Because see, we know that the budget stated that you guys spent $400 million, on the migrants, migrants, who are illegal immigrants last year, the city is currently in a 235 million deficit, which means that you guys over spent the budget to pay for people who have not Paid any taxes who have not stood on the corners to take the buses to the Chicago Public Schools who have not done anything and it is very disrespectful. It is extremely disrespectful. That parents like myself. Have to go out and drive 3 expressways every morning to take our children to school because you guys can't get the busing situation together, but you have all the time, all the energy, all the solutions to do things for immigrants. My friends not only is that negro phobic but it is xenophobic against the American people. We are not being treated, fairly in our city, and you guys are using our property taxes to affect us negatively. We are asking right now to put a moratorium on the sanctuary city ordinance. It is drowning the taxpayer. It is forcing everybody's rent to go up. It's forcing everybody's mortgages to go up because the property taxes are going up. There is no stoppage for the illegals who are coming up here because you Guys have already magnetized our city for illegal immigration by showing the world, how we treat people, who enter our country illegally, and we don't have any more money for that. You all. We don't have any money. What I want you guys to do is figure out how to balance the budget before you talk about. Anybody that does not have a Social Security number before you talk about anybody who has not done the work of Americans, they don't deserve anything, we owe them. Nothing. And every time you guys have conversations about immigrants, what you guys are saying, not you American Negro because the American Negro is not an immigrant. So every time you talk about them, every time you spend time talking about them, our taxpayer funded time. You guys are pushing us to the back and that's negro phobic and that is disrespectful. The same way you all can get together and have a meeting for the immigrants. Figure out how you can have a meeting to figure out how to balance and reduce the The budget, we do not have the money stopped, giving them our money when our people need it. Not just, I'm not saying black people, the American people, the Chicago taxpayers, we need the money, don't give them anymore. Thank you. Our next speaker is Robert Guzman. Mr. Guzman, good morning. Uh, I want to start off by just thanking the committee and immigrant and Refugee Rights for allowing me to uh submit my public comment. Um, My name. My name is Robert Guzman. I'm the external Affairs director at, uh, scale. It, it's a non-for-profit organization that, uh, over 10 years we've been assisting, uh, Chicago residents, um, with obtaining, their GED job Readiness training, uh, digital literacy. Um, Improving their math and reading and helping those um, uh returning um from incarceration. Good jobs. um, and in October of 2023, um, I was assigned by the Department of Commerce, uh, uh, to be part of a, a Workforce working group that will assist, um, all new arrivals, uh, that have obtained work permits and, um, getting jobs and, um, Since, uh, October of 2023. We've engaged with over 3,400, new arrivals with their work permits about 90%. 90% of them have gone from Level 1. English to level 4, English, um, allowing us, um, to make a more marketable, more employers. Our biggest barrier has been the relocation from shelters to Rapid rehousing to now not knowing where they're going to live. but but we will continue, we will continue to provide them with the same resources and a a equity that we have done. for over 10 years with all Chicago residents, um, not just asking today to the committee, uh, to understand the important factor, the housing place and work force development For every for every 1 in Chicago. Uh, I will, kindly ask anyone the same way you all. Got the respect, and people were interrupting to do the same or I will ask you to leave. I will have sergeant-at-arms take you out. All I'm asking is for people to give everyone the same amount of time and respect that you all got. Thank you. So I'm just saying as a son of a name Grant that arrived at Little Village in 1977. Speaking for every resident in Chicago, I am a, um, St Martinez. I am an immigration and housing organizer. Uh, we always center today, I'm here to talk about the barriers that tenants face here in Chicago. Everyone most of 50% of the population in Chicago are renters and this is something we have in common. We are being evicted. We are you guys sometimes? And today landlord corporations. They are the ones that are making profit for all of the Working Families in Chicago. Um, we need a home to live. We need a space to reach our childrens to have a family to have a life. Everyone has the right to have a house to have housing. We need legislation that protect or or tenants to be a victim for a reason that are not their foul. We need protection for all the families that are enriched to be homeless. Where the tenants where the landlords ask for the to leave the unit for sometimes for reason like I am going to bring a family member, that is right. They are the landlords right, they are the owners but that is not the follow the follow, the tenant, other reason they need sometimes to remove the, to remove the, um, the construction, you know, in the building or something like that. But families, having