Thank you. Stop signs placed on residential streets without accompanying. Traffic studies, violate state law and violate National guidance. They are illegal Vice chair cruise is now dealing with the Fatal aftermath of illegal stop signs on Long Avenue. Since May of 2024, I've left dozens of phone messages and or email for C dot professional staff and the C Dot Public Information. Officer with not 1, single message returned C. Dot is violating state law and national guidance. By recommending. Stop signs on residential streets without accompanying traffic studies. This committee is also violating state law and violating National guidance by passing through committee direct. Introductions for stop signs placed on low volume residential streets without accompanying traffic Studies by passing through Committee aldermanic overrides of stop signs. Not recommended by cedat. By passing through committee cedal recommendations for stop signs on low volume residential streets, without accompanying traffic studies. Unnecessary illegal and unwarranted. Stop signs on low volume residential streets and danger people. Walking people riding bikes and drivers unnecessary illegal and unwanted stop signs on low volume residential streets. Promote disrespect for legal warranted, stop signs. I heard you. Chairless badass say, before this meeting that quote, stop signs are not to be used for speed control. End quote, you are correct. National guidance though, says should not be used for speed control and perhaps C dot is using a misinterpretation of that seeming loophole to act illegally and recommend that illegal unwanted stop signs. Be placed on low volume residential streets. As long as they avoid using the words quote speed control and quote on December 19th 2023, a final rule, adopting the 11th edition of the mutcd was published in the Federal Register with an effective date of January, 18, 2024 states must adopt the 11th edition of the national mutcd, as their state legal standard for Traffic Control within 2 years, 16 months from now that new National guidance will change should to Shell and we all know, or should know the legal implications of shell, as in Shell not be used for speed control. The city taxpayers will be liable for damages caused at unnecessary illegal and unwanted stop sign locations on low volume residential school. Streets. But this committee and see that can change the path now. Thank you. Thank you, Mr. Sinka, our first in-person speaker is Mr. George Blakemore. And I can see you don't have a call. It's something inherently wrong. You don't have a call what you got. These means ran over here, but you could have a call. Now, they are gone, and you still trying to make law Concerning sir that young man? Are you still the 1 to talk about the illegal? Stop sign? Every damn thing down here is illegal. They're all a piece of sh and when you go put the it there, if you want to you I can't believe it. This 1 right here call except the chairman, he, this meeting is supposed to be over, you have no code. You, you make no laws now. So, who you know what? It's terrible. But I said, no, I said, I need to go and get my artwork, leave this whole, political mess alone and make me some money. Oh, on the Plaza. They say, you can't sell down there. I said it's illegal. Because everywhere I said, let me come back here and look what I came back to I came back to nothing. Nothing Mr. Blakeville will talk about these parking. Uh uh permanent parking in residential parking where people just say they, they don't have them driveway and they don't have a car ride, so they gonna just have a plate 24 hours for them. Well, that parking for the open to every citizen of this city. That I'm against that. I'm against all of y'all political doodoo. and you looking at me like, Look at focusing on me. It's, you are all a piece of that. How look at you. So you know these are educated informed citizen. You can't pull that on them. You don't have a car. They they you've arranged them for. You got 2 me going on at the same time then you go. Go for them over here. Like you got go then after you let them in then you go send them them back out. Well, now this is no longer a legal leader, is not a legal meaning, you know, if we can't meet you, no you, no longer have a car. He just 1, 2, 3 4. If you a tip, it in, Well, well, that was here when it started. So something is wrong with you? Then the husband told me about you, she said you didn't do nothing and private and you're not doing nothing now. You're just a disgrace, this whole thing is a disgrace, they're mean uncomfort incompetent piece of whatever. And I hate you and I'm going, read, you see? But because they you you you and all of y'all. It is very loud. Thank you, Mr. Blakemore, our next speaker is Lola Wright. What is this? Pull me out. What is this? Yeah. So my name is Lola Wright. I live and work on the 2700 block of North California Avenue. And I share this gentleman's concern that there were a series of aldermen that came in, at the beginning of the meeting that are now gone. I think it breaches integrity and it also undermines my confidence in the system that I can come here and actually be heard. so I I think that like please don't misunderstand the delivery because I think a brilliant man like that can be dismissed and I think he made some really important points. Um, On August 25th, I started a change.org petition because 66% of parking was eliminated on our block, a block where there are multiple small businesses and I live. Um, there was not Community conversation about this Alderman laspata and I met yesterday. Um, I don't