To the to the tune of close to 10 $10,000 almost. So how is that possible when I couldn't get hired? On a 100 dollars. so, and then you you're going to have them over a department that is and I I advocate for my my, um, My black and women. Um, contractors. So I'm speaking directly in regards to procurement. You're going to have this person that's over procurement that's going to be over all these billions of dollars. but, I mean, How is that possible that you would allow somebody that can't take care of their own issues have? Debt owed to the city to get that type of a position. So don't be proud up over there, Mitch, because I already talked to you about it. um, so, I just think that If you're saying that you're going to be the citizen, I mean the city for the city, citizens of the city you need to do your due diligence better when you're bringing in people and just because there's somebody's friend or whatever or blah, blah blah, it doesn't matter. It's their integrity. Where is the integrity? of the People that you're bringing in, and where is your integrity to allow that to happen? That's my question. Thank you. Stop taking our money to give it to other people, Michelle Harris, you've been around handle your business and get these immigrants out of South Shore. Handle your business. Come to work. It wasn't so much killing of innocent people. okay, so it moves on where you can live anywhere and then you can uh, Still police, whatever community that you're put in, but you don't know the people. You don't know their culture. So, you're bound to misjudge. Individuals. And that's what it's come to. And we've got criminals out here and we need police out here, but we need good police. The community needs to have a say. So we need to have a say on Who police is and how our communities are being policed. It's a public safety issue and it belongs in the Public Safety Committee. And I'm here today to speak about the cpop referendum and how it seems that some folks feel that it should belong in the finance committee. And uh what I'm here to say essentially is that keeping this strictly? As a finance issue is to completely narrow down the intention of of this uh resolution, right? Uh if you just look at the financial aspect of it, you're leaving out the biggest part of it, which is about a community control over the police. We can't even begin to talk about finances until we actually have a real idea as to what people want the police to be doing, how they want to be policed who their uh police by. And so uh to put this into a finance committee strictly is to completely limit the discussion that we need to be having around this and that's strictly around community control of the police. And so um we cannot continue limiting this discussion. Uh you know, I come from over Milwaukee. I'm a very recent Resident of Chicago and I'm proud to be here. Um, this accountability piece is extremely important to people and we found that uh, policing is actually been better in Milwaukee because of the effort that we've been making around it. And again to to strictly reduce reduce this to a a finance issue is to completely reduce the issue as a whole. And so I asked that this is moved to the Public Safety Committee and set of the fight finance committee. Thank you. Our next speaker is Steven Williams. Good afternoon. Thanks for having me. Give me an opportunity to speak. I wrote down a few notes. My name is Steve Williams. I'm a old ex-marine who lives in West Englewood. I'm a proud member of the Chicago alliance against racist and political repression. I'm here to fight what to fight for what we have already won. I encourage this committee. To do the right thing. Make the referendum for Community power over policing to the Public, Safety Committee, where it belongs. Let's take a note. From President Biden's, play sheet and, and I encourage the committee. To. The referendum is taken out of the rules committee and put back into the Public Safety Committee West supposed to be at. And it only makes sense for it to be there because the ecps was passed through the Public Safety Committee and is involved in everything around Public Safety and community control over the police and all the men Lopez is your fault that we even have to come down here to the make these demands. And ask that the ultimates who are against it being where it should be to reconsider and put it where it's supposed to be at, which is in public safety. Um, we are billions of dollars in debt, not only of the money that's going towards the the migrant situation. But we are 2 almost 2 billion dollars in debt of wrong people being wrongfully convicted. And if y'all fighting cases, or paying these lawyers to uphold wrongful convictions like this is a problem. Problem. And so all of the ultimates that turned around to, to hear from the community, the people who voted you in. I, I I salute, you guys, and I respect you guys and for all the Ottomans who turn, y'all backs and don't even care to listen to what the public, the community has to say to y'all about our concerns, it's a awful shame. We have the most body of black elected officials and we are suffering. It's a shame that we are negotiating about policing being police by the community. They are harming us, they are killing us. They have been kidnapping innocent people for centuries and it has to stops. That should not be a debate. That should not be a question.