lived for their for 1050, 20 years. And right now, it's really hard to find. a apartment a house that is, you know, affordable and that is um, In good shape. Also, you know, in good, um, Okay, um so we need um protections to help our families. All other families in the city, everyone to have a house A safe and healthy place to live. In our communities. I think everyone can agree in this corporates. And companies are bullying or houses, um, buildings. And they don't care about the maintenance, they don't care about the property, they use collect the money, every month, corporate landlords are not afraid to ignore. The tenant requirements for maintenance, or also raise a retaliate, tenants to a victim. when tenants call the city for inspection on the they keep asking for, you know, things that are the right for pay the rent we need protection for all the, all the tenants and all the families that want to stay here that want to live here alive. That is something. I think that most of us here have in common that we are residents here in Chicago. And we need protection like, tenants and homeowners. Also in small, landlords are in the same game, right? They need help with all these, um, taxes and all these expenses that are making hard for them to keep the property when corporate landlords. Are, you know, having an old money to buy blogs, hundreds of units, used to make profit for all the families that are working and struggle to have a house. No, we don't support. Thank you so much. I'm tired of seeing my people come down here day after day talking about their grievances for them to be be dismissed. I'm sick of the arrogance, the entitlements, the hypocrisy, and the incompetence of this Administration. I'm going to begin with my, I'm going to begin reading. A testimony that was prepared by the director of research for the center for immigration studies. And this is directly for you by and see Joe Lopez since you love to push this narrative about the miraculous things that immigration does for our country. This is the immigration Integrity security and enforcement subcommittee of the house Judiciary Committee. The hearing is entitled the impact of illegal immigration on Social Services. Illegal immigrants are a net, fiscal drain. Meaning, they receive more in government services than they pay in taxes. the fundamental reason that illegal immigrants are a net drain is that they have a low average education level, which results in low, average earnings, and tax payments. It also means that a at a large share qualify for welfare programs often receiving benefits on behalf of their us-born children. Like their less educated and low-income you us-born counterparts. The tax payments of illegal immigrants. Do not come close to covering the cost that they create. Secondly. You guys sit here, particularly Vasquez, seats or Lopez Carlos Rama Raza. Jesse Fuentes you all advocate for these people for resources, but you put majority of them in black zip codes. You accept a few, you accept the few, but the majority you put in our community. So let's talk about the behaviors that they're bringing to our community. Fighting in the street like animals with bottles and knives with their women and children right on the side of them. looking like you confused I guess you see each other because it's not put on the news but we're telling you what's going on on the streets. Okay. They standing off with the police. All right, they beating up CCA employees, they jumping on people on the CTA. Right? They out here prostituting. Selling drugs, toting, guns. And you want us to embrace that in our community. How is that fair? And this lady sitting here like, oh, this isn't true, we're making stuff up. You don't live in our communities. Just like y'all don't understand the frustration we deal with with the police, cuz they act different in our communities than they do in any other community in this city. Thank you. What the city is responding to political attacks when people put people, inhumanely in buses and have even allowed the inhumanity of children minors to die in transit. So, we also recognize the tragedies of what we've seen recently in Forest Park, which is 4 people shot in the CTA train. We care about every single chicagoan victim of inhumanity And today. Again we want to recognize the panelists, we want to recognize the people who do in our work. And I just want to announce because of the work. The work that has been done to respond to a humanitarian crisis. That other states are not responding. We also will receive on september 21st. I want to make sure it's public to the press the the visit of the president of Colombia in Chicago on septembar, 21st to to recognize the work that Chicago has done receiving and welcoming people in a very challenging situation. While we had a convention, I commend all Chicagoans that are working for Solutions as a chair of the housing committee. We also don't think that Chicagoans or people here. Working people are to blame, but we are finding Solutions. And I want to announce also, there is a referendum as well in November, when people can express their voices. So that people who make in 1 more, more than 1 million dollars will be considered. To tax at a pro, a percentage rates of 3% income tax. So that we have enough funding, we have 120,000 millionaires who live in the city of Chicago, who can pay the first share and there are solutions so that we can do both care for new neighbors, as well as the current neighbors.