believe that bike Lanes need to exist in exclusivity of parking. I think parking and bike Lanes, can coexist and I think that this should be documented in a meaningful way. On City record that there is a solution. The solution has not been found and there are residents and business owners on the 2700 block of North California that have been negatively impacted by an ambitious and overly aggressive pursuit of bike Lanes. I am married to a cyclist. My daughter rides, her bike from Logan Square to fostering kadzi for school frequently. I am not anti bike Lanes. This Should not be a conversation about 4 or against bike Lanes. It really should be about coming up with solutions that serve all of the community. Not some of the community and ensuring the community members are made adequately aware. As I said to Alderman, Le body yesterday, I shouldn't as a mother of 4 children, and multiple businesses that I own and Lead, be expected to read the Tea Leaves of Sea Dot to understand what's happening in my neighborhood. And, um, I just want to reiterate, it's disappointing. That there were a number of aldermen here that I was looking forward to hearing my concern and they've now disappeared. So, I'm hopeful that Alderman laspata, and I can come up with a solution that works for our block our neighborhood, our community, that engages the people in our neighborhood and doesn't pit 1. Another against each other, such that either you're 4 cyclists or against cyclists, that's just not accurate. It's not true. It's not in service of the community that I was born and raised in which is the city of Chicago. And I like this body to work with us to come up with a solution that doesn't impede on the viability of small businesses on that block. So thank you. Thank you. Miss next speaker is Miss Jessica Jackson. Very good. Okay, pizza. So committee on pedestrian and traffic, safety. All right, I just want to live for the day. As a pedestrian, in this city to enjoy being able to walk down the street, you know, those days are long gone now since about a year year and a half ago, where all these illegals are here and Everywhere You Walk. You got to look at this lady and kids leaned up against buildings begging. Some of them had a breast out called their self breastfeeding. I mean, I don't know, do they want the sympathy? But that, because people been breastfeeding since forever, you just asked a woman. You just take a towel and cover it up. I don't know. What does that mean? when you have your baby uh tied to your back, to try to make it look like, oh you're so poor when we've been putting your baby right here down in this little thing and you wrap it around you go ahead and do what you want to do. It has nothing to do with being oh. And this is what you're forced to look at you go down. You're driving down the street in your neighborhood. Here they come all on the corner. Begging come in. All through the cars begging why, when we got a billion dollars deficit in the city, all behind immigration, illegal immigration, just as Citizens, this is what we've been forced to look at. You can't even go to the Magnificent Mile, no more. And just take a nice stroll down the Magnificent. Mile to go over to your nice stores. That you like, no, cuz the illegals. They everywhere. The streets. All dirty. This is not Tijana. We want our city back. This is completely unfair. Every Uber driver you get. Now it's a illegal immigrant They driving all crazy. Can I tell you how many times I've been in the Uber where somebody had to come and they get at that Uber driver for driving all crazee. Now I'm in jeopardy. Just it's insane. This is insanity. And then the DNC comes and the city can miraculously get spotless clean spotless. You gonna have the illegals and stuff so that the people can think the DNC that Chicago was handling, this immigration, this illegal immigration like this when in fact that's the biggest lie then you go throwing Obama and Michelle there. Like that's supposed to mean something when they hold things over there. This place in black people. Are you kidding me right now? Get these people off our damn streets like this. Don't nobody want to look at this garbage. This is not, we fail to live in this city. Our next speaker is Doris Lewis. Lady to come down, like she can speak to a committee. And look at you, you you Alderman, this is very disrespectful, it's very disrespectful to not have the ultimate here who on this committee. Don't invalidate what Mr. Blakemore is saying. Don't invalidate. But the lady just said, you all are very disrespectful and it's very disappointing. I live across the street from uh at the Lakeshore Hotel, you have illegal immigrants over there. It is a danger as for me, as a pedestrian and others who live in that area that area in front of that hotel. It it is. It's a public their Affair. It used to be. We cannot even walk that way anymore. If you go that way, you're getting into verbal confrontations with these illegal immigrants, sometimes it gets very physical. Something needs to be done about that. I want that thoroughfare open for me, as a pedestrian. For my, the residents in my building and the residents in that area. It needs to be open. It needs to be stated that residents in this area can walk through that thoroughfare. I've been over there. 50 years and I've never had anyone to tell me. You can't go this way because it's private. How dare someone in this country illegally, can tell me. I can't walk through that area because they consider it, uh, private. It's it's it's dangerous. It's dangerous. It is literally dangerous around that area and the city is not paying any attention to it, Alderman. Yes, he doesn't do anything about it. You called the police, they may or may not come. Why should I as a pedestrian? Why should the resident In that area as pedestrians. Be afraid to walk through an area that we've been walking. Through 50 years I need some answers. Something needs to be done about this and I'm not going to let it go. We come down here to express. Uh express, our civic responsibility. Our responsibilities. You all want to ignore us. I will not be ignored. I'm a taxpayer. And ultimate I want to know why is it that we are having a problem at the Lakeshore hotel and Hyde Park as a pedestrian, as a legal citizen of the city of Chicago and the state of Illinois? I want some answers why you don't have the office. This is not know. Thank you. Miss Lewis. Our next speaker is Zoe Le a damn game here. Call the Jesus to come in here. On 29th and King that stop sign. I mean that's stopped like it needs to be longer when people have to. It's a lot of students over there and you have 10 seconds to go across King Drive, which is insane. Number 2 is, um, I, I grew up in New York so I grew up. I like I understand the whole immigration thing, but this Invasion and the fact that you guys have given them free bicycles, free mopeds free scooters, they do not obey any of the traffic. Any of the bicycle Lanes? Any of that, they act like they don't speak English which some of them, the majority of them don't and uh and um, and allow them to do. Um, but it's a a scam. Um, that's going to continue. Um yeah definitely. Alright, it is a scam. Um, but I just want to know like There's no regulations. There's No Boundaries like y'all just, not gonna do nothing like y'all. Just not gonna do anything at all. Like y'all just let these people come over here and just do whatever they want. Like the police can't do anything. The you guys aren't doing anything. I mean, tomorrow, there's going to be this this joint meeting with immigration and housing worried about them but there's black homeless everywhere. I mean on 4 4, 4 got killed on the CTA train couple of days ago. I mean and so on, still talking about that over you have 200, what's it? 300 million dollars, annually in homeless prevention money. Where is that money going to like Michael Young Bae? He's not here today but he can't. They they they kicked him out of all the shelters. The 700000 day shelters, that y'all are paying. They've kicked him out. All the shelters, he's paying his own money to stay in the hotel but the Lakeshore hotel that's family for families and he has a family. Y'all seen his daughter, you've seen his wife, they can't get in that Lake Shore hotel. But they've got brand new strollers new strollers over their brand, new bicycles and free parking, but everybody else got a paper parking in the city a Citizens. Like, what is this? This doesn't make any make any sense. And this yeah, this is, this is, this is insane and you guys know it's insane and y'all aren't doing anything about it. Like y'all are like, is the justice department is coming? I promise you justice department is coming. Thank you very much. So thank you, Mr. Blakemore, our next speaker is Mr. Taiwan Sims. And it keep on going. Damn thing. They gonna have a real also noting, Alim investigates president as a non-member. Bye bye, Mr. Sims um, so The phone you got recently, we attended a meeting. What, what was that at? Um, usabo Museum down there, the freedom move Coalition was there. and what they was talking about is the lack of You know what's going on as far as like, pedestrian safety and traffic and what? so, the freedom move, Coalition is focusing on pretextual traffic stops and I want to focus on that also because I had a case in the northern districts, case number 22 CV 5691 in the Northern District where I was attacked July 22nd of 2020 by Criminal Netta Scott, who's star number is 18908. And Victor Al Alcazar 111046 And still, I had that case dismissed without prejudice for lack of prosecution. I've been homeless since forever. I'm unemployed. So but I feel also that this has been manufactured in a lot of ways in 2020. Since I've caught this case for the last 4 years, I found myself in a consistent decline, I found myself always at odds with, um, CPD. As if I'm targeted, as if my social security, number is targeted anywhere I'm at or I'm flagged in some way. So I would like for this case to be bought back up the corporate we got, we do have corporate attorneys that take care of these things for the citizens, we got a civil rights attorney here, Mr. Matt, Martin, um, There's some there's some resolve or resolution. I can get in this. instead of these criminals being, Taken care of the way. They've been taking care of because I don't got 16.4 billion dollars behind me. I don't have corporate lawyers. I don't have any of that but I'm sure that the little tax plan dollars, that I have put in, can Aid me in this and that this can be bought back up. because it was yet a moment where we spoke about pretextual stops, and I suffered it I could have been killed. I was jailed locked up. Um, Attacked by judges threatening with warrants had to deal with this for 2 years or better. To know resolve. But now I want. Now, I want some resolution as a citizen, so maybe we can bring this back up. In the next official meeting because Mr. Blakemore said, It's not a meeting y'all. Y'all don't have a court room here. Thank y'all for hearing me out though. 1 2 3. Thank you Mr. Sure it would encourage you to look around the corner. Alderman, Hopkins is here with us as well. So we now have ottoman Robinson.
